HomeMy WebLinkAbout2011-01-12FIRE COMMISSION MEETING January 12, 2011 Budget: • FY 2011/12 Budget - Met w/ Commissioner Taniguchi on December 22. - Met with Department of Finance on January 10. - Following meetings with all departments throughout this month, Finance will submit Mayor’s Budget to Council by March 1, 2011. Alternative Funding and Grants: • FEMA FY 2008 Assistance to Fire Fighters Grant: (Health/wellness program). • FEMA FY 2009 Assistance to Fire Fighters Grant: (254 turn out coats and 251 pants). Still waiting on manufacturer to provide equipment— about January/Feb). • FY 2009 Assistance to Fire Fighters Fire Station Construction (Makalei). Bid advertisement on 12/23/10 with bid opening 2/3/11. • FY 2010 Assistance to Fire Fighters SAFER (Staffing for Adequate Fire & Emergency Response). No word yet. • FY 2010 CDBG – Tanker/Tender – Pahala Fire. Bid for Ka’u District 2000 Gallon Tanker Apparatus awarded to Freedom Fire Equipment from Marietta, GA. Contract being sent to them for review and signing • FY 2011 CDBG – Fire Apparatus – Pahoa Fire. Submitted proposal packet for fire protection apparatus on January 6, 2011. Should receive notification sometime in April 2011. • FY 2010 DOT Highway Safety Grant: Received notification of $24,000 award for vehicle extrication training. - 2 - Capital Improvement Projects: • Makalei Fire Station • Administration & Support Facility: Project status quo. • Central Fire Station: No new updates. • Kawailani Fire Station: No new updates. • Ka’u Public Safety Package: No new updates. • Paauilo: No new updates. • DPW ADA Compliance, HazMat Abatement: ✓ Waimea – Work continuing. Paving of driveway and parking completed. Awaiting shipment/arrival of large missile impact resistant windows. Expected arrival in January. ✓ North Kohala – Interior work continuing. Electrical box was moved requiring shut down of power of entire building for a day; that has been completed. Plumbing work continues for ADA compliant bathroom. • Pohoiki Radio Re-Location: Awaiting results of second wind load analysis based on resubmitted antenna specifications. Corporation Counsel has worked out lease agreement with Kapoho tower site landowner as we try to complete our project at Pohoiki. Agreement will allow us to remain for three months with three additional months extension available. Promotions and Hiring: Open-Competitive Recruitments: • Fire Fighter Recruits: Pending conditional offer responses. Medical screenings scheduled January 24 to February 9. Target hire date is Spring 2011. - 3 - Emergency Operations Bureau • During month of December, responded to 1,837 total calls. a. 50 fire calls. b. 1,373 Emergency Medical Services calls. c. 13 Rescue calls d. 14 Hazardous condition calls. e. 131 Community Service calls. f. 219 Good intent calls. g. 35 false calls. Special Operations: • Instructor Training for the Departments Aquatics Competency Certification program is completed. Support Services Division EMS Bureau: Presentation of EMS Career Ladder Program • BC Uchida attended Stroke Awareness training on Oahu sponsored by Hilo Medical Center and American Heart Association on December 8, 2010. Stroke protocols were discussed similar to that of the STEMI Alert and Trauma Activation protocols. • FF’s Chris Berg and Elijah McDanniel completed MICT training and reported back to their duty stations. Both personnel received their temporary State MICT license and are being utilized as a FMS. • Participated along with Co-8 personnel (“A” shift) in a mock MCI exercise with Hale Ho’ola Hamakua on December 13, 2010. • On December 16, 2010 conducted After Action Review of the MICT program with MICT Students and the EMS Instructor. Received valuable feedback for future classes. • Fire Recruits successfully completed their EMT-I Training on December 23, 2010. - 4 - • On December 27, 2010 Fire Recruits flew to Oahu to take their National Registry EMT-B computer base exam and were later notified that all had passed. Training Bureau: • December 1 through December 10, held interviews for firefighter candidates. Interviewed 83 candidates. • Dan Gushiken and Peter Silva completed the BBP classes for Stations 15 and Station 20. • First Aid class held for WSO and Mechanics. • Continue Certifications for outside stations in CPR. • 39th Recruit Class went to Oahu on the 27th for their EMT-B testing. • Clean-up and inventory of equipment of Training supplies done for preparation of 2011. Volunteer Training Section Auxillary Services: Communication Section: • 12/01: FASO met with FCS D. Willis to discuss relocation of the 911 call taking unit in FCS D. Willis office to fire dispatch. At meeting also discussed plan for training on Supervisor Call Taking Station to work out possible Telex Radio Console problems. The addition of new radio consoles will cause need to change out old consoles and add new dispatch table furniture. FASO scheduled a meeting with County Draft person to reconfigure dispatch center. Draft person will give FASO and FCS many options to share with dispatchers. The options received will be agreed to by a majority. The plans that were agreed to are going to be shared with our ergonomics consultant to further this project. • 12/8: FASO had phone conference with Steve Dougles of Hawaiian Telephone requesting quote for the interfacing of the new telex radio consoles and the 911 call systems. - 5 - • 12/10: FASO received four scaled drawing plans for our dispatch center. Drawing will be shared with fire dispatchers for input. Distribution Center: • 12/20: Sent out Portacount units to TSI for recalibration. • 12/22: FASO made arrangements with Elkhart Brass for training Jan. 25 – 26. Prevention Bureau • Fireworks: Sold 1,340 fireworks permits and collected $33,500. This number is down slightly from previous years. New Projects/Business: • Illegal fireworks task force committee Employee/Public Relations • Station/Division Decorating Contest: Thanks to Commissioners who went to view stations. Winners were: 1st – Training Bureau; 2nd – Kaumana; 3rd – Keauhou; 4th – Pahoa.
