HomeMy WebLinkAbout2011-05-11FIRE COMMISSION MEETING MAY 11, 2011 • FIRE CHIEF DARRYL OLIVEIRA IS ON VACATION AND UNABLE TO ATTEND TODAY’S MEETING • WELCOME TO FIRE COMMISSIONER LAURIE BASS (DISTRICT 1) Budget: FY 2011/12 Budget Mayor Kenoi presented his final budget to Council on May 5th. Budget hearing with Council tentatively scheduled for Wednesday, May 18. Alternative Funding and Grants: • FEMA FY 2009 Assistance to Fire Fighters Grant: (254 turn out coats and 251 pants). Submitted grant amendment to use excess funds to purchase a portable fire extinguisher training system and implement a smoke detection installation program for seniors. It will take six to eight weeks before we get notice of the disposition of our submittal. • FY 2010 Assistance to Fire Fighters SAFER (Staffing for Adequate Fire & Emergency Response). As reported last month, on March 18, 2011, we received grant award notification for Volunteer Retention Grant for $100,000. This grant will fund marketing program costs to recruit new volunteers, as well as travel costs for professional development and higher education participation for volunteers. (Fire Academy). Grant award period is from June 12, 2011 to June 11, 2015. Went through one council hearing with unanimous approval. Met with Finance to create special account to t assure proper accounting procedures for drawdown of funds. Will be scheduling meeting with Volunteer Training Captains and AC Yawata to begin implementation soon. • FY 2010 CDBG – Tanker/Tender – Pahala Fire. No new updates. Manufacturer still waiting for chassis to come from Peter Built. Once received, should take 3 weeks to build vehicle. • FY 2011 CDBG – Fire Apparatus – Pahoa Fire. Council gave final approval to the Housing agency’s CDBG package on May 4. However, until HUD releases funds, there is no confirmation that the full amount of funding will be awarded. We applied for $600,000; if don’t get full amount, working with Councilmember Blas for balance utilizing Puna Geothermal funds. • FY 2011 DOT Highway Safety Grant: Received formal notification on use of funds ($24,000 for vehicle extrication training). Project will be implemented with FEO Neil Yoshioka working on a training schedule with the instructor, who will be providing us with extrication tools following the training. • FY 2012 DOT Highway Safety Grant: Submitted for $12,802.74 to purchase pediatric spinal immobilization boards for our medic units, which will allow us to better protect and treat the injured pediatric patient. Capital Improvement Projects: • Makalei Fire Station: Thanks to Commissioners Taniguchi and Moku who attended our dedication and groundbreaking ceremony on May 9 th. • Administration & Support Facility: No new updates. • Central Fire Station: Received notice from the Hawaii Public Housing Administrator and who will be negotiating lease for site with our County ’s property manager. Will use same station design as Makalei Fire Station with modifications to include battalion headquarters. This project, however, does not have any construction funding. • Kawailani Fire Station: Formally declined site at Keone Street/Machado Acres by notifying all residents via letter. • Ka’u Public Safety Package: No new updates. • Paauilo: No new updates. • DPW ADA Compliance, HazMat Abatement: Laupahoehoe – Large missile impact windows installed. Waimea – Completed with Installation of “missile” impact windows; dealing with some roofing issues to be handles by Department of Public Works. Photovoltaic system not completed. Trying to address issues with generators and doors at station. • Pohoiki Radio Re-Location: Project moving; antennas installed at new site and we hope to be live soon. Promotions and Hiring: Open-Competitive Recruitments: • Water Safety Officer 1 (Temp): Interviewed conducted May 5, 2011. Targeted hire date is June 1, 2011. Internal Recruitments: • Fire Radio Dispatcher III: Assessment Center scheduled for May 27 from 7:45 a.m. (all day) at Aupuni Center conference room. • Fire Emergency Medical Services Specialist III: Assessment center scheduled on June 23 and 24, 2011 (from 7:45 a.m., all day) at various conference rooms at the County Building. Fire Commissioners welcomed to participate on either or both assessment centers. Emergency Operations Bureau • Assisted with the Merrie Monarch Festival by providing EMS Standby assistance during the competition as well as on the parade assembly area. • AC-1 and Pahoa Fire Station Personnel working on apparatus specifications for a Class A fire apparatus for the Pahoa District. Apparatus funding provided by a Community Block Development Grant from the Housing and Urban Development agency. Support Services Division EMS Bureau: • The much anticipated MICT Prerequisite online A& P program started on April 4 th. Hawaii Fire has 20 personnel currently enrolled in hopes of filling the next upcoming MICT class tentatively scheduled for next January. • On April 11th, the MOU with DOH regarding TB testing of HFD personnel was finalized and signed by both Department Heads. A formal TB testing program is currently in the development process. • MICT Interns on Oahu (FF’s R. Kreps and B. Okutsu) are doing well as they approach the end of MICT 200. It was agreed upon that both Interns will do their first two internship rotations up on Oahu and return to Hawaii Fire on the Big Island to complete rotations three, four, and five. Tentative completion date is late December or early January of 2012. • On April 27th, Company’s 21, 7, C-2, Co-6 along with FMS C. Honda and FF B. Heidenfeldt participated in the Shattered Dreams Project with the Prosecutors Office and Kealakehe High School students. Training Bureau: • April 1st the 40th Recruit Class began their Firefighter Training. • 40th Recruit Class completed First Responder course. Volunteer Training Section Call upon Volunteer Chief Tom Brandt for report. Prevention Bureau • Provided support at recent Merrie Monarch festival. No major incidents. • Captain Robert Perreira and his arson canine Kaimi will be attending recertification at end of May. • Preparing for 4th of July activities. Auxiliary Services: Communication: • 4/18: Meeting with Steve Stoffer of Alister and Tammie Antonio of DPW Drafting Department to help Fire Dispatch decide on the type of furniture that will be installed in dispatch. Distribution Center: • 4/1 – 4/30: Clearing Rail Road Avenue Warehouse of all equipment and clean up of building New Projects/Business: • Legislative Actions: The following bills have been enrolled to the Governor as of May 6, 2011: • HB 605: Establishes a reduced ignition propensity cigarette program special fund for the SFC to administer and provide staff for RIPC program. Effective July 1, 2011. • SB 742: Allows the SFC to hire a full-time administrator and administrative assistant. • SB 172: Amends provisions of fireworks code, imposing new definitions and permitting, importation, labeling, and inspection requirements. Authorizes the fire chief to revoke or suspend permits for enumerated reasons. Exempts movie and film productions from the 9 am to 9 pm time restriction. • SB 1025: Adds the assault of firefighters and WSOs to the offense of assault in the second degree. • SB 173: Prohibits the sale or distribution of novelty lighters within the State. Employee/Public Relations • EMS Week: Planning continues for our 11th annual EMS Week festivities on Sunday, May 29, at Liliuokalani Park. All Commissioners invited to attend and participate.
