HomeMy WebLinkAbout2011-07-13FIRE COMMISSION MEETING JULY 13, 2011 • WELCOME TO FIRE COMMISSIONER LAURIE BASS (DISTRICT 1) Budget: FY 2011/12 Budget • Budget as submitted by Mayor Kenoi became effective July 1st. Alternative Funding and Grants: • FEMA FY 2009 Assistance to Fire Fighters Grant: (254 turn out coats and 251 pants). Received approval on our grant amendment to use excess funds to purchase a portable fire extinguisher training system and implement a smoke detection installation program for seniors. However, grant extension approved to July 29, 2011 (we had requested April 29, 2012). Upon speaking with Doug Woods from FEMA, received instruction on submitting another request for grant extension so that we may properly implement project. • FY 2010 Assistance to Fire Fighters SAFER (Staffing for Adequate Fire & Emergency Response). No new updates. FY 2010 CDBG – Tanker/Tender – Pahala Fire. During May 2011, Freedom Fire Equipment (Contractor) notified us that it was informed by Peterbilt Manufacturing that there would be a delay in delivery of the apparatus Chassis to Freedom Fire Equipment due to the specified Paint Color needed and a change order for the rear axle to put in a limited slip differential. The Chassis would be delivered to Freedom Fire Equipment mid July. Due to the delay, we requested a grant extension from the Dept of Housing and Urban Development. The extension was granted until the delivery of the apparatus. Freedom Fire Equipment estimates that the following will occur: - Delivery of the Chassis from Peterbilt July 13-15, 2011 - July 18 to August 18, final assembly by Freedom Fire Equipment - August 22-26, final inspection and testing with HFD representatives at the manufacturing plant - Estimated delivery to HFD in Hilo, September 15, 2011. - Week of September 19-23, 2011, conduct training on proper operation of the apparatus by a Freedom Fire Equipment representative for affected HFD members. We have started to receive equipment for the tanker (Hoselines, Fire equipment, hand tools). These items are stored in our warehouse and will stock the Tanker once it is received. • FY 2011 CDBG – Fire Apparatus – Pahoa Fire. No new updates; still awaiting HUD release of funds to determine amount of funding that will be awarded. • FY 2011 DOT Highway Safety Grant: FEO Neil Yoshioka continues to work with the instructor on a training schedule (re: extrication training). • FY 2012 DOT Highway Safety Grant: No new updates. Submitted for $12,802.74 to purchase pediatric spinal immobilization boards for our medic units, which will allow us to better protect and treat the injured pediatric patient. Capital Improvement Projects: • Makalei Fire Station: - Grading work completed deemed questionable, as recent test pit confirmed work was unacceptable and thus rejected. GEOLAB (geotechnical consultant to CTS) has since isolated re-do work to fill areas outside of the building pad. GEOLABS recently confirmed (based on exploratory work) that building pad is acceptable thus pad associated work was allowed to proceed (work was previously stopped when pad certification was not provided). - Maryl’s PV sub Hoku Scientific questioned the non- availability of 10 year warranty from Sanyo panel manufacture. Maryl is sticking to our warranty requirement and will discuss replacing Hoku should they continue to protest. - Foundation design changes of apparatus bay is currently being worked on and shop drawings review / approval will need to be expedited so as to avoid further delays. - Field orders have been issued changing, flooring finish, wainscoting wall finish and structural design changes on the apparatus bay building (all at no added cost to the COH). - Concrete foundation forms are in place, underground utilities are roughed in at building pads as well. - Structural fill and base work is next, then re-bars, concrete pour is currently scheduled for July 19th. • Administration & Support Facility: No new updates. • Central Fire Station: No new updates. • Kawailani Fire Station: No new updates. • Ka’u Public Safety Package: No new updates. • Paauilo: No new updates. • DPW ADA Compliance, HazMat Abatement: • Waimea – Missile impact doors need to be installed. Photovoltaic system permits acquired but work not started yet. • Central Station / Dispatch – working with DPW & architect on final draft plans – no start date set yet • Laupahoehoe – Missile impact doors installation completed. • Pohoiki Radio Re-Location: No new updates. Promotions and Hiring: Open-Competitive Recruitments: • Water Safety Officer 1 (Temp-Puna): Temporary position not to exceed six months; incumbent on extended leave. Recruitment process initiated. Internal Recruitments: • WSO II (1/2 Time-North Kona): Will be filled with a transfer effective August 1. • Fire Radio Dispatcher III: Selectee will be promoted effective July 16, 2011. • Fire Emergency Medical Services Specialist III: Selection pending results of Assessment Center, which was conducted on June 23, 2011. • Fire Rescue Specialist/Fire Hazardous Materials Specialist/Fire Equipment Operator/Fire Captain: Internal recruitment process initiated. • Fire Communications Supervisor: Internal recruitment process initiated. Emergency Operations Bureau • Responded to 1,715 total calls. a. 34 fire calls. b. 1324 Emergency Medical Services calls. c. 11 Rescue calls d. 16 Hazardous condition calls. e. 104 Community Service calls. f. 204 Good intent calls. g. 19 false calls. h. 2 Severe weather calls. i. 1 Citizen Complaint call • Assisted with EMS Standby and Aeromedical helicopter standby at the Inaugural Hawaii Air Show. • AC of Operations attended quarterly Big Island Wildfire Coordinating Group meeting. Topics discussed were possible vegetation control and fire break work by the Hawaii Wildfire Management Organization, a private, non-profit, Organization, in the Pahoa district. • Assisted the National Parks with EMS and Fire Standby at their 50th anniversary celebration, 3-day Hawaiian culture event, at the Pu'uhonua o Honaunau Hawaii National Park. • Provided EMS standby at the Kau Family Fun Festival, covering multiple running and cultural events. Special Ops Hazmat: • Currently doing checks on all of the equipment to identify any monitors or equipment that may need to be repaired or replaced. Created a spreadsheet for the stations to assist with ease of tracking. • Finalizing the SOPs to be submitted to F-1 and Corp. Counsel • Baseline medical screening proposal sent in for approval for all of our hazmat personnel. • Received the approval to purchase 4 multi Raes with PID capability with 2 Rae link 3 and docking calibration systems. Rae Systems are the sole source for the wireless link. Request for bids went out. Rescue: • ACC program implementation complete and will be tracking all personnel to ensure compliance. • Currently signing up clients that are on the waiting list for Project Lifesaver. Working with the HCOA to promote the program in the community. • Some equipment funded by the Sayre foundation will soon be purchased. Working with Laura Mallery-Sayre on these purchases. • Continue to complete our rescue safety gear assignment. • Completed an annual rescue training program to identify the core requirements of the program. This identified both on and off duty training. Revised the training schedule based on the consultation with the rescue captains, F-1, and AC-1 and is awaiting approval for implementation. Ocean Safety: • We are currently working toward the erecting of the Punaluu tower. The location of the tower needed to be changed. We may be getting a parcel of land from Mr. Dahlberg to erect our tower. Awaiting the approval to obtain the parcel through a letter submitted to F-1. • Put in a request for new surveyor towers for the north end of Hapuna overlooking the beach fronting the Hapuna Prince Hotel and for Punalu’u beach. Hapuna Surveyor tower has been approved using fair share funds and am working on the necessary permits. • Awaiting the arrival of a new ATV for Hapuna • Proposal for UV protective garments approved by F-1. Completed supplemental agreement for HGEA, letter of consultation to Randy Perreira, and new policy for the wearing of this PPE. • Sayre purchased 4 rescue boards, 8 megaphones, and 4 binoculars. Awaiting 2 AEDs and 13 AED cases. All will have logos put on and then a special presentation will be scheduled. • Jr. Lifeguard program began on June 20 for Hilo, Puna, Hapuna, and Kahaluu. There will be two sessions at each location. The State Championships will be held at the Hapuna Beach on July 30, 2011. Support Services Division EMS Bureau: • Pediatric Advance Life Support (PALS) refresher training were held for all MICT’s at the EMS Training Center on June 3rd, 6th, 8th, and 29th, 2011 • On June 9th, 2011, participated in a State wide Chempack exercise with DOH, County Civil Defense and State Civil Defense. • Participated in MDA “Lock Up” fundraiser on June 21st, 2011 at the Palace Theater in Hilo. • On June 21st, 2011, attended program review of Hilo Medical Center’s STEMI Activation protocol. Four month review indicated positive patient outcomes and highlighted the benefit of EMS 12 lead EKG field transmissions in the early activation process. • Participated in EMS Career pathway presentation on June 22, 2011 at Kealakehe High School for students interested in the health field. • On June 22nd, 2011 participated in a phone conference with MD Rosen of DOH EMS, BME, Kapiolani Community College, and other State wide EMS providers to discuss EMS licensure needs and issues. • Attended a Public Information Officer training on Oahu sponsored be State Department of Emergency Management on June 27th, 2011. Training Bureau: • Completion of Hazmat recertification. • First Responder Refresher started. • 40th Recruit Class completed USAR Training and swim week. Volunteer Training Section • Report by Volunteer Chief Tom Brandt. Prevention Bureau • Report on aerial luminary devices • 4th of July: - Sold 53 firecracker permits (vs. 59 last year) - Total fireworks related calls: 8 (vs. 2 last year) • Captain Gantry Andrade attended the State Fire Council meeting. He is actively working on completing the amendments to the new State Fire Code. • Mike Matsui attended the Fireworks Auditor’s Meeting in Oahu. • The Arson K9 team returned from Colorado where they were successfully re-certified. • Inspector’s Gibson and Todd are currently assisting to teach the 40th recruit class (Prevention topics). Auxiliary Services: Communication: • Retirement of Fire Communications Supervisor Darryl Willis effective June 1. • FASO met with Jeremy Tanaka of PWC to get insight into issues with the new Telex System and how it interfaces with the rest of our dispatch center equipment. Currently working with PWC and Hawaiian Tel on this project. • FASO attended radio upgrade committee meetings. Meetings covered the projects deliverables, and the project status. The project status identified the radio site baseline, radio system roadmap, and the conceptual design. While working with Scientel in selecting a general communications system a number of system types were discussed. The discussions considered analog/digital technology and VHF/ 700/800 MHz bands (UHF was not considered). The design discussions were primarily based on the systems coverage of the above alternative combinations along with associated costs. The alternatives were then reviewed with County stakeholders and the group determined the general specifications were to stay in VHF spectrum and implement a Project 25 (P25) based digital system. • General Contractor Shinji Inaba provided FASO with detailed drawings of planned renovation of dispatch work areas. Contractor also identified possible problems with the renovation of our dispatch center. Distribution Center: • FASO received notice from the Department of Finance that they will conduct a Department inventory of all items valued at $2,500.00 and up because of the pending retirement of Chief Oliveira. FASO notified all stations and bureaus of the equipment they are to have inventoried in their sections. New Projects/Business: Employee/Public Relations • 4TH of July Pool Splash: Coordinated by FEO John AhChong. • American Cancer Society Relay for Life: To be held July 16- 17 at Francis Wong stadium. Last chance to dunk the Chief at between 7:40 to 8:00 pm at the Takamine Construction dunking booth.
