Budget:
FY 2011/12 Budget
Alternative Funding and Grants:
• FEMA FY 2009 Assistance to Fire Fighters Grant: (254 turn
out coats and 251 pants). No new updates. Still awaiting
approval for our grant amendment extension to April 29, 2012
to use excess funds to purchase a portable fire extinguisher
training system and implement a smoke detection installation
program for seniors.
• FY 2010 Assistance to Fire Fighters SAFER (Staffing for
Adequate Fire & Emergency Response). No new updates.
• FY 2010 CDBG – Tanker/Tender – Pahala Fire. Freedom Fire
Equipment has completed the Tank and Body components of
the Tanker. Peterbilt has completed the Chassis and is
shipping it to Freedom. Freedom estimates final completion to
be done at end of August. HFD Representation will go to
Atlanta for a Pre-Delivery Inspection to enable any corrective
actions if needed.
• FY 2011 CDBG – Fire Apparatus – Pahoa Fire. Specifications
for new Pahoa Fire Apparatus turned in to Purchasing
Department for final review and posting.
• FY 2011 DOT Highway Safety Grant: FEO Neil Yoshioka
continues to work with the instructor on a training schedule (re:
extrication training).
• FY 2012 DOT Highway Safety Grant: No new updates.
Submitted for $12,802.74 to purchase pediatric spinal
immobilization boards for our medic units, which will allow us to
better protect and treat the injured pediatric patient.
Capital Improvement Projects:
• Makalei Fire Station: The Dormitory, Apparatus and Hose
Tower foundations have been poured, the entry walls to the
apparatus bay is scheduled to be poured tomorrow (Aug 11).
Contractor is also starting to form Pre-Cast Wall panels and
prepping the north side parking lot / driveway area.
• Administration & Support Facility: No new updates.
• Central Fire Station: No new updates.
• Kawailani Fire Station: No new updates.
• Ka’u Public Safety Package: No new updates.
• Paauilo: No new updates.
• DPW ADA Compliance, HazMat Abatement:
• Waimea – Missile impact doors need to be installed.
Photovoltaic system permits acquired but work not started yet.
• Central Station / Dispatch – working with DPW & architect on
final draft plans – no start date set yet
• Laupahoehoe – Missile impact doors installation completed.
• Pohoiki Radio Re-Location: No new updates.

• Fire Emergency Medical Services Specialist III: Selectee
promoted on August 1, 2011.
• Fire Rescue Specialist/Fire Hazardous Materials
Specialist/Fire Equipment Operator/Fire Captain: Internal
recruitment process initiated.
• Fire Communications Supervisor: Internal recruitment process
initiated.

• Responded to 1,756 total calls.

• Chief Officers participated in first half of Departments Aquatics
Competency Certification program. Officers participated in the
water borne activities of the course. Didactic portion
forthcoming this month.
• Specifications for Two lease-purchases for Standard 750
Gallon Class A Fire Apparatus are being worked on this month.
Getting information from 3-4 reputable Fire Apparatus
Manufacturers in order to develop specifications.
• AC of Operations, Fire Inspector Kazuo Todd, and Fire
Apparatus Trainer Mon-El Kim attending National Fire
Academy.
• Aerial Ladder Standard Operating Guideline (SOG) completed
and being disseminated to assigned members of Company-14,
Ladder-14. Each position member as well as Chief Officers will
have a personal copy of the SOG. Target date for operation is
September 1, 2011.
• Draft revision of Water Safety Division Rules and
Regulations/Disciplinary Guideline manual 90% completed.
Will have Fire Chief Review before consulting with HGEA
representative.
Special Ops
Hazmat:
• Finalizing the SOPs to be submitted to F-1 and Corp. Counsel
• Baseline medical screening proposal awaiting approval for all
of our hazmat personnel
• Received the approval to purchase 4 multi Raes with PID
capability with 2 Rae link 3 and docking calibration systems.
Rae Systems are the sole source for the wireless link. Request
for bids went out however was not bid on. Awaiting sole
source committee to address this issue prior to purchase.
Rescue:
• ACC program implementation complete and in the process of
tracking completed classes and distributing the cards.
• Currently signing up clients that are on the waiting list for
Project Lifesaver. Working with the HCOA to promote the
program in the community.
• RB-7 Radon is up and fully functioning as their primary
response boat.
• RB-2-2 repaired the fuel system injectors and pump; however,
discovered a fuel tank leak after filling it up. Working on
options to reduce fuel problems in the future. Working on
estimates for a new fuel tank. Boat is currently docked in Hilo
harbor while the trailer is being repaired.
• Some equipment funded by the Sayre foundation will soon be
purchased. Working with Laura Mallery-Sayre on these
purchases. Submitted wish list from the rescue stations and
ocean safety.
• Completed an annual rescue training program to identify the
core requirements of the program. This identified both on and
off duty training. Revised the training schedule based on the
consultation with the rescue captains, F-1, and AC-1 and is
awaiting approval for implementation.
• New Billy Pugh net and line purchased for C-1 and waiting
arrival.
Ocean Safety:
• We are currently working toward the erecting of the Punaluu
tower. The location of the tower needed to be changed. The
county rejected the parcel of land that Jim Dahlberg offered to
donate to the county. We are looking at erecting the tower on
the government road. Working with planning, DPW, P&R,
Corp. Counsel, and the mayor’s office to complete this project.
• Put in a request for new surveyor towers for the north end of
Hapuna overlooking the beach fronting the Hapuna Prince
Hotel and for Punalu’u beach. Hapuna Surveyor tower has
been approved using fair share funds and am working on the
necessary permits.
• Awaiting the arrival of a new ATV for Hapuna. Maui Moto got
the bid but has not been able to deliver since early May.
Called them and they will deliver an upgraded model to arrive
by the end of August.
• HGEA concurred with new WSO uniform allowance and is
awaiting vendor identification.
• Proposal for UV protective garments approved by F-1.
Completed supplemental agreement for HGEA, letter of
consultation to Randy Perreira, and new policy for the wearing
of this PPE. HGEA had some questions that were addressed
and sent to Ann for review and to be sent back to HGEA.
• Sayre purchased 4 rescue boards, 8 megaphones, 4
binoculars, 2 AEDs and 13 AED cases. Logos were put on and
awaiting the resolution before a special presentation can be
done.
• Jr. Lifeguard state championships held on July 30, 2011 at the
Hapuna beach. All islands competed and Kauai came out on
top again.
Support Services Division
EMS Bureau:
• On July 1st, 2011, Hilo Medical Center (HMC) initiated their
Stroke Activation protocol
• On July 5th 2011 attended the Multi-Discipline Trauma meeting
at Hilo Medical Center. Trauma Program manager, Louise
Fincher acknowledged both Hilo Medical Center’s and Kona
Community Hospital’s attainment of Level III Trauma
designation.
• Several members from our department attended the State
Trauma Symposium held on July 15th and 16th on Oahu.
• MICT Interns R. Kreps and B. Okutsu started their 1st rotation
of internship on July 17th, 2011 on Oahu. They are scheduled
to complete their 2nd rotation on Oahu and return back to our
department in the first week of October.
• On July 20th, 2011 attended quarterly EMSAC meeting in the
morning. In the afternoon, Chris Honda (BME Board Member)
and I attended the BME and ad hoc committee meeting
discussing EMS licensure issues.
• On July 21st, 2011 attended meeting with Kau Hospital faculty
along with AMR and MD FitzGerald to discuss EMS and patient
transfer issues. Consensus is that the system is improving.
• A one year review of the Pro-QA “Alpha” determinant project
was held on July 25th, 2011. In review, it was determined that
the three program objectives were being met.
a. Objective 1: Increase Ambulance Capacity to The
Community
b. Objective 2: Reduce Response of HFD ALS Ambulance
units to Non-Emergent Request in High Volume Districts
c. Objective 3:Increase Ambulance Resources at Minimal
Expense to the Community
• The July Base Station meeting was held on July 26th, 2011 at
the Central Training room. MD FitzGerald, RN Louise Fincher
(HMC Trauma Program Coordinator) and RN Jolene Hughes
(HMC Cardiovascular Coordinator) conducted presentations on
Trauma, Cardiac and Stroke related patients.
Training Bureau:
• Completion of Driver Training ( Pre-Trip and Closed Course )
for the 40th Recruit Class.
• Completion of the Fire Departments Personnel, Recertification
of First Responder.
• Decision Making for Initial Company Operations ( DMICO ) held
on July 14 and 15.
Volunteer Training Section
• Report by Volunteer Chief Tom Brandt.
Prevention Bureau
Auxiliary Services:
Communication:
• 7/1: Working with PWC and State EMS to help with installation
of Medicom speakers. PWC Wayne Shimogawa provided the
needed specs. High cost of installation request help with bill
from State EMS. Per Clay Chan said will help. Cost to install
speakers $16,000.00.
• General Contractor Shinji Inaba provided FASO with detailed
drawings of planned renovation of dispatch work areas.
Contractor also identified possible problems with the renovation
of our dispatch center.
• 7/14: Removal of old radio consoles postponed until
installation of new Medicom speakers.
• 7/16: FRD II Sandee Ozeki promoted to FRD III
Distribution Center:
• 7/11: Department of Finance conduct a Department inventory
of all items valued at $2,500.00 and up because of the pending
retirement of Chief Oliveira. FASO notified all stations and
bureaus of the equipment they are to have inventoried in their
sections. Inventory extended till end of month.
New Projects/Business:
Employee/Public Relations
• American Cancer Society Relay for Life: HFD donated $2,000
to ACS on behalf of EMS Week.
• The Daniel Robert Sayre Memorial Foundation 14th Annual
Awards Ceremony: To be held September 3 at the Fairmont
Orchid.
