I. Human Resources Division
1) Recruitments
a. Internal recruitments
• Fire Captain – Written examination scheduled on December 4, 2012.
• Fire Equipment Operator – Written examination scheduled on
December 11, 2012
• Fire/Hazardous Materials Specialist – Assessment Center scheduled for
December 7, 2012
b. Open-competitive recruitments
• Fire Radio Dispatcher I (2 positions) – Recruitment process initiated.
• Fire Fighter Recruit – Physical Agility test scheduled on December 21,
2012 (make-up test for two applicants that were unable to participate in
the previous test due to 1) pregnancy and 2) military deployment).
II. Emergency Operations Division
OPERATIONS:
1) Battalion Chief meeting to discuss/present directives (Back to Basics - Station
visitations to include daily drills, preplanning, driver training, station and
equipment maintenance, and documentation /record keeping. BC’s are to visit
station once every 15 days.
2) Started working on Incident Management Team Type 3 to respond to all
Hazard Incidents.
3) Hurricane tabletop drill with Civil Defense – planning for next year full scale
County-wide drill.
SPECIAL OPERATIONS:
Hazmat
1) Revised the Hazmat SOGs and resubmit it to F-1 for final review before
submitting to Corporation Council.
2) We had an LEPC meeting on November 7 and we were notified that the
chairman may be stepping down at the end of next year. This would be a
good opportunity for our department to get more control of our affairs in the
LEPC.
Rescue
1) Continuing with the signing up of new clients for Project Lifesaver. We are
beginning to deplete our supplies and will have to decide what future course
of action to take. Working with the HCOA to address this issue.
2) The Sayre Foundation is completing the purchases of this year’s requests by
our rescue personnel.
3) The Sayre foundation had agreed to provide funding for some upcoming dive
rescue training. We had submitted an invoice request to secure the final
approval.
4) Our rescue personnel will be conducting awareness training for some outside
agencies who may be deployed to remote locations. Basic lifesaving skills,
helicopter operations, and basic actions to take when lost will be covered.
Ocean Safety
1) We currently have 2 vacant positions that are currently in the process of being
filled. Once these positions are filled with transfers, we will conduct an open
recruitment.
2) Revised ACC program to include Ocean Safety and will identify skills required
by USLA standards. New cards to be issued upon approval of this addition to
our program. We are currently consulting with HGEA regarding this
program.
3) Working on a process to replace or repair act 190 signs for our beaches. BC
Kosaki met with P&R, Safety, and Corp. Counsel regarding a drowning at
Punaluu beach in 2008.
4) Working on adding a new lifeguard tower at the Hapuna Beach north end.
This would allow us to view the beach area fronting the Hapuna Beach Prince
Hotel. We are awaiting notification from the state land division before
moving forward on obtaining the necessary permits. .
III. Support Services Division
EMS BUREAU:
1) Participated in island wide STEMI activation discussion facilitated by Queens
Heart. The vision is to improve cardiac care for all communities on Hawaii
Island.
2) EMS -1 and Mech -1 conducted ambulance acceptance inspection at the Braun
facility in Seattle. (2) new ambulances have been completed and are
scheduled to arrive on island in the 2nd week of December or 1st of the New
Year. Medics will be assigned to Pahoa and Honokaa districts.
3) Received (15) new laptops from State EMS for replacement of existing laptops
utilized by field personnel. The Laptops are being loaded with the necessary
programs and will be deployed ASAP.
4) Continued working with Kona Hospital, Zoll and Verizon to enable 12 lead
transmissions from EMS units to Kona Hospital. Josh Wagner of Verizon is
currently trying to determine the best method to transfer data. Cell phones vs.
Verizon Jetpack Mobile Hotspot. Also analyzing our current vs future needs,
looking to see if there may be a better solution to provide better data coverage
at a lower cost.
5) Community Service:
a. Attended Child Abuse awareness breakfast on November 1st.
b. Volunteered for BLS standby for participants of the Veteran’s Day Parade
on November 10th
c. Captain Honda participated in the Orchid at Mauna Lani Employee Health
Fair on November 15th
d. Captain Honda participated in Pahoa HS Career Day on November 16th
TRAINING BUREAU:
1) 41st Recruit Class in their second month of training, covered topics of Propane
Emergencies, Ropes and Knots, Rappelling, Auto Extrication, Forcible Entry,
Ground Ladders, Rescue Systems I, Ventilation, Fire Detection and Sprinkler
Systems, Fire Scene Evidence preservation, and Public Education.
2) Recruits went out to Waiakea Elementary School and did Fire Safety
presentations to all of the kindergarteners.
3) Recruits did a Community Service Project; on Saturday Nov 17 we cleared the
road that goes to the Airport Drill area where our Burn Trailer is located. This
is the site where the Airport Crash Crew had their fuselage burn prop.
4) Captain Okinaka and a few recruits participated in 2 parades this month. First
the Veteran’s Day Parade where we assisted with shuttling dignitaries to and
from the parade and provided and escort throughout the parade ( with
Recruits Almodova, Azevedo, and Tomori), and secondly we provided a Fire
Engine to end The Lehua Jaycees Christmas parade (with Recruits Azevedo
and Tomori). These were done on a volunteer basis.
5) Captain Okinaka along with BC Lance Uchida attended a (CPS) Child
Passenger Safety refresher course on Oahu. This class was needed to maintain
our certification as CPS Restraint Technician status. In the future we are
looking forward to holding our own CPS restraint checkpoint to help promote
vehicle occupant safety in our community and minimize injuries to occupants
in the event of a collision.
VOLUNTEER TRAINING BUREAU:
1) Integrate training with paid companies
2) Vol. Officers meeting at Milolii 11/17/12
3) Final on fire sheds in Naalehu/Pahala
4) T-9B complete, waiting for equipment to be in service
PREVENTION BUREAU:
1) Met with planning department zoning inspector to discuss HFD requirements
for new 1010 Puako subdivision development. Variance request was to
develop a 145 lot subdivision without adequate Fire department access and
water. Drafting and submitting to planning, a comment sheet with the
minimum HFD requirements.
2) Fire Inspector 1, Kazuo Todd promoted to Fire Prevention Captain in Kona,
Nov.16.
3) Delivered 7000+ Firefighter safety guide reward coupons to all of the students
who participated.
4) Developed Open burning procedures for the State Dept of Health for
Ceremonial type burning operations and also amended their Agricultural burn
regulations to restrict open burning on “red flag” warning days.
5) Public Education:
a) Safety fair at the Orchid at Maunalani
b) Fire extinguisher and life safety training for the ARCH (Adult Residential
Care Home) board members;
c) Fire and life safety seminar for the Kamana Elderly community;
d) Career day and Job fair for the HNGYCA (Hawaii National Guard Youth
Challenge Academy);
e) Fire safety and Fire extinguisher training for the Hilo Medical Center’s
entire ECD staff;
f) NFA Electrical fire investigation class;
g) Fire safety and Fire extinguisher training for Kau Hospital;
h) Assist our Training Bureau with the Chapter 18 curriculum and then with
the hands on portion by inspection of the Prince Kuhio Plaza with the
recruits.
DISPATCH:
1) Received EMD version 12.2 . Version needs to be installed by IT.
2) Two Dispatch Trainees step down.
3) PWC preparing to move out old radio consoles and replace open space with
temporary dispatch tables.
4) Prep. For site survey by Intrado for replacement of Solacom systems.
5) Shadow program started to acquaint possible FASO candidates with position.
AUXILLIARY SERVICES/WAREHOUSE
1) Station Equipment sent out to the new Makalei Fire Station.
2) Received equipment for the three new Fire Trucks.
3) Received winning bid for new PPE purchase.
4) Disposed of fire departments waste.
MAINTENANCE SHOP
1) New 9B fire truck up and running
2) (3) New Fire Trucks in. Awaiting paper work and install of equipment for fire
truck.
3) Roof leak in mechanic shop.
4) Computer connectivity issues in mechanic shop office.
New Projects/Business
Our department will host the 2013 Hawai`i Fire Chief’s Conference
November 7-10th at the Fairmont Orchid at Mauna Lani
