Alternative Funding and Grant • FY 2012 SAFER Grant o We still have not received any word on the application • FY 2012 Assistance to Fire Fighters Grant application o We still have not received any word on the application • FY 2011 CDBG Grant for Pahoa Apparatus o Apparatus was received. Awaiting licensing and final installation of radio and fire equipment. • FY 2012 CDBG Grant for Pahoa Tanker o Low bidder was Freedom Fire Equipment out of Marietta Georgia. We are awaiting the contract to be signed in the various departments. We will then schedule the pre-construction meeting. o They were the manufacturers of the last Fire Tanker for Pahala Capital Improvement Projects: A current overview of ongoing projects may include but not limited to: • Makalei Fire Station o Thank you all for supporting this project and for attending the blessing o Awaiting the installation of the telephones before we take occupancy. • Ka‘u Public Safety Package o • Hapuna Water Safety Tower o DLNR Requested a letter from Mayor Kenoi requesting to place tower on the beach. Draft letter sent to Mayor Kenoi’s office this week for review and final. I. Human Resources Division 1) Recruitments a. Internal recruitments • Water Safety Officer II 3/5 Time – Recruitment process initiated • Water Safety Officer II ½ Time - Recruitment process initiated • Fire Captain (Prevention Bureau) – Promotion effective November 16, 2012. Fire Captain Kazuo Todd • Fire Captain – Recruitment conducted October 3-12, 2012; written examination scheduled for December 4, 2012 • Fire Equipment Operator – Recruitment conducted October 19-28, 2012. Written examination scheduled for December 11, 2012 • Fire Prevention Inspector I – None of the applicants passed the written examination on October 23, 2012 o We will be filling position with temporary assignment personnel. • Fire/Hazardous Materials Specialist – Written examination was held on October 30, 2012. Assessment Center scheduled for December 7, 2012 o 9 personnel passed the examination. b. Open-competitive recruitments • Fire Radio Dispatcher I (2) position) – Recruitment process initiated o We received two resignations from our current class of three. 2) Labor Relations a. Arbitration – Mark L. Sarme Jr. (Suspension of 10 work-shifts or 80 hours). II. Emergency Operations Division OPERATIONS: 1) Tsunami warning- 2) Hurricane exercise County wide planning. 3) Training on Maui for personnel assigned to Ladder company-Operations o Six personnel attended SPECIAL OPERATIONS: Hazmat 1) Revised the Hazmat SOGs and resubmit it to F-1 for final review before submitting to Corp. Council. 2) Our new Multi Rae equipment with the wireless link contract has come in and was distributed to both Hazmat stations. Rae Systems sales representative Tom Bellit came over for two days to conduct the in service training for our personnel. 3) Met with the new CST Commander, Colonel Okamura who came over to meet and discuss our future training opportunities. 4) There is a meeting scheduled for November 14 in Nanawale to discuss the evacuation and response to emergencies at PGV. BC Kosaki attending 5) of obtaining grant funding to purchase new and update our current equipment plan to Puna Geothermal emergencies. 6) Met with grant writers to discuss the possibility. Rescue 1) Continuing with the signing up of new clients for Project Lifesaver. We are beginning to deplete our supplies and will have to decide what future course of action to take. Working with the HCOA to address this issue. 2) The Sayre Foundation has recently purchased foul weather gear for the Kailua station rescue personnel. It came in and was distributed to all of the rescue personnel. 3) Our ATV training is almost completed for the Waiakea personnel and will be looking to train the Kailua rescue personnel in the near future. 4) Our rescue personnel will be conducting awareness training for some outside agencies who may be deployed to remote locations. Basic lifesaving skills, helicopter operations, and basic actions to take when lost will be covered. Ocean Safety 1) We currently have 2 vacant positions that are currently in the process of being filled. Once these positions are filled with transfers, we will conduct an open recruitment. 2) Revised ACC program to include Ocean Safety and will identify skills required by USLA standards. New cards to be issued upon approval of this addition to our program. We are currently consulting with HGEA regarding this program. 3) Working on a process to replace or repair act 190 signs for our beaches. Met with P&R, Safety, and Corp. Counsel regarding a drowning at Punaluu beach in 2008. 4) Working on adding a new lifeguard tower at the Hapuna Beach north end. This would allow us to view the beach area fronting the Hapuna Beach Prince Hotel. There were incidents there in the past when our guards were not aware and thus had a delayed response. We are awaiting notification from the state land division before moving forward on obtaining the necessary permits. III. Support Services Division EMS BUREAU: 1) Capt J. Ebersole assisted with EMS standby at the Iron Man event in Kona. An after action report was submitted by Capt Ebersole via the Chain of Command with suggestions on how to improve coverage and support for future events. Along with AC Arbles. 2) Attended quarterly EMSAC and BME meeting on Oahu. BME meeting agenda included discussion on the recommendation for the different levels of licensure. At a 2nd meeting on October 30th, the BME Subcommittee voted to recommend the recognition of three levels of licensure; EMT (with IV and Defibrillation certification), AEMT and Paramedic. 3) Capt C. Honda coordinated and instructed a seven-day First Responder training for the FF/R class and newly hired FCC personnel concluding with a full scale MCI exercise. 100% of students successfully completed the training. 4) HMC Linen project moved in a positive direction. HMC will suspend monthly linen charges in lieu of HFD infusing linen into their system. An MOU is to be drafted by HMC and routed through Corp Council for approval. 5) Received (20) units of EZIO equipment. Training needs to be conducted for all FMS personnel. Also received in (6) Zoll E Series defibrillators via 2011 AFG. EKG’s will be checked in and distributed making all of our ALS units 12 lead capable. TRAINING BUREAU: 1) Started the 41st Fire Fighter Recruit Class on October 1st. A total of 18 Recruits were hired and they will have 4-1/2 months of Fire Training and another 4 months of EMT Training. We anticipate them being ready to go on line potentially by July of 2013. We lost 2 of the recruits, one resigned due to family matters and the other was terminated due to the inability of performing the physical duties required of a FF Recruit. 2) Driver Training for the 2 Tankers from Honolulu Fire continue. The 2 personnel assisting the Training Bureau with the Training are starting to work with the FEO’s at the stations that they will be eventually stationed. Once those personnel are qualified to drive then we will be expanding other personnel. The program has been moving fairly slow due to the safety of operating these vehicles. They have manual transmissions and carry a lot of water which in turn means a lot of weight. We want to make sure the drivers are fully confident with operating the vehicles before putting them on-line. 3) We continue to update our Training files and utilize electronic filing as much as possible to minimize paperwork and ease of referencing. We were looking forward to having a CVE student from HCC come in and assist the Training Bureau with clerical help but it apparently didn’t work out due to the limited amount of available students so maybe we will have the opportunity next semester. I feel having some kind of clerical or secretarial assistance in our office would be a great asset to have. 4) A total of 35 personnel were trained in CPR Healthcare Provider and 21 personnel were First Responder trained. 5) Fire Recruits and Training Staff participated in the Fire Prevention week festivities; with manpower for set up and breakdown, participating in the bucket brigade, and operating the Bullex Fire Extinguisher prop demonstrations. VOLUNTEER TRAINING BUREAU: 1) Attended Leadership skills for Fire & EMS at the National Fire Academy for two (2) weeks. Great Class. 2) Working on a poss. Site for Vol. Co. 8A, Paauilo. 3) Poss. 5 new, (used) fire trucks for the east and west Volunteers 4) Working with Chief M. Hayashida for new equipment through the Safer Grant. PREVENTION BUREAU: 1) Attended the Fire Prevention Week Proclamation signing with Lt. Governor Shatz on Oahu, October 2, 2012. 2) Two (2) personnel attended the International Association of Arson Investigators (IAAI) conference on Oahu, October 3-5, 2012. 3) Delivered 17, 500 firefighter safety guides to all Big Island K-6 graders. 4) Brought the Smoke detector program to a close and submitted final report. o Inspected 43 elderly residential homes and installed 201 smoke detectors. o On the same day as installation, a 80 y/o resident was awoken by the smoke detector after she had left pot simmering on the stove and fell asleep. This prevented a stove fire from becoming a house fire. o Inspections also revealed dangerous use of strip plugs and were able to rectify the situations. 5) Facilitated the Fire Prevention Week activities in Hilo Bayfront on October 13, 2012. 6) Conducted the Fire Prevention Bureau Captain assessment on October 24, 2012. DISPATCH: 1) FCS K. Bugado, FRD III D. Kaide, FRD III L. Kapahu attended NENA Forum in Honolulu. Main topic was communication to dispatch for the deaf. 2) FCS K. Bugado and FRD III L. Kapahu received training on Discipline 101, and Completion of JPR. 3) Two Dispatch Trainees turned in their papers of resignation. 4) Replacement of new SolaCom communications system because system unable to meet Fire and Police Departments needs. System is being replaced by Intrado’s communications system. 5) Moved Fire Dispatch to Civil Defense for possible Tsunami. AUXILLIARY SERVICES/WAREHOUSE 1) Currently transporting equipment out to the new Makalei Fire Station. 2) Receiving equipment for the three new Fire Trucks. 3) Notified by EMS that new FRESH System not good for them but may be of possible use for the Fire Warehouse. 4) Received winning bid for new PPE purchase. Deciding which vendor best meets departments needs. 5) Disposed of fire departments e:waste. MAINTENANCE SHOP 1) Two (2) CERT pick-up trucks in from Civil Defense. 2) Three (3) new Fire Trucks in. 3) Roof leak in mechanic shop. 4) Computer connectivity issues in mechanic shop office. New Projects/Business Our department will host the 2013 Hawai`i Fire Chief’s Conference November 7-10th at the Fairmont Orchid at Mauna Lani Employee/Public Relations
