Goals and Objectives update IV. Human Resources Division 1) Recruitments a. Internal recruitments • Fire Prevention Inspector I – written examination held on May 21, 2013; Two (2) personnel passed examination. Assessment Center to be scheduled • Battalion Chief (Auxiliary Services) – Assessment Center held on May 24, 2013. Selection to be made by July 1, 2013. b. Open-competitive recruitments • Accountant IV – Received referral list on April 25, 2013; pending interview and selection. 2) Labor Relations • WSO arbitration hearing (Termination) scheduled to June 25-27, 2013. 3) Employee Relations • Open Enrollment for EUTF was held from April 15 to May 10, 2013. • Open Enrollment for Flexible Spending Plan will be conducted from • May 28 to June 14, 2013. V. Emergency Operations Division OPERATIONS: 1) Off-duty training was suspended for non-mandatory training and curtailed for mandatory training due to budget constraints. 2) Working collaboratively with HCDA in the Makani Pahili Drill regarding a Hurricane event 3) Continue to assist with Public request for Fire Extinguisher training and stand-by service subject to availability. 4) 15 new FFRs receiving driver training while on regular duty. SPECIAL OPERATIONS: Ocean Safety 1) We have completed the Performance Assessment Exercise and interviews for the temporary hires. Only two had passed so we have hired a total of 3 personnel for the summer months. One of them began on May 17 (off the old list) and the other two began on June 2. Employment period is June 1 to August 15, 2013. 2) We have begun the Jr. Lifeguard sessions with the first one beginning on May 28 in Kau. The sessions in Hilo, Puna, Hapuna, and Kona will begin in June. The Big Island championships will be held at Hapuna on July 20 and the State championships will be held in Maui on July 27. 3) We put up the new Hapuna tower fronting the Hapuna Beach Prince hotel on May 8. We now have access to view the area fronting the hotel. We had assistance from the HFD south Kohala station and Ocean Safety personnel. Conen’s transported the tower for us. Training 1) The 41st FF recruit class graduated on May 18 at the Nani Mau gardens. Fifteen graduates have been assigned to the stations and will continue to fulfill their minimum requirements. 2) The 42nd FF recruit class began on May 1 with thirteen personnel hired. However, since that time, one of the recruits had resigned. Therefore, another candidate was hired on May 20 to replace him. 3) Capt. Okinaka attended a Blue Card Command, Incident Management System class that was held in Maui. This course is designed to better manage type 4 and 5 incidents. We may be looking into utilizing this system with our department in the future. 4) The training bureau was fortunate to have a CVE student intern assist them with clerical and other duties in the office during this past semester. He will work until June 15, 2013. Volunteer 1) We received 5 Cal Fire brush trucks to supplement our volunteer fleet. All of these vehicles except 3 have been assigned to the stations and put in service. The other 3 will be put in service shortly after some minor repairs are addressed. 2) We continue to conduct drills with the volunteer companies according to our training schedule. VI. Support Services Division EMS BUREAU: 1) Conducted an after action review with the 41st Fire Recruit Class regarding their EMT training experience with KCC. Good feedback was provided and areas for improvements were identified. The entire Recruit Class also expressed interest in MICT Class. The process to qualify, necessary pre- requisites and timelines were discussed. The targeted MICT Class for this group would be January 2015. 2) Provided overview of the EMS Bureau to the 42nd Fire Recruit Class. Discussed the different levels of EMS certifications, hours of training, HFD call volume and the EMS Career Ladder. In addition, CPR and First Responder training was also conducted for the Recruit, Ocean Safety personnel and newly hired Dispatchers. 3) A meeting with PTA Fire Admin regarding EMS interoperability and improvement of service delivery was conducted on May 10th, 2013. PTA Chief Moller shared his vision of EMS interoperability and his commitment to work with the County in providing a standard of care as expected by the State. More meetings are to be scheduled in the near future. 4) Started to receive Hands Only CPR equipment which was acquired through the Shipper’s Wharf grant. 40 new feedback manikins, AED trainers and AV equipment have been ordered and partially received. Long term goal is to have all high school seniors on Hawaii Island trained in the Hands Only program. PREVENTION BUREAU: 1) Destroyed 8668 pieces of fireworks, of which 2300 pieces were from HFD’s island wide drop off/pickup campaign. 2) Prevention Bureau is actively working with the Building Department, the State and the owner of Naniloa Hotel to bring the hotel into code compliance. 3) Completing TA Fire Inspector 1 program with Fire Equipment Operator Kalena Honda. 4) Currently working with HPD and the Prosecuting Attorney’s office with an arson case that is in court. 5) Conducted 3 fire investigations. DISPATCH: 1) Training of three new dispatchers continues with the trainees doing very well. 2) FCS Bugado continues to work with Intrado and HawaiianTelcom preparing for the cutover of the E911 system slated for July. AUXILLIARY SERVICES/WAREHOUSE 1) Some large deliveries included an ice box for South Kohala, and 8 corded Sawzalls for the remaining stations still working off of battery operated Sawzalls. Over the years, we have found that the portable battery operated reciprocating saws do not hold up to the extreme use conditions and that the batteries have become cost prohibitive to maintain. Station maintenance included fuel pump repairs, plumbing, gas range, and air conditioning repairs. 2) Bids are being sought for tree removal at Station 18 Paradise Park. 5 trees are slated for removal to avoid future damages to the station and neighboring residence. One tree that fell last month is being removed by the Puna Road crew. MAINTENANCE SHOP 1) A dedicated high speed internet connection was made directly into the Maintenance Shop. We are working on getting two PC’s with the primary function addressing the Vehicle Maintenance Software and Fleet Maintenance Program. New Projects/Business 1) EMS Week scheduled for August 3, 2013 at Liliuokalani Park 2) Hawaii Fire Chiefs Association Conference scheduled for November 7-9, 2013 at the Fairmont Orchid at Mauna Lani Hotel. Employee/Public Relations 1) EMS Bureau: Kealakehe High School’s Hands Only CPR training was conducted for its Senior Class on May 9th, 2013. Over 140 students were trained by a core group of High School students under the direction of Capt Honda. Well over 400 people have been trained thus far in the Hands Only program. 2) Fire Prevention Bureau: Conducted fire extinguisher training for 150 employees of the Fairmont Orchid.
