Budget • FY 2012/2013 o Expended 95% of our budget to close out the year • FY 2013/2014 o Will work with new Accountant IV on budget analysis. II. Alternative Funding and Grant • FY 2012 CDBG Grant for Pahoa Tanker o Pre-delivery inspection, July 22-25. • FY 2012 Assistance to Fire Fighters Grant application o Awaiting vendor to receive HCE clearance o Awaiting County Council approval of grant • FY 2012 Assistance to Fire Fighters Prevention Grant Application o Awaiting County Council approval of grant • FY 2013 CDBG Grant for Waiakea Quint o Bid Specification being finalized by AC Honda Capital Improvement Projects: A current overview of ongoing projects may include but not limited to: • Kawailani Fire Station replacement o Meeting held with Key Stakeholders regarding station site. III. Goals and Objectives update • Continue to meet with personnel at the fire stations. • Working with Council Members for projects earmarked for their districts. IV. Human Resources Division 1) Recruitments a. Internal recruitments • Fire Captain – Blanket requisition approved until December 31, 2013. • Fire Equipment Operator – Blanket requisition approved until December 31, 2013. • Fire Rescue Specialist – Blanket requisition approved until June 30, 2013. • Fire Hazardous Materials Specialist – Blanket requisition approved until December 31, 2013. • Fire/Hazardous Materials Specialist – Blanket requisition approved until December 31, 2013. • Fire/Emergency Medical Services Specialist II – Blanket requisition approved until December 31, 2013. Internal recruitment within department will be conducted from July 1 – 10, 2013. • Fire Fighter – Blanket requisition approved until December 31, 2013. • Fire Prevention Inspector I – Blanket requisition approved until December 31, 2013. • Battalion Chief (Auxiliary Services) – Promotion effective July 1, 2013. b. Internal Recruitment within the County • Human Resources Assistant – recruitment process initiated. c. Open-competitive recruitments • Water Safety Officer I (Temp) – One WSO I (Temp) for Puna district hired May 16 not to exceed August 15, 2013. Two WSO Is (Temp) for South Hilo district hired June 2 not to exceed August 15, 2013. • Accountant IV – Assessment Center being conducted June 27 & 28, 2013. Applicants with scheduling conflicts due to travel commitments are scheduled for the Assessment Center on July 12, 2013. 2) Labor Relations a) WSO II arbitration hearing (Termination) was held from June 25-27, 2013. b) WSO II (Suspension of 10 work shifts or 80 hours) – pending arbitration. c) WSO II (Suspension of 15 work shifts or 120 hours) – pending arbitration. V. Emergency Operations Division OPERATIONS: 1) Continuing to work with HFFA on CBA outstanding issues which affect Operations Division Personnel. 2) Primary concern of Operations Division is upgrade of support type vehicles 3) Assisting with training of our Firefighter recruit personnel. SPECIAL OPERATIONS: Ocean Safety: 1) Hired three WSO temporary hires to cover the beaches during the summer months. The last two began on June 2. Recruiting for 2 new full time positions to cover the Punaluu tower. We are currently soliciting for any WSO who would like to transfer into those positions. 2) Began the Jr. Lifeguard sessions with the first session that beginning on May 28 and ending on June 7 in Kau. Held and completed the first session for Hilo, Puna, Hapuna, and Kona. The second session for these districts will be completed in July. The Big Island championships held at Hapuna on July 20 and the State championships will be held on Maui on July 27. This year, we will also be sending some of these Jr. Lifeguards to the National Championships in California. 3) We are continuing to recertify our personnel in our new ACC program and will be issuing cards from our department upon their completion of the program requirements. Training: 1) The 41st FF recruit class has been assigned to the stations and is working to fulfill their 40 hours of driver training minimum requirements. They are also working on their 25/15 medic runs and are working toward their National Registry license requirements. 2) The 42nd FF recruit class continue to work through their Fire Essentials curriculum and skills requirement. They have also participated in a community service MS walk event where they did a first aid stand by. They will also be assisting in the upcoming American Cancer Society’s Relay for Life event on July 20-21. 3) Capt. Okinaka attended an All Hazards Incident Management Team (AHIMT) training along with other fire personnel, HPD, CD, ARFF,DOH, NPS, and DOFAW. 4) The CVE student intern who was working in the training office, has ended his term on June 15. We will be requesting for a CVE intern again next year. These workers provide much needed assistance in the training room. Volunteer: 1) The mechanics had completed the DOT checks for the volunteers. 2) DPW checked on the water tanks at the Volcano volunteer station for safety concerns. As of 6/25, it was noted that the hatch is still open and the ladder on the tank has not been removed. 3) Conducted training with Paauilo and Puuanahulu on the use of the new Cal fire brush trucks. 4) The volunteer division proposed SOG along with the new district boundaries were submitted to Chief Rosario for his review and approval. Needs revisions to procedures for Structural Fire Fighting. VI. Support Services Division EMS BUREAU: 1) The ambulance remount sole source contract was approved by finance and signed by Braun NW Ambulance Inc. The remount saves approx. $80,000 per medic comparatively to the purchase of a brand new ambulance. This will be the first ambulance remount done for our department. 2) Preparing for 13th annual EMS Fun Run set for August 3rd at Liluokalani Park in Hilo. Beneficiaries for this year’s event are The Greg Cameron Scholarship Fund, Dream Come True and the Wayne Joseph Scholarship Fund. 3) Upgraded the 12 lead EKG transmissions to the RescueNet Link platform. All HFD medic units can now transmit 12 lead EKG tracings to their receiving hospitals island wide (except Medic 20, which is forthcoming). 4) The department’s Community Hands Only CPR project is moving forward at an exceptional rate. • Approx 500 people trained in the last 3 months. • Tremendous amount of positive feedback from the community. • Planning for a big push in this upcoming school year with targeted high schools throughout the island. 5) Received 15 desktops and 9 laptops via USDA grant. Computers need to be set up by IT and distributed to the appropriate EMS stations. PREVENTION BUREAU: 1) Assisted in hands-on training with the FFR’s regarding Automatic fire sprinkler systems and Fire alarm systems at the Prince Kuhio Plaza. 2) Captain Todd attended the R206 Fire Investigation class at NFA; Hawai‘i County had 2 fire investigations. 3) Assisted in coordinating the 4th of July festivities with P&R. Activities include car shows, BBQ contests, Veterans run/walk, Fireworks show. 4) Coordinated efforts with the State and the Building department to get the Hawai‘i Volcanoes Naniloa Resort up to code; FPB conducted 78 code enforcement inspections. 5) Assisted in conducting a mass emergency drill at the new courthouse; 4 fire and life safety, public education classes. DISPATCH: 1) New equipment for dispatch has been placed into the dispatch center. Training on new dispatch equipment ongoing in July and August. 2) Three Trainees completed their EMD (Emergency Medical Dispatching) training and continue to move forward in their training curriculum AUXILLIARY SERVICES/DISTRIBUTION CENTER 1) Promoted Fire Captain Garrett Komatsu to Battalion Chief of Support Services. 2) Continue with E-waste disposal and general cleanup of Distribution Center. 3) Notified by DPW that the roof replacement for the Distribution Center is a top priority on their job listing. MAINTENANCE SHOP 1) AC Honda requested information from Mechanic 1 Maesato on what would be the next steps for the 5 ton truck for HOVE. 2) We continue to push for the roof replacement of the Maintenance Shop to also be viewed as a priority with DPW.
