IV. Human Resources Division
1) Recruitments
a. Internal recruitments within the Department
• Fire/Emergency Medical Services Specialist II – Assessment Center
results pending; targeted hire date is September 16, 2013.
b. Internal Recruitment within the County
• Human Resources Assistant – Selection pending SRC approval; targeted
hire date is September 16, 2013.
c. Open-competitive recruitments
• Water Safety Officer I (Temp) – temporary appointments ended on
August 15, 2013 due to end of Summer.
• Accountant IV – hire date is September 1, 2013.
2) Labor Relations
a. Arbitrations:
a. Arbitration hearing (Termination) pending Arbitrator’s decision.
b. Arbitration (WSO Suspension of 10 work shifts or 80 hours)
pending.
c. Arbitration (WSO Suspension of 15 work shifts or 120 hours)
pending.
b. Grievances
a. Step 3 meeting for Fire Fighter was pending; Issue involved loss of
compensation due to expired State of Hawai‘i Medical Examiner’s
Certificate.
V. Emergency Operations Division
OPERATIONS:
HFD Operations personnel honored at the Daniel Sayre Foundation dinner for
various Rescue incidents throughout 2012 and 2013. The event was sold out and
resulted in approximately 30 people who were turned away per Laura Sayre.
SPECIAL OPERATIONS:
Ocean Safety:
1) Two (2) of our Water Safety Officer (WSO) summer hires ended their term in
August and a third hire will end in September. We are in the process of
recruiting for two (2) new full time positions to cover the Punalu‘u tower on a
daily basis seven (7) days per week. We have solicited interest for any current
WSOs to transfer but have not received any requests.
2) The HGEA new BU 14 was passed and they are now working on making the
transition over to this new unit. Other agencies have requested to also be
included in this new unit but to date have all been denied.
3) Three of our WSOs Joy Mills, Waika Koanui, and Sean Gallagher, were
honored at the Sayre dinner on August 31 for a rescue and resuscitation of a
male at Laaloa Beach.
4) We have begun the procurement process to purchase 5 new surveyor lifeguard
towers to replace the old wooden towers in the Hilo and Puna district.
Training:
1) The 41st FF recruit class is just finishing their criteria to be reallocated to the
Fire Fighter status. The projected reallocation date is on October 1, 2013.
2) The 42nd FF recruit class has completed their Fire Essentials curriculum,
driver training, and swim requirement. They are now preparing for their
written and skills final exam.
3) FEO Chris Carvalho is currently working on driver training requirements for
the company level personnel. We are working on updating the department’s
program.
4) We have completed our First Responder recertification for west Hawai‘i and
will conduct additional classes in Hilo to allow all of the ranked EMTs to
attend.
Volunteer:
1) We received the 5 ton truck for HOVE volunteers and have met with Glenn
Maesato, Chief Mechanic, to discuss the plan of how we will be retrofitting the
truck for use by our department.
2) Department of Public Works checked on the water tanks at the Volcano
volunteer station for safety concerns. As of 8/30, it was noted that the hatch
is still open and the ladder on the tank has not been removed.
3) Volunteer 7A has notified us that they will be shutting down their operations
on September 17, 2013. It is not clear if this will be a permanent closure.
4) The volunteer division proposed SOG along with the new district boundaries
were submitted to Chief Rosario for his review and approval.
5) Continuing to conduct driver audits for the volunteers in east and west
Hawai‘i on a biannual basis.
VI. Support Services Division
EMS BUREAU:
1) The FMS II Assessment was conducted on August 12th at the Aupuni Center.
Seven Candidates participated in the day long process. The feedback from the
candidates and evaluators was that the process was challenging, fair and
applicable. Final results have been submitted to the Deputy.
2) Well over 500 people within the community have been trained in Hands Only
CPR. This months training:
a. Kapiolani Elementary School Faculty
b. Four Seasons Hotel Employees
c. HPA HS Senior Class
d. Spencer’s Health and Fitness members and employees
e. HELCO Admin Staff
f. Harbor Security personnel
g. Milolii community group
3) The 13th annual EMS Fun Run Event was held at the Liliuokalani Park in Hilo
on August 3rd. The event was a tremendous success with nearly 800
participants in attendance. A wrap up meeting is scheduled for August 30th to
finalize expenses, determine generalized donation amounts and discuss after
action review.
4) HFD was given notification of award for the Highway Safety Grant in the
amount of $11,400. The grant will allow HFD to conduct Child Passenger
Inspection Stations and provide replacement child passenger safety seats to
the public as needed.
5) Six personnel started MICT Training on August 19th in Hilo at the KCC EMS
Training Center. This year long process entails didactic and skills instruction
from August to January. From February thru June 2014, students will be sent
to Oahu for the clinical and internship phase of training with Honolulu City
and County EMS. Students will then return to HFD for the final two
internship rotations ending in August 2014.
PREVENTION BUREAU:
1) New hires effective 08/01/13: Inspectors Palani Kurashige and Kyle Vares.
Inspectors currently going through an aggressive learning program in regards
to the FPB duties and procedures.
2) Met with the Public Works Building Department, Department of Water
Supply, and Planning Department regarding policy practices that affect the
Fire code. Also met with members of the County Council to explain and
enlighten them as any changes in policy will affect their constituents.
3) Started the coordination efforts for the Firefighter safety guide program which
is designed to reach the over 17,000 of our Keiki grades K-6. The program is
designed to teach them basic life safety skills and how to deal with emergency
situations.
4) Started the coordination of the Fire Prevention Week (FPW) activities. This is
observed every October in commemoration of the Great Chicago fire that
affected thousands. During this month, the FPB will reach out to as many
people as they can to spread the word about fire safety. This year we will hold
two (2) FPW events. Oct 5 in Hilo at Hilo Bayfront and Oct 26 in Kona. Venue
is still pending. At this event, HFD also showcases their resources through
mock scenarios like vehicle extrication, ocean rescue, structure fire, hazmat,
EMS, etc.
5) 128 code enforcement inspections, 73 plans reviewed, 22 public education
classes, and 5 fire investigations.
DISPATCH:
1) Changeover to of Intrado 911 system by Intrado and Haw’n Tel Com.
2) Continued FRD I Trainees training.
AUXILLIARY SERVICES/WAREHOUSE
1) Along with Safety Committee, initiating specification for future PPE
purchases.
2) Received Draft Commander- mobile apparatus that will enable Department
to perform annual pump testing from Weis Fire Equipment.
MAINTENANCE SHOP
1) 101 total repairs/services including 19 service or trouble calls and 10
contracted tows.
2) Mechanic 1 traveled to Hale Pump Factory and KME with F-1 and AC-2 for
preconstruction meeting at KME.
3) Received Draft commander pump testing trailer and training held for fire
mechanics.
4) Received 5 ton military truck from HOVE community Association and met
with HOVE Volunteers to discuss fabrication for vehicle into brush tanker.
5) Seeking continued resolution to shop’s computer connectivity issue.
