Goals and Objectives update IV. Human Resources Division 1) Recruitments a. Internal recruitments within the Department • Assistant Fire Chief – Internal recruitment will be conducted November 1-10, 2013. b. Internal Recruitment within the County • Account Clerk (Temporary not to exceed January 28, 2014) recruitment initiated. Interviews to be scheduled. c. Open-competitive recruitments • Water Safety Officer I – Recruitment conducted October 6-15, 2013. Pending referral list. • Water Safety Officer II – Recruitment conducted October 6-15, 2013. Pending performance assessment exercise. • Fire Equipment Mechanic – Recruitment being conducted October 20-29, 2013. • Fire Fighter Recruit – Recruitment being conducted October 20-29, 2013. 2) Labor Relations a. Arbitrations: a. Arbitration (WSO suspension of 10 work shifts or 80 hours) pending. b. Arbitration (WSO suspension of 15 work shifts or 120 hours) pending. b. Grievances a. Step 3 meeting for Fire Fighter denied; Issue involved loss of compensation due to expired State of Hawai‘i Medical Examiner’s Certificate. b. Step 1 filed for WSO pending. Issue involved requiring a doctor’s note for an absence less than five (5) consecutive days. V. Emergency Operations Division OPERATIONS: 1) AC Aaron Arbles Retired. SPECIAL OPERATIONS: Ocean Safety: 1) We are in the process of recruiting for 2 new full time positions to cover the Punaluu tower on a daily basis 7 days per week. We have solicited interest for any current WSOs to transfer but have not received any requests. We have recruited for these positions. 2) There was an Ocean Safety conference on October 17 and 18 where 3 of our WSOs was honored and awarded a USLA certificate of valor. These were WSOs Sean Gallagher, Waika Koanui, and Joy Mills. The conference focused on drowning prevention and how we can get the information out. 3) The Ironman has donated funding through the Sayre Foundation for our Ocean Safety to purchase a PA system for Hapuna beach. This will allow our WSOs to be more effective with their preventative actions. We are still awaiting the purchase and then will need to put it through resolution and Council action. 4) We have begun the procurement process to purchase 5 new surveyor lifeguard towers to replace the old wooden towers in the Hilo and Puna district. It will be going out for bid soon. 5) Still awaiting a reply for the consultation with HGEA allowing us to reimburse our WSOs a portion of their sunglasses cost. VI. Support Services Division Training Bureau: 1) The 41st FF recruit class successfully completed their criteria and has just been reallocated to the Fire Fighter status on October 1, 2013. 2) The 42nd FF recruit class has completed their FF portion of their training on October 14 and have been assigned to 24 hour shifts at stations 1, 3, and 10. They will remain there until their EMT class begins in January. Until then, they will continue to work towards acquiring their 40 hours of driver training. 3) FEO Chris Carvalho is currently working on driver training requirements for the driver training manual. We hope to implement this project by January 2014. 4) The Training Bureau continues to work on the implementation of Electronic record keeping. Captain Okinaka and FEO Carvalho attended a training session for RMS in hopes of moving ahead with utilization of the RMS with regards to Training sessions and documentation. 5) Held more First Responder classes and included DOFAW employees. They assist our personnel with the Wildland fire classes for the recruits. Volunteer: 1) Continuing FF I skills training and extinguisher training for the volunteers. 2) Met with Duane Kanuha regarding Kanehoa Fire garage on October 8; went over the plot and building plans. This is currently a community project with the intent of donating building and land to County. 3) Continuing to conduct driver audits for the volunteers in east and west Hawaii on a biannual basis. EMS BUREAU: 1) Multi Disciplinary Team- HFD, HPD, HOPE Services, Mental Health Case workers, Prosecutor's Office, Mayors office (Focusing on Chronic Homeless, Downtown Hilo) The results after the first month is that 2 of the homeless “regular users” of the EMS system have been placed in HOPE Services homeless shelter. This was a result of interviews with FMS Melanie Keolanui and Vern Hara to help identify some of the most vulnerable and problematic 911 callers. 2) Marketing strategy for the HFD Hands Only CPR program is moving forward. The producers of the popular local TV show “DA Braddahs” have expressed interest in producing a Hands Only video. Queens Heart has also expressed interest to fund the project. 3) Supported the Ironman Event by standing up EMS ground teams within the perimeter of the event. The coordinated effort via the Race Operation Center and the Unified Command System worked as designed to provide for a successful, safe event. 4) EMS Bureau personnel conducted an HFD/EMS overview for the Bay Clinic Faculty. The focus of the presentation was to educate and inform the group of our HFD/EMS system. Topics of discussion were scope of practice, training levels, capabilities, State EMS structure and oversight, as well as what our providers need when they arrive at their clinics. The feedback from the meeting was extremely positive and well worth everyone’s time. Future meetings are already in the works. 5) Attended the Hawaii Emergency Preparedness and Homeland Security Conference on Oahu. High level national speakers presented on three specific tracks; Community Resilience, Mass Care and Cyber Security. First Responder leaders throughout the State were in attendance. PREVENTION BUREAU: 1) Fire Prevention Week events. In Hilo on Oct 5, and in Kona on Oct 26 2) Firefighter Safety Guide program. Received 16,500 guides, distributed all of them to 55 schools with grades K-5. In the process of getting the number of student participation back 3) Assisted Building and Corporation Counsel in the legal matters surrounding the Naniloa hotel. 4) Assisted the Parks and Recreation division with the set up and life safety aspect of the Great American Circus at the Civic Fairgrounds and at the Old Kona Airport 5) Assisted with the fire and life safety issues surrounding the Iron Man which included assisting the Department of Liquor Control with overcrowding issues 6) Assisted the 4 seasons and the Hilton Waikoloa with their Fire safety education requirements. Instructed over 220 employees 7) Three Inspectors attended the International Association of Arson Investigators seminar on Oahu from Oct 16-18. 8) Assisted in the planning and logistics for the 2013 HFCA conference 9) Facilitated a meeting with our Building department and brought the State elevator inspectors here to be on the same page. The meeting resolved issues which closed all the loop holes surrounding businesses opening without the proper approvals. 10) Conducted 101 code enforcement inspections, 73 commercial plans reviewed, 5 public education classes, and 4 Fire investigations. DISPATCH: 1) Attend and review HPD “Aloha Training” for similar type training for HFD Personnel. 2) Attend TriTech Software System’s demonstration of CAD/RMS/Mobile System. AUXILLIARY SERVICES/WAREHOUSE 1) Hands free speaker phone (Bluetooth) device issued to Operations Battalion Chief Vehicles. 2) Globe PPE evaluation samples distributed to 3 personnel for review, awaiting Lion sample. 3) Continual repair to stations plumbing issues. MAINTENANCE SHOP 1) New 3000 gal. Tanker 10, HFD 534 in service at Pahoa Fire Station. 2) Roof deterioration and water leak in Maintenance Shop reported. Per Public Works, walking and working on roof to do repair will cause more damage. 3) Computer failing and continue to have connectivity issues. 4) Apparatus and equipment repair: 87 total repair/ service 11 service calls or trouble calls 8 contracted out and tows New Projects/Business • Hawai‘i Fire Chiefs Association Conference Employee/Public Relations
