Alternative Funding and Grant • FY 2012 CDBG Grant for Pahoa Tanker • FY 2012 SAFER Grant • FY 2012 Assistance to Fire Fighters Grant application • FY 2013 CDBG Grant for Waiakea Quint Capital Improvement Projects: A current overview of ongoing projects may include but not limited to: • Kawailani Fire Station replacement • Hapuna Water Safety Tower III. Goals and Objectives update IV. Human Resources Division 1) Recruitments a. Internal recruitments • Fire Captain – No vacancies at this time. Promotion(s) will occur as vacancies arise. • Fire Equipment Operator – Promotion effective March 1, 2013. • Fire Rescue Specialist – Recruitment process initiated. • Battalion Chief (Auxiliary Services) – Recruitment process initiated. b. Open-competitive recruitments • Fire Radio Dispatcher I (2 positions) – Hire date February 1, 2013. • Fire Radio Dispatcher I (1 position) – Recruitment process initiated. Targeted hire date is February 19, 2013. • Fire Fighter Recruit (Temp) – Recruitment process initiated for 42nd class. Targeted hire date is May 1, 2013. • Water Safety Officer I (Temp) – Recruitment process initiated for temporary summer hires. Targeted employment period is May 16 to August 15, 2013. • Water Safety Officer I – Recruitment process initiated. Targeted hire date is March 1, 2013. • Water Safety Officer 1 ½ time – Recruitment process initiated. Targeted hire date is March 1, 2013. V. Emergency Operations Division OPERATIONS: 1) Station visitations from Battalion Chiefs which included drills conducted, High hazard establishments visited, and station/equipment condition. 2) Hurricane preparedness drill planning at CD. SPECIAL OPERATIONS: Hazmat 1) Revised the Hazmat SOGs and resubmit it to F-1 for final review before submitting to Corp. Council. 2) Looking for AFG or Homeland security funding for replace some Hazmat equipment that are becoming obsolete. This equipment would be able to identify solids, liquids, and explosives without having to take a sample. 3) We are still planning the meeting for the Nanawale community to discuss the PGV response plan and evacuation. 4) The CST drill is being planned for March 2013. We had an initial planning conference in January and will have our mid planning conference in February. We are working with the CST in the planning of this county wide agency drill. Rescue 1) Continuing with the signing up of new clients for Project Lifesaver. We are beginning to deplete our supplies and will have to decide what future course of action to take. Working with the HCOA to address this issue. 2) Equipment that the Sayre Foundation has donated has arrived and the resolution has passed Council. Therefore, we have distributed the equipment and will be training with it in the near future. One of these is the new dive computers that would ensure safety for our personnel by tracking their dives. 3) The Sayre foundation has provided funding for some upcoming dive rescue training. This training will commence in February and March. Other dive training will be in Honolulu for our personnel to be trained as instructors. Ocean Safety 1) Revised ACC program to include Ocean Safety and will identify skills required by USLA standards. New cards to be issued upon approval of this addition to our program. We are currently consulting with HGEA regarding this program but have not received any reply as of yet. 2) There is a House and Senate bill that was introduced regarding the creation of a new bargaining unit 14 within HGEA. This would include our Water Safety Officers and the State Law Enforcement including DOCARE and the Sheriffs. 3) Working on adding a new lifeguard tower at the Hapuna Beach north end. This would allow us to view the beach area fronting the Hapuna Beach Prince Hotel. We are awaiting notification from the state land division before moving forward on obtaining the necessary permits. We have gotten a quote from Conen’s to transport the tower over to the beach. Safety Committee 1) Safety committee met on Jan. 30 and will convene again in Feb. before making any recommendations and proposals to Fire Chief. 2) Other concerns brought up at the committee meetings were; PPE cleaning, respiratory protection program, AAR at all multi-company incidents, near miss reporting, review of all IA and accident reports, staffing and health and safety concerns. 3) A memo was sent out to the personnel informing them of future safety bulletins that will be sent out as these become available. 4) All safety committee minutes will be available for viewing by our members in the “All Battalions” folder. VI. Support Services Division EMS BUREAU: 1) Eight personnel from the MICT Class wrapped up final exams, skills testing and temporary license applications in the third week of January. Temporary license should be received by the first week of February 2013. One other student is finishing up his 5th rotation assignment and should be done in the first week of March 2013. 2) EMS Bureau networked with popular local TV show (Living In Paradise) to broadcast and promote monthly safety tips. The secondary objective is to educate and inform the public as to the services provided by HFD. January is Heart Attack awareness; February CPR; and March is Stroke awareness. 3) Received (15) new laptops from State EMS and rolled out to all Medic stations. Laptops are operating well and the connectivity has improved with the new communication management program. 4) Quality Assurance/Quality Improvement - Will be expanding program to track overall compliance with State of Hawaii Standing Orders. We will be reviewing Chest Pain cases first and determine the percentage of overall compliance, determine shortcomings and create measures to enhance compliance. These measurements will eventually branch out to all Standing Orders. 5) Provided EMS overview and patient extrication training for Hale Ho’ola Hamakua ER staff per their request. The interaction and training facilitated interagency collaboration, thus improving the quality of patient care. TRAINING BUREAU: 1) Our 41st recruit class concluded Driver Training, Swim-week, and Hazmat portions of their training. We are currently conducting Final examinations in both skills and written, which will be completed in the first week of February; they will then transition into EMT training. 2) Captain Okinaka is currently working on ways to better manage the departments training records to try and streamline the process of identifying those personnel with upcoming certification expirations, and compiling all the data. The goal is to coordinate the needed training for our personnel in a timely and efficient manner. 3) Captain Okinaka is working with Deputy Chief Victorino, AC Honda and Darryl Oliveira (State Fire Council) in planning for and coordinating an upcoming training course for Hydrogen emergencies. This class has been offered to us because of the soon to be acquisitions of Hydrogen fueled buses for our County’s Mass Transit Agency and KMC. We will be training 122 of our personnel who are stationed in districts that will be affected by the operations, transportation and location of the Hydrogen fuel. Training is set for February 12-14, 2013. 4) Captain Okinaka is continually working on updating and reorganizing our departments training records and filing system. Goal is to convert records over to RMS but time availability restraints and lack of available training and IT personnel, it has been very challenging. Training Bureau continues to progress. VOLUNTEER TRAINING BUREAU: 1) CPR/AED training with the volunteers for the month of January; 20 companies will be completed. PREVENTION BUREAU: 1) Began rotation of temporary assignment into the vacant fire inspector position. • Investigated 3 fires: In Honomu, where two occupants were assisted out by neighbor, cause undetermined. Arson K9 used to rule out accelerants. • In Kaumana, cause accidental (spontaneous combustion of rags). • Assisted HPD with vehicle fire related to homicide. Arson K9 used in investigation. Case is still on-going for HPD. 2) BC Andrade and Capt. Todd attended Courtroom Testimony Class a one week course on Oahu. 3) Submitted AFG Prevention Grant proposal for smoke detector project.
