IV. Human Resources Division
1) Recruitments
a. Internal recruitments
• Fire Captain – No vacancies at this time. Promotion(s) will occur as
vacancies arise.
• Fire Rescue Specialist – Promotion effective March 1, 2013.
• Battalion Chief (Auxiliary Services) – Assessment Center scheduled on
May 24, 2013.
b. Open-competitive recruitments
• Fire Radio Dispatcher I – Hire date February 19, 2013.
• Fire Fighter Recruit (Temp) – Recruitment process initiated for 42nd class.
Targeted hire date is May 1, 2013.
• Water Safety Officer I (Temp) – Recruitment process initiated for
temporary summer hires. Targeted employment period is May 16 to
August 15, 2013.
• Water Safety Officer I – Recruitment process initiated. Targeted hire date
is March 17, 2013.
2) Labor Relations
• Arbitration – Preparing for Hearing scheduled in May. WSO Termination
V. Emergency Operations Division
OPERATIONS:
1) Dive Rescue Training for all Rescue personnel and T/A personnel on Diver
Survival and Dive Rescue I.
2) Hydrogen Emergency Response training for new UH project (KMC and Hele
on bus) Company 1, 2, 3, 4, 5, 10, 18 and 20; companies with fueling stations
and bus routes.
3) Department’s response times are achieving nationally recognized thresholds.
SPECIAL OPERATIONS:
Hazmat
1) Continuing to work with the USANG Combat Support Team for the March
training session.
2) Conducting research to identify Grants that are available for the purchase of
Hazmat equipment.
Rescue
1) Continuing with Monthly mandatory Rescue Drills for Regular Rescue and
temporarily assigned Rescue personnel.
2) Working with the HCOA to procure more equipment for the Project Lifesaver
program.
Ocean Safety
1) Sent HFD Aquatics Certification program policy to HGEA for consultation.
Received request for more information and replied back to HFD
Safety Committee
1) Some concerns brought up at the committee meetings were; PPE cleaning,
respiratory protection program, AAR at all multi-company incidents, near
miss reporting, review of all IA and accident reports, staffing and health and
safety concerns.
2) There was an EMS incident that happened at the Mauna Kea Fairways
involving a hazardous material. A summary of the event will be dispersed to
members of the department to make them aware of the possible hazards when
responding to any incident. This can be used as a training tool in the future.
3) All safety committee minutes will be available for viewing by our members in
the “All Battalions” folder.
VI. Support Services Division
EMS BUREAU:
1) (8) MICT Students passed their National Registry cognitive exam on Feb 17th
on Oahu. The final step is the National Registry written exam scheduled for
early March. Personnel have received their temporary MICT license and have
provided much needed relief to the operational shortage.
2) The NAEMT Safety Class was held on Feb 11th at the HFD Training Room for
our FF Recruit Class. Training was conducted jointly by EMS and Training
Bureau personnel. All (15) personnel successfully passed the class with
certifications forthcoming.
3) EMT Class started February 25th
i. Undergoing new EMT Basic 360 hours of training curriculum
4) Two (2) new ambulances were delivered to the districts of Pahoa and
Honokaa. These ambulances were designed by the end users who provided
valuable feedback and input as to what chassis and modular design best fits
their communities needs.
5) Updates were installed on several Zoll E Series Defibrillators allowing
utilization of the new Rescue Net Link software. This software upgrade will
make 12 lead EKG field transmissions possible to all of Island’s Hospitals.
TRAINING BUREAU:
1) All fire related training for our 41st FFR class completed; final skills and
written exams were concluded by the first week of February. The class had 2
weeks of EMT prep prior to starting the EMT portion of their recruit training
process. They are currently in their second week of EMT training and are
scheduled to finish that portion in early May. They are currently in the
process of planning and scheduling their Graduation Ceremonies; we are
looking at mid-May, and as soon as we have a set date we will relay the
information to you all.
2) Our personnel participated in the Hydrogen Emergency Response Training
for First Responders from Feb 12-14 at the Hawaii National Guard Joint
Training Center at the Keaukaha Military Reserve facility (KMR). A total of
144 persons were trained; of that 105 were HFD personnel, others included
personnel from PTA Fire, PGV, County Mass Transit and Hawai‘i Volcanoes
National Park. The training was very informative and will definitely help to
prepare our personnel in the event of an emergency involving Hydrogen
powered vehicles/ storage and transport of Hydrogen fuel.
3) Captain Okinaka along with Assistant Chief Aaron Arbles participated in a
brainstorming/ice breaker meeting with members of the Joint Training
Facility at KMR (spearheaded by site commander Major Darrin Cox) and
other members of our communities First Responders. The objectives of the
meeting were to; 1. Give all who attended an orientation of the facility and its
capabilities, 2. Offer the use of the facilities classrooms and computer lab to
all organizations that attended, and 3. To plan ahead for future training
opportunities to include site expansion and construction of props to be
utilized by not only the Troops that comes through the facility but all our
agencies also. They will be participating in more meetings in the future and
will update as needed.
4) Captain Okinaka has acquired a CVE Student Helper from The HCC Business
Program to assist him with the clerical duties in the Training Bureau. Jason
Lin started on February 19 and is scheduled to continue part time for the rest
of the semester. Jason has been there for 2 weeks now and has proven to be
extremely beneficial to Captain Okinaka thus far. He has been tasked with
sorting, inputting and filing all of our departments Training Records and
assisting Captain Okinaka with updating and expanding our departments’
electronic filing and record keeping programs.
VOLUNTEER TRAINING BUREAU:
1) Completed CPR and AED training for all volunteers.
2) As of March 1st, 2013 all volunteers are mid way through Defensive Driving
course.
3) Quarterly personnel meeting with volunteer Commanders of daily operations.
4) Continue to work on volunteer SOG’s with volunteer commanders Wayne
Krug, Doug Keown and Terry James.
PREVENTION BUREAU:
1) Captain Todd and BC Andrade satisfactorily completed the courtroom
preparation and testimony class on Oahu.
2) BC Andrade attended the Fire Protection and Safety grant review in Atlanta,
GA.
3) FHMS Kyle Vares continues to meet the goals and objectives set forth of the
TA Fire Inspector 1 program. He will continue on into March. FF Palani
Kurashige will begin his TA Inspector rotation starting March 1, 2013.
4) Completed rough draft of the Title 12 document for the next State Fire Code.
5) Working simultaneously on 5 very large UHH projects. The Hawaiian arts
building, the Student services building, and a three story tri-plex student
dorm with a total living area of 27,000 square feet.
DISPATCH:
1) On February 28th, old dispatch console removal began. This is a collective
effort by Pacific Wireless, Hawn Telcom, County IT and our dispatch
personnel. New dispatch equipment is all Internet based and does not require
the large radio consoles. The result is a clearer, larger work area for
dispatchers. Project should be completed by Wednesday March 13th.
2) New dispatcher trainee, Melanie Ross, started on February 19th. At this time
we have 3 FRD I trainees. Feedback from personnel is very positive. Their
training officer is FCS Karen Bugado
AUXILLIARY SERVICES/WAREHOUSE
1) Starting February 1, 2013, the Fire Auxiliary Services Officer T/A Program
was implemented. The T/A is task with oversight and management duties
covering the Warehouse, equipment and supplies inventory and Station and
Facilities repairs and maintenance.
2) Captain Joseph Farias stepped in for the period of February 1 through 28.
3) Captain Garret Komatsu will T/A from March 4 through March 30.
4) We have started the recruitment process for the FASO position and have 3
qualified applicants.
MAINTENANCE SHOP
1) Proposals for two new Fire Apparatus were opened on February 25th and are
now being reviewed by AC 1 Glen Honda.
2) Would like to thank Glenn Maesato and his mechanics for their excellent work
and efforts keeping our fleet up to response standards.
3) Continue to work with Public Works on the roofing project for the
Maintenance Shop.
New Projects/Business
Employee/Public Relations
1. FF recruits provided vital sign checks on seniors at the Kamana Senior
Center (approx. 0 people in attendance). Recruits also assisted in a heart
attack and stroke awareness presentation discussing the patho-physiology
and signs and symptoms recognition.
