III. Human Resources Division
1) Recruitments
Open-competitive recruitments
• Water Safety Officer I – Targeted hire date for 8 new hires (6 F/T and 2
P/T) is December 16, 2014.
• Fire Equipment Mechanic recruitment initiated. Incumbent will be
retiring effective December 31, 2014. Targeted hire date is January 2,
2015.
Internal within department recruitment
• Fire/Emergency Medical Services Specialist II – recruitment
conducted November 23, 2014 – December 2, 2014.
• Fire Rescue Specialist – recruitment to be conducted December 3, 2014
– December 12, 2014.
• Fire Prevention Captain – recruitment to be conducted December 3,
2014 – December 12, 2014.
2) Classification & Pricing
• Three Fire Fighters reallocated to Fire/Emergency Medical Services
Specialist I effective November 1, 2014.
IV. Emergency Operations Division
OPERATIONS:
West Hawai‘i
1) Wildfire Management Organization meeting attendance with district
companies.
2) Hazmat Drill with Company 14, Company 16 and BC personnel/multiagency
involvement.
3) Initiate research into L-14 SOP’s for updating relevant to NFPA standards.
4) Operations meeting with Chief Officers held.
East Hawai‘i
1) Special services participation – Kea‘au Health Fair; Veteran’s Day parade;
Domestic Violence Vigil.
2) RMS to allow Pāhoa Village to go live for operations
3) Classes/Meetings – State Fire Council conference, Area Maritime response
planning, Active shooter, BIWCG Implementation and manning of Station 10
A (Pāhoa Village Station).
4) Seven high school students in ride a long program at Stations 1, 3, and 5.
5) Two rescue missions – missing person in Pepe‘ekeō (negative findings).
Waipi‘o/Waimanu (body recovery).
SPECIAL OPERATIONS:
Hazmat:
1) Equipment status – still working on funding for the replacement of obsolete
equipment. Our immediate needs include the repair of equipment as well as
the purchasing of supplies, sensors, and calibration gas.
2) Identified specific locations near Puna Geothermal Venture (PGV) to deploy
our Area Rae monitors in the event of an incident at PGV. Awaiting approval
and implementation of our proposed guidelines.
3) Addressing our equipment and training issues with the LEPC to request for
assistance with this.
4) Reviewed response to incident at Honoka‘a Schools and discussed protocol
with Department of Education, Department of Health, and HFD hazmat when
dealing with potentially contaminated or exposed patients.
Rescue:
1) We held our dive rescue I class in November with the second one commencing
in December for rescue personnel who have not taken it prior. We have an
instructor internally who will be conducting this class and will bring in
another instructor from Maui to assist with the class in December.
2) New supplies and equipment just arrived for our Project Lifesaver program.
We will be distributing tracking devices to other companies Island-wide and
will provide training for them prior.
3) Monthly off-duty rescue training is still continuing to upkeep the skill level of
our personnel. Documentation of these drills are imperative so we are
addressing those who may not have participated in a drill or have not
completed their documentation.
4) The US Coast Guard Boating Safety course approved by NASBLA state
requirement was due on November 10, 2014. We are continuing to work
towards full compliance by our rescue personnel.
Ocean Safety:
1) Distributed the drug and alcohol policy to our Water Safety Officer personnel
with implementation to begin on January 1, 2015.
2) We are continuing to pursue the implementation of our Rescue Water Craft
program. We have identified the requirements in order to participate in the
initial training. A supplemental agreement and consultation letter will be sent
out soon to Hawai‘i Government Employees Association prior to
implementation of these requirements.
3) We have replaced the lifeguard towers at Onekahakaha, Richardson, and
Ahalanui beaches. We are waiting to replace the last two towers at Carlsmith
and Honoli‘i. The WSOs are very pleased with these new surveyor type
towers.
4) We received a trailer and two ATVs that were assigned to Hāpuna and
Punalu‘u donated through the Sayre Foundation. This helps to decrease the
response time to patrons in need.
V. Support Services Division
TRAINING BUREAU:
1) The 43rd Fire Fighter Recruit class has completed Driver Training, and Swim
week; everyone has completed each portion successfully. The class is currently
doing Fire Ground Survival training. We lost 2 Recruits in the past month,
Matthew Moore was terminated on Oct 29th, and Chase Johnson resigned on
Nov 10th.
2) Captain Okinaka and FEO Carvalho attended a 2 day Traffic Incident
Management Train the Trainer course on Oahu. The course was created and
delivered by the Federal DOT which is designed to minimize on-scene times
and traffic congestion in highway incidents.
3) AFG for Driving Simulators status: We have identified the preferred features
for the simulators and specifications are being identified and drawn up to
create request for bid.
4) We have completed the Tactical Operations Training for our newly acquired
Aerial Tower for Waiākea Fire Station. Instructor Mike Wilbur (FDNY
Retired) conducted 3-2 day courses for all 3 shifts at Station 2 and those from
Station 14 who have not received the training in the past.
5) Captain Okinaka and FMSII Melanie Keolanui attended Child Passenger
Safety Instructor training on Oahu on Nov 19th. This was the first for Captain
Okinaka who is in the process of becoming an Instructor and will be able to
assist in the delivery of future Child Passenger Safety Technician classes that
our department hosts.
VOLUNTEER TRAINING:
1) Volunteer Captain Meeting held on November 8, 2014.
2) Initiated Driver training audits for attendees of recent October class.
3) Began PUC scheduling for 2015
4) Worked on/submitted 2014-2015 Volunteer recognition awards.
5) Worked on apparatus maintenance/reallocation of vehicles to Volunteer
companies.
EMS BUREAU:
1) On November 1st, additional and augmented Emergency Medical Services was
established out in the Puna district in lieu of the impending lava flow. ALS
Medic – 10 Alpha (Pāhoa Village Fire Station) and AMR - utilizing existing
Pro QA Non Emergent protocols were ramped up providing services for the
affected area.
2) Attended the 36th annual Hawai‘i Fire Chiefs Conference in Kauai. One
interesting topic of discussion was in regards to the future and direction of
Fire Based EMS, Obama Care, the Accountable Care Act and Community
Paramedicine. This topic is something our Bureau has been paying close
attention to. The presentation reassured us that our program objectives and
direction are on the track and in position for what’s to come in the future.
3) Received Notification of Award for the Shippers Wharf Grant in the amount of
$31,500 to purchase software and equipment to assist with our “Incident
Reduction” - Fall Prevention programs led by Captain Jesse Ebersole.
4) Attended quarterly Big Island Trauma Advisory meeting with the Level III
Trauma Centers (HMC, KCH, NHCH), Hawai‘i Life Flight, AMR, Critical
Access Hospitals and State EMS. Case review, stats, provider updates, as well
as trauma system improvements were all discussed.
5) Our first MICT Prep class was held on November 21st at the Pāhoa Fire Station
training room led by Captain Chris Honda. Eight prospective MICT students
participated in person where the anatomy physiology of the heart, cardiac
emergencies and case review / case management was presented. Next MICT
class is targeted for August 2015.
PREVENTION BUREAU:
1) Fire Prevention Bureau attended a camera class for use of the new Nikon
cameras.
2) Fire Prevention Bureau conducted fire extinguisher training for
approximately 335 employees of the Four Seasons Hotel.
3) Fire Prevention Bureau had 5 fire investigations in November and Arson K9
Kaimi was used at 2 of the investigations.
4) Fire Prevention Bureau distributing prizes to the elementary schools for the
FFSG program. 70 classrooms island wide had 100% participation.
5) Fire Prevention Bureau continuing with maintenance inspections of
businesses Island-wide.
AUXILLIARY SERVICES
Dispatch:
1) Stancil system recording issues.
2) Operations out of Civil Defense effective November 17, 2014 due to reroofing
project. Dispatch personnel operated out of CD during the duration of
reroofing over Dispatch section. Operations at CD only provide for the Tel Ex
Radio system. 911 on backup system; call taking on a telephone with no
ANI/ALI or mapping systems. Calls created on CAD system at return to
normal operations.
3) FRD I rotation through dispatch shifts; call taking and beginning hands on
the CAD for documenting radio communications.
4) Lorex video system connected to existing video monitoring screen.
Maintenance Shop:
1) Six HFD unserviceable vehicles prepped for auction. Removal of HFD decals,
fire radios, sirens, plates and emergency landing.
2) Maintenance shop reroofing in progress
3) New ATV trailer for Ocean Safety in Service CH871
4) Apparatus and Equipment repair:

Warehouse:
1) Pāhoa Village Station opened effective November 1, 2014.
2) Reroofing of Dispatch and Warehouse in progress.
3) Ongoing repair request and disposal of decommissioned supplies and
equipment.

the Year award for 2014.
