Alternative Funding and Grant • FY 2012 Assistance to Fire Fighters Prevention Grant Application o Home inspections have started in East Hawaii and smoke detector installation will be scheduled shortly. o In West Hawaii two public education talks have been set up in June for the Holualoa and Honaunau senior meeting centers and signups for home inspections and smoke detector installation will be started at those locations. o • FY 2013 CDBG Grant for Waiakea Quint o ETA August 1, 2014 • Capital Improvement Projects o Kawailani Fire Station Replacement o Fire Communications Center ▪ Joint project with HPD III. Human Resources Division 1) Recruitments a) Open-competitive recruitments • Water Safety Officer I (Temp) – Second round of interviews (due to lack of applicants in the first round of interviews) were conducted on May 29, 2014. Targeted hired date is June 16, 2014. • Fire Fighter Recruit new hire orientation scheduled on May 30, 2014. Targeted hire date is June 16, 2014. • Fire Radio Dispatcher I Interviews scheduled from June 2 – 10, 2014. Targeted hire date is July 1, 2014. b) Internal within department recruitment • Battalion Chief (Prevention) – Pending recruitment. 2) Classification a) Class specifications for the Water Safety Officer I position will be amended to delete the current Water Safety Officer-related certificates that are required at time of application. The training for the required certificates will be provided internally through our department. This should increase the applicant pool. b) Class specifications for the Water Safety Officer II position will be amended to include the required certifications for jet ski operations. IV. Emergency Operations Division OPERATIONS: 1) Suisan structure fire 5/15/14. Three other structure fires Island wide. 2) Attended the Fern Acres Assoc meeting on 5/17/14. Discussed emergency response and evacuation plans. 3) Makani Pahili event planning for 6/4/14 exercise. 4) CST Full Scale Drill After Action Review at EOC. 5) BC Chun assisted Hawai‘i Wildfire Management team with presentation at community awareness event. 6) Wet drill training with Company 14 on Ladder 14 operations. 7) CAFS Training with vendors at S-21. 8) Land and Ocean search for missing Opihi picker in Kapoho 5/30/14. 9) CO-8 Wildland training/Hāmākua Eucalyptus with CO-17 volunteers 5/24/14. SPECIAL OPERATIONS: a. Ocean Safety 1) We have completed an assessment for the summer temp hires and one permanent position in west Hawai‘i. Awaiting approval to proceed with the recommendations proposed. 2) We are in the planning stage of organizing a Powered Water Craft (PWC) or Jet Ski program. We have received funding approval from the Mayor to begin implementation. 3) We are awaiting the arrival of five new surveyor type lifeguard towers to replace the current wooden towers in east Hawai‘i. We still need to work on the necessary permits and the logistical issues in erecting these towers. 4) We began utilizing the Long Range Acoustic Device (LRAD) at the Hāpuna beach. A policy identifying its care and usage has been put in place prior to using this valuable piece of equipment. 5) The Jr. Lifeguard program is scheduled to begin in June and July. We will only be conducting the program in Hilo, Puna, and Ka‘ū this year due to manpower constraints. b. Rescue 1) We have received contingency funds from some Council members to purchase more equipment and supplies for the Project Lifesaver program. We are awaiting the approval from finance to proceed with this purchase. 2) The rescue companies are continuing to conduct rescue drills on a monthly basis. We are working to update all of the documentation identifying what skills were performed and all of the personnel who participated. This is especially important for our dive logs. 3) Continuing to work with the Sayre Foundation to ensure that all of the equipment requested has been procured. We have already put this requested equipment through resolution. c. Hazmat 1) Identified equipment needing upgrades as our equipment is rapidly becoming obsolete. Due to the high cost of these items, we are looking toward alternative funding sources. Equipment looking to procure is radiological meters and possibly a gas identifier. 2) We are working to repair equipment for our hazmat teams; the Hazmat/Sensir ID, QRae repair and reconfiguration, and Thermo Imager upgrade. All of these equipment repairs have been approved and has been sent in and awaiting their completion. 3) Planning for June 26 drill at the PGV vicinity to establish strategic locations when deploying our Area Raes for monitoring when responding to a possible chemical release. 4) The Hazmat SOGs have been completed and is being distributed to all of our Hazmat team personnel. 5) We will be implementing a Hazmat Operations recertification program for our personnel who are not trained to the technician level. A proposal will be submitted soon. V. Support Services Division 1) Met with KYA Design group to review design and construction of Makalei and discuss new Kawailani Fire Station Design. 2) West Hawai‘i Tanker bid being awarded to KME. Contract being prepared. 3) Bid is out at this time for two new pumpers for Kea‘au and Honoka‘a Fire Stations. 4) Three members of the Fire Department will be traveling to KME to do the pre- delivery inspection May 21-28. 5) Peer Support and Critical Incident Stress training held with Hawai‘i Police Department. 6) AC 2 Honda actively involved as a member of the Radio Upgrade Project RFP review committee for the Hawai‘i County. TRAINING BUREAU: 1) The 42nd Fire Fighter Recruit class was reallocated to Fire Fighters on May 1, 2014 as scheduled. They are now completing their 25 Responses and 15 Transports and also being evaluated by FMSII’s to verify that they are able to work one on one with an MICT on an ambulance. 8 of the 13 have already completed that and are qualified to run as an EMT. 2) John Pimentel (UHH CVE Student Intern) continues to work in the Training Bureau and is scheduled to continue and utilize the full term of the program which is until June 15, 2014. He has started to scan all of our personnel files into Laserfiche where we will be maintaining all of our records electronically. 3) The Hazardous Materials Technician Course has been completed and all 16 students have successfully passed the course. 4) The Training Bureau had an office and classroom reorganization. With the relocation of the Volunteer Captain’s to the Pepe’ekeo Volunteer Fire Station and anticipation of the upcoming 43rd FFR class (of 25). 5) The Training Bureau continues to prepare for our upcoming 43rd Fire Fighter Recruit Class that is scheduled for June 16, 2014. They had the pre- employment class orientation on Friday May 30th. The class is made up of 25 recruits, 2 females and 23 males; We will be having three RTO’s (Recruit Training Officers) this time around to manage the class size. They are FRS James “Kimo” Wilson, FEO Keola Payao, and FMSII Melanie Keolanui. Kimo has been an RTO for the past 2 classes, Keola was an RTO in the past, and Mel will be bringing a different aspect to the Bureau, not only being the first female RTO but she’s an MICT and also a lead member of our departments Peer Fitness and Health and Wellness Programs. VOLUNTEER TRAINING: 1) May 3, 2014 Vol. Officers meeting at Pu'uanahulu (16-B). Mahalo Vol. Capt. James Fritz for hosting the meeting. Present from HFD: Fire Chief Rosario, Captain M. Ichimura, Captain C. Komatsu. 2) Continue issuing SOG's to all Volunteer Companies. 3) Attended mandatory Officers meeting on May 21, 2014 at the Aupuni Conference Room. 4) Integrate training with Co-19 on May 22, 2014. Present: Volunteer Co. 19-A (Volcano), Volunteer Co. 5-C (Fern Forest/E.ROC). Mahalo to Co. 19, Capt. John Shigemura, FEO Ernest Kaneshiro, MICT Wade Ferreira, and EMT Mel Medeiros. 5) Issuing of new Gas Boy keys for all volunteer vehicles. EMS BUREAU: 1) Hands Only CPR training continued its momentum in educating the community: a. Fifty-three 6th and 7th graders from Keaukaha School. b. Twenty High School students from Youth Challenge. c. Invitation to all HGEA members scheduled for 5/30/14 at the ILWU Hall. d. Marketing video produced by “DA BRADDAS” was completed and received. The edited PSA version will be airing on OC-16 in all of the month of June. e. Met with District DOE Safety Specialist to incorporate Hands Only presentation for upcoming Vice Principal’s conference in Waikoloa. 2) Facilitated two separate meetings with our Critical Access Hospitals in Ka‘ū and North Kohala. The focus of the meeting was to improve interagency relations and communication and review patient transfer cases. The overall and underlying intent of these meetings are to improve patient care and outcomes for the community. 3) Our MICT Students returned back to Hawai‘i Island on May 10th after undergoing clinical and internship training on Oahu. One Intern was exited from the program based on internship evaluations. The remaining four students have been assigned to training units in east and west Hawai‘i completing the final two internship rotations with our HFD / EMS Mentors. 4) Our Non-Emergent Call Reduction vision continues to move forward with the help of partnering agencies; Hilo Medical Center(HMC), ADRC, State DOH Public Health Nursing a. High utilizers - HMC provided report of high utilizers transported by HFD to HMC, we have thus far focused on one person, hoping to expand this list in June. b. Fall Prevention- Began Home Fall Assessments under the tutelage of Jackie Gardner Public Health Nurse. c. Multi Disciplinary Team- Continued success with MDT team, working with Medic 1 and Medic 7 personnel to identify vulnerable patient’s connecting them with services needed to get them off of the streets. 5) Facilitated West Hawai‘i Child Passenger Safety Technician training. Seven HFD personnel signed up to become certified technicians. The hands on inspection clinic will be run out of the Captain Cook Fire Station on Saturday, May 31st free to the public. PREVENTION BUREAU: 1) Captain Kazuo Todd attended the second two weeks of the Hazardous Materials Technician class and completed the training. 2) Fire Prevention Inspector Kyle Vares and Fireworks Auditor Michael Matsui attended the Aerial and Theatrical Fireworks Training in Anaheim, CA. This class provided much needed training in the fireworks field for both indoor and outdoor displays. 3) All High Hazard Inspections island wide completed with re-inspections to be scheduled. 4) Inspections are being completed on all retails sites that will be selling fireworks for the 4th of July. 5) Three fire investigations completed, with the Arson K9 used in 2 incidents. DISPATCH: 1) Working with GIS on completion of two new wall maps for Dispatch Center. 2) Completion of Realistic Job Preview for FRD I recruitment process. 3) Conducting FRD I interviews. 4) Intrado/ Haw’n Tel Com moving forward on upgrade to Viper software. AUXILLIARY SERVICES/WAREHOUSE 1) Fire Disposal Inventory to Property Management. 2) Rubbish removal contract submittal. 3) Central Fire Station kitchen drain rerouting MAINTENANCE SHOP 1) Roof deterioration and water leak in Maintenance Shop reported; per Public Works, walking and working on roof to do repair will cause more damage. New Projects/Business 1) Compensation Plan review for Excluded Managers 2) Overhaul of the WSO recruitment process 3) Power Water Craft Program 4) Volunteered to be Co-Chairman of the Hawai‘i Island United Way Fundraising campaign for FY 14/15. Employee/Public Relations 1) Attended National Wildfire Preparedness Day in Waikoloa along with Battalion 2 and Company 16 on May 3rd. 2) Assisted the IronMan Foundation with the safety planning for the Honu Triathlon. 3) Held 2nd Quarter Officer’s meetings in Hilo and Kona on May 20th and 21st. 4) Attended the Waiakeawaena Elementary School May Day program as one of their honored guest on May 23rd. 5) Participated in the Race Operations Center of the Honu Triathlon to coordinate HFD services to the race.
