III. Human Resources Division
1) Recruitments
a) Open-competitive recruitments
• Water Safety Officer I – Performance Assessment Exercise conducted
on September 24, 2014. Interviews scheduled on October 6 & 7, 2014.
• Account Clerk hired on September 16, 2014.
b) Internal within department recruitment
• Fire Equipment Operator – one Fire Fighter promoted effective
September 1, 2014.
• Fire/Hazardous Materials Specialist – one Fire Fighter promoted
effective September 1, 2014.
IV. Emergency Operations Division
OPERATIONS:
East Hawai‘i:
1) Lava flow plans (contributions to the plan and contingency plans).
2) Staffing of the lava information center.
3) Contending with the cascading effects of the current lava flow.
4) Fire breaks to protect Pāhoa and Ainaloa subdivision.
5) Quarterly pre-plans for the 1st battalion.
West Hawai‘i:
1) Personnel Fire Ground Survival training with the 43rd Fire Fighter Recruit
Class.
2) Special service at Costco Safety Event, Wili Wili Festival, ACOE UXO.
3) BC2 station visitations – Stations 6, 7, 9, 12, 14. FEO Masutomi promotion.
4) T16 initiated using E16A
5) 9/10 Hazmat Inc. Kawaihae harbor, Young Brothers mitigated spill in
container.
6) 9/23 Brush fire Kona old airport – structure fire Kona Ha halao O Keauhou
vehicle/townhouse $200,000 loss/$2.5 million saved.
SPECIAL OPERATIONS:
Hazmat:
1) Identified specific locations near PGV to deploy our Area Rae monitors in the
event of an incident at PGV. Awaiting approval and implementation of our
proposed guidelines.
2) Incident during Iselle. Out hazmat team got trapped while responding to an
incident at PGV due to a release due to a system interruption.
3) We have addressed all of our equipment repair needs but still looking for
funding to replace our outdated equipment.
Rescue:
1) An SAR exercise with the coast guard was scheduled but had to be cancelled
twice due to incidents involving Iselle and the present lava flow.
2) A dive rescue I class is scheduled in October and November for rescue
personnel who have not taken it prior. We have an instructor internally who
will be conducting this class.
3) The Sayre Foundation held their awards dinner and recognized our HFD
rescue personnel and three Ocean Safety WSOs. The community donated
close to $70k at this event for equipment and training.
Ocean Safety:
1) We are currently in the process of replacing 5 of the lifeguard towers in Hilo and
Puna. We have many obstacles that we needed to address for this project.
2) We are continuing to pursue the implementation of our PWC program. This
includes procurement of the equipment, identifying the training needs and
requirements, creation of an operational plan, and personnel selection for this
assignment.
3) We recently conducted a PAE for new applicants for our Ocean Safety Division.
Although we had over 100 applicants, only 25 attended and 12 candidates
qualified for the interviews that will be held on October 6 and 7.
V. Support Services Division
TRAINING BUREAU:
1) The 43rd Fire Fighter Recruit class has completed all 23 chapters in the
Essentials curriculum. They have also completed a week long Wildland
Firefighting training and Child Passenger Safety Technician Training; in
which they took part in our department’s first island wide child passenger
safety campaign car seat clinics.
2) The updated HFD Drivers Training manual has been completed by FEO
Carvalho. He will be using it with our current recruit class, and then will make
any necessary changes as needed and finalizing the rest of the programs
documents before submitting for final review.
3) AFG status: Currently working with vendors to identify the bid specs for the
preferred driving simulator units.
4) Captain Okinaka attended a State Training Committee meeting on September
19 on Oahu. The Training Bureau heads from all four counties departments
make up the committee. This has been the first meeting for all of the current
bureau heads and they basically were introduced to the policies and mission
of the committee. They will be meeting at least 2 times a year to review each
departments training needs and see how each department would be able to
assist each other to meet their needs. A side from that they will be setting
priorities, goals, and objectives as a unified body to plan out and work toward
a more unified statewide Fire Service.
5) The Training Bureau participated in a 9/11 memorial run. It was an idea that
the 43rd recruit class had to honor those who lost their lives on September 11,
2001. BC Michael Hayashida joined the Training Staff and Recruits on the run
that went from Kumu Street at Hilo Bayfront up Pauahi Street to the County
Building, through the county building, around Aupuni Street, on Kilauea,
back down Pauahi and to Kumu. (Picture attached)
EMS BUREAU:
1) Fourteen personnel attended the voluntary MICT class orientation on Sept
26th at the EMS Training Center. This was a first ever comprehensive,
collaborative orientation meeting where Kapiolani Community College (KCC)
reviewed program prerequisites, application process and timelines, how to
best prepare for class, study habits, balancing class and personal/family time.
The EMS Bureau discussed MICT Prep classes, support system, prerequisite
Supplemental Agreement, reallocation process and the MICT Career Ladder.
Personnel who attended the meeting stated it was informative and helpful.
The class is targeted for an August 2015 start date.
2) Our two ambulance remounts were shipped to the Braun Northwest
Ambulance factory on Sept 11th. The estimated cost savings for this project is ~
$140,000 comparatively to the purchase of two brand new ambulances. Both
remounts are scheduled to be back on island by the beginning of 2015.
3) In recognition of National Child Passenger Safety Week, HFD held a first ever
island wide Child Passenger Safety inspection clinics on Sept 20th at the
Central, Pahoa, Pahala, Kailua, Waikoloa, and Waimea Fire Stations. The
hands on clinic closed out three days of training where 22 HFD personnel
became certified Child Passenger Safety Technicians.
4) Captain Honda facilitated Hands Only CPR training for ~ 300 Keaau High
School students. The training was led by the Health Career Pathway students.
Over 3,300 people have been trained in Hands Only CPR to date.
5) Received notification of award for two State Highways DOT grants; $64,120
for specialized eDraulic vehicle extrication equipment for the Waiakea and
Kailua Rescue companies, and $97,390 for vehicle stabilization equipment for
all HFD Engine Companies.
PREVENTION BUREAU:
1) All Fire Prevention Bureau staff attended the IAAI Conference in Hilo the
seminar was a Certified Forensic Fire Investigator class.
2) Smoke detector program continuing both in East and West Hawai‘i with the
IBEW partnership approximately 200 smoke detectors installed in
September.
3) Downtown Hilo Hoolaulea event went well about 12,000 – 15,000 in
attendance.
4) Fire Prevention Bureau staff attended a Fall Prevention Training to partner
with the EMS Bureau in preventing falls around the homes of our island
seniors.
1) Fire Prevention Bureau had one fire investigation in September.
AUXILLIARY SERVICES
Dispatch:
1) FRD I training w/incorporation of: district familiarization districts 14, 15, 16
and PTA Co. 50.
2) EMD training scheduled for Oct. 13th – 15th 2014.
3) Intrado/Hawn Tel and State wide PSAP on Text-to-911; working on pre-set
messaging list and agency policy.
4) FRD II EMD recertification (two personnel with expiration at end of
September 2014)
5) Stancil Recording System; DVD non- availability and procedure for recording.
6) 9-1-1 UPS continue to follow up on monitoring and awaiting new battery
installation.
Maintenance Shop:
1) Apparatus and equipment repair:
2) Chief Mechanic traveled to KME in Pennsylvania for final acceptance of
ladder truck for Station 2 and preconstruction meeting for West Hawai‘i
Tanker.
3) Roof deterioration and water leak in maintenance shop reported. Per
Department of Public Works, walking and working on roof repair will cause
more damage. Deterioration is becoming a safety issue.
Warehouse:
1) Turn out and shoe sizing; Operations Division Personnel 2nd set PPE and 43rd
Recruit PPE and leather work shoe.
2) Bed delivery for replacement – Stations 1, 8, and 15.
3) End of FY 2013-14 disposals submitted to Property Management.
4) Equipment and supply procurement/purchase for re-occupation of Pāhoa
Elderly Center as Station 10A.
5) Continuous submittal of request for repair for various stations and ADA
compliance work in conjunction with Department of Public Works for stations
1 and 20.
New Projects/Business
1) Daniel Sayre Foundation Dinner on August 30th at the Fairmont Orchid
2) HFD EMS Run and family event on August 23, 2014.
Employee/Public Relations
1) Attended the Kulani Prison Grand Re-opening on July 1, 2014. Will be
assisting staff with Firefighting training.
2) July 16-19, attended Arbitration Hearing for Water Safety Officer who was
suspended twice for failure to appear at work.
3) Met with United States Forrest Service Region Representative on the
awarding of a $100,000 grant to HFD for Wildland Fire Fighting and
Volunteers.
4) July 21, 23, 25, 28, 29, and 31st, HFD participated in partnership with the
Hawai‘i Wildfire Management Organization in hosting Community Wildfire
Preparedness Workshops in various communities along West Hawai‘i‘,
Waimea, Ka‘ū, and Volcano.
5) Attended the Ground Breaking of the new Pahoa Regional Sports Complex on
July 31, 2014.
6) Assisted the Hawaii Fire Fighters Association with the annual MDA Fill the
Boot Campaign.
