IV. Human Resources Division
1) Recruitments
1) Internal Recruitment within the Department
• Assistant Fire Chief (Emergency Operations – Temporary not to exceed
Sept. 11, 2015) –Interviews scheduled on March 7, 2014.
• Fire Captain (various positions) – Internal recruitment being
conducted from Feb. 26 – March 7, 2014.
• Fire Equipment Operator (various positions) – Internal recruitment
being conducted from Feb. 26 – March 7, 2014.
• Accountant I (Payroll) – Internal recruitment being conducted from
Feb. 26 March 7, 2014.
2) Internal Recruitment within the County
• Human Resources Assistant (Temporary not to exceed Sept. 20, 2015)
– Will be hired effective March 3, 2014.
3) Open-competitive recruitments
• Fire Equipment Mechanic – Selection pending Selection Review
Committee (SRC) approval. Targeted hire date is March 17, 2014.
• Fire Fighter Recruit – COMPASS tests were scheduled on Feb. 24 & 25,
2014. Interviews are scheduled the week of March 10, 2014. Targeted
hire date is June 16, 2014.
2) Labor Relations
1) Arbitrations:
• Arbitration (WSO Suspension of 10 work shifts or 80 hours) –
Corporation Counsel’s attorney is reviewing HFD’s responses to
request for information.
• Arbitration (WSO Suspension of 15 work shifts or 120 hours) –
Corporation Counsel’s attorney is reviewing HFD’s responses to
request for information.
2) Grievances
• Step 1 meeting for Water Safety Officer was held on Nov. 18, 2013.
Issue involved requiring a Doctor’s note for an absence of less than five
(5) consecutive days. Chief did not approve proposed resolutions.
Proceeded to Step 2. Department of Human Resources overturned the
Step 1 decision and upheld the grievance.
V. Emergency Operations Division
OPERATIONS:
SPECIAL OPERATIONS:
a. Ocean Safety
1) Hired two new WSO(1 FT/1PT);
2) Started coverage at Punalu‘u beach seven days a week and we have two
lifeguards there at all times.
3) Got approval to proceed with the five temporary hires for the summer
months; this is when school is out and the towers of Onekahakaha, Carl
Smith, Leleiwi opens seven days a week, when normally they are open only
on weekends and holidays.
4) Ordered five new lifeguards towers for East Hawai‘i and two of towers are
scheduled to arrive in late April; other three in June. Those will be for
Honoli‘i, Carl Smith, Richardsons, Onekahakaha, Ahalanui.
b. Rescue
1) Continuing rescue training schedule and looking at implementing the dive
rescue training for personnel.
2) Currently receiving a lot of equipment that were donated by the Sayre
foundation; some of equipment included BCDs; regulators, repelling
equipment; GPS units and backpacks and cold weather gear.
3) Responded to a couple incidents with missing person and recovery that
were successful due to training that they received on a monthly basis.
c. Hazmat
1) SOPs are currently with HFFA for consultation and review.
2) We are working on a training plan for Operations training at the company
level.
3) We are addressing the equipment concerns on repairing equipment that
are damaged or in need of repair and looking to update our equipment
that is obsolete.
4) CST drills will commence from March 6 to March 14 and this year’s drill
will be a pre-staged event addressing the Merrie monarch festival.
VI. Support Services Division
1) New Engine 9 and 15 in progress. Cabs are built and painted at KME.
2) Council approved resolution to move forward with lease to own purchase for
Engines 5 and 8 replacement and West Side Tanker.
3) CIP proposal for FY 14-15 sent to Council from Mayors Office includes
request to fund Haihai Fire Station to replace Kawailani and Joint
Communications Center on Mohouli. Benefits not only Fire and Police but
also entire County because IT is included and they would place servers in this
location that is secured and hardened.
4) Offered a used tanker from Maui.
5) New computers in Maintenance shop, EMS, Training, Operations Battalion
Chiefs. (from EMS and purchase through County)
TRAINING BUREAU:
VOLUNTEER TRAINING:
1) Volunteer SOGs being printed out for 180 positions.
2) 3-way boots being put out for Bid .
EMS BUREAU:
1) Our two Remount ambulances were placed back into service at the Central
Fire Station and Waikoloa Fire Station respectively. Feedback and comments
from field providers have been positive. We are currently in the sole source
approval process for our next two remounts. These units are currently
providing service at the Kawailani and Kailua Fire Stations and will be
returned back to those districts upon completion.
2) House Bill 1722 and Senate Bill 2348 requesting funding for two additional
ambulances for the district of Puna and Makalei continue to advance at the
State Legislature. EMS Bureau personnel will continue to monitor both Bills
and have met with the Fire Administration team to discuss staffing scenarios
should both Bills pass and be appropriated.
3) EMT Refresher training was scheduled with the Kapi‘olani Community
College in late February early March. This is the first ever EMT retraining
which included Ranked EMT personnel (FEO and Captain with State EMT
licensure) elevating the level and quality of service available to serve our
community.
4) EMT training for our Fire Recruit class has entered the clinical and internship
phase of training. All of our Fire Recruit personnel have successfully passed
the didactic portion of training with written final exams well above the 80%
pass rate. Clinical and internship training wraps up on March 21st.
5) EMS Bureau team met with Tony Silva of the “Braddahs” to discuss HFD’s
Hands Only CPR media campaign and marketing video. Excerpts from the
video will be edited to produce PSA clips to be utilized by our local
broadcasting networks. To date, over 2000 people have been trained in Hands
Only CPR. Hilo High, Ka‘ū and Kea‘au High Schools have been scheduled for
training to close out this calendar school year.
PREVENTION BUREAU:
1) Inspectors Kurashige and Vares satisfactorily completed their Fire Prevention
Inspector I new probationary period.
2) Aggressively completing Hawai‘i County’s “high hazard” inspections. These
inspections include all hotels, restaurants, commercial kitchens and large
assemblies.
3) All supervisors attended the Anti discrimination/ harassment class.
4) 122 code enforcement inspections, 80 plans reviewed, eight public education
events, and six fire investigations.
DISPATCH:
1) Attended “How to Remain Cool and Collected in Challenging Conversations.”
2) Submitted Skill Set and Informational questions regarding Fire Radio
Dispatcher I recruitment.
3) Resignation of Fire Radio Dispatcher II.
AUXILLIARY SERVICES/WAREHOUSE
1) Attended “How to Remain Cool and Collected in Challenging Conversations”
Webinar.
2) Attended “Workplace Harassment: The Real Deal.”
3) Participated in Fire Mechanic Interviews.
4) Receiving and distribution of equipment and supplies.
MAINTENANCE SHOP
1) Participated in Fire Mechanic Interviews.
2) Roof deterioration and water leak in Maintenance Shop reported. Per
Department of Public Works, walking and working on roof to do repair will
cause more damage.
3) Mechanic Shop received new computer, needs software update (access) and
having VPN connectivity problems.
4) Beam where electrical wire attached to building deteriorated is of safety
concern.
