1) Recruitments
Open-competitive recruitments
• Clerk III – Recruitment is on hold.
• Water Safety Officer I – Five new hires will start on December 1, 2015.
• Fire Radio Dispatcher I – Interviews scheduled from November 30 to
December 2, 2015. Will hire a total of 10 new hires (5 regular FRD I
position numbers and 5 others using Fire Fighter Recruit TP position
numbers). Targeted hire date is January 16, 2016.
• Account Clerk – Initiated recruitment process.

• Fire Equipment Operator – Promotion effective December 1, 2015.
• Fire Prevention Inspector I – Promotion effective December 1, 2015.
• Fire/Hazardous Materials Specialist – Promotions effective December

IV. Emergency Operations Division
OPERATIONS:
East Hawai‘i
1) Child passenger seat recertification
2) Planning section of AHIMT working with CD on Dengue Fever IAPs
3) Retirement of BC Sumida
4) Employee of the year recognition awards (Captain Wong, FF/E Requelman)
5) Will be training with HPD on Mauna Kea operations once TMT starts up.
6) Active Shooter exercise pre-incident brief at Hilo Airport.
West Hawai‘i
1) October 28 – 30, 2015 - Recruit familiarization is Ladder 14 and C-2
2) November 16 – 20, 2015 - Wildland training with recruit class - Captain
Bergin and RTO’s.
3) November 13, 2015 - USLA Conference - Waikoloa Marriott
4) November 16, 2015 - Groundbreaking Ceremony in Waimea - Waimea District
Park, AC 1, BC2B and Co. 9.
5) November 13, 2015 - Mako compressor for Station 14 back in service.
6) Apparatus and vehicles being routed to Hilo for radio upgrades.
7) November 13, 2015 - E-14 O/C due to MVC at Kawaihae Brushfire Inc. #
21447. Two personnel injured in collision.
8) November 11, 2015 - Brushfire 1.5 acres end of Paniolo Drive.
9) November 13, 2015 - Brushfire 216 acres Kawaihae Rd. (Hwy 19)
approximately 66 mile marker. Cause Undetermined Inc. # 21447.
SPECIAL OPERATIONS:
Hazmat:
1) Identified specific locations near PGV to deploy our Area Rae monitors in the
event of an incident at PGV. We are procuring Ipads through Civil Defense
that we will use a hotspots upon implementation of our new guidelines.
2) Our department will be requesting that the LEPC assist us in funding the
purchase of radiological meters from Ludlum. This is a vital piece of
equipment that our hazmat team is in need of.
3) We had an initial planning conference (IPC) in October and identified the
content of our annual drill with the CST that will be held in March 2016.
4) We have a propane training class for our hazmat teams that will take place in
December in Hilo and Makalei. This is a two day class that will train our team
on managing propane tank leaks.
Rescue:
1) The rescue drills are continuing. Due to the recent incidents that occurred
over the past few months, some of the drills needed to be postponed.
2) Our RWC have been used in assisting in the recent ocean rescues and have
proved to be a valuable tool for their operations and safety. We hope to
expand their capabilities and usage.
3) We are working with the Sayre Foundation to purchase equipment that were
requested at the last awards dinner. Funds for the equipment have been
secured at the dinner.
4) We have a rescue captain’s meeting in December where we will be discussing
the updating of the rescue Field Operating Guidelines (FOG). This will be
reviewed by the rescue Captains and revised as needed.
Ocean Safety:
1) The Ocean and Water Safety Advisory will be having their next meeting on
December 1, 2015. A task force will be identified to help curb the amount of
drownings and spinal injuries across the state for both resident and non-
residents.
2) There was a USLA Board of Directors meeting and conference that was held
from November 12-14 here on the Big Island at the Marriott. Representatives
from throughout the US convened at this conference. There was also an ocean
demo at this conference put on by our personnel.
3) We have hired 4 new WSO in east and West Hawai‘i who will begin on
December 1, 2015. They are filling in the vacancies at Hāpuna, Punalu‘u, and
Puna.
4) We have one more lifeguard tower that needs replacing. This is on the south
end of Kahalu‘u Beach. We are installing a PA system on the current tower
with a solar system. This will be transferred to our new tower when it arrives.
V. Support Services Division
TRAINING:
1) 44th Firefighter recruit class on schedule and progressing as expected.
2) Recruits finished Wildland week and Chopper 1/ Chopper 2 operations
orientation.
3) Driver Simulator set to arrive in January 2015. Working with representative
to plan out acceptance testing and training.
4) Working with Captain Wong on coming up with a Company Officer training.
5) Burn trailer maintenance complete. 44th recruit class utilizing Burn Trailer.
VOLUNTEER TRAINING:
1) November 14, 2015 – Volunteer Captains meeting at Station 14A, Volcano.
2) November 16 – 20, 2015 – Wildland Fire Training at HPA.
3) Completed mobile radio installs on all volunteer vehicles.
4) Received and compiled volunteer recognition award checks for December
distribution.
EMS BUREAU:
1) All eight (8) MICT Students completed and passed their MICT 150 didactic
curriculum. Students are preparing for their clinical training scheduled to
begin January 4, 2016 in Hilo.
2) EMS Bureau actively participating in MDT dengue screening for the
vulnerable populations – homeless and migrant population, persons with
limited access to healthcare. Goal is to provide field screenings and to link
symptomatic person to healthcare. For persons unwilling to be seen at a clinic
or ED, conduct field blood draws for confirmation.
3) Attended Employee of the Year awards – EMS Captain Chris Honda was
nominated for his comprehensive work in establishing the community Hands
Only CPR program and High Performance CPR training.
4) Liquid Spring retrofit suspension project was completed on M – 11. The
performance, ride and drivability were noticeable improved. The suspension
will be field tested and if the feedback is positive, EMS will look at retrofitting
2 other medic units, M – 15 and 14.
PREVENTION BUREAU:
1) Prevention Bureau continuing inspections of all restaurants and
apartment/condos buildings island wide.
2) Prevention Bureau partnered with Home Depot and Red Cross and conducted
a fire safety event at Home Depot Hilo and signed up 27 homes for the Smoke
Detector Program.
3) Firefighter Safety Guide Program results. 7,296 children completed the
booklet.
4) Prevention Bureau Investigated one fire and Arson K9 Kaimi used at one fire.
