1) Recruitments
Open-competitive recruitments
• Water Safety Officer I - Five (5) temporary positions were filled for
summer beach coverage. Four (4) were hired on June 1, 2015. One (1)
WSO (Temp) was hired on June 16, 2015. One temporary position
(NTE December 9, 2015) to be filled on July 1, 2015; pending applicant
passing pre-employment physical exam.
• Fire Fighter Recruit – Interviews completed on June 9, 2015. Planning
to hire twenty-three (23); Twenty-one (21) are current applicants and
two (2) are reinstatements. Targeted hire date is September 1, 2015.
Internal within department recruitment
• Fire Prevention Captain – vacancy will be filled on July 1, 2015.
• Battalion Chief – one (1) position was filled with a transfer effective
June 16, 2015. The subsequent vacancy will be filled through an
internal within department recruitment effective July 1, 2015.
• Fire/Emergency Medical Services Specialist II – Assessment center
was conducted on June 16, 2015. Pending selection (s).
• Fire Captain – written examination conducted on June 2, 2o15.
Pending assessment center.
• Fire Equipment Operator – written examination conducted on June 5,
2015. Pending assessment center.
• Fire Prevention Inspector I – Internal recruitment within department
being conducted June 24, 2015 to July 3, 2015.
• Fire/Hazardous Materials Specialist – Internal recruitment within
department being conducted June 24, 2015 to July 3, 2015.
2) Classification
Reallocation
• Nineteen Fire Fighter Recruit (Temp) positions reallocated to Fire
Fighter (Temp) positions effective June 16, 2015. Two (2) more Fire
Fighter Recruit (Temp) positions to be reallocated on July 1, 2015 and
July 16, 2015.
• Numerous Water Safety Officer I and II positions are being temporarily
reallocated downward or reinstated to the permanent class due to the
implementation of the Rescue Watercraft Program to be effective July
1, 2015.
3) New Positions
• Two (2) new Fire Prevention Inspector II positions to be created
effective July 1, 2015
IV. Emergency Operations Division
OPERATIONS:
West Hawai‘i
1) June 1 - Brush fire and Vehicle Fire - Incident #10289- One fatality body
found in the vehicle.
2) June 8 - Structure fire, Incident #10756 origin: residential dryer- cause:
operator error- minimal damage.
3) June 13 – Pulolu point: person fell from cliff during Tokunaga Fishing
Tournament. Extricated via C-1, transported via C-2. Incident #11068.
4) June 13 - Structure fire- Coral Parkway (Ocean View). Incident #11260.
$10,000 loss to contents and property.
5) June 24 - Company 15 Participating in Kohala ER Disaster Drill. 0930- 1200.
East Hawai‘i
1) 30 fire calls. 5 were brushfires extinguished before it could become a major
incident. 3 were structure fires.
2) TMT Protest Participation - HFD personnel supported law enforcement’s
mission by providing Emergency Medical Services atop Mauna Kea.
3) Incident Command System and Resource Management for the Fire Service -
Twenty five (25) personnel attended this two day off campus course.
4) Type 3 HIAHIMT (Hawai‘i Island All Hazards Incident Management Team) -
Team members participated in the four day Vigilant Guard 2015 exercise. The
exercise involved joint training with National Guard units from: Hawai’i,
California, Nevada, Colorado and West Virginia. There were over 300
participants.
5) High Profile Incident – Motor Vehicle Accident, Hwy 19 at the Maulua Gulch.
Battalion Chief Jerry Lum was the Incident Commander on this incident,
playing a pivotal role in interagency coordination.
6) Chopper 1 - Communication support missions for repair and maintenance
crews at the Iolehaehae site.
7) Honor Guard and Funeral procession for brother Shane Paulos.
SPECIAL OPERATIONS:
Hazmat:
1) Identified specific locations near PGV to deploy our Area Rae monitors in the
event of an incident at Puna Geothermal Venture. We are procuring Ipads
through Civil Defense that we will use a hotspots upon implementation of our
new guidelines.
2) LEPC will fund three HFD personnel to attend this year’s Hazmat Continuing
Challenge in September. Names submitted for consideration to attend.
3) Vigilant Guard exercise was held on June 3rd. Our Hazmat team, Company 2
personnel, and members from the AHIMT worked alongside with the CST
from Utah in a joint response to a Vikane (Sulfuryl Flouride) leak from BEI
following a hurricane.
4) We are awaiting our new laptops that will again give us the capability of
utilizing CAMEO for mapping and creating plume modeling to be used for
planning purposes in the event of a hazardous materials leak. The units have
arrived but the programs are being installed by our IT department.
Rescue:
1) We received funding from the Sayre Foundation donated by the Ironman
Foundation for our swift water training that will be held in August. We will
train 15 of our rescue personnel to be instructors so that we would be able to
do our training in-house in the future.
2) We have identified rescue equipment that were requested from the Sayre
Foundation and is awaiting approval to be submitted. The annual Sayre
award dinner is scheduled for September 5, 2015 at the Orchid at Mauna Lani.
3) The monthly drills will resume in July that is the start of our new fiscal year.
Dive training is scheduled for July.
4) I will be reviewing the rescue SOG and put it in electronic format to update.
Adding this to our All Battalions folder is being considered.
Ocean Safety:
1) Our RWC operator training was completed on June 5 that graduated 7 WSO
personnel. We are on track to begin our RWC program on July 1, 2015. Units
will be initially based out of Hapuna and Isaac Hale.
2) We received our USLA Lifeguard Agency Certification that is effective until
April 2018. This allows our department to certify our personnel to the
national USLA level. We have used this for our Open Water Lifeguarding and
RWC Operator certification and will also be using this for our RWC Trainers
and RWC Crewperson certification.
3) We have hired 4 temp. hires and 1 permanent half time WSO on June 1. We
also hired 1 more temp. worker on June 16. These hires really helped our
operation especially with the impending RWC program.
4) We began our Jr. Lifeguard program this year on June 15th in Hilo, Puna,
Punaluu, Kahaluu, and Hapuna. The island championships will be held on
July 18 and the state championships will be held on August 1. Both will be
held at Hapuna.
5) The 2015 Drowning Prevention Ocean Safety conference will be held on July
30, 31, 2015. This conference will be held at the Hapuna Beach Prince Hotel.
This conference will run in conjunction with the state Jr. Lifeguard
championships. Flyers and invitation letters are already being sent out.
V. Support Services Division
TRAINING:
1) The members of the 43rd Fire Fighter Recruit class were reallocated to Fire
Fighter positions (SR-17) on June 15. Two individuals of the class were not
promoted at this time, but have now completed all necessary requirements
and will be reallocated at a later date.
2) Preparation for the 44th Fire Recruit class is ongoing. With a proposed start
date of September 1, The Training Bureau has been setting up the venues and
instructors for some of the major segments of Recruit class. We have also
begun to construct some of the needed documents and workbooks.
3) The Hawaii Fire Department hosted a National Fire Academy 2-day course
titled Incident Command System and Resource Management for the Fire
Service (F0376) on June 25 and 26. The guest instructor was Tim Woodward
from Colorado. The class was held at the Aupuni Center Conference Room
and 22 HFD Personnel were in attendance.
4) The Driver Training program has taken on two new tasks. The first was to set
up a CDL training program for one of our current civilian mechanics. The
mechanics are not eligible to be certified under our DCC certification and
need to carry a CDL License to drive our vehicles. Our Apparatus trainer met
with a County CDL auditor to review the requirements of the program.
5) The second project in the Driver Training program was to reformat the PUC
paperwork. The packets were transferred to digital format and will be updated
once we receive the changes from HR. Our goal is to place them on the County
Network and make them more accessible to the entire department.
VOLUNTEER TRAINING:
1) Completed hands-only CPR training.
2) Support services meeting 06/10/15.
3) Staff meeting 06/23/15.
4) Completed DOT safety checks on vehicles.
EMS BUREAU:
1) Eight applicants have been accepted into the August 2015 MICT class. Start
date is Aug 10th at the KCC EMS Training Center in Hilo. Targeted completion
date is Aug 5th, 2016.
2) Two FF/R MICT licensed personnel have successfully completed their FMS
Orientation period and are now fully qualified to perform in the capacity of
FMS. A much needed relief for Operations.
3) Conducted FMS II Assessment Center for two qualified FMS I personnel on
June 16th. Currently, we have three FMS II vacancies being filled with TA
personnel.
4) Received two new build ambulances delivered by Braun Northwest Inc.
Ambulances are awaiting radio installations and final detailing. Medics will be
providing services in District – 5 and 20.
5) It was an honor and privilege for our Bureau to help coordinate FMS II Shane
Paulos’s honor guard and final alarm pass and review. We would like to thank
everyone who came out to honor Shane and support his Ohana. Also, kudos to
Captain Okinaka, FEO Springer and FMS Higashi for an outstanding job in
coordinating Shane’s Celebration of Life. His Mom, Dad, Sisters and Brother
were awestruck and amazed at the outpouring of love, admiration and respect
that the HFD Ohana exhibited for Brother Shane! May you Rest in Peace…
PREVENTION BUREAU:
1) Fire Prevention Inspector Palani Kurashige attended a six day Managing Fire
Prevention Programs course at NFA.
2) Continuing maintenance inspections of restaurants and hotels Island-wide.
3) Continuing the smoke detector / home inspection program Island-wide.
4) Conducted two fire extinguisher trainings where over 120 people were trained
and educated in the use of a fire extinguisher.
5) Conducted two fire investigations and the Arson K9 was used in both fire
investigations.
6) Arson K9 Kaimi participated in the Annual Bark for Life event held on June 6,
2015 at Lili‘uokalani Park in Hilo.
AUXILLIARY SERVICES
Dispatch:
1) Currently working on new mapping system.
2) FRD supervisor Karen Bugado attended a Motorola conference.
3) Dispatcher conference coming up soon.
4) Three vacant positions; two FRD I will be reaching the end of their three
month probation.
Maintenance Shop:
1) Conducted Island-wide DOT safety inspections for department vehicles.
2) Received two new Braun Northwest Ambulances for HOVE and Kea‘au.

Warehouse:
1) Meeting with Allstar products regarding Scott SCBA; will be receiving pack to
evaluate, also grant possibilities with assistance from vendor
2) Meeting with L.N. Curtis and Texcate representatives to discuss bunker gear
and footwear.
3) Inventory of New Purchases, Equipment disposals and transfers.
4) Distribution of Carbon Monoxide alarm/monitors.
VI. New Projects/Business
• Supporting the 2nd Annual Hilo Triathlon with Ocean Safety and EMS,
June 12, 2015
• Awaiting consultation replies from HFFA regarding minimum manning
and PPE cleaning protocols.
