1) Recruitments
Open-competitive recruitments
• Fire Radio Dispatcher I – recruitment was conducted from August 16-
25, 2015. Awaiting referral list.
Internal within department recruitment
• Fire Prevention Inspector I – Assessment Center scheduled on October
1, 2015
• Fire/Hazardous Materials Specialist – Assessment Center scheduled
on October 2, 2015.
• Fire Prevention Inspector II – pending interview and selection process.
• Fire Radio Dispatcher III – Temporary vacancy (September 1, 2015 not
to exceed August 31, 2016. Temporary appointment may lead to
conversion to permanent appointment). Recruitment will be
conducted September 1-10, 2015.

IV. Emergency Operations Division
OPERATIONS:
East Hawai‘i
1) HP CPR Training

West Hawai‘i
1) August 2, 2015 – Company 14 assisted with the Greg Cameron Biathlon at
Hāpuna Beach.
2) August 8-14, 2015 – Brush fire at Kawaihae, 3033 acres. Mutual aid from
DOFAW, FED Fire.
3) August 17, 2015 – Severe flooding of Kawaihae Road, evacuation of Kawaihae
Village.
4) Several flood related calls in District 7 and 14. Road wash outs and stranded
vehicles.
5) August 22, 2015 – Touch a Truck event at Kona Commons; Company 7
participated.
6) August 27, 2015 – Company 14 and Chopper 2 bail out drills with Ocean
Safety personnel on Ski 2 at Hāpuna.
SPECIAL OPERATIONS:
Hazmat:
1) Identified specific locations near PGV to deploy our Area Rae monitors in the
event of an incident at PGV. We are procuring Ipads through Civil Defense
that we will use a hotspots upon implementation of our new guidelines.
2) LEPC will fund three HFD personnel to attend this year’s Hazmat Continuing
Challenge in September. Three hazmat team personnel have been identified
and will be attending the event. Upon their return, they will give a report on
new equipment and other response information to assist us with product
information and any new response tactics.
3) We are addressing our needs for equipment, sensors, and other supplies to
ensure that we have the capability to respond to hazmat incidents adequately.
Rescue:
1) The Swiftwater training was held on August 3-7 and 10-14, 2015. The training
was done in various conditions and now gives us the capability to train our
own personnel in-house.
2) The annual Sayre award dinner is scheduled for September 5, 2015 at the
Orchid at Mauna Lani. HFD personnel that will receive awards include
Rescue, Ocean Safety, EMS personnel, and a Battalion Chief.
3) We are currently evaluating the procurement of rescue PPE and how we can
make it more uniformed and streamlined.
4) We are reviewing all of the rescue guidelines to ensure that they are current.
Ocean Safety:
1) Our RWC program began operations on July 1, 2015. Units are based out of
Hāpuna in West Hawai‘i and Isaac Hale in East Hawai‘i. These units was
used effectively with the large swell generated by tropical storm Guillermo
and also assisted with evacuation from the shoreline area due to occupants
being trapped by a brushfire.
2) We held our Drowning Prevention Ocean Safety conference on July 30 and 31,
2015. There were attendees from throughout the state from Ocean Safety, the
hospitals, DOH, NWS, the visitor industry, and other private organizations.
We are starting up a statewide campaign to better educate the public on ocean
and other water related hazards.
3) We held the state Jr. Lifeguard championships at Hāpuna Beach on August 1,
2015 with over 200 participants from Oahu, Kauai, Maui, and the Big Island.
4) We have one more lifeguard tower that needs replacing. This is on the south
end of Kahalu‘u Beach. We are installing a PA system on the current tower
with a solar system. This will be transferred to our new tower when it arrives.
V. Support Services Division
TRAINING:
VOLUNTEER TRAINING:
1) Volunteer meeting at 11C – Discovery Harbour.
2) Distributed and went over the Hurricane SOG ’s with all companies.
3) Driver audit.
4) Post incident analysis with Volunteer 7-B, 8-A, 9-A, 9-B, 14-A, and 16-B on
Kawaihae brushfire.
5) Assist warehouse in sizing of FFR boots and cleanup of warehouse.
EMS BUREAU:
1) Rolled out our long awaited High Performance CPR training to Operations
personnel. The feedback for the training, concept and vision was greatly
appreciated by all personnel involved. The Bureau will be closely monitoring
cardiac arrest data and are confident that this new concept will result in
positive outcomes.
2) On Aug 10, 2015, eight (8) personnel started the Fall 2015 MICT with the
Kapi‘olani Community College EMS Training program. Personnel will
undergo 11 months of extensive, intense, didactic, and clinical and internship
training. Training will primarily be on island with a portion of their clinical
and internship training done on Oahu.
3) The Multi-Disciplinary Team (MDT) to address the homelessness and high
utilization of EMS conducted field contacts in the Hilo and Puna area. General
health assessments, hygiene, cleaning of wounds and bandage changes were
conducted. In addition, any long term health issues in need of further
evaluation and care were connected to the Health Connector for follow up
care.
4) Conducted Hands Only CPR training for Hilo Medical Center’s ancillary staff.
The goal and partnership is to train all of HMC’s non-medical staff in Hands
Only CPR in return for continued ACLS and PALS training for HFD MICT
personnel through HMC’s learning center. A renewed MOU is being drafted to
officially extend our training work agreements.
5) Home Fall Prevention and safety assessments were conducted in Hilo and
Puna.
PREVENTION BUREAU:
1) Prevention personnel are currently enrolled in Certified Fire Plans Examiner
training through NFPA certification testing set for September 11, 2015.
2) Prevention Bureau continuing inspections of all restaurants and
apartment/condos buildings Island-wide.
3) Prevention Bureau continuing smoke detector/home inspection program.
4) Investigated two fires in August, Arson K9 Kaimi used at one fire.
AUXILLIARY SERVICES
Dispatch:
1) Pro QA Upgrade legacy version 12.2. (Paramount not compatible with CAD
system) County DIT- Pro QA version upgrade and server change over.
Multiple calls with “freezing” issues; locks Pro QA and CAD position- use
work around to open positions DIT trouble shooting.
2) Hawai‘i Insurance Bureau Survey and Dispatch site visits.
3) Classes attended (as allowable with dispatch coverage requirement). August
10-11, 2015 Administrative Investigations and Firefighter Discipline, August
12-13, 2015 Fire Department Policies and Procedures.
4) Resignation FRD I M. Kele.
5) FRD I Recruitment Opening August 16-25, 2015.
Maintenance Shop:
1) Returned five disabled State vehicles to DOFAW.
