Human Resources Division 1) Classification • Seven Fire Fighter to Fire/Emergency Medical Services Specialist I reallocations effective November 16, 2016 pending approval from the Department of Human Resources. • Proposed amendments to Fire Radio Dispatcher I class specifications submitted to Department of Human Resources for review and approval on November 17, 2016. Pending approval. 2) Recruitments • Internal Recruitment with Department o Fire Radio Dispatcher III recruitment conducted from November 13-22, 2016. Training: 1) Child Passenger Safety Refresher Training, 7 personnel from West Hawai‘i attended. 2) November 14-18: All Hazards Incident Management Team Training, Operations Section Chief Course, Sponsored by Maui FD, 2 West Hawai‘i Captains attended Events/Services: 1) Co.6, 15, 16 conducted School Inspections of Hookena Elementary, Kohala Middle School, Konawaena Middle and High Schools, Waikoloa Elementary. 2) Co.15, School Visitation/Fire Safety Presentation, Kohala Pre-School 3) 11/29, Co.9 Waimea participated in a HAZMAT Drill at North Hawai‘i Community Hospital. SPECIAL OPERATIONS: Hazmat: 1) Meeting held with CD, DOH, and HFD to develop a response and evacuation plan to an incident at PGV. Community concerns were also addressed at this meeting. 2) We are securing training for our sonar detection equipment that we received through funding from CD. 3) We have received approval to use the Mauna Loa Mac Nut facility to conduct our continued Confined Space training. We will be doing this training in early 2017 due to the scheduling conflicts with the instructors. Our newly trained instructors from our department will be conducting the classes with the assistance of instructor trainer Kevin McAfee. Rescue: 1) Implementing a training program for non-rescue personnel at the South Kohala Fire Station so that they would be able to deploy off of C-2 in the event of an ocean incident within their district. Our RWC is also participating in this training. 2) Six of the County Council members are using their contingency funds to help with the renovation and refurbishment of our rescue boat at Kailua. The Sayre Foundation has generated $20K and the remainder of $18K will be made up by the County. This has been approved by our Finance Department and the resolutions are now being processed. 3) We are working with the USCG in developing a SAR exercise to work on our inter-agency coordination in the event of a missing person in a body of water. A MOA is currently in place and will be reviewed when this coordinated exercise takes place. 4) Submitted MOA to USCG Cutter-Kiska officers for final review regarding Shipboard Firefighting, Hazmat, and Rescue operations. Ocean Safety: 1) Met with DLNR Chairperson Suzanne Case, DOBOR Administrator Ed Underwood, and State Parks Administrator to discuss Act 190/152 beach signage, Act 170 lifeguard liability immunity, and Kua Bay lifeguard proposal with positive support. 2) We have secured funding for a new PA system for the towers of La’aloa and Kahalu’u south. These PA systems have been ordered and will be installed upon their arrival. 3) We will be attending a Hawai‘i Safety Summit sponsored by the Big Wave Risk Assessment Group on Oahu’s north shore. They have sponsored our registration fees to this training. V. Support Services Division TRAINING: 1) Continued support of the Fire Ground Survival Program. 2) New Apparatus Familiarization Training for Engine 1 and Engine 18. 3) Transitioned in a new Fire Apparatus Trainer, Gilbert Andrade on 11/16/16. 4) Transitioned in a new Training Caption, Keoni Reich on 11/16/16. 5) Inventoried Training SCBA’s for the December Fire Ground Survival Class. 6) Held a familiarization class for the Driver Simulator Trailer. 7) Started the process of updating all personnel files. VOLUNTEER TRAINING: 1) Volunteer recruitment meeting at Waikii Ranch Clubhouse on October 6, 2016. 2) Motorola Train the Trainer class on October 12, 2016. 3) Supervised volunteer companies 9B Kanehoa and 16B Pu‘uanahulu at brush fire Highway 190, 16mm, Incident number 18557. 4) Preparation and training for radio POP Programming Over Project 25. 5) Initiation of radio programming for Astro 25 on October 26, 2016. EMS BUREAU: 1) All MICT Class personnel have received their permanent State of Hawaii MICT license, the final step in their MICT training. All qualified personnel have been reallocated to FMS I. Presently working with HR on FMS II recruitment to fill current and anticipated FMS vacancies. 2) Officially started MICT class recruitment for the projected August 2017 MICT Class. Coordinated an MICT Info session with the KCC MICT Program Director on how to best prepare for class mentally, physically, financially and with their families. Nineteen (19) personnel have expressed interest in MICT Class, most ever. 3) Attended the Hawai‘i Fire Chiefs Conference on Maui and met with the Ferno Gurney vendor representative to view and demo the new SAE compliant / mandate gurney system. The new system will work for HFD, improving patient safety with minimal financial impact. 4) Coordinated MICT Refresher training for all Paramedic personnel. Training topics covered: Active Shooter by HPD, Medical Legal by Prosecutors Office and Corporation Council, and C – Spine and environmental emergencies of the student athlete by the Queens Medical Center Sports Medicine team. 5) Captain Ebersole presented to Japanese Chamber of Commerce joint Education and Economic Development committee meeting on Wednesday, 11/30/16 from noon to 2 pm, at the Suisan Conference Room. Presentation focused on Hawaii’s population getting older, and becoming a “super-aged” community. The purpose of this meeting is was to learn about healthy aging from international and local experts. HFD's presentation focused on HFD's Pilot Community Paramedic Program. PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 113 inspections. 2) The Fire Prevention Bureau reviewed 69 construction plans. 3) The Fire Prevention Bureau Investigated 5 fires, 2 were structure fires, 3 were brush fires. 4) The Fire Prevention Bureau received results from the Firefighter Safety Guide Program presented in October we had 132 classrooms around the island with 100% participation in the program these classes will receive an ice cream party donated by KTA and Meadow Gold. 5) The Fire Prevention Bureau conducted 10 smoke alarm/home inspections this month installing smoke alarms in each home. AUXILLIARY SERVICES: Maintenance Shop 1) New E18 delivered to Station 18. 2) New E1 to be brought online shortly. Dispatch 1) Spillman CAD System expected cutover has been pushed back to January 8, 2016. 2) 911 audio recording software Verint is awaiting a connection from Fire to PD, there is a firewall issue that needs to be addressed. 3) Motorola radio dispatch software is still progressing but radio switch has also been delayed. 4) Hiring and internal promotion process are being worked on for Fire Radio Dispatcher I; rewording of the class specification in with HR for review. 5) Fire Radio Dispatcher III position opened, but no one applied for position. Warehouse 1) Warehouse move is delayed pending review of ADA and renovation of Central/Warehouse plan by new Mayor/Public Works. VI. New Projects/Business • Selected Fire Company and Chief Officer will be wear testing nomex station uniforms for evaluation and recommendation. • Initiating Planning Core Committee for the 2017 Hawai‘i Fire Chiefs Association Training Conference that HFD will host.
