III. Human Resources Division
1) Recruitments
Open-competitive recruitments
• Fire Radio Dispatcher I – Interviews completed. Hire Start Date is
February 1, 2016
• Account Clerk – Pending interview and selection process.
• Fire Fighter Recruit – Recruitment process initiated. Targeted hire
date is January 1, 2017.
Internal within department recruitment
• Fire Prevention Inspector II – Assessment Center scheduled on
January 13 & 14, 2016.
• Battalion Chief (Emergency Operations) – Assessment Center
scheduled on January 22, 2016.
• Battalion Chief (Auxiliary Services) – Assessment Center scheduled on
February 1, 2016.
IV. Emergency Operations Division
OPERATIONS:
East Hawai‘i
1) AHIMT continue with EOC with Dengue outbreak.
2) New apparatus online Brush Truck 11. Continue training and familiarization.
3) Management of manpower due to retirements.
4) Ladder 2 assist with re-installing King Kamehameha’s spear.
West Hawai‘i
1) Community Events:
a. 12/5/15 Christmas parade, Company 9.
b. 12/12/15 Waikoloa Christmas parade, Company 16 and BC2.
c. Kailua Christmas parade – Company 7.
2) Completed School inspections throughout 2nd Battalion.
3) Training:
a. 12/7/15 Chopper 2 bail out drills.
b. 12/7/15 Propane class at Station 21.
4) Vehicles:
a. PWC replace and update radios in all apparatus in 2nd Battalion.
b. Tanker 16 still in mechanic shop for warranty work and repairs.
c. BC Farias working with Training Division regarding Tanker Policy and
Procedures.
SPECIAL OPERATIONS:
Hazmat:
1) Implemented our deployment guidelines for the Area Rae monitors in the
event of an incident at PGV. We also received Ipads through Civil Defense
that we will use a hotspots with the Area Raes.
2) The Hawai‘i County LEPC has approved funding for the purchase of
radiological meters from Ludlum. This is a vital piece of equipment that our
hazmat team is in need of.
3) There will be a CST exercise on Maui during the week of January 12 through
15 that our IMT will be participating in.
4) There were two propane training classes for our hazmat teams on December
14, 15 and 17, 18 in Hilo and Makalei respectively. These were two day classes
that trained our teams on managing propane emergencies.
Rescue:
1) The rescue drills are continuing but will be suspended for some shifts pending
the completion of their documentation of drills.
2) Many equipment have been ordered by the Sayre Foundation that were
requested at the last awards dinner. HFD Fiscal Section to begin the process
of completing a resolution to expedite the process of the HFD taking
ownership.
3) We are in the process of updating of the rescue Field Operating Guidelines
(FOG). This will be reviewed by the rescue Captains and will be revised as
needed.
Ocean Safety:
1) The Ocean and Water Safety Advisory held their last meeting on December 1,
2015. A task force will be identified to help curb the amount of drownings and
spinal injuries across the state for both resident and non-residents.
2) We have submitted a proposal to expand our RWC fleet and coverage. This
would give us the capability of coverage for all of our districts of guarded
beaches.
3) We have one more lifeguard tower that needs replacing. This is on the south
end of Kahalu‘u Beach. We are installing a PA system on the current tower
with a solar system. This will be transferred to our new tower when it arrives.
V. Support Services Division
TRAINING:
1) 44th Fire fighter recruit class on schedule and progressing as expected.
2) Recruits finished Essentials for Fire Fighting curriculum.
3) Driver Simulator set to arrive in January 2015. Working with representative
to plan out acceptance testing and training.
4) Fire Apparatus Trainer position filled; FEO Palani Kurashige started on
December 1, 2015.
5) Recruits completed Hazmat week.
6) Recruits completed Driver Training curriculum. Ten volunteers also attended
classroom portion of driver training. Recruits currently on closed course.
7) Hazmat IQ propane class held for companies four and twenty-one.
VOLUNTEER TRAINING:
1) Start distribution of volunteer award checks.
2) Plan schedule for upcoming First Aid Classes in January and February 2016.
3) Deliver station / vehicle supplies.
4) Volunteer pak radio meeting with AC2 on December 16, 2015 regarding roster
list and dissemination of radios.
5) Dengue Fever meeting at Civil Defense on December 21, 2015 regarding
informative meeting for Miloli‘i Village.
EMS BUREAU:
1) Captain Honda attended the AHA Emergency Cardiac Care (ECC) roll out
conference in San Diego. Leaders and experts in the industry presented the
new 2015 AHA guidelines. The conference also verified and validated the
direction HFD is heading in its CPR program and its efforts to improve
cardiac arrest survival rate here in Hawai‘i Island.
2) EMS Bureau continued to support the “Fight the Bite” and dengue screening
efforts in Miloli‘i. The first ever field blood draw was done on a local resident
who met screening criteria and refused to be evaluated by a medical clinician.
MDT assisted with public outreach, handed out repellents and conducted field
screenings and evaluations.
3) 286 EMS renewal applications were submitted to the DCCA for the 2016 – 18
EMT and MICT licensing cycle. Applications from all applicable personnel
were received, screened at Admin and submitted along with payment on
December 24, 2015.
4) BC Uchida attended the annual Hawai‘i Fire Chiefs Conference on Oahu. One
particular presentation that was very interesting was on EMS reimbursement.
Potential reimbursement dollars from both the Federal government and
insurance carriers may be a source of revenue for HFD.
5) EMS Bureau met with Kauai Fire personnel to discuss HFD’s Fire based EMS
system. The operational efficiencies, financial effectiveness, training,
licensure and the 911 EMS contract were all discussed during the visit.
PREVENTION BUREAU:

VI. New Projects/Business
• Increasing Grant Research and applications due to outlook of FY 16/17
budget.
• Meeting with new State EMS Director to propose EMS Community Based
Supervisor position for West Hawaii as well as Basic Life Support Units to
augment 0ur Advanced Life Support Units.
• Utilizing Grant funding earmarked for training to send personnel to
Wildland training conferences that County funding could not support.
• Providing additional training opportunities to members of HFD All
Hazard Incident Management Team with Maui Fire AHIMT during
upcoming Hazmat Drill and Prescribed Live Burn exercise. Funding
provided through grant opportunities.
VII. Employee/Public Relations
• Exchange Club of Hilo Annual Firefighter of the year award ceremony set
for March. Memo requesting nominations for Fire Chiefs Selection went
out.
• Employee disciplinary actions.
