III. Emergency Operations Division OPERATIONS: East Hawai‘i 1) 6/4- Incident # 10296 Structure Fire Ahia Rd. (District 10)- $135,000 loss, cause of the fire: undetermined. 2) 6/8- Incident # 10583 Overdue hiker Omaomao Rd. (District 19)- Party located with no injuries. 3) 6/17- Incident # 11137 Motor Vehicle Accident Highway 11 at the 21 mile marker (District 19)- One fatality. 4) 6/18- Incident # 11173 Assist HPD Hiilawe Falls, Waipio Valley (District 8)- Engine 8 personnel in extended incident (+5 hours) to assist HPD with body removal of homeless DOA. 5) 6/23- Incident # 11528 Structure Fire Lehua Rd. (District 10)- $136,800 loss, cause of the fire: undetermined. 6) 6/28- Incident # 11810 Structure Fire 32nd Ave. HPP (District 18)- $210,000 loss to structure and loss of occupant’s vehicle, cause of fire: Undetermined. 7) 6/28- Incident # 11814 9 y/o female unresponsive-code 500-deceased. Ongoing HPD investigation 8) 6/6-7- EMS Conference (Oahu) (FMS Vern Hara) 9) 6/16-17- NFA 029 “Training Operations in Small Departments (BC’s Farias and Lum). 10) 6/20- Demonstration of eDraulic tools and struts for State DOT inspectors (Capt. Fong and Company 2 personnel (A Shift). 11) 6/24- Honoka’a High School Active Shooter Evaluation (BC Hayashida). West Hawai‘i 1) 6/6 Brush Fire, Below Waiki`i Ranch, PTA Jurisdiction. Responded to initial call and transferred command over to PTA IC. Provided assistance as needed and upon request from PTA throughout the duration of the incident. HFD resources utilized for assistance were T09, VT09B, VBT09B, and C-2. 2) 6/18 Ocean Rescue 3 Parties (1 Juvenile on Paddle Board and 2 Adults on Kayak) in distress due to strong off shore winds off of Mahukona Pier. Co.15, BC-2, Rescue Co.7, C-1, and SKI-2 all responded. Co15 first on scene gained visual of parties; SKI-2 conducted the Rescue operation. C-1 maintained aerial visual on parties until SKI-2 able to bring victims to shore. All parties were safe and uninjured. WSO’s Tucker and Fasciano were on SKI-2. 3) 6/24 BC2C (Okinaka) Participated (Spectator) in HPD Active Shooter Drill Exercise at Honoka`a High School. Great experience to see how they operate in these types of situations and how we are expected/anticipated to be involved working alongside them in such events. Great dialogue shared with both agencies after drill/exercise in debrief regarding co-response. 4) 6/27 BC2A evaluation of Wet Drill with Co.14. Attended Wet Drill Exercise with Co.14. Working on preparation for TA/FEO Certification. SPECIAL OPERATIONS: Hazmat: 1) FEO Matthew Ho and I attended an Ammonia Safety Day training on June 15th. The class was hosted by the Dept. of Health and our personnel attendance was funded by the LEPC. 2) Some of our Hazmat personnel have attended to Incident Response to Terrorist Bombings (IRTB) and more are scheduled to attend other available classes funded by the DHS and FEMA. These include a Rad/Nuc class, Prevention and Response to Suicide Bombing Incidents (PRSBI), and WMD classes in Anniston, Alabama. 3) There will be a Hazmat Continuing Challenge conference in Sacramento, CA in September. The LEPC is providing funding up to $7,500 to allow 3 HFD personnel to attend. 4) The LEPC webpage is now on the County of Hawaii website and is now accessible to the public through the Fire Department tab. Community awareness information as well as the committee meeting agenda and minutes can be found on this site. Rescue: 1) We have completed our initial confined space classes and will be doing training for the TA rescue personnel as well as other rescue personnel who were not able to attend. We have revised our confined space policy and it is now in consultation with HFFA before implementation. 2) We are developing the training for our rescue personnel for usage of our new underwater communications system. FEO David Mahon will be conducting the training. Ocean Safety: 1) The first sessions of the Jr. Lifeguard program began on June 20 through July 1 with the second session running from July 11 through July 22. We will be holding the island championships on July 30th. The State championships will be held on Maui this year on August 6th following the Ocean Safety conference on August 4 and 5. 2) There was a vacancy created in west Hawaii due to the resignation of a WSO. This position will be filled with a transfer and the ensuing position filled with a new hire. These movements will be effective July 16. 3) The PA system was installed on the north tower at Kahaluu on June 17 and is now in full operation. This now gives our WSO a stronger voice to alert beach patrons and surfers of the imminent hazards. This system was procured from a donation from Janet and Grant Miller (who puts on the Cinco de Mayo swim annually) through the Sayre Foundation at a cost of nearly $5,500. There was a gifting of this system on June 27 to acknowledge and thank Janet and Grant Miller for their generous donations over the years. 4) We are receiving $10,000 from the Hawaii Tourism Authority (HTA) for our Jr. Lifeguard program. This money will be for purchasing equipment, T- shirts, etc. that will routed through the Sayre Foundation. V. Support Services Division 1) Received East Hawai‘i Tanker from KME on June 20. Apparatus gets weigh and detailed. Scheduling Fire Radio install with PWC and training with KME/HSV and Hale Pumps. We are also arranging for Hale Pumps to give factory type training to our Mechanics when they come down to train personnel on the new Tanker 1. 2) Tracking the completion of Brush Truck 10 being built at KME. Targeting the last week of July for completion and pre delivery inspection. 3) BC Uchida, Capt. Ebersole (EMS) Capt. Wilson, FEO Akau (Training) BC Okinaka, BC Hayashida (Operations) and AC2 participated in an Active Shooter Training (AST) scenario with HPD on June 24, 2016 at the Honokaa High School. We were given an orientation to what HPD’s actions are during this type of response. It included HPD Special Response Team and Negotiators. HFD personnel were included in the After Action discussion regarding HFD’s role during Active Shooter and Standofff situations. Further discussion will ensue to plan further AST for Fire personnel and future integrated AST. There is a lot more info but the key point we could make to the Commission is that this type of interaction between HFD and HPD is sorely needed to establish a relationship between departments to be on the same page during these types of responses to keep EVERYONE safe. I would like to recognize Lt. Thomas Shopay for being open and progressive in providing these training opportunities. 4) The Hai Hai Fire Station Project continues. No major setbacks to this point. As everyone is aware this project was scheduled with a very aggressive timeline with a completion date of Nov. 2016. I attend meetings with the Contractor every 2 weeks at the site. However, I am in contact with our Public Works Project Manager Nolan Eskaran on a daily bases and visit the site weekly and as needed. July 8 and 9 is the scheduled cement pour date for the foundations and slab. 5) New Fiscal year targeting purchases to upgrade Plymovent Systems at all stations, ADA and Renovation improvement at Stations 1, Training, and Warehouse Building. Floor repairs at Station 15 North Kohala. ADA and Hazmat abatement at Keaau. TRAINING: 1) Graduated 25 Firefighter Recruits “44th recruit class” on June 10th. 2) 22 HFD personnel successfully completed NFA 2-day off campus course: Training Operations in Small Departments. 3) Training personnel attended and observed HPD SRT training “Active Shooter Scenario” with the intent to integrate active shooter drills into HFD training. 4) 30 HFD personnel renewed their ACC certification. 5) 1 firefighter got T/A FEO qualified, 1 firefighter T/A qualified on aerial apparatus, 1 firefighter brush truck certified, and 2 firefighters tanker certified. VOLUNTEER TRAINING: 1) Completed initial Pak Radio distribution and training. 2) Attended NFA class Training Operations in Small Departments. 3) Initiated distribution of State Vehicle Insurance Cards. 4) Integrated Training with Co.1A Pepeekeo and Co.1 Central B Shift 5) Completed Volunteer Award distribution/purchases/receipt submittals EMS BUREAU: 1) EMS Bureau coordinated the medical response plan in support of the Honu Race. No major injuries or incidents occurred in relation to the event. All Honu related responses and transports out of the medical tent were for participants. 2) Presented EMS Budget proposal for the FY 2017 – 18 and 18 – 19 biennium to State EMS. Our initial budget proposal asked for a 17% increase to support an additional ALS ambulance for Puna, FMS III position in West HI, Ambulance replacement program, EKG defibrillator lease agreement and FMS I relief positions. A subsequent prioritized budget request is due in to State EMS July 15th. 3) Our CISM / Peer Support team had several activations since inception. The feedback from the personnel involved, as well as the Peer Support team member conducting the debriefing has been extremely positive. 4) Two of our FMS personnel attended a first ever Advanced Hazmat Life Support training sponsored by the DOH EMS on Oahu. The class was taught by nationally renowned instructors from across the country. 5) Participated in Active Shooter training with HPD Special Response Team. The national concept for Fire EMS personnel is to now work in the “warm zone” during an active shooter incident. Historically, First Responder personnel would stage in the “cold zone” and wait for the all clear to be given by law enforcement. This change in protocol starts with interagency training with law enforcement and open dialogue to each agency expectations. This training with HPD was a good first step. 6) Met with the American Heart Association (AHA) Regional Emergency Cardiac Care account manager to review HFD’s Training Center status. The account manager was very impressed and pleased with the direction and work of our department in improving cardiac arrest survival rates here on Hawai‘i Island. 7) State DOT administrators were on island conducting site inspections on grant programs sponsored by the DOT. HFD received specialized vehicle extrication equipment through this grant opportunity. The DOT personnel were taken to Ken’s Towing for a demonstration of how the tele-struts and eDraulic extrication tools purchased through this grant opportunity allow for the rapid and safe extrication of patients trapped or pinned during vehicle accidents. The administrators were impressed and left the demonstration confident that the grant monies provided were well allocated and spent. PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 59 inspections. 2) The Fire Prevention Bureau reviewed 78 construction plans. 3) The Fire Prevention Bureau Investigated 2 fires both were structure fires. The arson K9 was used at both fires with positive alerts at one fire, the other fire was determined to be accidental. 4) The Fire prevention Bureau conducted a fire and life safety training which included fire extinguisher training for approximately 100 P&R Summer fun staff. 5) Fire Prevention Captain Clinton Baybayan attended the NFA R208 Interview and Interrogations class at the National Fire Academy AUXILLIARY SERVICES: Dispatch 1) 4 FRD I trainees continuing through the training process. 2) State wide TEXT2911 ready for implementation. All PSAP’s statewide were in a ‘soft launch’ status with the feature being operational but not announced to the public. Plan for announcement and implementation of the project in July 2016. 3) Working on scheduling for Spillman CAD training. Training to begin July 2016. Maintenance Shop 1) Apparatus and equipment repair a. 186 total repairs/service 2) 119 service calls or trouble calls a. 10 contracted out and tows 3) Island wide DOT inspections conducted during the month. 4) KME built East Hawai‘i Tanker received. Warehouse 1) Evaluated new warehouse, Met and are proceeding with lease, Finalized moving plan for warehouse relocation, starting July 1st 2) Received approval to send K. Burgado and K. Todd to Communications Center Manager course by Fitch and Associates through funding by Hawaii State E911 board. 3) Replaced lawnmower, two refrigerators, one air conditioner, and a stove for various stations. 4) Started planning and collaboration with data systems for the creation of a sharepoint site to standardize access for all Auxiliary services 5) Met with Department of Water Supply about updating forms, and conversion to digital pdf and electronic submission.
