I. Budget

III. Human Resources Division
1) Recruitments
Open-competitive recruitments
• Water Safety Officer I – We will be hiring six (6) temporary hires
effective May 16, 2016. Five (5) positions are summer hires only and
two (2) are for employees who are on extended leaves.
Internal within department recruitment
• Fire Prevention Inspector I – Pending selection.
• Fire Rescue Specialist – Pending selection.
2) Classification
• Water Safety Officer I to II reallocations.
o Two (2) Water Safety Officer I positions reallocated to Water
Safety Officer II positions effective March 16, 2016.
o One (1) Water Safety Officer I (1/2 time) position reallocated to
Water Safety Officer II (1/2 time) position effective March 16,
2016.
o One (1) Water Safety Officer I position reallocated to Water
Safety Officer II position effective March 16, 2016
IV. Emergency Operations Division
OPERATIONS:
East Hawai‘i
1) Incidents:
a) 4/7: Lost hikers up Mauna Loa; hikers located by PTA fire, no EMS
needed
b) 4/17: Brush Fire, South Point Road, 20 acres of pasture land
2) Education/Training/Company Activities:
a) Shattered dreams project with Kamehameha School students; Company 3
and Fire Fighter from Station 1 and 5 assisted.
b) Fire Ground Survival training being completed.
c) 5 Personnel attended California Nevada Hawaii wildfire training
conference on Kauai.
West Hawai‘i
3) Incidents:
c) 3/23: Brush fire Puuwaawaa, 1787 acres
d) 3/28: Brush fire Waimea Hawaiian Homes, 125 acres
e) 4/1: Ammonia leak, Kawaihae Harbor
f) 4/10: Brush Fire, Highway 190 at the 8 mile marker, 10 acres
g) 4/10: Brush Fire, Highway 190 at the 10 mile marker, 300 square feet
h) 4/10: Brush Fire, Highway 190 at the 15 mile marker, ½ acre
i) 4/10: Brush Fire, Highway 190 at the 26 mile marker, 5000 square feet
4) Education/Training/Company Activities:
d) 4/10: Provided Ocean Rescue and EMS standby at IronMan Lava man
event; 4 medical calls associated with event.
e) 4/20: Hawai‘i Community Federal Credit Union Youth Event (Company
21)
SPECIAL OPERATIONS:
Hazmat:
1) We held a Collaborative US Army Combat Support Team exercise on March
28 and 29 and conducted drills from March 31 to April 2. This included a
Weapons of Mass Destruction component and an active shooter. We
incorporated a unified command with HFD, HPD, and CST doing a joint
entry.
2) Awaiting the purchase of the Ludlum radiological monitors for our hazmat
teams that was funded by the LEPC.
3) We had 19 hazmat personnel attend the CAMEO class that was federally
funded and put on by LSU. Dolores Cook from the State Department of Civil
Defense coordinated this training for us.
4) We are holding our tactics portion of the Hazmat Technician class from April
25 to May 6. Our hazmat team will be assisting them with their equipment.
Rescue:
1) We are holding our confined space training in April and May at the Mauna
Loa Mac Nut facility for all of our rescue personnel. There are 3 classes being
held from April 18 through May 13. We have also revised our Standard
Operational Guideline in response to confined space incidents with the
recommendations of HIOSH.
2) We held a Search and Rescue exercise (SAREX) with the Coast Guard on April
6 and 7. There was an inter-agency response and coordination with USCG,
their Auxiliary unit, and utilizing our rescue, RWC, dispatch, and HPD during
this exercise.
3) We held a meeting with Frank Sayre as a request by him to seek an
opportunity to procure another quick response boat in Kona that has
pumping capabilities. Rick Gaffney from Pacific Boats and Yachts and Dana
White from Brunswick was also at the meeting to discuss funding
opportunities
Ocean Safety:
1) The Drowning and Aquatic Injury Prevention Advisory Committee (formally
known as the Ocean and Water Safety Advisory Committee) held an Ocean
Safety awareness press release for the hawaiibeachsafety.com website with
signs that were put up at airports throughout the state.
2) We received the Special Management Area permit and approval letter from
the Planning department to proceed with the lifeguard tower that needs
replacing. This is on the south end of Kahalu‘u Beach. Industrial Designs,
who constructed all of our other surveyor towers was the only bidder and will
be manufacturing the tower.
3) We will be installing a new solar PA system on the tower at Kahalu‘u Beach
north tower. This was funded by the Sayre Foundation.
4) Our Rescue Water Craft Crewperson training classes were completed in April.
This gives us more flexibility in keeping our RWC more available
operationally.
V. Support Services Division
TRAINING:
1) 44th Firefighter Recruit Class completed their written EMT final on 4/25 with
100% passing. Class continuing with EMT Internship now.
2) 12 Firefighters currently in Hazmat Tactics class.
3) Rescue Companies 2 and 7 currently undergoing confined space training.
4) Hazmat Company 4 completed CAMEO training on 4/28.
5) Lithium battery-powered extrication tools issued to Rescue Companies 2 and
7 and preliminary field training conducted.
VOLUNTEER TRAINING:
1) 04/06/16 – Submitted PUC expiration list, July-December for scheduling to
Dr. Wang.
2) 03/30/16 – Responded to brush fire; Incident #6114 Pepe‘ekeō
3) 04/26/16 - Responded to brush fire; Incident #7872 Pepe‘ekeō
4) Conducted driver audits/closed course testing (10-D)
5) Volunteer Company 1-A (Pepe‘ekeō) participation in the Merrie Monarch
Parade on April 2, 2016.
6) 04/28/16 - Met with AC2, FASO regarding distribution of PAK radios
EMS BUREAU:
1) Attended the annual Life Savers Conference in Long Beach California. Well
over 2000 attendees were on hand presenting and collaborating on topics of
occupant protection, child passenger safety, distracted driving, new safety
technology, all in efforts towards “Zero Deaths” on our roadways.
2) Representative Gabbard called for a stakeholders meeting on the topic of
Community Para-medicine. State EMS Chief, MD Bronstein facilitated the
meeting in which all EMS Providers were on hand. HFD / EMS reported on
its Community Para-medicine efforts; from Fall Prevention, Homeless and
high utilization users, software acquisition, working with partnering agencies,
and seeking of alternative funding solutions for pilot Community Para-
medicine position for West HI.
3) All eight (8) MICT Students passed their 1st rotation internship assignments
and are currently midway through their 2nd rotation. Students on Oahu are
scheduled to return back to our department for their 3rd and 4th rotations
beginning May 23rd.
4) EMS Bureau continued its efforts with Community Hands Only CPR training
with mass training sessions for County of Hawaii employees and UH at Hilo
faculty and student body.
5) At the request of State EMS, our EMS Bureau team has been evaluating
several different electronic Patient Care Report (ePCR) programs. State EMS
has been very open and collaborative in its efforts to find the best suitable
program for the State and its EMS providers.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 123 inspections.
2) The Fire Prevention Bureau reviewed 126 construction plans.
3) The Fire Prevention Bureau Investigated 5 fires 4 were brush fires and 1 was a
structure fire. The arson K9 was used at all 5 fires with no positive alerts.
4) On Saturday April 16, 2016 the Fire Prevention Bureau in partnership with
the IBEW conducted our first smoke alarm outreach in the neighborhood of a
recent fire 23 homes were visited, information was passed out and smoke
alarms were installed in 5 homes.
5) The Fire Prevention Bureau conducted Fire Safety standby at the annual
Merrie Monarch.
AUXILLIARY SERVICES:
1) New strut stabilization system was distributed to all stations.
2) All new pack radios have been distributed to online personnel.
3) Volunteer radios are set to be distributed in May.
4) Continuing to work on catching up on outstanding items left by previous
Battalion Chief – expected completion by mid May.
VI. New Projects/Business
• Increasing Grant Research and applications due to outlook of FY 16/17
budget.
• Meeting with stakeholders to propose EMS Community Based Supervisor
position for West Hawaii as well as Basic Life Support Units to augment
0ur Advanced Life Support Units.
• Utilizing Grant funding earmarked for training to send personnel to
Wildland training conferences that County funding could not support.
• Providing additional training opportunities to members of HFD All
Hazard Incident Management Team with Maui Fire AHIMT during
upcoming Hazmat Drill and Prescribed Live Burn exercise. Funding
provided through grant opportunities.
VII. Employee/Public Relations
• Received multiple communication regarding Members going above the
normal call of duty. Commendation letters forthcoming
• Employee disciplinary actions.
