Alternative Funding and Grant • 2015 CDBG • Pāhoa Brush Truck Apparatus Project • Currently at PWC for radio installation • 2016 CDBG • Pāhala Wildland Pumper Apparatus Project • Bid Awarded to Hawai‘i Specialty Vehicles. • Finalizing Pre-Construction Conference for December. • 2015 AFG Grant • Application Submitted for replacement of Self Contained Breathing Apparatus inventory. • Bid Opened October 26, 2016. Closes November 16, 2016 • 2017 CDBG • Project proposal for a new Brush Truck Apparatus for Paradise Park Fire Station approved. • Application being worked on. Deadline January 11, 2017 for submittal. III. Human Resources Division 1) Classification • Two Fire Fighter Recruit temporary positions reallocated to Fire Fighter (Temp) positions effective October 1, 2016 and October 16, 2016 respectively. 2) Recruitments • Internal Recruitment with Department o Battalion Chief (Emergency Operations) – Promotion effective October 1, 2016. o Fire Captain – Promotion effective October 1, 2016. o Fire/Emergency Medical Services Specialist III (Temporary position) – promotion effective October 1, 2016 not to exceed June 15, 2017. o Fire Equipment Operator – Promotion effective October 1, 2016. o Fire Rescue Specialist – Promotion effective October 1, 2016. • Open-Competitive Recruitment o Water Safety Officer I – Two new hires effective October 17, 2016. o Fire Fighter Recruit – Performance Assessment Exercise conducted on October 8, 2016. 81 were scheduled. There were seven no shows. 57 passed and 17 failed. Of the 57, 26 were scheduled for the compass test. Ten are certified Emergency Medical Technicians (through Kapi‘olani Community College Emergency Medical Technician Program – not required to take the compass test. 21 were disqualified for submitting incomplete applications. 3) Administrative Services • Reviewed positions that may be impacted by the Fair Labor Standards Act updates effective December 1, 2016 and completed “FLSA Exemption Survey” for the affected positions. The updates affected the salary and compensation levels. IV. Emergency Operations Division OPERATIONS: East Hawai‘i Incidents: 1) 10/02 - #17849, 0252 hours - Puna Geothermal Venture 14-3860 Kapoho Pāhoa Road, Pāhoa, HI 96778 there was a hydrogen sulfide release. HFD personnel monitored the air quality for any significant hydrogen sulfide reading. 2) 10/19 - #18984, 1542 hours - Shell Road 15-3410 Shell Road, Pāhoa HI 96778 there was a structure fire with no injuries. The fire was extinguished and members from the Prevention Bureau investigated the cause of the fire. 3) 10/20 - #19046, @ 1245 hours - overdue diver at 4-miles in Keaukaha. The diver was located by Rescue 2 personnel. 4) 10/20 - #19051, 1357 hours - lost hiker in the Ka‘ū Forest. The hiker was found on the second day of the search. 5) 10/21 - #19107, 1038 hours - lost hiker in the Kahaualea area. The hiker was found on the initial day of the search. Training: 1) October 17, 2016, companies 1, 2, and 4 participated in the Hilo Airport Triennial Exercise. The Homeland Security Exercise and Evaluation Program (HSEEP) certified exercise tested the coordination of resources for the participating organizations. West Hawai‘i Incidents: 1) 10/8 - #18167 Brush Fire- Kakahiaka Street (Dist.21), .1 acre 2) 10/10 - #18350 and 18358 Brush Fires - Lono Lane (Dist.20), .5 acre 3) 10/10 - #18372 Brush Fire - Kaiminani Drive (Dist 21), .1 acre 4) 10/11 - #18416 Brush Fire - Waikoloa Road between 4 & 5 mm, (Dist16), 2 acres, found fireworks at scene near point of origin. 5) 10/13 - #18554 Brush Fire - Highway 190 @14 mm, (Dist.16), .1acre (suspicious in nature) 6) 10/13 - #18557 Brush Fire - Highway 190 @16 mm, (Dist.16), 2 acres (suspicious in nature 2 fires simultaneously set 2 miles away from each other) 7) 10/14 - #18599 Brush Fire - Highway 19 @ 71mm, (Dist.14), .2 acres 8) 10/15 - #18672 Shark Attack/Aerial Survey @ Kahalu‘u Beach Park (Dist.12), Reports of a shark attack, no injuries shark bit surfers board. C-2 conducted aerial survey with negative findings. 9) 10/15 - #18703 Missing Fisherman area of Lapakahi State Park (Dist.15), Conducted aerial, Sea, and Land searches for 3 days (Oct15-18) with assistance of Coast Guard with negative findings. BC Okinaka participated in a Next of Kin notification with Coast Guard at 1630hrs on 10/18/16. 10) 10/18 - #18891 Person fell off Rock wall (Rescue) north of Mahukona Pier (Dist.15), Victim fell Approx 40’ off a rock wall onto boulders while attempting to climb down. Search and Rescue personnel near scene due to missing fisherman search able to respond quickly to aide patient. Co.15 and C- 2 transported Pt to NHCH in stable condition 11) 10/19 - #18960 Structure Fire @ St. Paul Rd. (Dist.12), Single family dwelling (400 sqft) fully involved, cause under investigation. Training: 1) 10/6- CPR Training Center Faculty Refresher Training (C. Toyomura, M. Lam, T. Brennan) 2) 10/12 - New Portable and Mobile Radio TT Training (D. Okinaka, J. Whitman, M. Grace, G. DeMello) 3) 10/13 - BC Okinaka conducted in service training for New Portable and Mobile radios with Co.16 4) 10/19 - BC Okinaka attended Anti-Discrimination and Job Performance Discussion Refresher Training 5) 10/19 - Training with Co.20 (C-shift), Review operational procedures and tactics for their unique location and situations. 6) 10/25/16 - Bail out Training at Kawaihae Harbor : BC2, Co.14, C2,and Ski2; air/water rescue integrating rescue divers, Billy Pugh Net and Jet Ski operations. 7) 10/26-28 - “A” shift personnel attended Fire Ground Survival Training. Events/Services: 1) All of October: Companies 6,7,9,14,15,and 16, participated in Fire Prevention Week by doing Static displays and school presentations which included Kealakehe Headstart, Kealakehe Elementary, Waimea Country School, Waikoloa Elementary, Kona 7th Day Adventist School, Ke Kula O Ehunui Kaimalino, Kamehameha Pre-School, University of the Nations Pre-School, Kohala Elementary, Kealakehe Headstart, Kona Christian Academy, Waikoloa Elementary, and Kahakai Elementary. 2) All of October: Battalion 2 assisted Prevention with 7 school inspections. 3) 10/4 - Heavy Flooding down Waikoloa Village Road and at Waikoloa Fire Station driveway and parking area 4) 10/8 - Ironman Triathlon Kailua-Kona to North Kohala. Provided EMS, Ocean Safety and Rescue support for the event. EMS in and around Ali‘i Drive and King Kamehameha Hotel area for spectators, and Ocean Safety & Rescue patrol in and around waters of Kailua bay for swim portion. 5) 10/21 - Co.14 “C” participate in Employee Health Fair @ Fairmont Orchid 6) 10/21 - Co.9 “C” EMS Stand By @ HPA, BIIF Cross Country Championships 7) 10/25 - Co.6 “B” Assist EMS Bureau with CPR classes @ Konawaena H.S SPECIAL OPERATIONS: Hazmat: 1) There are two personnel who will be attending the Radiological/Nuclear response class in Nevada and one who will be attending the Prevention and Response to Suicide Bombing Incidents in New Mexico in October. 2) There was an AAR held with those involved in the BEI incident to identify lessons learned and how we can make improvements. We also did an internal AAR and investigation to identify ways that we could also improve our response. 3) We submitted a supplemental budget request for equipment and suits that needs to be updated and/or replaced. These are high cost items that is not appropriated in our current budget. 4) There was another incident at the PGV facility with a steam release due to a high pressure situation. Although the hazard was minimal and no readings were found by our personnel, there were many concerns by the public that are being addressed. 5) We assisted PGV with an exercise on October 20 involving a hazmat spill to evaluate their procedures. Rescue: 1) Due to recent incidents on Oahu regarding the use of the helicopter and billy pugh net, we have re-evaluated our current policies and procedures. A memo clarifying these safety procedures is being finalized for distribution to our personnel. 2) Some of the County Council members are using their contingency funds to help with the renovation and refurbishment of our rescue boat. The Sayre Foundation has generated $20K and the remainder of $18K will be made up by the County. 3) We are working with the USCG in developing a SAR exercise to work on our inter-agency coordination in the event of a missing person in a body of water. Ocean Safety: 1) We hired two new WSO who began on October 16, 2016. With these hires, we have all of our current position filled. 2) We installed our new surveyor lifeguard tower that replaced the old wooden tower at Kahalu‘u south end on October 5th. The location has changed from the previous tower to gain a better vantage point to the beach and also to be in the line of sight to the north tower. To date, 14 out of 15 of our towers have been replaced with these new surveyor type towers. 3) We are in the process of procuring a new PA system for the towers of La‘aloa and Kahalu‘u south. These PA systems have proven to be an excellent preventative tool for our WSOs. 4) Our RWC and rescue boat assisted with water safety at the recent Ironman event. The RWC is a great tool to rapidly extract a victim who may need immediate assistance. V. Support Services Division TRAINING: 1) Held Fire Fighter Recruit Candidate Physical Agility Assessments. 2) Attended Train the Trainer class for new portable radios. 3) Worked with FASO delivering and installation of Refrigerator to Station 11 & Stove to Station 15. 4) Inventoried and placed new equipment on New Engine 1 & Engine 18. 5) Worked with PWC to get new radios on old engine 8, New Engine 1, & New Engine 18. 6) Did Special Service at Mauna Lani Health and Wellness Fair, CPR & Child Safety Seat Demo’s. 7) Held EKG and Opioids class with EMS1 and DEA. 8) Worked with Captain Kim assisting with Fire ground Survival class at Wong Stadium. 9) Attended three day class of Emergency Vehicle Training with members from Hail. 10) Attended Hawai‘i Job Fair at Tennis Stadium with AC2 promoting Fire Department recruitments. VOLUNTEER TRAINING: 1) Volunteer recruitment meeting at Waikii Ranch Clubhouse on October 6, 2016. 2) Motorola Train the Trainer class on October 12, 2016. 3) Supervised volunteer companies 9B Kanehoa and 16B Pu‘uanahulu at brush fire Highway 190, 16mm, Incident number 18557. 4) Preparation and training for radio POP Programming Over Project 25. 5) Initiation of radio programming for Astro 25 on October 26, 2016. EMS BUREAU: 1) EMS Bureau coordinated and participated in Ironman EMS standby event in Kona. The standby ground teams responded to 18 event specific incidents, minimizing the impact to the 911 system. 2) Replacement ambulance procured by the National Park Service was received and delivered to the Volcano Fire Station. 3) Completed the trial on the Physio Control Life pack – 15 EKG defibrillator and now started the trial on the Zoll X series EKG defibrillators on Medics 1 and 7. Goal is to gather end user input in determining what EKG monitors should replacing our near end of life defibrillators. 4) Participated in Pulse Point kick off phone conference with the PulsePoint implementation team. The Pulse Point app is a free app that persons trained in hands only CPR can download and be alerted to a cardiac arrest event occurring within 400’ of their location in a public place, as well as the location of the nearest AED. 5) Captain Hara was able to secure a motorized wheelchair for an elderly couple in Kona identified through our incident reduction program. The couple has difficulty moving about their residence resulting in frequent calls to 911 for lift assists. Next goal will be to identify an agency and or service capable of building a ramp allowing in and out access from the house to the carport. PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 105 inspections. 2) The Fire Prevention Bureau reviewed 82 construction plans. 3) The Fire Prevention Bureau Investigated 9 fires, 3 were structure fires in unpermitted makeshift dwellings, two were in permitted dwellings, three were bush fires in West Hawai‘i and one was a vehicle in West Hawai‘i. 4) The Fire Prevention Bureau conducted 29 public education school assemblies relating to the FFSG Program and Fire Prevention week teaching approximately 9,000 keiki about fire safety. 5) The Fire Prevention Bureau conducted 8 smoke alarm/home inspections this month installing smoke alarms in each home. AUXILLIARY SERVICES: Second draft of the bid specifications for the 1.5 million dollar AFG grant has been finalized and should be in Finance first week of November. Maintenance Shop 1) E1 and E18 are still waiting for corrections before being accepted; discrepancies were corrected, radio installation in progress and training to be arranged. 2) E8 working , HFD 553 is in service. 3) T20 HFD 533 is 95% completed, awaiting parts. 4) EVT pump training held October 11-13, 2016. Dispatch 1) Spillman CAD System implementation is ongoing with one training session remaining. Expected cutover has been pushed back to January 3, 2017. 2) We are proceeding with the implementation on the following systems changes: a. New 911 audio recording software Verint has been 50% completed, awaiting installation in the four deployment desktops. b. Implementation of First watch has been delayed until CAD switch over in January. c. Motorola radio dispatch software is undergoing final tweaks prior to release in November. 3) FCS Karen Bugado and BC Todd are in Colorado Springs attending the Final week of the Communications Center Manager Course by Fitch and Associates. 4) One fire radio dispatcher has completed her probationary period and been cleared for Temporary Assignment to FRD II. Two trainees remain and are progressing. 5) Hiring and internal promotion process are being worked on for the FRD 1 and III’s, expected completion in mid-November. Records 1) October had 28 fire record requests, 27 have been completed with 1 outstanding at this time. 2) Starting a project to track completion times for request to fulfillment. Warehouse 1) Warehouse move is delayed waiting on solution for office space issue at new location. 2) Estimated completion of move is November 30, 2016. 3) Filtering of stock and equipment continues with a lot of progress. VI. New Projects/Business • Selected Fire Company and Chief Officer will be wear testing nomex station uniforms for evaluation and recommendation. • Initiating Planning Core Committee for the 2017 Hawai‘i Fire Chiefs Association Training Conference that HFD will host.
