1) Classification

2) Recruitments
• Internal Recruitment with Department
o Battalion Chief (Emergency Operations) – Assessment Center
was conducted on September 9, 2016.
• Open-Competitive Recruitment
o Water Safety Officer I – Performance Assessment Exercise
conducted on September 22, 2016 for two vacancies. Twenty-six
applicants were scheduled; twenty applicants participated and
seventeen passed. Interviews conducted September 27 & 28,
2016.
IV. Emergency Operations Division
OPERATIONS:
East Hawai‘i
Incidents:
1) 09/01 - #15889 Narnia (Piihonua), Rescue Co.2 extracted an uninjured
swimmer from the river.
2) 09/01 & 02 - Planning for Hurricanes Lester/ Madeline. AHIMT at EOC for
IAP.
3) 09/07 - #16253 HazMat spill at Hilo Medical Center.
4) 09/10 - #16437 Brushfire Honoka‘a – Waipi‘o Road
5) 09/12 - #16571 Structure Fire Kini Road (Pacific Paradise Gardens).
6) 09/13 - #16626 Structure Fire Ling’s.
7) 09/22 - #17173 HazMat BEI.
8) 09/23 - #17239 HazMat BEI.
9) 09/25 - #17377 person fell off of the cliff, Rescue Co.2 extricated the victim.
10) 09/29 - #12641 Cessna twin engine, with an engine failure.

Events/Services:

West Hawai‘i
Incidents:
1) 09/1 & 02 - Hurricane Lester Planning and Prep. / meetings at WHCC
2) 09/16 - Incident # 16843 Person stranded/in distress – Mana Rd., Keanakolu
area. (District 9) Person located and brought down from mountain, zero
injuries.
3) 09/26 - Incident #17470 : Boat in distress off of OTEC (District 7) - Boat
located by C2 and towed to port by RB7
4) 09/27 - Incident # 17507: Brush Fire, Honomaka‘u Rd (District 15) –
Extinguished without incident, smallish fire.
Training:
1) 9/14,15,16,20,21,22,26,27,28 : Fire Ground Survival operations course at
Makalei Fire Station.- Training for A, B, and C shift personnel.
Events/Services:
1) 09/10, 11, 12: Station inspections of 2nd Battalion
2) 09/15 - Ironman Mass Casualty Exercise. Helicopter crash at starting line/
swim transition.
3) 09/24 – Child Car Seat clinic in Kailua at Target - for the public
4) BC2 and Co. 14 attended Lalamilo Wind Farm dedication (District 14)
SPECIAL OPERATIONS:
Hazmat:
1) Three personnel attended the Hazmat Continuing Challenge conference in
Sacramento, CA in September. The LEPC funded their attendance. A report
will be submitted to the LEPC on their attendance and recommendation of
equipment.
2) There was a Chlorine release incident that occurred at the BEI facility. An
AAR will be held with those involved in the incident to identify lessons
learned and how we can make improvements.
3) The Hawai‘i State Emergency Response Commission (HSERC) meeting was
held on September 23rd and among the information given was the chemical
inspections at all public schools. The DOE is doing these inspections and
hiring contractors to clean up all chemicals that is not being used.
4) There was also an incident at the PGV facility with a steam release due to a
high pressure situation. The ruptured piping was repaired and all of the
generators resumed power.
Rescue:
1) We have trained with National Park personnel in the past involving possible
incidents at the Volcano jurisdiction. They have requested to participate with
our rescue personnel when doing high angle rescue operations in their
monthly drills.
Ocean Safety:
1) The new surveyor lifeguard tower that will replace the old wooden tower at
Kahalu‘u south end has arrived. We have scheduled the replacement date for
October 5th.
2) Coordination of RWC and Rescue boat to assist with Ironman on October 8,
2016.
V. Support Services Division
TRAINING:
1) 09/01 - assist EMS with HP CPR training for newly graduated HPD recruit
class.
2) 09/12 & 13 - BT-10 training class with wet drill and Allison transmission
training (all day both days) .
3) 09/20 - teach EMR class @ West Hawai‘i Civic Center for expired first
responder HFD personnel.
4) 09/21 - Child Passenger Safety Clinic for Tutu & Me Preschool in Na’alehu -
checked 23 seats.
5) 09/22 & 23 - NFA- Preparations for initial company operations.
6) 09/24 - Child Passenger Safety Clinic Hilo & Kona- checked 52 seats.
7) 09/27 - Child Passenger Safety Clinic for Tutu & Me Preschool in Pāhala -
checked 15 seats.
VOLUNTEER TRAINING:
1) Attended High Performance CPR Certification class on 09/14/16.
2) Distributed and reviewed T.S. Hurricane SOP’s with all companies.
3) Reallocated Brush Truck 7B HFD B837 1990 International to Brush Truck 5C
Fern Forest.
EMS BUREAU:
1) All 8 MICT students successfully passed all requirements for the MICT
program and have attained permanent National Registry and State of Hawaii
Paramedic licensure. This is the first class in in the last decade to have a 100%
completion rate. 16 HFD personnel have expressed interest in the next MICT
class targeted for Aug 2017.
2) Our first ever West Hawai‘i FMS III position took affect September 19, 2016.
FMS Vern Hara accepted the position and shadowed Captains Ebersole and
Honda for two weeks of orientation. A big focus of this position is incident
reduction in identifying and servicing the 60+ age group that fall into the gap
area of not qualifying for Medicaid or the ability of private pay.
3) Councilman Onishi donated $4000 to the HFD Hands Only CPR project.
Monies will be utilized to purchase more manikins, AV equipment and CPR
“coin of life” in support and expansion of this life saving project.
4) HFD participated in first ever Advanced Cardiac Life Support (ACLS)
Experience Provider (EP) course held at the new Kona ARFF station. The
instructors were seasoned, experienced medical providers on island for the
Ironman Event. Ironman Medical Director Paul Berlin offered the training to
HFD in reciprocation of HFD’s support of the Ironman triathlon and Honu
race event.
5) HFD EMS coordinated the KWXX Downtown Ho‘olaule‘a special event.
Standby teams responded to and treated 9 event related cases with 1 patient
being transported to HMC. The Unified Command with HPD, HFD, CD, and
event coordinator aided in a smooth standby special event.
6) In recognition of National Child Passenger Safety (CPS) week and National
seat check Saturday, HFD’s CPS team coordinated two CPS seat clinics at the
Hilo and Kona Target store parking lot. A total of 52 seats were checked and
five replacement seats handed out for seats noted to be expired. That’s 52
keiki and families who left the clinic safer and better educated.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 118 inspections.
2) The Fire Prevention Bureau reviewed 75 construction plans.
3) The Fire Prevention Bureau Investigated 1 fire, which was located at the Ling’s
Chop Suey where unattended cooking caught a greasy hood and duct system
on fire.
4) The Fire Prevention Bureau conducted 21 public education events which
include fire extinguisher trainings and Smoke Alarm / Home inspection visits.
5) The Fire Prevention Bureau provided fire and life safety standby at the annual
KWXX Downtown Hilo Ho‘olaule‘a where approximately 15,000 people
attended.
AUXILLIARY SERVICES:
Maintenance Shop
1) E1 and E18 are still waiting for corrections before being accepted; unknown
when the required work will be completed by dealer.
2) E8 working with the KME agency representative to get vehicle back on line;
estimated completion at 95%.
3) T20 HFD 533 is being converted from military to brush truck/tanker;
estimated completion at 75%.
4) An upcoming mechanics class is being held in October in the training
classroom and warehouse.
Dispatch
1) Spillman CAD System implementation is ongoing and training of personnel is
going to be held Tuesday through Thursday each week. Expected cutover is
October 24.
2) Currently proceeding with the implementation on the following systems
changes:
a. New 911 audio recording software verint.
b. New ProQA EMD protocols Version 13.
c. Implementation of First Watch.
d. New radio dispatch software to coincide with the change over from
wide to narrow band in November.
3) Communication Center Manager Course started; FCS Karen Bugado and BC
Kazuo Todd attended week one and are currently completing their inter-visit
research project.
4) The three Fire Radio Dispatcher recruits are continuing through training with
good progress.
Records
1) September had 22 fire record requests; 21 have been completed with one
outstanding at this time.
2) Starting a project to track completion times for request to fulfillment.
Repairs
1) Next month we will have a list of ongoing station projects and other station
repairs and progress.
Warehouse
1) Warehouse move is 50% complete; estimated completion of move is
November 4, 2016 as issues on the new office space still exist.
2) Work for the move will primarily be done on Fridays with normal business
Monday-Thursday. A final movement is set for the week of October 31 –
November 4, 2016.
VI. New Projects/Business
• Selected Fire Company and Chief Officer will be wear testing nomex
station uniforms for evaluation and recommendation.
• Initiating Planning Core Committee for the 2017 Hawai‘i Fire Chiefs
Association Training Conference that HFD will host.
VII. Employee/Public Relations
• As indicated in narratives above.
• The Sayre awards dinner was held on September 3rd at the Orchid at
Mauna Lani. Five HFD rescue personnel and two Ocean Safety Water
Safety Officers were recognized for their exemplary performances. The
foundation achieved its goal of generating funds to support equipment
purchases and repair.
