Alternative Funding and Grant • 2015 CDBG • Pahoa Brush Truck Apparatus Project • Delivered September 8, 2016 • Orientation training September 12-13th • 2016 CDBG • Application approved for a Wildland Pumper Apparatus with Compressed Air/Foam capabilities for Pahala Fire Station. • Bid Specifications Completed • Invitation to Bid is open and closes on September 27, 2016 • 2015 AFG Grant • Application Submitted for replacement of Self Contained Breathing Apparatus inventory. • Received Notification of Award • FEMA share approximately 1.5 million dollars • County share approximately $136,000 • Passed First reading at County Council • 2016 Office of Aging Grant • $100,000 grant funding for a Community Based Paramedic Pilot Program out of West Hawai‘i. • First program of this magnitude in the State Of Hawai‘i. • Assessment Center held for FMS III Position • Awaiting panel’s recommendation for Promotion. III. Human Resources Division 1) Classification • Twenty one (21) Fire Fighter Recruit (Temp) positions reallocated to Fire Fighter (Temp) positions effective September 1, 2016. 2) Recruitments • Internal Recruitment with Department o Fire/EMS Specialist III (Temporary position for West Hawai’i) – Assessment Center was conducted on August 23, 2016. Pending selection results Open-Competitive Recruitment IV. Emergency Operations Division OPERATIONS: East Hawai‘i 1) 08/29 – 08/31 Preparations for Hurricane Lester and Madeline. 2) 08/24 – Attend MCX table top drill for Hilo airport MCX. 3) 08/04 – Motor Vehicle Accident (MVA) with two fatalities, Mohouili Street, 08/26 - MVA with one fatality, Highway 11 4) 08/09 – Search and Rescue Incidents – Rescue Ops at “Narnia”, sailboat towed to the pier, 08/16 – body found 0.7 miles off shore of Honoli‘i; 08/26 – one injured hiker near Shipman Estate. 5) 08/27 – one sailboat towed to the pier. 6) Shark sighting at Honoli‘i. 7) HazMat Refresher 8) Blessing in Honoka‘a for new Engine 8 9) Station inspections. West Hawai‘i Incidents: 1) 08/01 – Brush Fire Queen K, 70 mile marker. Confined and extinguished quickly; no property damage. 2) 08/04 – Waimea Community meeting with County-Wide department heads. 3) 08/09 – Multi Agency Training at Keāhole airport; terrorism via insider threat. 4) 08/10 – Ironman MCX planning meeting at King Kamehameha Hotel 5) 08/15 – SF Mauna Lani Golf Villas, Bar BQ attached to structure caused interior wall fire. 6) 08/19 – two kayakers in distress, two miles off shore Māhukona; chopper 2 located kayak and Ski 2 towed kayak and two occupants to shore. SPECIAL OPERATIONS: Hazmat: 1) We have reviewed and revised the Hazmat SOG and will convert it to a SOP that will be finalized and sent out to all our personnel for implementation 2) Started Hazmat equipment replacement and servicing discussions 3) There are three personnel selected who will be attending the Hazmat Continuing Challenge conference in Sacramento, CA in September. The LEPC is providing funding for costs incurred for this conference. 4) The LEPC meeting was held on August 9 and some things discussed was information on the EPA website regarding Toxic Release Inventory (TRI) for community information, studies at schools that revealed chemicals in the soil, and a Sulfuric Acid exposure at PGV. The minutes has been uploaded on the LEPC website. Rescue: 1) In discussions with KMR to utilize their venue to hold more confined space classes for our TA rescue and hazmat team personnel. 2) We have training our rescue personnel at Kailua in the usage of our new underwater communications system. 3) The Sayre awards dinner held on September 3rd at the Orchid at Mauna Lani. There was 5 HFD Fire and 2 Ocean Safety personnel who received awards this year. Ocean Safety: 1) The Jr. Lifeguard island championships on July 30, 2016 with approximately 80 participants. The State championships was held on Maui this year on August 6, 2016 and we took 13 participants to this event. 2) The annual Drowning Prevention and Ocean Safety conference was held on August 4 and 5, 2016 on Maui. There have been many recent ocean related incidents that will be discussed. The State Drowning and Aquatic Injury Prevention Advisory Committee has been addressing many of these issues for visitors, residents, military, and school populations. 3) The new surveyor lifeguard tower that will replace the old wooden tower at Kahalu’u south end will be arriving soon. This is the last tower that we will be replacing. V. Support Services Division TRAINING: 1) Tanker-1 in-service training conducted August 2-4, 2016 with all Station 1 personnel. 2) E-draulic and strut-stabilizer training conducted Aug 12, 15, 18, 2016 with all company officers. 3) 147 HFD personnel completed their 2016 Hazmat Technician refresher training. 4) 21 out of 25 new HFD firefighters successfully completed their recruit probationary periods. One was extended for 6 months, and the other three are expected to successfully complete their probationary period within the next month due to being late add-ons to the class. 5) 23 HFD personnel completed ACC recertification, 2 new HFD personnel now T/A FEO qualified, 3 new HFD personnel brush truck certified, 2 new HFD personnel tanker certified, and 2 new HFD personnel fuel truck certified. VOLUNTEER TRAINING: 1) Volunteer Captains meeting held on August 13, 2016. 2) Installed security camera system at Station 1A / Volunteer Training office. 3) Reallocation of BT-7B 1990 International B-837 to BT-5C Fern Forest/Eden Rock. 4) August 25, 2016 meeting with Chief Honda regarding Volunteer DCC Program. 5) Distribution of HFD Hurricane and Tropical Storm Standard Operating Guidelines. EMS BUREAU: 1) Six MICT students have successfully completed the KCC MICT Program and have received their temporary State of Hawai‘i MICT license. Personnel are now undergoing ten shifts (one month) of FMS orientation under the guidance of a senior FMS. Two of the remaining MICT students are on target to finish the KCC MICT program September 12, 2016. All students are scheduled to take the National Registry skills exam on Oahu on September 24, 2016. This being the final step in the yearlong enduring process. 2) Conducted FMS III West Hawai‘i EMS Captain promotional assessment on August 23, 2016. Four FMS II personnel participated in the all-day assessment center exercises. Goal is to have position filled by September 16, 2016. 3) Attended the Queens Medical Center Hawai‘i Island Trauma Symposium August 12 and 13, 2016 on Oahu. 4) EMS Budget proposal resubmittal was supported by State EMS and carried forward to the DOH. The 2017-18 and 2018-19 biennial budget included increases for an additional ambulance in Puna. 5) Hands Only CPR project with HPD is ramping up with the donation of AED’s to police. Training has been scheduled for the Patrol Officers interested in piloting HPD’s CPR AED project. Project will be piloted in districts of Hilo, Puna and Kona. PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 119 inspections. 2) The Fire Prevention Bureau reviewed 110 construction plans. 3) The Fire Prevention Bureau Investigated 1 fire, which was determined to be accidental. 4) The Fire Prevention Bureau conducted 16 smoke alarm/home inspection visits. 5) The Fire Prevention Bureau conducted 2 fire extinguisher trainings teaching approximately 30 people important fire and life safety information along with the proper use of a fire extinguisher. AUXILLIARY SERVICES: 1) Bid specifications for 1.5 million dollar AFG for new SCBA units is currently on the second draft; we hope to move forward within the next week or two. 2) Working on a vendor list and vendor reimbursement protocol to expedite meals and payment at brushfires. Maintenance Shop 1) Apparatus and equipment repair 116 total repairs/services 28 service calls or trouble calls 10 contracted out and tows 2) Received two new Ford Explorers, HFD 558 and HFD 559; assigned to Chief and Deputy Chief. 3) Received new Jeep Grand Cherokee – awaiting radio installation and lighting/siren installation – HFD 556; unassigned. Dispatch 1) Spillman CAD System implementation is ongoing and we are currently working on the run cards for automatic dispatching. 2) Communication Center Manager Course has started, FCS Karen Bugado and BC Todd leave on Friday, September 9, 2016 to Colorado to start onsite training. Warehouse 1) Keys were turned over to Auxiliary Services and we have taken possession of our new lease warehouse space. 2) First load of pallets (20) have been transferred to our new warehouse location. 3) Estimated completion of move is November 1, 2016. 4) Work for the move will primarily be done on Fridays with normal business hours Monday – Friday. VI. New Projects/Business • Selected Fire Company and Chief Officer will be wear testing nomex station uniforms for evaluation and recommendation. • Initiating Planning Core Committee for the 2017 Hawai‘i Fire Chiefs Association Training Conference that HFD will host.
