III. Human Resources Division
1) Recruitment
a. Internal Recruitment within Department
• Fire Captain – Assessment center scheduled on May 4, 2017.
• Fire Equipment Operator – Assessment center scheduled
from May 15-18, 2017.
• Fire/Hazmat Specialist – Assessment center scheduled on
May 23, 2017. One applicant scheduled for June 1, 2017 due
to prior vacation plans.
b. Open-Competitive Recruitment
• Fire Fighter Recruit – orientation for new hires will be
conducted by the Deputy Fire Chief and HR staff on April 4,
2017.
IV. Emergency Operations Division
OPERATIONS:
BATTALION 1, East Hawai‘i
Incidents:
1) 03/14/17 - Incident # 4877; Mauna Kea Access Road, motor vehicle accident
rollover.
2) 03/14/17 - Incident # 4888; Mauna Kea Access Road, motor vehicle accident
rollover.
Training and Education
1) Succession Plan – TA BC didactic training for seven Captains completed.
Ongoing shadow/field experience part of the training is ongoing.
2) Multiple multi-company wet drills.
3) One on one BC to Captain officer trainings throughout March.
4) Follow-up CST AAR/PIA analysis.
Station Inspections
1) Honoka‘a and Laupāhoehoe
BATTALION 2, West Hawai‘i
Incidents:
1) 03/11/17- Incident #4784, Brush Fire, 29 mile marker, highway 190;
contained and extinguished by Company 21.
2) 03/11/17- Incident #4781, Boat aground South side of Honokōhau Harbor; All
occupants got safely on land without injuries; scene turned over to DLNR.
3) 3/23/17- Incident #5601, Brush Fire, Henry Street, approx. five acres.
Utilized chopper water drops, dozer, multiple fire apparatus and volunteers;
Difficult terrain, keawe roots burning underground; no structures damaged;
multiple day mop up.
4) 3/27/17- Incident #5891, two car motor vehicle accident with fatality and
multiple casualties; involved Company 14 & 15; required extrications.
Training and Education
1) 03/03/17 – CST drill at Kealakekua Armory; Multiple agency drill involving
Hazmat Company 21.
2) 03/07-08/17 – TA BC Class for seven Captains.
3) 03/20-24/17 – BC Whitman attended the WUI conference in Reno, Nevada.
Special Events and Services:
1) 03/10/17- School Inspection; Parker High School and Waimea.
SPECIAL OPERATIONS:
Hazmat:
1) The LEPC meeting was held on March 9, 2017. The CST exercise, revision of
the ERP by Tetra Tech, hazmat training, and equipment needs for hazmat
were discussed. Budget planning was discussed for this calendar year. We
are continuing to address the much needed equipment for our hazmat teams.
2) The HSERC meeting was held on March 24, 2017. Some things that were
discussed included interagency pesticide initiatives and the status of HB 976
relating to the Tier II fees increase. This bill will be heard by the finance
committee on March 30, 2017.
3) The DOH sends out an unknown sample every month to all of the hazmat
teams statewide for them to determine what the product is. In our
department, Makalei B and C shifts had a 100% participation rate.
Congratulations to Captain Loyola from Makalei C who took 2nd place in the
overall identification of the unknown samples.
Rescue:
1) We are continuing to work on the revision of the Rescue SOG to update the
procedures for all rescue type incidents.
2) There are 3 personnel who will attending the Collapsed Structure Rescue
Course that will be held in California. This will be funded by TGCFF and the
Sayre Foundation.
3) We are in the process of standardizing some of the Rescue personal issued
equipment to expedite the process of procurement and to save on costs.
Ocean Safety:
1) The Drowning and Aquatic Injury Prevention was held on March 15, 2017.
There was a guest speaker, Guy Cooper, who lost his wife due to a drowning
incident at Pohoiki that spoke about the possible hazards of some types of face
masks.
2) There are a few bills that may impact our Ocean Safety division. One is a bill
to provide for lifeguards at Kua Bay (HB14) that passed its second reading and
was referred to the Ways and Means committee. The other bill (HB654) is to
continue to provide for the immunity of lifeguards (Act 170) to become
permanent. This bill was amended to extend it for four more years. We will
continue to try and make this act permanent to protect our lifeguards and
county from liability concerns.
3) We have moved the east Hawai‘i Captain’s office from the NAS to
Richardson’s. However, we still are working on some internet connectivity
issues.
4) We held our WSO PAE and interviews for one permanent half-time and five
temporary hire positions. We will be hiring the permanent position on April
16 and the temporary hire positions on May 16.
V. Support Services Division
TRAINING:
1) Delivered NFA class F0602 “Shaping the Future” to 22 HFD personnel and 2
out of state Firefighters.
2) Prepared to Line driver training area at the Hilo Airport.
3) FEO Urabe attended three days of EMT recertification.
4) Hazmat First Responder Operations re-certifications are being done by all
HFD personnel certified at that level.
5) FEO Urabe worked with County physicians and DHR in scheduling HFD
annual physicals.
6) Textbooks received for the 45th recruit class and ongoing preparation for class
to begin May 1, 2017.
VOLUNTEER TRAINING:
1) Captain Ichimura completed AHA BLS Instructor certification training on
03/02/17.
2) Radio change over testing on 03/13-14/17. Change over on 03/15/17.
3) Radio coverage testing on 03/15 through 03/31/17, including lower Puna
area.
4) Started collection of obsolete volunteer pagers.
EMS BUREAU:
1) Captain Chris Honda was the recipient of the 2017 Aloha Exchange Club
Firefighter of the year award. Chris was recognized for his efforts in building
and managing a comprehensive community CPR program. Through his
efforts, over 9,000 persons to date have been trained in Hands Only CPR.
More importantly, Hawai‘i Island’s cardiac arrest save statistics improved
from 4% in 2014 to nearly12% in 2016.
2) HFD was notified of the DOT grant award ($17,000) for continuation of its
HFD CPS program. Island wide CPS inspection clinics as well as CPS
technician recertification and initial technician training will be scheduled
during throughout this grant period.
3) CISM program review meeting was conducted with the Chief and Admin
team. Policy review, number of activations, activation process, feedback from
persons involved, training, and areas to improve were all discussed. Action
items were identified and are being followed up on.
4) HB 1410 (repeal of EMS special fund and funding of Community
Paramedicine program) continues to advance through the legislature. Captain
Ebersole testified on behalf of HFD sharing some compelling data from HFD’s
pilot Community Paramedicine program, resulting in strong interest from key
stakeholders and legislatures.
5) Submitted contract modification request for continuation of pilot CP program
to State EMS. Contract modification request asked for funding of positions,
equipment, software and training for a comprehensive CP program.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 110 inspections.
2) The Fire Prevention Bureau reviewed 68 construction plans.
3) The Fire Prevention Bureau Investigated 1 structure fire, Arson K9 Kaimi was
used in that fire.
4) The Fire Prevention Bureau conducted 23 smoke alarm/home inspections this
month installing smoke alarms in each home.
5) The Fire Prevention Bureau hosted and attended an Underwriters Laboratory
(UL) training for Code Officials.
AUXILIARY SERVICES:
1) Fire Department Website is being built, content is being uploaded. Expected
initial review of site should be done by mid-April.
2) The record request process has revised the online form to expedite record
requests. This has been redesigned to delegate requests to responsible
bureaus to speed release to public. Training for Prevention is being arranged
for late April.
3) MSA replacement project continues. Currently product has arrived at UPS, 17
pallet are scheduled to be delivered April 3rd. Dates for training are being
planned out:
i. MSA G1 User Train the Trainer is tentatively planned for end of April
ii. MSA G1 Technician Class is planned for end of April
iii. FIT Testing and Face piece sizing of department personnel will be
conducted next week on April 4, 5, 6.
4) Training for Crystal reports was conducted March 21-23, Captain Smith and
Chief Todd have learned how to create, modify, and publish crystal reports
that draw better data from the FireRMS server.
5) K. Todd will be attended the Hawaii State E911 Board to represent HFD
March 9th. The meeting was very beneficial, but budgetary constraints prevent
attendance of the monthly meeting. At this time we are seeking other
possibilities of being able to attend remotely though phone or vtc.
6) Radio system was changed over from analog wide band to the new Motorola
trunked digital narrow band system. As the new system is being used we are
dealing with a variety of adoption issues.
Maintenance Shop:
1) Total of 117 repair jobs, 42 service/trouble calls; 6 contracted out.
Dispatch:
1) Spillman CAD system looks to be launching in summer of 2017, no new
updates.
2) 911 audio Verint system has been installed and is recording all 911 calls and
radio transmissions with the switch over to the new digital trunked narrow
band system,
3) New Motorola radio dispatching system has been integrated into dispatch, the
new system has added several additional steps to the dispatching or call.
Work arounds and other ptions are being examined to determine how best to
meet the needs of the department.
4) Revision of FRD1 position has 30+ applicants, we are in the process of
refining the screening process and expect to start screening applicant by the
end of April
5) Policy and Procedure manual for FCCC has been finalized and has been
submitted to Chief Honda for review by legal and union.
Warehouse:
1) EMS will be funding the purchase or additional rack storage racking to allow
more vertical storage of palletized goods. To facilitate this the lighting has
been lifted to ceiling height throughout the warehouse. Long range planning
will have the warehouse entirely converted to 15’ storage racking for
maximum use of floor space.
Repairs:
1) Re-flooring project for station 15 North Kohala should be starting in soon.
Supplies have arrived, housing options are being discussed to finalize move
out.
2) Station 7 fencing project is still awaiting DPW to put out for bid.
3) Station 20 new gutter project is proceeding.
4) Station 16 had a major water leak which required roads to come in and assist
the county plumber by digging out the earth around the piping. A second leak
further in the system required additional work. At present the elevated water
bill and leaking issues are believed to be resolved.
5) Station 14 had a lot of gravel in the drain line, pressure cleanout were used to
flush system.
6) Station 11 reroofing project has been submitted to DPW for consideration and
scheduling, no new updates.
7) Station 1 has a pending shower drainage issue.
8) Station 4 is up for a replacement water heater
Records:
1) Currently we are turning around record request in approximately 10 days.
VI. New Projects/Business

• Planning Stages for HFD to assist in hosting two training conferences for
