III. Human Resources Division 1. Recruitment a. Internal Recruitment within Department • Fire Captain, Fire Equipment Operator, and Fire/Hazardous Materials Specialist promotions were effective July 16, 2017. • Fire/Emergency Medical Services Specialist II- Assessment Center was conducted on July 5, 2017. Interview and selection results finalized. Targeted promotion date is September 1, 2017. • Battalion Chief – Assessment Center scheduled on August 30, 2017. b. Open-Competitive Recruitment • Account Clerk - Pending interview and selection process. Targeted hire date has changed from August 1, 2017 to September 1, 2017. • Fire Radio Dispatcher I – Interviews and Assessment Center being conducted July 24-28, 2017. Targeted hire date is September 1, 2017. 2. Labor Relations a. Cost items for HGEA have been approved by all of the jurisdictions. Pay adjustments for employees in BUs 02, 03, 04, & 13 and excluded employees in BUs 63, 73, & 84 are effective July 1, 2017 to June 30, 2019. b. Investigations regarding Violence in the Workplace incidents and employee conduct for Fire series personnel are on-going. c. Emergency Operations Division 1. BATTALION 1, East Hawai‘i Incidents: • 7/3/17- #12579- Kopaa St., structure fire. Residents ignited all furniture in yard that threatened the structure. Fire extinguished prior to it reaching the structure. • 7/3/17- #12587- Amaumau Rd., structure fire. Total loss to 2800 square foot structure. • 7/3/17- #12588- Kaalualu Bay, fisherman fell. 4 day search. Negative findings. USCG assisted. • 7/3/17- #12599- Kapuna and Lehua St., structure fire. Total loss to 800 square foot structure. • 7/5/17- #12709-Black Sand Beach Subdivision, brushfire. 5 homes saved. See attachment for accolades given to Volunteer Captain Doug Keown. • 7/5/17- #12710- 37th Avenue, structure fire and resulting brushfire. • 7/11/17- #13178- Hwy 137, structure and brush fire. A tent and 40x20 area burned. • 7/11/17- #13577- Wood Valley, brush/mulch pile fire. 5 day event of which a private excavator and bulldozer was utilized to spread the macnut compost in order to extinguish. • 7/19/17- #13728- E. Kawili St., structure fire. 20x20 shed next to a residential structure. • 7/21/17- #13877- Missing hiker on Mauna Kea. Found utilizing GPS coordinates. • 7/21/17- #13886- Fisherman fell on rocks ~20`. Naalehu. Bystanders extricated to cliff side. Patient transported with multi-trauma injuries. • 7/23- #13998- Kaalualu Trail, overdue hiker. Call cancelled when received report that the hiker was picked up by a passing motorist. SPECIAL OPERATIONS: Hazmat • Four HFD personnel were selected to attend the upcoming Hazmat Continuing Challenge that will be held in Sacramento, CA in September. The LEPC is funding this training. • SB 976 HD1 relating to tier II fees for reporting of hazardous substances passed and the Governor has signed it into law. • The Gas Company has offered to provide emergency response training to propane emergencies. A request will be made as soon as the cost is determined. Rescue • We are continuing to work on the revision of the Rescue SOG to update the procedures for all rescue type incidents. The Rescue Captains have been tasked to make recommendations and to submit it to the Special Ops BC. • A gifting ceremony was held at the Kailua Fire Station with Frank and Laura Sayre regarding the equipment that was funded by the Karakin Foundation in the amount of $25,000 for Waiakea and Kailua. • There was an incident near South Point that raised concerns on putting our personnel in the water with no ocean surface support. This prompted discussion on utilizing our helicopter to sling load our RWC during these situations. We are exploring this idea and have conducted a demo drill at Pohoiki. Ocean Safety • We completed our Jr. Lifeguard program holding a total of 16 sessions. The Jr. Lifeguard island competition was held at Bayfront this year. The State Jr. Lifeguard championships was held at Ala Moana beach on 7/29 and we sent 24 competitors with 4 instructors with funding provided by Banzai Bowls, Molokai non-profit organization, and Olukai. • The Governor vetoed the amended version of SB562 that would require the Attorney General to defend county lifeguards at state beaches. Subsequently, the DLNR Parks Administrator, Curt Cottrell is revising the MOA with each county and is seeking input. • The annual Ocean Safety Drowning Prevention conference was held on Oahu at the Hawaii Convention Center on 7/27 and 7/28 in conjunction with the Jr. Lifeguard championships on 7/29. Three HFD personnel attended this conference and championships. V. Support Services Division 1. TRAINING: • 16 Firefighter recruits are continuing to progress well and hone their skills. On July 13th they completed their final exams for the classroom portion of Firefighter 1 curriculum. • Recruits were exposed to our burn trailer, the heat and the smoke for the first time this month. We will continue to get more experience and training, utilizing those great resources through most of August. • Swim training for our recruits will continue to ramp up as we prepare them for swim week next month. • We have secured and finalized a National Fire Academy Course that will take place in September. The course will be targeted towards our company officers. The course is titled Wildland Urban Interface Firefighting for Structural Company Officer. • Throughout the last week of July we finalized our Emergency Medical Responder courses for a few dozen fire personnel and water safety officers. We had two courses one on the west side and one on the east side. This was a great collaboration of Fire, EMS and Life Guards. 2. VOLUNTEER TRAINING: • Support service Mtg. 7/20/17 @ 1000 with AC-2 discussing training bureau concerns. • Monthly Staff Meeting @ ACCR 1300. • Review radio training with Volunteer Co. • Distribute State Insurance cards to all loaner (State) vehicles. • Continue to collect Minitor V pagers. • Awaiting Vol. Award money receipts from 7-B, and 14-A. 3. EMS BUREAU: • The Hawaii Tribune Herald ran a front page story on HFD’s Pilot Community Paramedicine Program. The program has gained momentum and support from multiple healthcare agencies across the community. • Captain Ebersole compiled data from our Community Paramedicine Pilot project and submitted a well-documented report to State EMS. In summary, the report is as follow: • Over the course of 8 months HFD’s pilot program made contact with 167 individuals, about 20 visits per month. Utilizing the identification, assessment and referral processes all individual assessments and plans were documented on the software program Street Sense. • All visits: 167 individuals in total, estimated average cost before CP visit was $133,270 per month, estimated cost after visit - $40,661 per month, with an estimated cost savings of $92,609 per month. • Total estimated cost savings = over $1,000,000 per year. • Conducted FMS II Assessment Center on July 5, 2017. (3) qualified candidates participated in the all-day event. In the post Assessment Center discussion, all candidates agreed that the exercises were pertinent to the position, fair, challenging and stimulating. • The EMS Bureau team conducted an in-service training for Hilo Medical Center’s (HMC) BLS Instructor Cadre on High Performance CPR standards. HMC is implementing High Performance CPR training for all certified staff after attending the Resuscitation Academy in May of this year. • Personnel from the EMS Bureau and Operations will be attending the annual Queen’s Medical Center Hawaii Island Trauma Symposium on July 28 and 29 on Oahu. 4. PREVENTION BUREAU: • The Fire Prevention Bureau conducted 105 inspections. • The Fire Prevention Bureau reviewed 90 construction plans. • The Fire Prevention Bureau Investigated 4 structure fires, Arson K9 used at 3 of the fires. • Arson K9 Team assisted Honolulu Fire Dept. at the Marco Polo fire. • The Fire Department received 500 home security devices from the Protect the Protectors program through State Farm Insurance and Canary. • BC Perreira testified in preliminary hearings for an arson case in West Hawaii. 5. AUXILIARY SERVICES: • Fire Department Website Project o No progress since last month. • MSA replacement project o 2nd purchase has been approved by federal government and has been submitted to be sent out for bid o MSA G1 C.A.R.E Class is planned for August 3, 4 at Hilo ARFF training room o Online training supplement will be completed August 1st for deployment o Cutover date for new SCBAs on is expected to be around the end of August, early September o Removal of old SCBA units will occur after switch over. • SDS binders Project: o SDS files have been uploaded to Sharepoint site in PDF o Online training and memos will be completed August 1st. o Binders to be delivered August 2 & 3, and mounted at stations over the next few weeks • Email Conversion Project o List of Users submitted and standard desktop image submitted to IT o Memos and Training to be completed by August 2nd o Policy and Procedure to be released August 2nd o Tentative timeline for Deployment is August 7, 8, 9 o Project plan here: https://prezi.com/view/IFK3PZSCuYvpdq23Q9aT/ • Target Solutions Project o On hold, waiting on completion of Email Conversion Project • SharePoint Intranet site o Have started the process of uploading policy and procedures • We received three pallets worth of equipment from Honolulu Fire Department. Critical were the MSA Firehawk control units worth over $30,000 which will be helping our Recruits to complete their fire ground training. • Battalion Chief Kazuo Todd attended the two Week Course ‘Executive Planning’ at the National Fire Academy in Emmitsburg Maryland from July 7th to the 22nd. The course covered strategic planning and project management. Chief Todd’s opinion is that the course is excellent and should be highly recommended for all chief level officers, and select supervisory positions. • BC Todd has launched Task Boards through Trello to give some transparency to current project/repairs/pending purchases and similar items that Auxiliary Services are handling. Maintenance Shop: • 102 Jobs completed, 38 service and trouble callouts, and 11 contracted out jobs. • Received Ford F150 4x4 for Sta 8, installing emergency lighting 7. Dispatch: • FRD1 Hiring and assessment Project o Criticall testing is being deployed with fascinating data for our most current FRD1 assessment. o FRD1 Assessment has started and will be completed July 30th. • BC Todd has purchased ‘the five dysfunctions of a team’ and will be adding it (and two other books) to the non-core library in dispatch to supplement teamwork training in the month of August. • Cardiac Resuscitation Improvement Project: o We will be meeting next week to follow up on the cardiac resuscitation rate plan and the possible implementation of powerphone • Proceeding with furniture purchase for desks in Dispatch, information has been submitted to finance for final review prior to placing it out for bid. • Seeking funding through E911 for replacement/upgrade of generator for Fire Dispatch. 8. Warehouse: • Additional racking has gone out to bid • (2) New collapsible storage containers have arrived and been assigned for Ocean Safety Storage. 9. Repairs: • Re-flooring project for station 15 North Kohala has been completed • Asbestos sealing project for Station 5 is now on que, and has been submitted to DPW for Processing 10. Records: • Currently we are turning around record request in under 10 days. VI. New Projects/Business • Central Fire Station Renovation Project. o On Hold. Per DPW, need to address issue with hired consultant. • Continuing planning Stages for HFD to assist in hosting the Hawaii Fire Chiefs Association Conference in November. • Planning Discussions taking place for volunteer services within DHHL in Waimea.
