III. Human Resources Division
1) Recruitment
a. Internal Recruitment within Department
• Assistant Fire Chief (Support Services) – Promotion effective
January 1, 2018.
• Chief Mechanic – Recruitment was initially conducted from
November 1 – 10, 2017. Class specifications needed to be
updated after recruitment opened. Recruitment was later
conducted form November 3-12, 2017. One applicant
applied, however, did not meet the minimum requirements.
• Will re-conduct another internal recruitment later.
b. Open-Competitive Recruitment
• Fire Fighter Recruit (Temp) – Written examinations were
held in Hilo during last week of November and in Kona on
December 2, 2017.
2) Classification
a. Consulting with HGEA on possible changes in the Fire Control
Communications Center (Dispatch Center). Proposed changes
include transferring a Fire Radio Dispatcher II position from Group
1 to Group 2 (for personal reasons) and changing the supervision of
the Fire Radio Dispatcher Is from the Fire Radio Dispatcher IIs to
the Fire Communications Supervisor during the training period.
3) Employee Development and Training
a. Mandatory Training - “Conducting an Effective Job Interview”
training was conducted on November 17, 2017. One employee
attended.
b. Mandatory Training – Skill Set Development and Evaluation
training will be was conducted on November 22, 2017. Five
employees are were registered.
4) Labor Relations
a. Internal Investigations – Investigations involving Fire series
personnel and Water Safety Officers are on-going. Incidents
involved violence in the workplace or employee misconduct. For
the completed investigations, some have resulted in disciplinary
actions and for others, the allegations were unsubstantiated.
IV. Emergency Operations Division
OPERATIONS:
BATTALION 1, East Hawai‘i
Incidents:
1) Missing ATV riders off of Stainback Highway (District 3). Riders found at
sunset using Dispatch telemetry, C1 and Co3 on the ground. 11/5 #21162
2) Hazardous odor. (District 1) Building evacuated, then cleared by Co4 using
sensors.
3) Swimmer in Distress, Hilo Bay, (District 1) Male patient with AMS swimming
out to sea near the beakwall. Rescue swimmer deployed from C1 stabilized the
situation, RB2 extricated both to Wailoa ramp to M03 and HPD. 11/9 #21430
4) Sulfuric Acid spill, Shipman Industrial, (District 5), Spill mitigated by onsite
cleanup SOP’s. 11/11 #21559
5) Injured hiker, Chain of Craters Road (District 10) Extricated using Co 10
personnel. 11/12 #21627
6) Missing Hunter, Kahualoa area, (District 19). Extricated hunter and dogs
using dispatch telemetry and C-1 billy pugh 11/18 #22043
7) Structure fire, Kaiwiki Homestead Road, (District 1). 1/19 #22147
8) Double drowning, Rainbow Falls (District 1). Body of female found shortly
after arriving on scene, CPR in progress during t-port, pulse regained @HMC.
Pt passed 4 hours later. Male found 12/1 on small beach just north of Hilo bay.
11/25-12/1 #22497 (initial incident#)
9) Lost hikers, Maku’u Ahupua’a (District 10). Small group of hikers found late
at night. HPD assist. 11/25 #22531
BATTALION 2, West Hawai‘i
Incidents:
1) 11/1: Co 7 Static Display and Fire Education with Youth with a Mission Kona.
2) 11/2: First Responder Appreciation Dinner in Waimea.
3) 11/3: #20970 Structure Fire with fatality. Oluolu Street District 21.
4) 11/16: #21846 DKI MVC – Unified Command with Command 50. One patient
transported via Chopper 2, one patient transported via M16.
5) 11/16: #21856 Boat in Distress. No injuries. Boat towed by Rescue Boat 7.
6) 11/16: #21897 Paddleboarder in distress in Puakō. No injuries. Station 14
personnel deployed from Chopper 2.
7) 11/16: Tri-Annual drill at Kona Airport with Company 7 and ARFF.
8) 11/19-20: #22123 Missing snorkeler Old A’s. Initial search efforts stopped
due to darkness. Body located at 0136 by USCG aircraft. Body recovered by
Rescue boat 7 one and a half miles offshore using coordinates and flares
deployed by USCG. (Co 7, C2, M12, BC2).
9) 11/26: #22583 (4) Small Brush Fires on Queen K between Palani and Henry
Street.
10) Multiple School Inspections.
SPECIAL OPERATIONS:
Hazmat
1) One HazMat (HM) team personnel will be attending a Prevention and
Response to Suicide Bombing Incidents (PRSBI) class in December. This
class is funded by Department of Homeland Security.
2) The Dept. of Health will be doing training for all of our HM team personnel in
Sampling and Hazardous categorization techniques in December.
3) The Dept. of Ag held a pesticide exercise on Nov. 7 that involved multiple
agencies within our county to evaluate our response plan for incidents
involving schools.
4) We are in the process of putting out the bid for our hazmat suits that needs to
be replaced. There are some vendors that will be participating who attended
the HFCA Training and Business Meeting.
Rescue
1) We are working with the Sayre Foundation to purchase equipment that was
funded at the recent Sayre Awards dinner. We are planning to standardize
much of these equipment.
2) The R-7 Radon was completed but there are punch list items that needed to be
addressed. We are addressing these repairs with Riddle Boatworks to get this
boat back in operation.
3) The hyperbaric treatment center had closed due a physician shortage and will
be down until March. This is a problem for our personnel and any patients
who may exhibit signs of decompression sickness.
Ocean Safety
1) All WSOs received training in HP CPR to be consistent with all of our HFD
personnel.
2) We are in the process of replacing most of our rescue boards. This process is
taking a while due to the cost of the boards. The Sayre Foundation will be
purchasing 5 rescue boards to help us through this time that our procurement
process takes.
3) We had a few large north and east swells coupled with high tides that caused
damage and run up in the Keaukaha shoreline. We had a few times that we
brought our RWC into Hilo from Puna due to the high surf and strong
currents.
V. Support Services Division
TRAINING:
1) 11 Recruits successfully completed EMT Training through Kapi‘olani
Community College.
2) 5 Recruits successfully completed Department led EMT Evaluation
3) Recruit class Participated in Fire Prevention and Static Display presentation
at Waiakea Elementary.
4) Recruit class attended opening day ceremony of the 39th annual Hawaii Fire
Chiefs Association Conference.
5) 25 Company Officers attended a HFCA sponsored training on Firefighter
Misconduct: The Fire Officers Role and Responsibility.
VOLUNTEER TRAINING:
1) Volunteer Captains meeting on 10/18/17 at Station 21.
2) Completed NSC Defensive Driving course.
3) Began disseminating Volunteer PUC appointments for 2018.
4) Submitted Volunteer Awards Check numbers to accounting.
EMS BUREAU:
1) Met with State EMS Branch Chief and State Trauma Program Coordinator to
firm up perspective contract for continuation of CP program. Contract will
cover personnel costs for 5 years retro to July 1st, 2017.
2) Met with Dr. Rosen, CEO of Hawai‘i Health Systems Corp to discuss CP
readmission prevention initiatives for Hawai‘i Island State Hospital patients.
Dr. Rosen is confident that our CP program will have a tremendous impact on
preventing hospital readmissions with its outreach capabilities.
3) The EMS Cabinet met with Senator Baker to discuss strategies on how to
approach the State Legislature for this upcoming legislative session. Senator
Baker suggested the group do a presentation to the Legislatures educating
them on the status of EMS, increase in call volume and dire need for more
support and funding. Presentation has been set for January 16, 2018.
4) The Firefighter Recruits completed the KCC EMT program. Final step will be
to successfully pass the National Registry EMT cognitive exam and receive
their State of Hawai‘i EMT license.
5) Fire Medical Specialist Elijah McDaniel put together and taught the first ever-
pilot HFD/EMS self-awareness; self-defense class with our Fire Recruit
personnel. The class focused heavily on maintaining situation awareness, de-
escalation techniques and identifying a plan. The practicum section dealt with
how to protect yourself if knocked to the ground, how to properly recover and
find safety. Feedback was very positive. Plan is to teach the program to the
MICT Class and then to all personnel via EMS refresher training.
6) Captain Hara assisted as an evaluator at the Kona ARFF Triennial Drill on
November 16, 2017. Drill involved multi-agency coordination and response.
7) Captain Honda and the Waiākea High School Health Academy students
completed Hands Only CPR training for all Juniors and Seniors, as well as the
entire faculty. Nearly 600 students and faculty were trained over a 7 day
period.
PREVENTION BUREAU:
1) Results from October’s FFSG program: We had 114 elementary classrooms
with 100% participation. We had an average participation rate of 48% which
is increased from last year’s participation.
2) The Fire Prevention Bureau conducted 85 inspections.
3) The Fire Prevention Bureau reviewed 92 construction plans.
4) The Fire Prevention Bureau Investigated two structure fires.
5) The Fire Prevention Bureau installed smoke alarm and conducted home
inspections in eight residences.
AUXILIARY SERVICES:
- Fire Department website project
o No progress since last month
- MSA replacement project
o 2nd purchase bid has closed waiting on arrival masks; bid awarded to
Grainger.
o Cutover date for new SCBAs is expected to be in January
o Removal of old SCBA units will occur after switchover.
- Email Conversion project
o We will be closing out the old accounts and setting up share emails.
Project completion is expected by end of December.
- Target solutions project:
o Project assigned to FEO Carvalho.
- SharePoint intranet site
o Added fillable form for gear cleaning
o Repair form 2.0 was released
▪ New features: Direct submittal for minor repairs, automatic
tracking on trello, more automatic response options.
o Next phase will move three additional forms to a single point online
order system tracked through trello and fireorders@hawaiicounty.gov
- Working on developing training for:
o RA Seattle (powerpoints uploaded)
o Gore Fabrics (PDF created, training videos will be worked on in
December)
Dispatch:
- FRD1 six new hires have started practical phase within dispatch during day
and evening shifts.
- Spillman live date postponed by HPD, unknown ETA for conversion.
o After implementation department will start firstwatch and pulsepoint
integration projects
- Seeking funding through E911 for replacement/upgrade of generator for Fire
Dispatch.
- Funding to purchase power ops through E911 has been approved, paperwork
being completed to initiate purchase.
Repairs:
- Repairs are now being tracked in real time on
https://trello.com/b/XDRZrCfw/repair-projects
Records:
- Currently we are turning around record request in under 10 days.
VI. New Projects/Business
• Hosted the Hawai‘i Fire Chiefs Association Conference with great success.
o Positive After Action Review by Board.
o Recommendations discussed with HFCA Board.
o Department AAR forthcoming
VII. Employee/Public Relations
• Battalion Chief Michael Hayashida was nominee for County Manager of
the Year. Ceremony held.
• Blessing of the new Haihai Fire Station December 14, 2017
• Assisting with annual “Magic of the Season” at the County Building
• HFD assisting hosting on Wednesday, December 13, 2017.
VIII. Other
• Contract Negotiations starting for Ocean Safety and Fire Personnel
