III. Human Resources Division 1) Classification a. Eight (8) Fire Fighter to Fire/Emergency Medical Services Specialist I reallocations were approved. Effective date was retroactive to November 16, 2016. b. Temporary transfers and temporary downward reallocations of Fire Fighter Recruit (Temp) to Fire Radio Dispatcher I (Temp) positions are not to exceed December 31, 2016. Requesting extensions of temporary transfers and temporary downward reallocations for the period from January 1, 2017 not to exceed December 31, 2017. 2) Recruitment a. Internal Recruitment within Department • Fire/Emergency Medical Services Specialist II recruitment conducted from December 9-18, 2016. Assessment Center scheduled on January 7, 2017. • Blanket requests for Battalion Chief, Fire Captain, Fire/Emergency Services Specialist II, Fire Prevention Inspector II, Fire Prevention Inspector I, Fire Equipment Operator, Fire Rescue Specialist, Fire/Hazardous Materials Specialist, and Fire Fighter positions were approved December 29, 2016. 3) Labor Relations a. Amended Step 1 Grievance in behalf of a Water Safety Officer II – Discipline/Sick Leave to HGEA Class Grievance (Water Safety Officers) – Sick Leave/Discipline filed December 6, 2016. Request for information was provided. Step 1 meeting conducted for January 5, 2017. IV. Emergency Operations Division OPERATIONS: BATTALION 1, EAST HAWAI‘I Incidents: 3 Brushfires, 2 Rescues, 3 Structure fires 1. 12/01- Incident # 21708 Ninoole Loop (District 11) 3 Separate brushfires- 130 acres involved, no injuries or structures threatened. Cause of the fire undetermined. No injuries. 2. 12/04-05- Inc. # 21997 North of Kohala Ranch Estates (District 14) Missing fisherman- C-1 to assist ground crews in second day operation. 3. 12/06- Incident # 22202 HPP Paradise and 29th (District 18) Structure Fire- $40,000 loss to property and contents. Cause of fire undetermined. No injuries. 4. 12/14- Incident # 22700 South Road (District 5) Structure Fire- $120,000 loss to property and contents. Cause of fire is under investigation. No injuries. 5. 12-14- Incident # 22787 Kulaniapia, Rd. (District 1) Structure Fire- $80,000 loss to property and contents. Cause of the fire is under investigation. No injuries. 6. 12/14- Incident # 22731 Hilo Break wall (District 2) Missing opihi picker- Search efforts 12/14-16 coordinated effort with USCG- negative findings closed after 3 days. Training and Education 1. 12/13 and 12/16: E-4B (AF1 support aircraft) Planning and Coordination meeting and meet and greet with Secret service and military- Hilo Intl. Airport- AFC Andrade, BC Farias, BC Kusch. 2. AHIMT- Ongoing, agenda and team meeting set for Spring of 2017. Special events and services 1. 12/24- 1730- Drop off Santa Claus (DO) at Homeless shelter to deliver Christmas presents. BATTALION 2, WEST HAWAI‘I Incidents: 1 Structure fire, 1 Rescue, 3 Hazmat 1. 11/30/16, #21691, Suspicious White Powdery Substance a. Call of White powdery substance found in a Rent a Car at Thrifty Car rental. Co.21 responded and tested product, Product identified to be Ajax cleaner. No emergency all units returned. 2. 12/4/16, #21997, Unmanned boat found / Search for Missing Boater a. 12’ Inflatable “Zodiak” type boat found a float without any occupants approx. 1 mile off shore of Kohala Estates. Conducted investigation with HPD and Coast Guard, then started Search efforts for the next 3 days without success. b. Missing person found alive and well by Police on Dec 19, 2016 in Kea‘au. 3. 12/9/16, #22365, Bomb Scare a. Co7 dispatched and staged to assist HPD with incident of a possible homemade bomb. Upon investigation by HPD and EOD, incident mitigated and assistance not needed. All units returned without incident. 4. 12/12/16, #22602, Suspicious Envelope a. Co.6, 21 and BC2 responded to a call of a suspicious envelope at the West HI Governor’s Office. Scene turned over to HPD and HFD units released. FBI took over investigation. 5. 12/20/16, #23202, Structure Fire a. Co. 12, 7, 6 and BC2 responded to a Structure Fire on Holua Rd in Keauhou. 2 story residential room and board structure fully involved. Structure deemed a total loss. Cause of Fire undetermined. No injuries to occupants, 1 minor injury to HFD personnel (C.Soo back strain. No loss of work time). Training and Education: 1. 12/12&13/16, C-2 Bail-Out training for S-14 personnel (all 3 shifts) 2. 12/14/16, Internal Investigations Training for BC Whitman and BC Okinaka Special Events and Services: 1. 12/3/16, Waimea Christmas Parade, Co.9, 9B, VE14A and T-16 participated 2. 12/10/16, Kona Christmas Parade, HR07, VE7B and VBT7B participated 3. 12/10/16, Waikoloa Christmas Parade, M-16 and T-16 participated 4. 12/15,19,20, Conducted Fire Drill/Inspection at Kona Pacific Charter School, Kealakehe Intermediate School, and Konawaena High School SPECIAL OPERATIONS: Hazmat 1. We held our quarterly LEPC meeting on Dec. 6 and welcomed new members, one of which as Cal Westergard who is the Environmental Health Specialist for the State Dept. of Ag. He will be the contact to assist for all pesticide incidents that we respond to. 2. We are planning to conduct our continued Confined Space training on January 23-27, 2017 at the Mauna Loa Mac Nut facility that would include our hazmat team members. We have solicited the assistance of instructor trainer Kevin McAfee and awaiting the approval of the IAFF. 3. The Hawai‘i State Emergency Response Commission held their meeting on December 16, 2016 and at the meeting, it was announced that the DOE has signed a MOA with the DOH to conduct school chemical inspections and the resulting clean- up. This will now make the schools safer for students of all levels. Rescue 1. Ocean exercise drills were held for non-rescue personnel at the South Kohala Fire Station so that they would be able to deploy off of C-2 in the event of an ocean incident within their district. Our RWC is also participated in this training. 2. A resolution identifying the equipment purchased by the Sayre Foundation that amounted to over $80,000 will be heard by the County Council in January. These equipment is for our rescue and ocean safety operations. 3. We are looking to secure training for our sonar detection equipment that we received through funding from Civil Defense. This will be used to help locate items or for body retrieval on the ocean floor. Ocean Safety 1. There was a Drowning and Aquatic Injury Prevention Advisory Committee (DAIPAC) meeting on December 8, 2016. Some of the topics discussed were Act 190 beach signage/task force and Act 170 lifeguard liability immunity. A meeting was also held with our county’s P&R Director and Corp. Counsel to discuss these important related liability issues. 2. The Kona Mauka Rotary club has approved to sponsor a PA system for the Kahalu’u south tower. This will help our WSO conduct more preventative actions in or around the beach and shoreline area. 3. With the addition of the new towers, PA systems, and RWC, our guards have been responding to numerous incidents during the winter surf while maintaining a safe work environment. V. Support Services Division TRAINING: 1. Attended a workshop entitled “Management Survival Skills for the First Time Supervisor” 2. Held a Child Passenger Safety Technician Training class at the Training classroom. 3. Deliver new apparatus Engine-1 and Engine-18. 4. More T/A FEO audits completed 5. Solicit interested applicants for the upcoming NFA class (F0602 Shaping the Future) to take place on March 16 & 17. 6. Held a Training Center Faculty Class at the Training classroom. 7. Assure year-end Training Records up to date. VOLUNTEER TRAINING: 1. EMR Retraining December 19-21, 2016. 2. Driver Audits. 3. Vehicle Maintenance for Volunteer Vehicles. Distribute maintenance supplies and equipment. 4. Follow up on over the air radio programming 5. Bureau meeting with AC-2 December 16, 2016. EMS BUREAU: 1. Conducted EMS Bureau presentation with the Hualalai Regency (adult care facility) admin and medical staff on; our Fire based EMS system, emergent –vs – non emergent use of 911, Pro-QA non-emergent protocols, and our new pilot Community Paramedicine program and West Hawai‘i EMS Captain position. Intent of the meeting was to educate the staff on the EMS system, establish face to face communication and improve patient care. 2. Captains Ebersole and Honda conducted HFD EMS presentation / recruitment for the graduating KCC EMT class on Oahu (25 students). The presentation was well received and the group expressed strong interest in our Fire based EMS department. 3. EMS Bureau team met with the Hale Hoola Hāmākua ED Medical Director, ED staff and AMR to discuss our EMS system, and the process of coordinating interfaculty patient transfers. Intent of the meeting was to review the patient transfer process, clarify the emergent – vs – non-emergent patient transfer process, as well as to improve interagency relations and patient outcomes. 4. Waiākea High School and Captain Honda wrapped up its Hands Only CPR training with the Student Hands Only instructors teaching the school’s faculty and administrative staff. The group introduced a new video with Principal Kelsey Koga acknowledging how important it is for everyone to learn Hands Only CPR and how it saved the life of one of their own students. 5. Our Pilot Community Paramedicine / Incident reduction program continues with proactive initiatives. Captain Hara followed up on a request by our Operations Division of an elderly person in need of assistance. Contact was made with the family and it was determined that they could benefit from our existing Project Lifesaver program, as well as additional services. Captain Hara, with the help from BC Kosaki and FRS Chun Fat, is working on deploying the locator/tracking device for the family and in district company personnel. 6. Conducted American Heart Association Training Center Faculty (TCF) refresher training for current and newly acquired TCF members. The TCF team will be utilized as “Train the Trainer” group as we roll out BLS Instructor renewal training in the 1st quarter of 2017. PREVENTION BUREAU: 1. The Fire Prevention Bureau conducted 110 inspections. 2. The Fire Prevention Bureau reviewed 107 construction plans. 3. The Fire Prevention Bureau Investigated 5 structure fires, and the arson K9 had positive alerts at one fire. 4. The Fire Prevention Bureau inspected 6 fireworks display sites. 5. The Fire Prevention Bureau conducted 18 smoke alarm/home inspections this month installing smoke alarms in each home AUXILLIARY SERVICES: Auxiliary Services Sharepoint site was launched last week. Video training on our initial radio testing plan was placed on the site and all stations except 21, and 11 were able to access and watch. An Alternate YouTube site was set up for those stations, with one shift having issues that will be followed up on. Maintenance Shop 1. HFD533 military 5 Ton 6x6 finished conversion for use in Ocean View Dispatch 1. Spillman CAD system looks to be launching in summer of 2017. 2. 911 audio verint system has been installed and set up on 2 pcs for fire dispatch, awaiting cutover on January 9th to switch. 3. Motorola radio system to be switched on January 9, 2017. This is dependent on Humuula Radio Tower being completed and may be delayed. 4. Revision of FRD1 position description should be finalized in the next week and we will be moving forward with opening for hiring shortly thereafter. Warehouse 1. Warehouse move is delayed pending review of ADA renovations of central and warehouse by new administration. VI. New Projects/Business • Central Fire Station Renovation Project. o Mayor states he is evaluating project and it is currently on hold o Planning Stages for HFD to assist in hosting two training conferences for 2017 • Hawaii Fire Department one on one meeting with Mayor and Managing Director. o HFD Program of work o HFD Facility Repair priorities o HFD Positions VII.
