III. Human Resources Division
1) Recruitment
a. Internal Recruitment within Department
• Fire/Emergency Medical Services Specialist II- Assessment
Center scheduled on July 5, 2017. Targeted promotion date
is August 1, 2017.
• Battalion Chief – pending interview and selection process.
b. Open-Competitive Recruitment
• Account Clerk – Pending interview and selection process.
Targeted hire date changed from July 16, 2017 to August 1,
2017.
• Fire Radio Dispatcher I – Orientation and realistic job
preview are scheduled on July 17, 2017. Interviews and
assessment center will be conducted from July 24-28, 2017.
2) Labor Relations
a. Pay Adjustments for Employees in Bargaining Units(BUs) 02, 03,
04, 11, & 13 and Excluded Employees in Units 63, 73, & 84 effective
July 1, 2017 – Arbitration Decision for HGEA and HFFA employees
were rendered in April of this year, awarding among other things,
salary increases for the aforementioned BUs. As required by HRS
§89-11, all items requiring any moneys for implementation shall be
subject to appropriations by the appropriate legislative bodies.
Hawai’i County has approved the cost items for our jurisdiction,
however, approval of cost items for Kauai County is not expected
until mid-July.
b. Bargaining Unit (BU) 14 Memorandum of Agreement –
Implements the provisions of the BU14 Tentative Agreement for
Article 51, Hawai’i Employer-Union Health Benefits Trust Fund
(EUTF) and extends the 2015-2017 BU 14 Agreement beyond June
30, 2017 until a new Agreement is reached. All other provisions of
the BU 14 Agreement remain status quo.
c. HGEA Consultation – Letter dated June 23, 2017 regarding HGEA’s
concerns and questions regarding our departmental interview and
selection process. Responses will be provided to HGEA.
IV. Emergency Operations Division
OPERATIONS:
BATTALION 1, East Hawai‘i
Incidents:
1) 06/02/17; #10435 Structure Fire, Moho road and F Road; HFD personnel
extinguished the fire prior to it starting a wildland fire; one fire fighter injured
on this incident.
2) 06/06/17; #10682 Waipi‘o Valley, Search & Rescue (DOA)
3) 06/07/17; #10708 Highway 19, 36 mile marker, MVA with one DOA. Three
vehicles were involved in accident.
4) 06/07/17; #10737 Onomea Bay, trauma extrication.
5) 06/08/17; #10782 Hakalau (Opihi point), Search and Rescue utilizing
Chopper One; FRS personnel extricated one patient from shoreline. At the
landing zone, EMS personnel determined that the patient was DOA; scene
turned over to HPD for investigation.
6) 06/07/19 #10851 Cape Kumukahi, Search and Rescue (DOA)
7) 06/11/17 #10994 Kīlauea Avenue Hazmat (diesel spill).
8) 06/11/17 #11043 Pāhoa Village Road structure Fire.
9) 06/16/17 #11372 Waipi‘o Valley brushfire.
10) 06/21/17 #11767 Ililani Road (Kapoho vacationland) structure fire.
11) 06/26/17 #12081 Highway 19, 33 ½ mile marker, Vehicle fire that started
brushfire.
Training and Education:
1) MSA G1 SCBA.
2) ACC Recertification
BATTALION 2, West Hawai‘i
Incidents:
1) 06/02/17 Brush fire Kaiminani Drive; two acres burned
2) 06/04/17 two car MVA involving military vehicle; 44 mile marker D.K. Inouye
Highway; multiple serious injuries; required jaws operations and extended
highway closure.
3) 06/05/17 Standoff Highway 190 and D.K. Inouye Highway; supported HPD
with road closure and stand by; highway closed approximately three hours;
reported weapon involved.
4) 06/16/17 Brush fire Waikoloa Road and Highway 190; reported intentionally
set; contained to approximately ½ acre.
Special Events and Services:
1) 06/03/17 Honu Triathlon; approximately 1500 participants; large coverage
area including Queen K, Akoki Pule Highway; Hāpuna State Park and Mauna
Lani resort area; expanded ICS which included Administration; Special
Operations, EMS, Lifeguards, and Company 14, 15, 16.
Training and Education:
1) 06/26/17 – 06/30/17 – Recruit Wildland Fire training week; all aspects of
wildland fire training; suppression techniques, water supply, chopper ops,
tools and techniques, strategies and safety.
SPECIAL OPERATIONS:
Hazmat:
1) Meeting with Hazmat Captains on 6/13 and 6/27 to discuss budgetary issues
with the purchase of equipment and supplies, training, and other concerns.
2) SB 976 HD1 relating to tier II fees for reporting of hazardous substances
passed through conference on 4/26/17. Governor is scheduled to sign bill on
6/29.
3) Contacted the Gas Company to schedule training for propane incidents and
equipment that we would need to mitigate propane emergencies.
4) The LEPC has approved funding to send 4 HFD personnel to the annual
Continuing Challenge conference that will be held in Sacramento, CA in
September.
Rescue:
1) We are continuing to work on the revision of the Rescue SOG to update the
procedures for all rescue type incidents. The Rescue Captains have been
tasked to make recommendations and to submit it to the Special Ops BC.
2) We received the equipment that was purchased from the Karakin Foundation
grant in the amount of $25,000 that was distributed to Waiakea and Kailua.
3) We held a meeting with the Rescue Captains on 6/13 and 6/27 to discuss
equipment accountability, personnel issues, and ongoing investigations.
Ocean Safety:
1) We began our Jr. Lifeguard sessions at Richardson’s, Hapuna, and Kahaluu
and will be holding two sessions at Ahalanui and Punaluu in July. Due to
additional funding from the Hawaii Tourism Authority, there was an increase
in attendance. The State Jr. Lifeguard championships will be held at Ala
Moana beach on 7/29 and we will be sending 24 competitors with the help of
funding from Banzai Bowls, Molokai non-profit organization, and Olukai.
2) SB562, that provides for the immunity of lifeguards (Act 170) to become
permanent was passed as amended to require the Attorney General to defend
county lifeguards at state beaches but is awaiting the Governor’s signature. It
is anticipated that he may veto this bill.
3) The annual Ocean Safety Drowning Prevention conference will be held on
Oahu at the Hawai‘i Convention Center on 7/27 and 7/28 in conjunction with
the Jr. Lifeguard championships on 7/29. Three HFD personnel will be
attending this conference and championships.
V. Support Services Division
TRAINING:
1) 16 Firefighter Recruits have completed their second month of training. The
class is progressing well; in this month they have nearly competed the
Firefighter 1 curriculum in Essentials of Firefighting 6th Edition and continue
to learn and hone numerous skills.
2) 16 FFR completed Defensive Driver Training.
3) 15 FFR completed one week of wildland training which included a
familiarization of the National Wildfire Group courses S-110, S-130, S-190, S-
212. Their instruction was classroom and field work, with a big Mahalo to
HPA for allowing the use of their hall for classes. The field work was done at
Stations 9, 14, 16 and at DoFaw in Waimea (Jay Hatayama assisted with
Instruction) and Waikii Ranch.
4) This month Aquatics Competency Certifications have been ongoing and will
continue into next month.
5) In-service training for air quality check on Mako conducted by Hilo ARFF for
15 HFD personnel.
VOLUNTEER TRAINING:
1) Continue to collect pagers (Min V) from Volunteer companies.
2) Collection of Volunteer award money receipts for East Volunteers complete.
Few more to collect from the West side (7-B and 14-A).
3) Went out with mechanic to do DOT checks on Volunteer Vehicles East side on
June 22, 2017 completed.
4) Went out with mechanic to do West side DOT; June 26, 2017 complete.
5) Defensive driver training class for FFR on June 23, 2017 complete.
EMS BUREAU:
1) A new medic was delivered to the Pahoa Fire Station and placed into service
replacing their 2012 series ambulance. The Pahoa unit averages 55,000 miles
per year, and has one of the highest “unit hour usage” rating in HFD. Their
existing ambulance will be reassigned as their back up unit.
2) Conducted a Maui Dispatch Center site visit to look at their EMD program in
efforts to improve our Out of Hospital Cardiac Arrest Dispatcher recognition
time and time for the 1st chest compression to begin. Maui utilizes
Powerphone as their EMD program for EMS calls for service. The program
looked promising and “next steps” have been identified.
3) Captains Hara and Ebersole conducted formal presentations for the DOH
community on the islands of Maui and Oahu of our HFD Community
Paramedicine pilot project. The attendees were engaged and enthused about
our CP program.
4) Coordinating department wide HP CPR renewal. All personnel expire in
August – October of this year. All training is to be done on duty to minimize
OT costs.
5) Eight (8) HFD personnel have been selected to attend the August 2017 MICT
Class. This was the first time in recent history that applicants to the program
were turned away due to a competitive KCC process. There were 14 applicants
to the program for ten allotted positions.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 118 inspections.
2) The Fire Prevention Bureau reviewed 81 construction plans.
3) The Fire Prevention Bureau Investigated 3 structure fire; Arson K9 used at
one fire.
4) The Fire Prevention Bureau personnel attended a Courtroom and Testimony
Preparation class presented by the Prosecuting Attorney’s office.
5) The Fire Prevention Bureau conducted 10 smoke alarm/home inspections this
month installing smoke alarms in each home.
6) Arson K9 team participated in a Public Education Event at the Hilo Public
Library.
AUXILIARY SERVICES:
1) Fire Department Website is being built, content is being uploaded. No
progress since last month.
2) MSA replacement project has been delayed pending 2nd purchase approval
from federal government.
a) MSA G1 User Train the Trainer class completed June 1, 2, 5.
b) MSA G1 C.A.R.E Class planned for August.
c) Online training supplement ongoing.
d) Cutover date for new SCBAs has been delayed.
e) Removal of old SCBA units will occur after switchover.
3) New SDS binders project:
a) SDS files have been uploaded to Sharepoint site in PDF.
b) SDS’s have been submitted to Machine Room for printing of initial roll
out sets.
c) Training and memos are being worked on.
d) Alphabetical binder dividers have been ordered, expected delivery July
20, 2017.
e) Project roll out expected to be last week of July.
4) Auxiliary services has one intern who has been assigned to work with Fiscal’s
records.
5) Honolulu Fire has palletized three pallets worth of equipment that they will be
donating. Shipping is being arranged.
Maintenance Shop:
1) Total of 154 jobs completed, 94 service/trouble calls; 8 contracted out.
2) New ambulance for Station 10 has been delivered.
3) New ambulance for 12 is at Ford undergoing repairs.
Dispatch:
1) Critical testing Software has been purchased for upcoming applicant testing.
2) Visited Maui dispatch on June 28th to look at powerphone as a possible way
to achieve better cardiac resuscitation rates.
3) Proceeding with furniture purchase for desks in Dispatch.
4) Proceeding with realistic job preview for next hiring, possible start date of
September for new FRDIs.
Warehouse:
1) Additional racking has gone out to bid, process expected to move into July.
2) Additional rolling 15’ ladder has been purchased and has arrived and been
assembled.
3) Year-end paperwork (inventory and disposals) have been completed for
finance and submitted to Chief.
Repairs:
1) Re-flooring project for station 15 North Kohala: Supplies have arrived, Old
Courthouse has been selected, radio reception has been finalized. Project
looks to be delayed to July 9th through. Keys have been picked up and are in
Fire’s possession. Motorola temporary site radio contract has been approved.
Records:
1) Currently we are turning around record request in under 10 days.
VI. New Projects/Business
