III. Human Resources Division 1) Recruitment a. Internal Recruitment within Department • Extension of temporary promotion for Fire/Emergency Medical Specialist III position in West Hawai‘i was approved. Extension is effective June 16, 2017 not to exceed June 15, 2018. b. Open-Competitive Recruitment • Account Clerk – Pending interview and selection process. Targeted hire date is July 16, 2017. 2) Administrative Services a. Flexible spending open enrollment is being conducted from May 8, 2017 to June 8, 2017. The effective date of election/participate is July 1, 2017. 3) Labor Relations a. Three violence in the workplace reports filed by Fire series personnel during the month of May. One investigation was recently conducted and the other two investigations are still pending. IV. Emergency Operations Division OPERATIONS: BATTALION 1, East Hawai‘i Incidents: 1) 05/02/17; #8318 Large propane leak from municipal line, Kalaniana‘ole near Hilo Harbor, District 2) 05/20/17; #9539 Wailuku River rescue, District 4 3) 05/22/17; #9641 Single car MVA fatality, Kea‘au, District 5 4) 05/27/17; #10005 Missing opihi picker, Onomea, District 1 5) 05/29/17; #10120 Unavailable, motorcycle fatality, District 11/20 Training and Education: 1) TABC training (IST) ongoing. Risk Analysis: 1) Working with Corporation Council and Public Works on an ‘indemnity policy’ for subpar, weight restricted bridges County-wide. Vehicle/Equipment/Etc: 1) RMS update ongoing, awaiting IT to allow publishing of new epcr tab for test purposes. No further testing can be completed until that is completed. 2) Multiple occasions where no spare medics available in 1st Battalion during May BATTALION 2, West Hawai‘i Incidents: 1) 05/09/17, MVA Daniel K. Inouye and Hwy 190. Semi hauling garbage lost control. Crashed and burnt causing brush fire. Took out telecommunication line to west side, six hour lane closure for clean up. 2) 05/14/17, MVA Daniel K. Inouye and Highway 190. Military vehicle lost control; one fatality. 3) 05/17/17, MVA Queen K Highway; 2 vehicles involved with fire; three fatalities. 4) 05/19/17, Structure fire Makuahine Street, Waikoloa. 2/3 of structure saved. 5) 05/28/17, Body recovered in Honopue Valley; Kayakers found a body, partially clothed and decomposing in a pond at the base of a waterfall. HPD performed investigation and HFD C-1 provided transportation of HPD personnel to the scene and recovered the body. 6) 05/28/17, Skydiver crash Upolu Point. Skydiver’s equipment malfunctioned and he crashed onto open field near Upolu airport. Patient transported in critical condition to NHER via C-2. 7) 05/29/17, Motorcycle accident in HOVE. Motorcycle vs auto with one fatality. Special Events and Services: 1) 05/06/17, Wildfire lookout event at Old A’s, static display by Company 7. 2) 05/12/17, DARE day at Kekuaokalani Gymnasium, static display and scenarios by Company 7. SPECIAL OPERATIONS: Hazmat: 1) Attended the National Association of Sara Title III Program Officials (NASTTPO) conference on May 8-11. Met with EPA and OSHA administrators and received information on new and existing laws and regulations that may affect our response to hazardous materials incidents. Attendance was funded by HMEP grant. 2) SB 976 HD1 relating to tier II fees for reporting of hazardous substances passed through conference on 4/26/17. It is being scheduled by the Governor’s office for signing. 3) We received notice that our request for funding to replace our hazmat suits has been approved. We will be working on the procurement of these suits. Rescue: 1) We are continuing to work on the revision of the Rescue SOG to update the procedures for all rescue type incidents. The Rescue Captains have been tasked to make recommendations and to submit it to the Special Ops BC. 2) We received a grant from the Karakin Foundation in the amount of $25,000 to purchase rappelling equipment for our rescue personnel. This has been ordered and we are awaiting receipt of the items and for the resolution. 3) There was an incident on May 17th at Punaluu that involved our lifeguard, engine 11, rescue 2 companies, and C-1. This exhibited an excellent coordinated response integrating our fire, rescue, and ocean safety that yielded a successful rescue with no injuries or fatalities. Ocean Safety: 1) We began online registration for the summer Jr. Lifeguard sessions. We will be holding 4 sessions at Richardson’s, Hapuna, and Kahaluu and will be holding two sessions at Ahalanui and Punaluu. The Hawaii Tourism authority has provided us with funding for the program so this year, there will be no charge to the participants. 2) HB14 to provide for lifeguards at Kua Bay did not pass this year. Rep. Evans has stated that she will continue to push for lifeguard services at Kua Bay. SB562, to provide for the immunity of lifeguards (Act 170) to become permanent was passed as amended to require the Attorney General to defend county lifeguards at state beaches. 3) We hired 2 summer temporary lifeguards on May 16, to assist with our staffing needs in Hilo. During the summer months all 5 towers in Hilo are open daily. When school is in session, Onekahakaha, Carlsmith, and Leleiwi is closed on weekdays. 4) During the “king tides” coupled with the anticipated high surf, we relocated our RWC (Ski-2) to the Kahaluu district for two days. During this time, they performed 2 rescues, 10 preventative actions, and was able to patrol and familiarize the district from the old airport to the Keauhou boat ramp. V. Support Services Division TRAINING: 1) 17 new FFR began on May 1, 2017. The class is progressing well. In the first month they have completed 8 chapters of Essentials of Fire Fighting, 6th edition and learned numerous skills. 2) 17 FFR certified in CPR on May 5, 2017. 3) 17 FFR certified as Emergency Medical Responders on May 19, 2017. 4) This month, 172 Hazmat First Responder operation cards were issued to expire on April 31, 2019. The remainder of the department should be Techs and they will be certifying before the end of August. VOLUNTEER TRAINING: 1) Volunteer Officers meeting May 20, 2017 at Ainaloa Volunteer Fire Station. Thank you Commissioner Becker for giving and ICS class before the meeting. 2) Some suggested boundary changes for Volunteer Guidelines which needs approval. 3) Started collection of Award Money Receipts. 4) Collection of Minitor V pagers since digital radio systems in place. EMS BUREAU: 1) The 1st ever Resuscitation Academy (RA) conference was held May 8 – 10, at the new Hilo Muni conference room. Key stakeholders from across the state in EMS and the hospitals gathered to learn and train on how to improve cardiac arrest survival rates in Hawai‘i. The surveys from the attendees were all very positive, and all of which commented they do intend to implement changes in their respective CPR programs. 2) Conducted a post Resuscitation Academy meeting to discuss our next focus area to improving cardiac arrest survival rates for Hawai‘i County - our dispatching system. The group agreed to utilize the AHA standard for T – CPR (tele communicator CPR) which measures the time it takes the call taker to recognize Out of Hospital Cardiac Arrest (OHCA), and the time the 1st chest compression is started. The group will be visiting Maui County’s dispatch center in June to look at their EMD program and dispatching system. 3) State EMS Chief Dr. Bronstein requested a proposal be submitted for the continuation of funding for our pilot HFD CP program. Funding for our CP position expires at the end of the fiscal period. The proposal was submitted and is being reviewed by State EMS. 4) Both Kona Community Hospital and Hilo Medical Center underwent their Level III re-verification trauma program surveys in May. The surveyors were an experienced Trauma Surgeon / EMS Medical Director and Nurse from a Level I trauma system. The surveyors gave a strong complement to the pre- hospital trauma care and documentation stating “some of the best charting I’ve seen in EMS”. 5) HFD EMS personnel attended the FDNY Medical Special Operations and Fire Rescue Med conferences in May. The information, training and networking was an amazing experience for our personnel. One feedback from both conferences was that HFD EMS is right in line (if not ahead) with the newest trends in EMS. PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 123 inspections. 2) The Fire Prevention Bureau reviewed 71 construction plans. 3) The Fire Prevention Bureau Investigated 1 structure fire. 4) The Fire Prevention Bureau conducted 17 smoke alarm/home inspections this month installing smoke alarms in each home. 5) The Fire Prevention Bureau participated in the Annual Bark for Life event by conducting a demonstration of Kaimi’s scent discrimination abilities. AUXILIARY SERVICES: 1) Fire Department Website is being built, content is being uploaded. 2) MSA replacement project continues. Currently product has arrived at our warehouse planning for deployment as follows: a) MSA G1 User Train the Trainer is set for June 1, 2, 5. b) MSA G1 C.A.R.E Class has been delayed till August. c) Online training supplement will be launched with Target solutions. d) Cutover date for new SCBAs has been delayed, expected mid-July. e) Removal of old SCBA units will occur after switchover. 3) New SDS binders project to begin rollout in July. 4) Two new interns will be working in Auxiliary services for eight weeks during the summer. They will be interviewed on the 7th and will be assigned to two projects. a) Digitalization of records b) Warehouse 5S project Maintenance Shop: 1) Total of 109 repair jobs completed, 37 service/trouble calls; 11 contracted out. 2) Two new ambulances arrived for stations 10 and 12. Dispatch: 1) Radio system continues to be tweaked and monitored for issues. Warehouse: 1) Additional racking has gone out to bid. 2) Additional rolling 15’ ladder has been purchased and is in route. Repairs: 1) Re-flooring project for station 15 North Kohala: Supplies have arrived, Old Courthouse has been selected, radio reception has been finalized. Project looks to be delayed to July 9th through 25thdue to scheduling issues with the termite treatment. 2) All other major repairs have no progress this month. Records: 1) Currently we are turning around record request in approximately 10 days. VI. New Projects/Business • Central Fire Station Renovation Project. o On Hold. Per DPW, need to address issue with hired consultant. • Planning Stages for HFD to assist in hosting two training conferences for 2017 VII.
