3) Labor Relations
a. Step 1 meeting for amended grievance in behalf of Water Safety Officer II

– Sick Leave/Discipline held on January 5, 2017.
b. Bargaining Units 03, 04, 13, 63, & 73 received across-the-board pay
increases effective January 1, 2017. Bargaining Units 03, 04, 63, & 73
received 1.6 % increase and Bargaining Units 13 & 73 received a 3.5%
increase.
IV. Emergency Operations Division
OPERATIONS:
BATTALION 1, East Hawai‘i
Incidents: 1 Brushfire; 3 Structure fires; 3 Rescues; 1 Hazmat; 1 MVA with fatality
1) 01/01- Incident # 00040 Waimanu Valley (District 08) 15 Hikers extricated from
valley due to flash flooding. No injuries.
2) 01/06- Inc. # 00467 Ohai St. (Dsitrict 1) Structure Fire- Use of excavator from Public
works for safer fire ground operations. $150,000 loss. Fire deemed Suspicious in
nature, no injuries.
3) 01/11- Incident # 884 Kaohuwalu Dr. (District 10) Structure Fire- Unpermitted
structure $10,000 loss to property and contents. Cause of fire undetermined. No
injuries.
4) 01/15- Incident # 001116 Pahoa Village Road (District 10) Structure Fire Akebono
Theater and Luquin’s Restaurant- Estimated $1.3 million loss to property and
contents. Cause of fire is under investigation. No injuries.
5) 01/18- Incident # 001319 Kulani Cone (District 3) Forest Fire- 2-3 acres near Kulani
Radio antennas. Cause of the fire: Fallen power lines. Fire turned over to DoFAW- 2
day operation. No injuries, No loss of property.
6) 01/21- Incident # 1519 Kahana Rd (Ahualoa) (District 8) Swift waster emergency- 2
day operation to locate female swept away during flash flooding. Body recovered. No
injuries to personnel.
7) 01/21- Incident # 1482 Hwy 11 and Namakani Paio campground (District 19)- MVA
with fatality.
8) 01/22- Incident # 1547 Kehena Beach (District 10) Drowning- Body recovery with
use of Ski 1 and C-1. Operations completed with no injuries to personnel.
9) 01/30- Incident # 2095 Piihonua (District 4) Mercury Spill- Mitigated and turned
over to DOH. No injuries noted.
Training and Education
1) Confined Space training January 23-27, A & B shifts.
2) EMT Retraining January 24, 25 & 26, A shift.
3) HIAHIMT 2nd team meeting January 31, 2017.
BATTALION 2, West Hawai‘i
Incidents: 10 Brush fires; 4 Structure fires; 4 Rescues
1) 1/4/17- Inc. #0273, Brush Fire (Fireworks)
a. Brush Fire on Paniolo Ave near Waikoloa Elem School. 20x20 area. 3
juvenile males playing with fireworks caused the fire. RP held responsible
parties until units arrived and turned parties over to HPD officers on scene.
2) 1/4/17- Inc. #0297, Structure Fire
a. Structure fire at Koa Ln and Lei Pkwy in HOVE. 600sq. ft. Fully involved
upon arrival of first in, contained to structure. No injuries. Cause under
investigation.
3) 1/5/17- various Inc. #’s, 5 Brush Fires
a. Fire Bug. Starting on upper Waikoloa Rd. then heading south on Hwy.190. Lit
5 separate fires : INC# 0329- 10.5mm Waikoloa Rd. (1/2 acre) ; # 0331-15.5
mm Hwy.190(25 acres) ; #0332 – 16.5mm Hwy. 190(1acre); #0334-
19mm(5k sq. ft.) and 29.5mm (2k sq. ft.) Units included- Co.16, Co.9, Co.14,
Co.21, Co.7, C1, C2 ,V16A , V9B, V7B, Co.50 PTA, Parker Ranch, DOFA.
Suspected fireworks used. Under investigation.
4) 1/6/17- Inc#0438, Scrap Yard Fire
a. Scrap vehicle yard on Honokohau St., stack of vehicles on fire.
5) 1/6/17- Inc. #0443, Structure Fire
a. Fire out on arrival on Pakalana Rd, possible Arson. Surveillance video shows
person entering apartment and flames showing after leaving.
6) 1/7/17- Inc. #0491, Missing Diver (Drowning)
a. O‘oma Beach near “Pine Trees”, call of overdue diver. Upon search of the
area, recovered drowning victim and attempted resuscitation without success.
Transported to KNER.
7) 1/13/17- Inc. #0905, Structure Fire (room and contents)
a. Room and Contents fire at home on Lalamilo Farm Rd.
8) 1/16/17- Inc. #1149, Possible overdue diver (Good Intent call)
a. Received call of a diver that went in the water and never returned. Upon
investigation in and around the area and gathering history. It was deemed
that the person may have come out at a different location. No reports of a
missing person in the days following the incident.Coast Guard searched the
area throughout the night also with Helicopter.
9) 1/18/17- Inc. #1286, Boaters in distress (Sunken Sail Boat)
a. 3 souls stranded in the ocean approx. 7 miles off of Kiholo lookout. C-2 and
C-1 located parties in a deployed rescue boat and Coast Guard Cutter that was
located in the area conducted the rescue operations. No injuries reported.
10) 1/18/17- Inc. #1290, Brush Fire
a. ½ acre brush fire on Kanehoa St. Cause under investigation. Possible
fireworks related, ground blooms found at scene near point of origin.
11) 1/21/17 – Inc. #1448, Structure Fire
i. Structure Fire on Tradewind Blvd in HOVE. Fully involved upon
arrival.
b. No injuries. Cause under investigation.
12) 1/22/17- Inc. 1596, Missing Camper
a. Received a request from HPD to assist with a search for a possible missing
camper at Ho‘okena Beach. Party last seen 3 days prior. Conducted search in
cave area on initial response and on second day. Conducted search in coastal
waters around and North and South of Ho‘okena Beach for the next 2 days.
Negative findings on 3 day search. Party showed up at Ho‘okena Beach on
1/29/17 Inc. #2048, in no distress.
13) 1/24/17- Inc. #1709, Mulch Pile Fire
a. Large Mulch pile on fire on Ali‘i Dr. Contained to mulch pile and surrounding
brush.
14) 1/26/17- Inc. #1870, Brush Fire (PTA jurisdiction)
a. Brush fire located in the Keamoku area. Reported by tour helicopters and
determined to be in PTA jurisdiction. No HFD assistance needed after PTA
response.
15) 1/29/17- Inc. #2040, Brush Fire
a. Brush Fire at Manuka Firing Range off Hwy 11 near 83 mm. Approx. 2 acres
burned after parties reported shooting at exploding targets. Fire in DOFAW
jurisdiction and transferred over to DOFAW upon arrival. Fire out and wet
down completed upon transfer.
16) 1/30/17- Inc. #2099, Brush Fire
a. Brush Fire on Waikoloa Rd. near 9MM. Approx. 600 sq. ft. Cause
undetermined.
Training and Education:
1) 1/17/17- Co. 7&21 conducted Relay Pumping and Standpipe operations drill at S-21.
2) 1/24/17- Rescue Training: Co.7 conducted Highline Rigging Drill
3) 1/23-27/17- Confined Space Training. 1 Rescue personnel participated in a confined
Space Training with East HI crews
4) 1/18-21/17- EMT Refresher Training. 22 personnel had EMT refresher training
5) 1/24-27/17- AHIMT USFA (O-305) 2 personnel participated in a week long All
Hazards Incident Management Team O-305 course on Maui.
6) 1/26-27/17- Maxi-Force Airbags Training. All company officers and Supervisory
FEO’s attended a Maxi Force Airbag training.
Special Events and Services:
1) 1/28/17: Co.16 participated in the Wiliwili Festival at Waikoloa Stables by providing
public education and fire safety information as well as putting on a static display.
SPECIAL OPERATIONS:
Hazmat:
1) The CST held exercises in Hilo and Kona on Feb. 27, March 2 and 3. We also held a
tabletop exercise on February 27 and will have EOC participation with the exercise
on March 3, 2017. The DOH also assisted us with the calibration of the Canberra
ultra radiacs for our hazmat teams.
2) There is a bill in the legislature that proposes an increase in tier II fees. This would
provide for more funding of the LEPC and would allow for funding of hazmat
response training and equipment through our LEPC. On passed second reading as
amended in HD 1 and referred to the committee(s) on PBS.
3) Four HFD personnel attended a Respiratory Protection Program Administration
class at the CDP and will create a committee to address our department’s program to
be in compliance with HIOSH.
Rescue:
1) We have completed the policy on usage of our Billy Pugh net and are working on
revising the policies on all of our other rescue operations.
2) There are 3 personnel who will attending the Collapsed Structure Rescue Course that
will be held in California. This will be funded by TGCFF and the Sayre Foundation.
3) We are in the process of standardizing some of the Rescue personal issued
equipment to expedite the process of procurement and to save on costs.
Ocean Safety:
1) Two of our RWC operators WSO Robin Fasciano, and WSO Paul Tucker will be
receiving the Wake of Fame Heavy Water Award for the 2016 from an incident at
Mahukona on June 18, 2016.
2) There are a few bills that may impact our Ocean Safety division. One is a bill to
provide for lifeguards at Kua Bay and another is to provide for the immunity of
lifeguards (Act 170) to become permanent. This is set to sunset in June 2017.
3) We are moving the east Hawai‘i Captain’s office from the NAS to Richardson’s. This
should be completed by early March.
4) Many of our WSOs have been performing exemplary lifesaving rescues. They are all
doing an awesome job!
5) We will be holding our WSO PAE on March 14 to fill our vacancy in Kona and the
temporary summer hires in Hilo and Puna.
V. Support Services Division
TRAINING:
1) Clean and maintain driver training area at Hilo airport.
2) Inspect burn trailer at Hilo airport.
3) Maintain and familiarize further with driver simulation trailer at Central.
4) Captain Provencal attended three days of EMT recertification and one day of BLS
Instructor recertification.
5) Delivered five classes on the new airbag systems.
6) FEO Urabe worked with County physicians and HR to establish criteria for HFD
annual physical examinations.
7) Textbooks ordered for the 45th Fire Fighter Recruit Class.
VOLUNTEER TRAINING:
1) Furthered radio change-over programming and training.
2) Continue driver audits.
3) Continue to integrate training with Career companies.
4) Attended staff meeting January 12, 2017.
EMS BUREAU:
1) Conducted FMS II Assessment Center exercise on 1/17/17. Seven candidates
participated in the daylong process. Goal is to fill the FMS vacancies come March 1,
2017.
2) EMS Bureau team attended and participated in the American College of Surgeons
(ACS) Hawaii Trauma Systems review and consultation on Oahu. The ACS surveyors
were impressed with the pre-hospital / EMS involvement, level of care,
documentation and participation in the Trauma System. Kudos to our Operations
division!
3) A CPR program update was sent out to the department highlighting the 2016 Cardiac
Arrest data. Since the inception of our High Performance CPR standards and
Community Hands Only CPR programs, our Cardiac Arrest save rate improved from
4% to 10%. In 2016 we had 200 out of hospital cardiac arrests. 20 of these cardiac
arrest victims walked out of the hospital neurologically intact!
4) For the first time ever, EMS Providers throughout the state, as well as State EMS
collaborated, strategized and agreed on the priorities for the 2017 legislative session.
A Bill was introduced requesting funding for a Puna Ambulance and Kauai
ambulance unit and is making its way through the various committees.
5) EMS and Prevention Bureaus met to discuss how to better merge our home safety
assessment/smoke detector programs with our fall prevention initiatives. It was
noted that the programs complement each other well and opportunities exist to
become more efficient and better serve our community. Areas for improvement were
identified and will be addressed accordingly.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 106 inspections.
2) The Fire Prevention Bureau reviewed 148 construction plans.
3) The Fire Prevention Bureau Investigated 8 structure fires, and the 4 brush fires. The
Arson K9 was used at 6 of the structure fires.
4) The Fire Prevention Bureau conducted 12 smoke alarm/home inspections this month
installing smoke alarms in each home.
AUXILIARY SERVICES:
1) Initial site map for Fire Department website has been submitted and Data systems is
creating the pages, content to be uploaded over the next month as we transition to a
new website management process. Expected initial redesign should be available for
perusal at the end of March. This redesign is part of a longer project to revamp the
entire county website being proposed for this administration.
2) The record request process has uploaded a new online form to expedite record
requests built with Wufoo Forms. This can be found on the Hawai‘i County Fire
Department main page for those interested in seeing it.
3) Meeting with DPW last month went well and a variety of issues have been brought up
and are now in progress. Notable repair issues are listed under repairs below.
4) MSA project continues. Currently product is expected to arrive in the middle of
March and tentative dates for training are being planned out:
i. MSA G1 User Train the Trainer is tentatively planned for mid-April
ii. MSA G1 Technician Class is planned for mid-April
iii. FIT Testing and Face piece sizing of department personnel is planned
for the week of March 13th or 20th
5) Training on Crystal Reports has been set for March 21-23 (for better data analysis
form Fire RMS).
6) We have initiated Monthly meetings with HPD to better facilitate interagency
communications for the 911 Dispatch center leadership.
7) K. Todd will be attending the Hawai‘i State E911 Board to represent HFD on March
9, 2017.
8) Radio training continues as we approach the transition from our current wideband
VHF system to a digital narrow band system. Expected changeover is still
undetermined but possibly late march, early April.
9) Effort to install the new Spillman CAD on Medic 1’s mobile data terminal are
proceeding to test the potential interactions with field personnel. Installation to be
schedule in March, and testing over the next few months.
Maintenance Shop:
1) Total of 91 repair jobs, 30 in field; 4 contracted out as of February 22, 2017.
Dispatch:
1) Spillman CAD system looks to be launching in Summer of 2017, no new updates.
2) 911 audio Verint system has been installed and is running, Stancil had a critical
failure and is unrepairable. At this time, this system has been discontinued.
3) Revision of FRD I position has been reopened for applications. Hiring process has
been redesigned. We are proceeding with the design of interview questions, and will
be moving ahead with hiring process in April to June.
4) Policy and Procedure manual for FCCC has been finalized and is awaiting final
corrections prior to submission. Manual should be completed by end of month.
Warehouse:
1) Initiation of the 5S project started; plans for a redesigned layout of the warehouse
have been mostly completed with the initial office and floor re-layout. The office has
been 90% completed with the floor space of the warehouse at about 35% completion.
(5S being the first tier in the systems to better organize and monitor the ordering,
stocking, and distribution of all inventory)
2) The ADA warehouse/central project is still undetermined.
Repairs:
1) Flooring work on Station 18 Paradise Park was completed.
2) Re-flooring project for Station 15 North Kohala should be starting in mid-March.
Supplies have been ordered and we are just waiting on arrival of supplies before
scheduling dates for work. Termite tenting to be completed at the same time.
3) Water heater replacement arrived for Station 8; replacement completed.
4) Research on replacement generator is awaiting DPW visitation and electrical
engineering opinion for Station 9, Waimea.
5) Station 7 fencing project is awaiting DPW to put out for bid.
6) Station 20 new gutter project is proceeding.
7) Station 14 has a possible plumbing line collapse, work has been scheduled to locate
affected pipe next week.
8) Station 1 has a plumbing issue with kitchen sink/bathroom main drain like which as
required multiple weekend call outs; work by PWC this week to try and isolate cause.
9) Station 11 reroofing project has been submitted to DPW for consideration and
scheduling.
Records:
1) Currently we are turning around record requests in approximately a 30 day time
period. To speed up our response time, we brought in a computer and will be
training a Fire Fighter (currently assigned to Auxiliary Services) to assist in the
release of records. Our goal is to be current by the end of March and have a 10
working day or less turn-around from request to fulfillment.
