III. Human Resources Division
1) Recruitment
a. Internal Recruitment within Department
• Fire/Emergency Medical Specialist III position is not to
exceed June 15, 2017. The Fire Chief and Accountant IV will
determine whether we need to request an extension of the
temporary appointment or fill the position permanently,
pending available funding.
b. Open-Competitive Recruitment
• Fire Fighter Recruit – Seventeen new hires will start on May
1, 2017.
2) Administrative Services
a. Hawai‘i Employer-Union Health Benefits Trust Fund (EUTF) open
enrollment.
• Open enrollment will be from April 3, 2017 through April 28,
2017. Island-wide informational sessions and webinars were
scheduled prior to and during the open enrollment period.
The effective date of coverage is July 1, 2017.
b. Hawai’i Employer-Union Health Benefits Trust Fund (EUTF) Open
Enrollment for Medical and Prescription Drug Plans Being Offered
to Part-Time and Temporary Employees
• Open enrollment will be from April 3, 2017 through May 15,
2017. The effective date of coverage is July 1, 2017.
3) Classification
a. Federal Tax Information (FTI)
• IRS defines FTI as confidential
• County departments are required to complete a survey by
April 28, 2017 that: 1) identified the position (including
students, volunteers, interns, contracts, etc.) with the
department that have access to and/or received federal tax
information (individual or company) and 2) determine if
those individuals are required to continue to have access or if
adjustments can be made to the work flow processes or
procedures to eliminate their need for access.
4) Labor Relations
a. Across-the board salary increases (2%) for Bargaining Units 01 and
02 effective April 1, 2017.
b. Internal investigation being conducted for a complaint from a Fire
Radio Dispatcher II regarding the non-professional behavior of the
Fire Communications Supervisor.
IV. Emergency Operations Division
OPERATIONS:
BATTALION 1, East Hawai‘i
Incidents:
1) 03/30- Incident # 006014 Alawaena St. (Dsitrict 03) Unpermitted Structure
Fire $10,000 loss to property and contents. No injuries. Cause of the fire
undetermined.
2) 04/02- Incident # 006429 Off the Coast of Papaikou (District 01) Boat in
distress- towed in to Hilo Harbor by RB02. No injuries.
3) 04/03- Incident # 006309 Waianuenue Ave (District 01) Sewage spill-
Incident mitigated and turned over to proper authorities.
4) 04/04- Incident # 006424 Kekuanaoa St. (Dsitrict 2) Aircraft Emergency-
Smoke in cockpit due to electrical short in panel box. No injuries, scene
turned over to ARFF.
5) 04/15- Incident # 007088 Kealakai St. (District 3) Warehouse Fire-
Miyashiro Egg and Hog Farm. No injuries, cause under investigation.
6) 04/25- Incident #’s 007781 and 007786 Kaalaiki Rd. (District 11) Back to
back brushfires both ¼ acre fires approximately ½ miles apart. No injuries,
suspicious in origin.
Training and Education
1) Orientation of new Emergency Operational Procedures with Civil Defense (AC
Andrade, BC Farias and Captain Rocha)

3) BC Shadowing of 7 Captains. Smith, Yoshioka, Masaoka, Rocha, Toyomura,

BATTALION 2, West Hawai‘i
Incidents:
1) 4/1/17, Inc#06197, Structure Fire, Malia Pl.- Dist. 7
2) Report of Possible Structure Fire at Tomi Tomi Dr., upon arrival found 2nd
story lanai area involved, approx. 20x20 sized area, with smoke and heat
damage throughout the house. No injuries reported at incident. Fire
Inspectors and Red Cross dispatched.
3) 4/5/17, Inc#06468, Brush Fire, Kauhola St. – Dist.21
4) Report of flames visible in brush area above COSTCO with male running away
from the area. Upon arrival found 10’x30’ area burnt with 5’ of area actively
burning. Extinguished and mopped up. No suspects found (suspicious in
nature). No injuries
5) 4/7/17, Inc#06571, Structure Fire Hwy 180(Mamalahoa Hwy), Dist. 7
6) Structure fire reported behind of Holualoa School, 1 room on the bottom floor
of 2 story residence involved. Fire extinguished by bystanders prior to arrival
of HFD units. Overhaul completed by Co7. No injuries reported at scene. Fire
Inspectors and Red Cross dispatched.
7) 4/11/17, Inc#06877, Structure Fire, Pu`u Nani Dr, - Dist. 9
8) Structure Fire at address on Pu`u Nani Dr., upon arrival 2 story split-level
home 50% involved, flames coming out through the roof. Upon
extinguishment 90% of structure damaged by fire or heat. No one home at
time of fire/no injuries. Fire Inspectors and Red Cross dispatched.
9) 4/18/17, Inc#07277, Kayaker in Distress, 300yard off shore of 7.5mm-Akoni
Pule Hwy- Dist. 14
10) Report of possible kayaker in distress by friend of party. Upon arrival of C-2
and Co.14 party approx. 500yds off shore. SKI-2 dispatched and responded,
made contact with party. Not in any distress but escorted kayaker into shore
for safety reasons. All other units cancelled. *** Another great use of SKI-
2, quick access response***
Training and Education
1) 4/4 & 22/17- MSA Fit Testing completed for A-shift personnel in preparation
for new MSA-SCBA units that are being purchased/replaced.
2) 4/18/17- Personnel attended EMR refresher training in Hilo
3) 4/19/17 - Co. 6 and 12 multi-company wet drill at “End of the World”-
Keauhou, covered relay pumping operations.
Special Events and Services:
1) 4/5/17 – Static Display at Hawai‘i Community FCU-Youth Day. Co.21
2) 4/10/17- School Inspection-HPA-Co.9
3) 4/13/17- Static Display at Ho‘okena Elem. School-Career Day. Co.6

6) 4/26/17 – BC2 attended UXO advisory board meeting in Waikoloa.
SPECIAL OPERATIONS:
Hazmat:
1) Revision of the ERP by Tetra Tech is being addressed. HMEP grant funds
secured by the HSERC is being used to fund this. Tetra Tech has assisted all
four jurisdictions in this area.
2) SB 976 HD1 relating to tier II fees for reporting of hazardous substances
passed through conference on 4/26/17. It will now go through vote and then
to the Governor for signing.
3) We are still in the process of trying to replace some needed equipment for our
hazmat teams. The high priority now is to replace our hazmat suits that is
nearing the end of their useful life for safety of our personnel. We also have
requests for other equipment that have become obsolete and needs to be
updated.
Rescue:
1) Continuing to work on the revision of the Rescue SOG to update the
procedures for all rescue type incidents. The Rescue Captains have been
tasked to make recommendations and to submit it to the Special Ops BC.
2) Received a grant from the Karakin Foundation in the amount of $25,000.
Sarah Comerford is the representative who contacted Laura Mallery-Sayre to
provide an avenue for the monies to be routed through the Sayre Foundation.
With this money, we have purchased repelling equipment that will be used for
front line rescues and use our existing equipment for training.
3) In the process of standardizing some of the Rescue personal issued equipment
to expedite the process of procurement and to save on costs. We will provide
the specifications to develop a price term agreement to allow for easier
procurement.
Ocean Safety:
1) Installed new PA systems at the Kahalu‘u south and La‘aloa towers. The
Kahalu‘u PA system was funded by the Kona Mauka Rotary Club and the
La‘aloa system was funded by the Janet and Grant Miller. All monies were
routed through the Sayre Foundation.
2) There are a few bills that may impact our Ocean Safety division. One is a bill
to provide for lifeguards at Kua Bay (HB14), passed its second reading but
died at the Ways and Means committee. The other bill (SB562) is to continue
to provide for the immunity of lifeguards (Act 170) to become permanent.
This bill was amended to extend it for four more years. However, it was
further amended to require the Attorney General to defend lifeguards at state
beaches. The bill goes through conference and we will know the outcome in
the near future.
3) Olukai have provided footwear again for our lifeguards. This will go through
resolution before the County Council.
4) Held our WSO PAE and interviews for one permanent half-time and 5
temporary hire positions. We hired into the permanent position in Kona on
April 16 and will hire the temporary hire positions on May 16.
5) State Senate and House of Representatives both acknowledged and provided a
recognition award for all of the Ocean Safety programs for each jurisdiction.
They both provided a certificate to each department’s representative while in
session at the legislature.
V. Support Services Division
TRAINING:
1) Attended Hilo Community College Job fair.
2) Attended Hilo Intermediate Career Day.
3) Recruit Training Officer Mark Spain started his prep in the Training Bureau
for the new Recruit class.
4) Conducted Recruit Orientation with Deputy Chief Victorino.
5) Continuing from March, Hazmat First Responder Operations recertifications
being done by HFD personnel certified to that level.
6) Training Bureau is prepped and ready to receive the 45th recruit class to begin
May 1, 2017.
VOLUNTEER TRAINING:
1) Continued radio training in operations and coverage areas.
2) Staff meeting on April 13, 2017.
3) Volunteer Company 1A Pepeekeo participated in Merrie Monarch parade on
April 22, 2017.
4) Station 1A / Volunteer Training office termite testing April 26-27, 2017.
EMS BUREAU:
1) Two (2) new build ambulances were inspected up at the Braun Northwest
facility in Chehalis, Washington. Both medics are scheduled to arrive on
island in the 3rd week of May and will be assigned to the Pahoa and Keauhou
stations.
2) Twelve HFD personnel submitted their application to the KCC MICT
program. The KCC selection process will be competitive one with a total of
(15) applications submitted (3 civilian applicants) for (12) MICT student
positions. Applicants will undergo an oral interview, EMT knowledge exam
and a practical skills testing station to determine who will be selected. Class is
scheduled to begin in August.
3) Captain Honda conducted the 1st MICT Prep class on April 12th. The focus of
the class was on how to best prepare for the EMT knowledge exam, skills
testing and the oral interview.
4) Captain Ebersole and Hara were invited to the Fire Commission meeting on
April 12th West Hawai‘i to provide an overview of HFD’s Community
Paramedicine pilot program. The Commission was engaged and supportive of
this proactive, one of kind program in the state.
5) Attended quarterly SHSP meeting on Oahu to conduct initial screenings of the
2017 – 18 HDOT grant applications. A little over 50 grant applications were
screened and voted on that day. The report from the HDOT administration
was that funding for projects from the Feds have been be significantly
reduced. All grant apps for equipment have yet to be funded. Our grant
application for the continuation of our CPS program and additional eDraulic
extrication tools was well received by the group and was voted on as being a
“high priority.
6) Captain Hara represented HFD at the statewide AHA Stroke and STEMI
conference on Oahu. Captain Hara was part of an EMS panel answering pre-
hospital questions on Stroke, heart attack and Community Paramedicine
initiatives.
7) HFD received the official 2016 Cardiac Arrest Registry to Enhance Survival
(CARES) Report. Hawai‘i County’s cardiac arrest survival rate tripled to 13%
since the inception of HFD’s comprehensive CPR program, a strong indicator
that the program is headed in the right direction.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 112 inspections.
2) The Fire Prevention Bureau reviewed 62 construction plans.
3) The Fire Prevention Bureau Investigated 4 structure fires, 1 vehicle fire and
Arson K9 Kaimi was used at 2 fire scenes.
4) The Fire Prevention Bureau conducted 22 smoke alarm/home inspections this
month installing smoke alarms in each home.
5) The Fire Prevention Bureau performed Fire watch standby duties at the
Merrie Monarch Festival.
AUXILIARY SERVICES:
1) Fire Department Website is being built, content is being uploaded. Expected
initial review of site should be done by end of May.
2) MSA replacement project continues. Currently product has arrived at our
warehouse planning for deployment as follows:
a) MSA G1 User Train the Trainer is tentatively planned for end of May
22-24
b) MSA G1 C.A.R.E Class is planned for May 25-26
c) FIT Testing and Face piece sizing of department completed April 28th.
d) Deployment of new units to be May 15-19
e) Training on new units between May 22-26
f) Online training to be completed and uploaded May 23rd to assist in
trainer training at stations.
g) Cutover date for new SCBAs on June 1st.
h) Removal of old SCBA units June 5-9
3) We are currently working with IT to revise the RMS system layout.
4) New SDS binders have arrived; project to begin rollout in May to June.
Maintenance Shop:
1) Total of 117 repair jobs completed, 42 service/trouble calls; 8 contracted out.
2) EMS I and Mechanic I flew to mainland to inspect 2 new ambulances for
Pahoa and Keauhou.
Dispatch:
1) Spillman CAD system looks to be launching in summer of 2017, no new
updates.
2) Revision of FRD1 position has 30+ applicants, we are in the process of
refining the screening process and expect to start screening applicant in May
3) Policy and Procedure manual for FCCC has been finalized and has been
submitted to Chief Honda for review by legal and union, pending.
4) Continuing monthly meetings with Police Dispatch rank, met Lt. Alan Kimura
the new supervisor for Police Dispatch.
Warehouse:
1) We have finished 90% of the filtering of items in the warehouse and have
removed the roll off bin. We will be moving forward with new vertical storage
racking through EMS funding to meet our goal or converting all racks to 15’
height in the warehouse. Once racking has been installed, we will move
towards continuing 5S implementation.
Repairs:
1) Re-flooring project for station 15 North Kohala: Supplies have arrived, Old
Courthouse has been selected, radio reception has been finalized. Project
looks to be delayed to July 9th through 25thdue to scheduling issues with the
termite treatment.
2) Roofing for station 11 (Pahala) Daren Kodani, Project Coordinator. Project
renovation includes: ADA, re-roofing, hazmat and hardening. Drafting unit
continues to work on this project. We are synchronizing our project
completion date with our outside Consultant, Inaba Architecture who is
responsible for the ADA modifications and hazmat removal. They are about
80-85% complete.
3) Fencing for station 7 (Kailua) Jimmy Imanaka, Project Coordinator. Project
includes perimeter fencing along the sides and rear of the fire
station. Finalizing the specs (90%), but his main objective currently is
concentrating his efforts on another project.
4) Electrical outlets for Station 6 (Captain Cook) We recently hired an Electrical
Engineer (licensed) to do plan review, but his responsibility is also to provide
us with design capabilities on projects such as this so I intend to keep him
busy (i.e. Waiakea and Kohala Coast mako generator plug in. e.g. project is on
hold.
5) Waikoloa & South Kohala Fire Station: Daren Kodani, Project Coordinator for
these 2 projects (taking over from David Lyman). Project includes ADA and
hardening. Currently the drawings are in the pre-final completion stage so it’s
approximately 85-90% complete. Inaba Architecture is the design consultant
on these projects as well.
Records:
1) Currently we are turning around record request in approximately 10 days.
2) Prevention related records were turned over to Chief Perreira, updated crystal
reports form will be placed on his computer to simplify records requests from
property tax office. Training given on record redaction April 27, 2017.
