a. One Water Safety Officer (1/2 time) position reinstated to a Water

a. “Conducting an Effective Job Interview” training was conducted by
the Department of Human Resources on October 17 and 31, 2017.

2) #18849, October 3, 2017 @ 0522 hours-Mauna Loa Summit, search and
rescue, patient was found and flown from the summit to ground units.
3) #18868, October 3, 2017 @ 1210 hours-Pāpa‘aloa Brushfire, approximately 10
acres within multiple agricultural properties.
4) #18990, October 5, 2017, @ 1221 hours-Pahala (Cane Haul Road), brushfire,
approximately 20 acres of eucalyptus trees and open land.
5) #19064, October 6, 2017, @ 1204 hours-Waikapuna, smoke sighted from
previous brushfire that was within the burn area.

Training:

scenario.

BATTALION 2, West Hawai‘i
Incidents:
1) 10/04/17, Structure Fire, Kona Drive, Ocean View; smaller two story house
fully involved upon arrival; suspicious origin.
2) 10/15/17, Brush Fire, Highway 19, 69 mile marker; approximately 2000
square feet.
3) 10/18/17, Brush Fire, Highway 19, 70 mile marker; approximately ½ acre
involved.
Training:
1) 10/26- 27: BC2A and BC2C attended a two day course @ KMC: Coordinated
and Collaborative Response to Terrorism and Mass Violence Crimes.
2) Wet Drill and Pump Operations by the Training Division at various stations
on the west side throughout the month of October.
Special Events and Services:
1) 10/07/17 Annual Home Depot Child Safety Event; participation by Company
21 and Medic 7.
2) 10/14/17 Ironman World Championships in Kailua-Kona; Plan, organize and
support event.
3) 10/15/17 Dream Come True; static display by Company 21 and Chopper 2.
4) 10/24/17 BC2A met with Kohala hospital officials and Medical official to
discuss patient transfers.
SPECIAL OPERATIONS:
Hazmat
1) The hazmat team members participated in our annual confined space training
drills with the rescue personnel. We will complete all of our formal training
upon approval from the HFFA and IAFF.
2) Contacted the Gas Co. to do an AAR for the propane tanker incident that
happened on September 2. We will coordinate a date for this review.
3) We are looking into various chemical identifiers based on the information
obtained from those who attended the past Continuing Challenge. We are
coming up with a bundle plan for this equipment.
Rescue
1) We are continuing to work on the revision of the Rescue SOG to update the
procedures for all rescue type incidents. The Rescue Captains are completing
this and we are reviewing the drafts submitted.
2) The R-7 Radon was completed but there were some other things that needed
to be addressed. We are awaiting an estimate to complete this additional
mechanical repairs.
3) The hyperbaric treatment center has temporarily closed and will be down
until at least December. This is a problem for our personnel and any patients
who may exhibit signs of decompression sickness. This is the only public
treatment center in the state and therefore is a major concern.
Ocean Safety
1) Ski-2 participated in the Ironman swim event on October 14 providing water
safety in the event of an emergency.
2) We are in the process of replacing most of our rescue boards. This process is
taking a while due to the cost of the boards.
3) We are currently doing four investigations involved with Ocean Safety Water
Safety Officers. These investigations are important to help curb and correct
some ongoing personnel issues.
V. Support Services Division
TRAINING:
1) 16 Firefighter recruits are working on completing medical portion of their
training. 5 Recruits already have state of Hawaii recognized licenses and are
going through evaluations in the stations. 11 Recruits are getting trained at
KCC to earn their EMT license.
2) Training Bureau did a pilot program to train online personnel in Pump
Procedures and Hose Evolutions. Utilizing all equipment and resources from
training, we were able to train with 14 different crews. Over 70 online
personnel got to benefit from this training with great feedback and results.
3) Following the Pump Procedure training, revised the pump procedures in the
new driver training manual that is currently under review.
4) Training Bureau has written and requested an update in our policies and
procedures for an Initial Radio Report for Company Officers. The draft policy
has been written and approved by most of the administration at this point.
VOLUNTEER TRAINING:
1) Roll-out National Safety Council Defensive Driving Training Part I.
2) Submitted 2018 PUC appointment list to Dr. Wang / Dr. DeSilva.
3) 10/17/17 attended Conducting an Effective Interview class.
4) Direct Business Contact Insurance Classification visitation / reviews on
October 18, 19, 20.
5) October 27, 2017 FCCC New Hire Orientation.
EMS BUREAU:
1) HFD held its first formal Critical Incident Scene Management (CISM) Team
Refresher training with Instructor/Pastor Renee Godoy. Review of the CISM
policy, activation criteria, defusing and debriefing scenario practice and
selection of the new steering committee were all completed during this first
refresher training.
2) The EMS Bureau coordinated and assisted with the EMS standby for the
Ironman World Championships in Kailua Kona. The ground teams responded
to multiple calls for service within the event boundaries. The objective of
providing EMS to the estimated 15,000 – 20,000 event spectators, while
minimizing the impact to the 911 system were all met.
3) First time ever, the EMS Provider Cabinet (representatives from each agency)
met with the Director of Health to discuss upcoming legislative efforts. The
Cabinet presented on the current state of EMS and asked for guidance on
strategies on how to best gain support for upcoming EMS initiatives.
4) The MICT Class participated in a specialized cardiac clinical training at the
Queens Medical Center cardiac center. Students rotated through the cardiac
cath lab, cardiac ICU and cardiac recover unit. Feedback from the students
was that the experience was extremely valuable and well worth their time.
5) Four personnel attended the EMS World Expo in Nevada, Las Vegas.
Personnel participated in vendor interaction, identified prospective new EMS
products and equipment design, as well as attended various educational
tracts. Travel was funded through the Shippers Warf Grant.
6) the Kapi‘olani Community College on September 5, 2017.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted Fire Prevention Assemblies at 21
elementary schools Island wide reaching over 6,500 keiki.
2) The Fire Prevention Bureau conducted 93 inspections.
3) The Fire Prevention Bureau reviewed 64 construction plans.
4) The Fire Prevention Bureau Investigated 3 structure fires. The Arson K9 was
used at 1 fire.
5) The Fire Prevention Bureau installed smoke alarm and conducted home
inspections in 4 residences.
6) Arson K9 Kaimi completed his annual recertification in Portland, Maine.
7) Battalion Chief Robert Perreira was the State’s representative at the State Fire
Marshal’s Forum in Quincy, Mass.
AUXILIARY SERVICES:
1) Fire Department Website Project
• No progress since last month.
2) MSA replacement project
• 2nd purchase bid has closed waiting on arrival of ordered items.
• Cutover date for new SCBAs on is expected to be in last week of October,
first week of November.
• Removal of old SCBA units will occur after switch over.
3) SDS binders Project:
• Completed.
4) Email Conversion Project
• Trying to trouble shoot and deal with issues and need for position based
shared information.
5) Target Solutions Project
• Project has started planning phase and initial list of users was submitted
and uploaded to Target Solutions. Currently working on a list of desired
certifications and organizational categories.
6) SharePoint Intranet site
• Added fillable form for gear cleaning.
• Working on updated repair form; should be released shortly.
7) Working on developing training for:
• RA Seattle (PowerPoints uploaded)
• Gore Fabrics
Maintenance Shop:
1) 73 total repairs/service
2) 28 service calls or trouble calls
3) 9 contracted out and tows
Dispatch:
1) FRD1 six new hires have started and doing well
2) Cardiac Resuscitation Improvement Project to be worked on more late
October, early November
o Seeking funding through E911 for purchase of powerphone
3) Spillman going live December 5th
o Spillman Training has been started and three sessions have been
completed.
o After implementation, department will start firstwatch and pulsepoint
integration projects.
4) Seeking funding through E911 for replacement/upgrade of generator for Fire
Dispatch.
5) Seeking funding to purchase power ops through E911 (paperwork submitted).
Repairs:
1) Plumbing issue at Station 5 has not been completed. Currently personnel are
using two porta-potties and the toilets within the station are out of
commission.
Records:
1) Currently we are turning around record request in under 10 days.
VI. New Projects/Business
• Central Fire Station Renovation Project.
o On Hold. Per DPW, need to address issue with hired consultant.
• Continuing planning Stages for HFD to assist in hosting the Hawai‘i Fire
Chiefs Association Conference in November.
