Human Resources Division 1) Recruitment a. Internal Recruitment within Department • Battalion Chief – Two offers were extended. One was accepted and one was declined. Effective date of promotion is October 1, 2017. b. Open-Competitive Recruitment • Account Clerk –Pending reference checks. Targeted hire date was October 2, 2017. • Pushed back to October 16, 2017 or November 1, 2017 o Initial Selection deferred o Conducting reference checks on selected replacement 2) Labor Relations a. Two new investigations of Fire series employees regarding 1) Violence in the Workplace incident, and 2) alleged misconduct while on duty. Two new investigations of Water Safety Officers regarding Violence in the Workplace incidents. b. Step 1 meetings for three (3) HFFA grievances scheduled for October 5th. Meetings were scheduled then later cancelled by HFFA. Meetings rescheduled by HFFA. 3) Labor Relations a. Meet and Greet session with Mr. Allan Yamamoto, Human Resources Manager II, for the Department of Human Resources Health and Safety Division, was held on September 25, 2017. Purpose of the meeting was to discuss how the Health and Safety Division can make impactful changes through training/educational opportunities, in terms of 1) processing of workers’ compensation claims, and 2) health and safety consultations. Attendees included departmental Chief Officers and Human Resources Program Specialist. IV. Public Service: 1) 09/11/17, Attended both WHS and HHS 9/11 ceremonies. BATTALION 2, West Hawai‘i Incidents: 1) #17363, 09/11/17, Structure Fire, Hulikoa Street – District 7; Structure fire in an Industrial steel building (warehouse), with stolen vehicle and broken perimeter gate. Suspicious in nature but not confirmed. Fire currently under investigation. No injuries reported. 2) #17380, 09/11/17, Brush Fire, Kapanaia Road – District 15; Brush Fire, approx. 2 acres in size. Company 15 able to manage, contained perimeter, extinguished and overhaul. No injuries reported. Cause undetermined 3) #17781, 09/18/17, Ocean Rescue - Sunken vessel, five miles off of Keauhou Pier – District 12; Boat taking on water, three souls on board. Rescue Boat 7 responded and conducted rescue operations. Three souls transported back to Keauhou Pier without complaints or injuries. M-12 evaluated victims. 4) #17794, 09/18/17, Propane Leak, Keana Place – District 14; Smell of Propane at a restaurant, found leak at regulator assembly. Company 14 able to mitigate and turned scene over to Ameri-Gas Rep. 5) # 17800, 09/18/17, Structure Fire, Kalooloo Street - District 14; Structure fire out upon arrival of 1st in company. Bystanders extinguished prior to arrival. No injuries reported. Cause unknown 6) #18216, 09/24/17, Brush Fire, Kapaa Park Road and Akoni Pule Highway – District 15; Brush Fire, approximately 1.5 acres in size. Company 15 able to manage; contained perimeter, extinguish and overhaul. No injuries reported. Cause undetermined. 7) #18407, 09/26/17, Brush Fire, Makala Blvd and Queen Kaahumanu Highway – District 7; Brush fire approx. 600sq.ft. Co. 7 able to manage extinguishment and overhaul. No injuries reported. Caused by an electrical transformer failure. Training: 1) 9/15/17 AAR for Hulikoa Structure Fire 2) HP CPR refresher training 3) HazMat Technician training 4) 9/27/17 FRS Kekela, FRS Tamarabuchi Confined Space Rescue Webinar training Special Events and Services: 1) 09/06/17 BC Whitman participated in an ARFF Tri-annual Drill meeting at the Kona ARFF station. SPECIAL OPERATIONS: Hazmat 1) Four HFD personnel attended the Hazmat Continuing Challenge on September 5-8, 2017. The LEPC provided funding for this training. 2) Completed all of our refresher classes for the Hazmat Technician level personnel including those who could not attend the initial classes. This is a requirement under HIOSH regulation. 3) The Gas Company provided training for our Hazmat team personnel on September 12 and 13 in responding to propane emergencies. Also discussed was the recent propane tanker incident that occurred on September 2. Rescue 1) We are continuing to work on the revision of the Rescue SOG to update the procedures for all rescue type incidents. The Rescue Captains are completing this and we are reviewing the drafts submitted. 2) We will be continuing training for our confined space program. This would include all rescue and hazmat team personnel. We are awaiting information on the location and dates for this training from our instructors and will then submit a request to the IAFF. 3) The Sayre awards dinner was held on September 2, 2017 with the Governor and Mayor who was in attendance. This was the 20th anniversary for this dinner and we had eight HFD personnel who received awards in addition to one of our pilots. Ocean Safety 1) DLNR is currently still revising the MOAs for all jurisdiction who provide county lifeguard services at state beach parks. We are hopeful that we will be able to increase our staffing for Hāpuna. 2) We have three WSOs who received awards at this year’s Sayre awards dinner for their role of successful rescues in east and west Hawaii. 3) We held our Drowning and Aquatics Injury Prevention meeting on Sept. 15 and also had a media event to showcase the video clips that will be shown on approximately 30,000 hotel rooms statewide. V. Support Services Division TRAINING: 1) Two Personnel were able to attend a County Sponsored training for ICS 300- 400. 2) Swim week ended on the 1st – 11 Recruits started EMT on the 5th 3) 4 recruits started EMT and 1 MICT orientation and evaluations in the stations 4) Makeup retraining for Haztechs. 5) NFA 2 Day Course with 22 members attending Wildland Urban Interface Fire Fighting for the Structural Company Officer. 6) Confined Space Webinar Training for CSR Instructors. VOLUNTEER TRAINING: 1) All of PAK/Mobile radio’s are updated. 2) Toni and Carlton Bello out of 1-A ( Pepe‘ekeō Volunteers) spearheaded a donation setup for the four displaced families from the Pepe‘ekeō apartment fire. They used Station 1-A as a drop off point. 3) Gearing up for the upcoming Defensive Driving Class for all Volunteer Companies. 4) Pepe‘ekeō Volunteer Station paving project. The project is for easy access for BT 1-A. Upon completion, BT 1-A will be housed at Station 1-A. 5) Continue Driver Audits/Pre-trip Inspections/and integration of online personnel. EMS BUREAU: 1) National Child Passenger Safety Week was recognized the week of September 17 – 23, 2017. HFD conducted free island wide Child Passenger Safety seat clinics in North Kohala, Waimea, Ka‘ū, Hilo and Kona. A total of (43) child safety seats were checked, over 90% of which needed some sort of correction. A total of (6) free replacement seats were given out for seats found to be damaged, expired or of incorrect size. In summary, it was a great event with everyone leaving the clinic safer than how they arrived. This event was supported through the DOT State Highways grant. 2) Received notification of award for the 2017 – 18 DOT grant application for (1) set of eDraulic vehicle extrication tools and continuation of HFD’s CPS program. Grant total = $48,340.00. 3) HMSA printed an article in its monthly Island Scene magazine highlighting HFD’s Community Paramedicine pilot program. The article is distributed to over 400,000 homes. Captains Ebersole and Hara continue to do outstanding work in assisting the elderly with Fall Prevention and connection to services, all with the intent of improving their quality of life and minimizing impact to the EMS system. The link to the article is noted below. a. https://www.wellbeinghi.com/Media/Default/IslandSceneMagazine/I S%20Fa%2017_Complete%20(SF).pdf 4) EMS Bureau team organized and assisted with a Special Event standby for the KWXX Ho‘olaule‘a on Saturday, September 30, 2017. There were an estimated 15,000 – 20,000 people attending the event in downtown Hilo. The EMS ground teams responded to (7) EMS related incidents, resulting in (2) patient transports. Overall, the event was successful and the Special Event standby accomplished its objectives of providing EMS care to the attendees while minimizing impact to the 911 system. 5) Fire Recruit personnel have entered the KCC EMT class and EMS Orientation / Evaluation phase of their recruit training. Four State licensed EMT’s and one State license MICT have been assigned to the stations for field orientation and evaluation. The rest of the recruit class started their EMT training with the Kapi‘olani Community College on September 5, 2017. PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 91 inspections. 2) The Fire Prevention Bureau reviewed 68 construction plans. 3) The Fire Prevention Bureau Investigated six structure fires and one brush fire. The Arson K9 was used at two fires. 4) That Fire Prevention Bureau installed smoke alarm and conducted home inspections in 13 residences. AUXILIARY SERVICES: 1) Fire Department Website Project • No progress since last month. 2) MSA replacement project • 2nd purchase bid has closed waiting on arrival of ordered items. • Cutover date for new SCBAs on is expected to be in October. • Removal of old SCBA units will occur after switch over. 3) SDS binders Project: • Waiting on installation for several stations; 80% complete. 4) Email Conversion Project • Emails deployed, accounts are now active; currently working through IT issues. 5) Target Solutions Project • Project planning to start in October. 6) SharePoint Intranet site • Trace Analytics page created • Working on updated repair form Maintenance Shop: 1) 77 Jobs completed, 12 service and trouble callouts, and 21 contracted out jobs. 2) New X-8 was placed on line. Dispatch: 1) FRD1 six new hires will start October 2nd 2) FRD 1 classroom training to last until third week of November 3) Cardiac Resuscitation Improvement Project to be worked on more in late October o Seeking funding through E911 for purchase of powerphone? 4) Spillman going live December 5th o After implementation department will start firstwatch and pulsepoint integration projects 5) Seeking funding through E911 for replacement/upgrade of generator for Fire Dispatch. 6) Seeking funding to purchase power ops through E911 (paperwork submitted). Repairs: 1) Numerous small jobs completed in August; no major jobs completed or started. Records: 1) Currently we are turning around record request in under 10 days. VI. New Projects/Business • Central Fire Station Renovation Project. o On Hold. Per DPW, need to address issue with hired consultant. • Continuing planning Stages for HFD to assist in hosting the Hawai‘i Fire Chiefs Association Conference in November. VII. Employee/Public Relations • As indicated in narratives above. • Met with leader of Keaukaha Community Association to provide assistance in guiding them in the right direction to seek approval for use of community facilities for overnight housing. • Met with Mayor and DHR A/Director regarding succession plans for Fire Department and compensation review for Excluded Managers. VIII. Other • HIOSH Investigation into complaint that Firefighters were fighting a propane truck fire without proper protective equipment was completed. • HIOSH accepted investigation and closed the case. • HFD actions were appropriate.
