III. Human Resources Division
1) Recruitment
a. Internal Recruitment within Department
• Fire/Emergency Medical Services Specialist II- Promotions
effective September 1, 2017. 3 personnel promoted.
• Battalion Chief – Pending panel’s recommendation to Fire
Chief. Total of three (3) applicants remain for two vacancies.
b. Open-Competitive Recruitment
• Account Clerk – Interviews conducted from August 31 to
September 5, 2017. Pending panel’s recommendation to Fire
Chief. Targeted hire date October 1, 2017. One Vacancy
• Fire Radio Dispatcher I – Pre-entry medical examinations
scheduled from September 6-14, 2017. Targeted hire date
October 1, 2017. 3 vacancies and 2 alternates.
2) Labor Relations
a. Investigation of a Fire series employee regarding alleged
misconduct while on duty is on-going.
b. Three (3) Step 1 grievances filed regarding the issuance of written
reprimands.
IV. Emergency Operations Division
OPERATIONS:
BATTALION 1, East Hawai‘i
Incidents:
1) Overdue Hiker in Kalapana lava viewing area. Co 10 responded. Pt reunited
with father, no EMS needed. Inc#14736
2) Car fire at Kamilo Beach: Utilized Rescue Company 2 (in the area for training)
and Chopper-1, using Company 11 personnel. Brush fire averted due to quick
action by C0mpany 2 personnel using flotsam material to shuttle water from
the ocean. Inc#15172
3) Small BF Highway 19 @ 18mm. Inc#15256
4) Capsized vessel with persons in the water. Rapid rescue of 2 people who
managed to call 911 before phone was swamped on a capsized vessel.
C0mpany 1 and Company 18/Medic-05 personnel on ground support.

5) Aircraft emergency. A Kauai to LAX Hawaiian Airlines flight with 256 people
aboard had a small fire and smoke 1.5 hours into their flight. Emergency
landing with ARF and Companies 1, 2, 3, BC1 on standby. Inc#15343
6) Structure Fire. Kaimu Rd, difficult access. Company- 10 able to stop fire from
spreading from PV unit. Building spared of any major damage. Inc#15893
7) Mauna Loa Mac Nut structure fire. Processing facility on fire, difficult access
and high vertical heights made extinguishment difficult. Inc#16122
8) Semi-truck with liquid (cooking oil going to Pacific Biodiesel facility for
refinement) overturned in Ka’awali’i gulch. Driver with minor injuries, no
product escaped/lost. Product pumped out and crane utilized to remove
vehicle and trailer 30’ down the embankment wall. A large tree blocked it
from rolling down further. Inc#16444
9) Several small brush fires and 1 kitchen fire. Many FAS, 6 “Noxious
odors/possible hazmat’ calls and ‘good intent’ rescues.
Training:
1) High Performance CPR completed at all B platoon 1st battalion stations during
August.
Risk Analysis:
1) Disciplinary issues addressed at station 2, 3, 4 and 19.
2) Violence In Work Place at Station 2 investigations completed;
recommendations submitted. Ongoing management of the situation.
Vehicle/Equipment/Etc:
1) BC vehicle fuel tank sender replaced; vehicle maintenance A Battalion
completed.
BATTALION 2, West Hawai‘i
Incidents:
1) 8/03/17: Brush Fire Pua Malia St., Waikoloa; Power lines arced due to car
hitting power pole. Approx. 4 acres burned, chopper 2 utilized.
2) 8/11/17: Structure Fire, Kuakapu Street, Palisades Sub.- Kona. Large propane
tank BLEVE (Boiling Liquid Expanding Vapor Explosion). No injuries
3) 8/20/17: Brush Fire Puuwaawaa. HFD Initial responders, DLNR jurisdiction.
Difficult terrain, remote location due to lightning strike.
4) 8/27/17: Structure Fire, Kapaau Road; Difficult access; No hydrants, water
shuttle with tankers required. Multiple exploding and venting LPG tanks
Training:
1) Hazmat retraining – all shifts.
2) High Performance CPR training – all shifts.
3) Wet drill with Company 14.
4) High rise drill with Company 14 & 16.
5) Station inspections at Station 7, 9, 12 and 21.
6) Chopper 2 training at Station 20.
Special Events and Services:
1) August 26, MDA fundraising drive – Fill the Boot.
2) August 26, WildFire Chili Cook-0ff Fundraiser.
SPECIAL OPERATIONS:
Hazmat
1) Four HFD personnel were selected to attend the upcoming Hazmat
Continuing Challenge that will be held in Sacramento, CA in September. The
Local Emergency Planning Committee (LEPC) is funding this training.
2) Completed our annual refresher class for the Hazmat Technician level
personnel. This is a requirement under HIOSH regulation.
3) The Gas Company will be doing training on September 12 and 13 in
responding to propane emergencies. All of our hazmat team personnel will be
attending.
Rescue
1) We are continuing to work on the revision of the Rescue SOG to update the
procedures for all rescue type incidents. The Rescue Captains have been
tasked to make recommendations and to submit it to the Special Ops BC.
2) We will be continuing training for our confined space program. This would
include all rescue and hazmat team personnel.
3) The Sayre awards dinner held September 2, 2017. This is the 20th anniversary
for this dinner and we have seven HFD personnel who will be receiving
awards in addition along with one of our contract pilots.
Ocean Safety
1) DLNR is currently revising the MOAs for all jurisdiction who provide
lifeguard services at state beach parks. We are hopeful that we will be able to
increase our staffing for Hāpuna.
2) We have three WSOs who will be receiving awards at the upcoming Sayre
awards dinner for their role of successful rescues in east and west Hawai‘i.
3) BC Kosaki participated as a panel member on the PBS Insights program to
help reduce the amount of water related drownings and injuries.
V. Support Services Division
TRAINING:
1) Firefighter recruits completed swim week
2) Attended child protective class.
3) EMT preparation.
4) Station Visitation for routines, locations, apparatus, equipment and
personnel.
5) Auto extrication day at Ken’s towing with Rescue 2 company personnel.
VOLUNTEER TRAINING:
1) August 10 – meeting with F1/F2 regarding volunteer company start up needs.
2) August 10 – staff meeting
3) Vehicle reassignments: 8/15 Pu‘uanahulu E-16B to Kanehoa Company 9B;
8/21 Kanehoa BR-9B to mechanic shop for maintenance; pending
reassignment to Discovery Harbour Company 11C.
4) Volunteer Captains meeting at Discovery Harbour Company 11C.
5) August 23 – Hazmat Technician Retraining
6) Driver closed course / pre-trip testing: August 22, 5C Fern Forest & Eden
Roc; August 29, 7B Kalaoa.
EMS BUREAU:
1) Completed High Performance CPR renewal for roughly 80% of HFD
personnel in the month of August. Training was conducted on duty with HFD
Training Faculty members and key BLS instructor personnel. Goal is to
complete all personnel by end of September.
2) Bureau personnel attended the national Pinnacle EMS Leadership conference
August 7 – 10 in Florida. Community Paramedicine and Mobile Integrated
Healthcare was a hot topic amongst all Providers and presenters. Attending
this conference acknowledged the fact that HFD EMS is in line, if not ahead of
this national trend. Attendance for the training was supported through the
Shippers Warf Grant.
3) Hands Only CPR has started up again with high schools across the island.
Konawaena, Waiakea, Keaau, and Kamehameha high schools have been
scheduled for this 1st academic quarter.
4) The 45th Fire Recruit Class completed Child Passenger Safety Technician
training September 16 – 18. On the last day of the training, the class
volunteered their time doing a free car seat inspection clinic at the Hilo Target
store parking lot. (25) Seats were checked and another (30) educational
contacts were made inside the store on the training seat and “How do you
Measure” banner.
5) Captain Hara has been actively engaged with weekly homeless outreach doing
wound care and assessments at the newly developed Camp Kikiha.
6) (8) HFD personnel started MICT Class on August 28th with the KCC EMS
Training Center.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 95 inspections.
2) The Fire Prevention Bureau reviewed 75 construction plans.
3) The Fire Prevention Bureau Investigated 3 structure fires.
4) Three Fire Prevention Inspectors attended a NFA course Fire Inspection
Principles II in Honolulu.
5) That Hawai‘i Fire Department has begun a partnership with Red Cross
incorporating our smoke alarm project with theirs.
AUXILIARY SERVICES:
1) Fire Department Website Project
• No progress since last month.
2) MSA replacement project
• 2nd purchase has been approved by federal government and has been
submitted to be sent out for bid
• MSA G1 C.A.R.E Class has been completed, we have trained ten
technicians
• Online training supplement has been uploaded to SharePoint and is 80%
completed
• Cutover date for new SCBAs on is expected to be around the end of
September
• Removal of old SCBA units will occur after switch over.
3) SDS binders Project:
• SDS files have been uploaded to Sharepoint site in PDF.
• Binders have been delivered and mounted in most stations, we are waiting
on several to be installed by DPW
4) Email Conversion Project
• Basic training has been uploaded to SharePoint.
• Policy and Procedure completed to be sent out the week of September 10-
16.
• Deployment is September 19, 20, 21.
5) Target Solutions Project
• On hold, waiting on completion of Email Conversion Project
6) SharePoint Intranet site
• Completed the process of uploading policy and procedures.
• Added an MSA page, Elkhart page, link to LION academy, link to Trello
status boards.
Maintenance Shop:
1) 106 Jobs completed, 31 service and trouble callouts, and 11 contracted out
jobs.
2) New X-8, HFD 568 – completed installation of emergency lighting, siren and
mounting of gurney pedestal.
Dispatch:
1) FRD1 Hiring and assessment Project
• Six new hires will start October 1, 2017.
2) Cardiac Resuscitation Improvement Project:
• No new news.
3) Seeking funding through E911 for purchase powerphone.
4) Seeking funding through E911 for replacement/upgrade of generator for Fire
Dispatch.
Warehouse:
1) Additional racking is in suspension; waiting on feedback from Fiscal on
funding.
2) Added new surfboard racking for better storage of surfboards.
3) Changed mail distribution point to centralize incoming and outgoing
interdepartmental envelopes.
Repairs:
1) Numerous small jobs completed in August; working on the javascripting for
the 2.0 version of our HFD PDF repair form to allow for streamlined repair
submittals. New form should be deployed by September 15.
Records:
1) Currently we are turning around record request in under 10 days.
VI. New Projects/Business
• Central Fire Station Renovation Project.
o On Hold. Per DPW, need to address issue with hired consultant.
• Continuing planning Stages for HFD to assist in hosting the Hawai‘i Fire
Chiefs Association Conference in November.
• Planning Discussions taking place for volunteer services within DHHL in
Waimea.
