BUDGET • FY 2020/2021 • As of December 31, 2020, the Department is on track in its expenditures. • FY 2021/2022 • Budget Proposal as of 12/14/2020 • Total: $51,965,902 (which include State EMS and anticipated grants.) • Supplemental Budget Requests were submitted in the following critical areas: • Staffing • Fire Station Equipment • Apparatus Replacement • Personal Protective Equipment • Overtime Funding • Operating Budget Not Funded by the State DLNR in FY 2021/2022: • $1,348,106 for Hapuna State Recreational Area and Kua Bay II. ALTERNATIVE FUNDING AND GRANTS • Daniel R. Sayre Memorial Foundation Funding assistance • Working with SalesForce on providing County with Covid-19 related protective equipment. • The 2 new off-road tanker apparatus that will be donated continues in their build process. Expected completion date is also expected to be slightly delayed to Mid-February. • AC Okinaka has been working with the Sayre Foundation to begin the purchasing of the 2020 requests that were funded. We have started to receive some of the items • USFA FEMA Assistance to Firefighters Grant for Covid-19 • Received approval to move forward with purchasing of electrostatic sprayers approx. $24,000. Twenty Handheld and four backpack type. • USFA FEMA Assistance to Firefighters Grant Application period Jan. 4, 2021-Feb. 12, 2021 • Grant Committee will be submitting an extractor project for FF Safety, dealing with the proper cleaning of Gear and clothing to minimize cancer risk. • CARES Funding • Submitted about $8 million of County salary and wages from July-December. • Received new Nissan Transit van for warehouse. III. HUMAN RESOURCES DIVISION 1. Recruitment • Internal Recruitment within Department • Fire/HazMat Specialist – Referred list from DHR is pending due to rescheduling of an applicant for written exam. • Battalion Chief (Emergency Operations) – Opened 12/13, closed 12/22. We have five (5) applicants that were referred from DHR. MQR completed. 5 candidates scheduled for interviews on January 12, 2021 with a targeted promotion date eff. 2/1/21. • Fire/EMS Specialist II opened 12/21, closing 12/30. 4 candidates met MQR. Interview is scheduled for 1/14/2021 with a promotion date eff. 2/1/2021. • Open-Competitive Recruitment • Fire Fighter Recruit– Referred list received from DHR. PAE is tentatively scheduled for 01/30/21. 2. Employee Development and Training • Training schedule has re-opened • Scheduling next Officer Development Training for new Captains for early February. 3. Labor Relations • Internal Investigations – none at this time. EMERGENCY OPERATIONS DIVISIONS 1. Apparatus updates a) KME Apparatus E-17 In-Service training has been completed, one more day of training for E-7 on Jan 5 and will be placed in service upon completion of training and addressing final acceptance concerns b) Pierce Apparatus (E-20) In- Service training and Fire Radio installation and programming completed. Repair to air conditioning needed prior to being placed in service. c) Rosenbauer build (BT-17), the build process continues. There is a new expected completion timeline of late Feburary 2021 instead of January. 2. AC Okinaka attended a Big Island Wildfire Coordinating Group (BIWCG) quarterly meeting. The group is continuing to to work on all Wild Fire related mitigation throughout the community and with responding agencies. 3. We held our second Officer Developement Training course for our newly promoted Company officers from Dec 14-18. 4. AC Okinaka, along with Acting Fire Chief Perreira and AC Smith participated in a Pro-Board certification meeting with State DOT -ARFF Chiefs and Pro Board representatives. We are discussing different mechanisms for getting our personnel certified. 5. On December 23, we held a modified formal Pass and Review and Last Alarm ceremony for fallen Fire Medical Specialist Jonathan Hara at the South Kohala Fire Station. His family was once again very appreciative and we all hope that it continues to help with the healing process for everyone. 6. Our department had 5 personnel who retired at the end of the year. 2 Operations BCʻs, and 3 Fire Captainʻs. That brings our total retirements for 2020 to 13 total personnel. BATTALION 1, East Hawaiʻi Incidents: 1. 12/02 Inc#23007; Structure Fire: District 18. Medium size two story residential structure with a working fire on the second level. Fire was contained, extinguished, and overhauled. No injuries reported. 2. 12/03 Inc#23075; Structure Fire: Shipman Industrial- District 5. Open warehouse/industrial type structure fire that was fully engulfed upon HFD arrival. Worker on scene stating draining fluids from vehicle when spark from cordless tool ignited fluids. Fire spread to rest of vehicle and then to structure. No injuries. 3. 12/05 Inc#23198; Brush Fire: District 11. Six acres involved. Fire caused by a riding lawnmower. No injuries. 4. 12/05 Inc#23216; Missing Mountain Biker: Kalopa-District 8. Co.8 / Co.2 responded to report of missing biker at Kalopa State Park. Rescue Co.2 searched and found missing party and brought back to park camp area. 5. 12/08 Inc#23437; Brush Fire: Naʻalehu- District 11. Upon arrival found several acres involved. Protection of single resident structure top priority. 35 acres involved. Fire contained and extinguished. Undetermined cause, no injuries. 6. 12/23 Inc#24523; Structure Fire: District 11, 1000 square foot single family structure 60% involved. Arson suspected. Fire contained and extinguished. No injuries. 7. 12/25 Inc#24653; Structure Fire: Kinoole St.- District 3, 2000 square foot dwelling fully engulfed upon HFD arrival, Fire contained and extinguished. No injuries. 8. 12/26 Inc#24688; Brush Fire: Punaluʻu- District 11, 70 acres involved. Fire contained and extinguished utilizing Chopper 1 and Dozer to cut fire breaks. No injuries. 9. 12/26 Inc#24701; Brush Fire: Pahala-District 11, 100 acres involved. Fire contained and extinguished utilizing Chopper 1 and Dozer to cut fire breaks. No injuries. 10. 12/27 Inc#24756; Structure Fire: Kilauea Ave.-District 1, Upon arrival found 2 story commercial building with smoke and flames showing on second floor. Units used 1 3/4 lines with foam solution for exposure protection and interior/exterior fire attack. Fire contained to unit of origin and extinguished. Great save, in an older wooden construction structure with very close exposures. No injuries. 11. 12/28 Inc#24842; Hiker in Distress: Mauna Kea-District 50. Hiker was located on a hiking path about 2 miles above Hale Pohaku, 1 mile below Lake Waiau at approximate 13,000 elevation. Hiker sprained both knees and unable to walk back to vehicle. Hiker was treated for her injuries, put on a spine board and loaded into a rescue litter for extrication. Due to the dangerous and rocky conditions of the mountainous terrain extra resources were required. Training: Nothing to report Special Services/Events: 1. 12/3 #23050; Assist HPD with body recovery, District 8, Chopper 2 air lifted body to HPD at an accessible area. 2. 12/19 Company 1 and Volunteer Company 1A participated in a drive through Christmas Parade at the Hilo Civic grounds BATTALION 2 West Hawaiʻi Incidents: 1. 12/12/20 Inc# 23649; EMS: Cardiac Arrest- Makalawena Beach Rescue Company 7, M7, C2, BC2 2. 12/26/20 Inc# 24719; Hazardous Conditions: Power lines and fallen trees in Kawaihae due to high winds, Co14, T9, BC2 3. 12/30/20 Inc# 24994; Rescue: Missing Hiker - White Road District 9, Co9, Rescue Company 7 Hikers assisted back on trail 4. 12/30/20 Inc# 25028; Rescue: Missing Divers at Puako Beach, Rescue Co7, Co14, Bystanders assisted divers assisted to beach Training and Education 1. Personnel from Kailua FS participated in their new Apparatus familiarization training. New Engine 7- KME pumper Special Services/Events: 1. Nothing to report SPECIAL OPERATIONS Hazmat 1. Fire Haz-Mat Specialist recruitment on going. Written test held in December. 2. Replacement Tyvek suits and gloves have been received, and are being distributed to both Hazmat companies. 3. AC Okinaka participated in a Virtual meeting to start initial planning discussions for 2021 annual Civil Support Team (CST) training with our Hazmat companies. Ocean Safety 1. iPad’s for all towers and Officers: Bids received and contract awarded. We are awaiting the delivery of the items. 2. Our department will beging the process for our WSO III (Ocean Safety Lieutenant) recruitment. We hope to have it completed by March of 2021. 3. New cell phones for all lifeguard towers and Captainʻs received. All towers have been upgraded to smartphones which provides better access and communications for our guards. 4. All towers continue to complete daily COVID -19 related tracking and reporting. With the opening up of travel to Hawaiʻi, we have seen a significant increase in Beach attendance island wide. 5. AC Okinaka is also working with Fiscal to acquire a new PA system Kua Bay and repair of of Hapunaʻs towers. Rescue 1. AC Okinaka continues to work with HFD Instructors on planning for Confined Space Training for Rescue and Hazmat personnel. 2. We continue to look for supplemental funding opportunities to conduct upgrades to RB7-7 (Force). Needed upgrades and repairs are for fuel tank leak, motor replacements, and hull extension. Upon completion of work, we are planning on decommissioning RB2-2 (Boston Whaler) which has passed its ideal service life for a Rescue Boat. 3. S-7 personnel did some maintenance work on RB7ʻs trailer to minimize cost to the department. They have also built dollies to mount and store donated boat motors from Kukio. IV. SUPPORT SERVICES DIVISION TRAINING: 1. Completed all the driver audits for the 49th Recruit class. With their new Type I DCC card they can now apply for Fire Fighter come February 1st. 2. Started working on Performance Appraisal Reports for the 49th Recruit class for their 1-year initial probation. 3. Completed and ready to roll out on January 1st, the new Driver Improvement Program. Still awaiting approval from Corporation Counsel on lowering the annual driver training hours from 24 to 12. 4. Took a weeklong officer training program at Haihai training room. Learned ways to get buy in from your crew, how to conduct meaningful training, and how to set up a training calendar. All the Fire Department heads also came by to explain their role in the department. 5. Working on documentation and issuing eCards for personnel ACC certifications. VOLUNTEER TRAINING: 1. Brought on and trained new West Side Volunteer Training Captain Daniel Volpe 2. Added 1 Volunteer to Co. 11C and 1 to Co. 9B 3. Finalized audit and certified another Tanker Operator at Co. 7B 4. Completed a driver audit for a Volunteer FF at Co. 20A 5. Assisted with Vehicle Maintenance for the Volunteer Apparatus 6. Conducted Exterior Hand Line Operations, Hose Movement and Nozzle Advancement Drills with Co. 20A, 6B, 9B, and 16B. 7. Scheduled Annual Medical Exams for 2021 the Volunteers Island wide. 8. Prepared Monthly Drill Schedule for 2021. EMS BUREAU: 1. We have completed our American Heart Association training center faculty update. • This included all of the new 2020 curriculum updates and protocols • We plan to rollout the BLS CPR Heartcode program early next year ▪ This will be the first time that we will be using this hybrid program • Our training center contract has been renewed 2. Upcoming MICT class scheduled to start on January 11, 2021 • Prep classes are ongoing • We have 8 personnel that will be in this class • 1 additional person is scheduled to join this class during the internship portion 3. COVID • We have received 6,000 more 3M 1860 N95 masks • PPE right now is looking good ▪ The one thing that we are having trouble finding are sani wipes due to a nationwide shortage • We are assisting with our departments COVID vaccination program 4. Completed our preconstruction meeting with Braun North West • We are awaiting specs update and change order forms • This ambulance is a replacement for Medic 14 5. Our FMS II assessment center is scheduled for January 14, 2021. PREVENTION BUREAU: 1. The Fire Prevention Bureau assisted with the Covid 19 task force and community outreach. 2. The Fire Prevention Bureau assisted with the Covid 19 testing sites. 3. The Fire Prevention Bureau continued the 24-hour schedule and saw many benefits. The Bureau is fully staffed for the first time in many years with the assistance of T/A personnel. 4. Two Fire Inspector I’s are temporally assigned to leadership positions in the Bureau. This will help as we look forward to holding promotions in the upcoming year. 5. The Bureau widen the Station Education Program to include various stations. This included tabletop discussions and field inspections accompanied by Operation personnel. 6. The Fire Prevention Bureau Investigated 6 fires AUXILLIARY SERVICES: 1. New Mobile Data Terminal project for Hawaii Fire Department (50% complete) • 53 Panasonic FZ55 mobile data terminal laptops have arrived and are being prepared for deployment. 2. Electronic WMS System Project. (70% complete) • EMS products are being loaded into system. PPE orders now going through online system. (no progress) 3. SCBA Maintenance • Posicheck being sent in for calibration. MECHANICS: 1. Implementing a new vehicle status tracking board through Trello. • Board is being built, website is: https://trello.com/b/QL8xm9ie/vehicle-board 2. Apparatus and equipment repair: • 86 total repairs/service • 38 service calls or trouble calls • 9 contracted out and tows REPAIRS/MAINTENANCE: 1. Stn 4: Generator fluctuations are causing radio system to malfunction. Generator tech recommended signal conditioner, DPW electrician stated had no idea how to deal with installing a signal conditioner. Escalated issue to DPW management. 2. Stn 6: Freezer is broken. 3. Stn 9: Edraulic ram repaired and sent back to station. (100% complete) 4. Stn 10: Garage door popped off track repaired. (100% complete) 5. Stn 11: Fridge refrigerator replaced (100% complete) 6. Stn 21: Generator issues, one Solar control unit not working. 7. Stn 21: Oven installed, waiting on electrical tie in. (90% complete) 8. Stn 20: Holmatro Ram broken, new unit issued and sent out. (100% complete) V. New Projects/Business a. Implemented a Fire Chief’s monthly update at the beginning of December b. CIP Projects submitted – Keaau FS, Honokaa FS, Mechanic Shop roof extension and HPP FS. VI. Employee/Public Relations a. As indicated above in Section Reports.
