Training: 1) NREMT recertification (transitioned to an all-electronic method). 2) Target Solutions (initial completion of tasks and assignments). 3) Engine 11 (new apparatus operation training). SPECIAL OPERATIONS: Hazmat 1) Awaiting status of the AFG submitted in February to obtain funding for the purchase of two Hazmat identifiers and two Raman detectors that would give us the capability to identify liquids in a container without taking a sample that may be an explosive or narcotic. 2) Four Hazmat technician personnel will be attending an Improvised Explosive Device and Chemical workshop put on by the FBI. Their travel will be funded by the LEPC. 3) The hazmat technician class for 2018 is being held here on the big island. This class is funded by the Hazardous Materials Emergency Planning (HMEP) grant that is provided to the Hawai‘i State Emergency Response Commission (HSERC). We have 12 of our personnel attending. The chemistry portion was held from March 5-16 and the tactics portion will be from April 16-27. Rescue 1) Completed our price term agreement and it was awarded to the respective vendors. This is the first step in standardizing the majority of our rescue equipment. 2) The RB-7 Radon refurbishment have been completed with funding from the Sayre Foundation and the County Council contingency funds. There was also some additional work that needed to be completed. We will be doing a gifting ceremony soon to recognize donors and for all the work that was done on this. Ocean Safety 1) The Sayre Foundation donated two Polaris Rangers to Ocean Safety from funding by the Karakin Foundation that will be assigned to Hāpuna and Isaac Hale beaches. We are in the process of preparing the generator storage shed at Isaac Hale beach to secure this Ranger. 2) Opened the WSO application period in late March in hoping to get more candidates to fill some anticipated vacancies and for our summer temporary hires. 3) Awaiting the MOA to be completed between the County of Hawai‘i and DLNR for Hāpuna Beach to increase our lifeguard staffing. This funding may be dependent upon HB2097 that would allow for additional funding to DLNR. However, there was an amendment to this bill that may affect its passing. Once the MOA is completed, we will begin the hiring process to fill 3 new positions there. IV. Support Services Division TRAINING: 1) Audits have been completed for all 16 FFR’s who are now working on their 25 responses / 15 transports in order to qualify to be assigned as EMT’s once they have been promoted to SR-17. 2) 15 recruits have received their State EMT license - One application will go in front of the DCCA board on April 12. All recruits have been working on their online applications for promotion – most of those who have all of their certifications and licenses are complete and awaiting notice from HR in order to submit their application. 3) NFA Course - Leadership and Supervision: Creating Environments for Professional Growth scheduled for next week Thursday / Friday in Kona at the West Hawai‘i Civic Center – 24 signed up 4) NFA Course – Wildland Urban Interface: Fire Adapted Communities scheduled for May 3 & 4 in Hilo at the Department of Aging and Disability – 26 signed up. 5) Submitted NFA course requests to our State Reps for 2019 – we are allotted two courses – we requested F0455 Strategy and Tactics for Initial Company Operations (April 2019) in Kona and F0648 Leadership and Supervision: Frameworks to Success (June 2019) in Hilo. VOLUNTEER TRAINING: 1) Completed AHA First Aid/CPR/AED. Submitted roster to EMS Bureau. 2) Staff meeting March 16, 2018. 3) Fire Fighter Recruit Agility Testing on March 17, 2018. 4) Completed vehicle inventory with DOFAW personnel. EMS BUREAU: 1) Submitted specs for new gas chassis ambulance in effort to improve operational efficiencies, vehicle reliability and reduce costs. This purchase will be a pilot at busy station that suits the terrain and topography most ideal for a gas chassis ambulance. Gas chassis ambulances were phased out in the early 1990’s for the more cost effective, reliable and durable diesel chassis. Since that time, the cost for diesel ambulances have gone up substantially, our last purchase being in range of $220,000, whereas gas chassis ambulances of similar size cost are currently ~ 2/3 that of a diesel. Should the gas chassis work out favorably, HFD will also look to utilize the ambulance remount option to further improve efficiencies and reduce cost for future ambulance purchases. 2) Submitted specs for the purchase of 12 lead EKG’s and semi-automatic AED’s to replace all existing units throughout the Hawaii Fire Department. After field testing of ZOLL and Physio Control products, reviewing request for information proposals from both companies, a comparative analysis was made and the HFD EMS Bureau selected Physio Control as the vendor of choice and gained approval from the COH standardization committee. These units will be purchased over a 6 year lease program at a very competitive interest rate. 3) Submitted 2 proposals for the State Highways Grant funded by NHTSA. The proposals were for continued funding of the HFD Child Passenger Safety (CPS) Program and for three sets of battery operated extrication tools. 4) Participated in the Committee on Accreditation of Educational Programs for the Emergency Medical Services Professions (CoAEMSP) site visitation to evaluate the statewide EMS Program of Kapi‘olani Community College (KCC). KCC received preliminary praise from the committee, the final report has not been delivered. 5) Participated in Shattered Dreams project led by Waiākea High School students. HFD Company 2, EMS Bureau and Chopper 2 personnel assisted in a reenactment of a car crash of two vehicles which involved critical injuries and deaths as a result of teens driving while impaired. PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 65 inspections. 2) The Fire Prevention Bureau reviewed 88 construction plans. 3) The Fire Prevention Bureau Investigated two fires, the Arson K9 was used at one fire. 4) The Fire Prevention Bureau installed smoke alarms and conducted home inspections in 34 residences. 5) Fire Prevention Inspector I Royd Henderson attended NFA Class R0390 Plans Review for Fire & Life Safety. AUXILIARY SERVICES: 1) MSA replacement project • April 2nd is go live date. • Removal of old SCBA units will occur after switch over. 2) Working on a revision and update of Mako maintenance and calibration information. • No progress since last month. 3) Working to add blue tooth capability to interface between MSA G1 and Motorola Radios 4) Working on a review of AT&T phone charges to reduce unused cell/data charges. Warehouse: 1) Working on a single point ordering system with online tracking of all orders within Trello. • Project will be starting in the first week of April. Mechanic Shop: 1) Apparatus and Equipment Repair 83 total repairs/service 25 service calls or trouble calls 9 contracted out tows 2) In Service Training – Kirk Roark at KME, Pennsylvania for the new E-12 and E-16. 3) Received two new Battalion Chief vehicles from Ford. Dispatch: 1) Spillman cut over still delayed. 2) Still proceeding with procurement of the furniture and power ops unit through E911 funding 3) Opened recruitment for the FRD I position. Repairs: 1) Proceeding on the installation of the electrical connection and transfer switch for Ocean View. 2) Trying to resolve a PO issue to get a new ECM for the generator at Makalei. 3) Met with DPW to prioritize the roof in Pāhala for replacement and the fence for Kailua among several other projects. No dates have been set by Department of Public Works. 4) Two Holamatro motors are in Maui for repair. Records: 1) Currently we are turning around record request in under 20 days. 2) Added additional examples in the wufoo forms to help requestors refine their requests. V.
