Internal Recruitment within the Department • Battalion Chief (Special Operations) – Fire Captain Garrett Kim promoted effective December 1, 2018. • Battalion Chief (Prevention Bureau) – recruitment conducted from November 5-14, 2018. One applicant; did not meet the MQs. • Fire Captain – Assessment was held November 7-9, 2018. • Fire Rescue Specialist – Physical Assessment Exercise was held November 20, 2018. • Human Resources Technician I – interview held for one applicant on November 19, 2018. Human Resources Assistant Laura Casey, temporary promotion effective December 1, 2018 NTE September 11, 2019. b. Open-Competitive Recruitment • Fire Radio Dispatcher I – open recruitment to be conducted December 2-11, 2018. • Account Clerk – interviewed three applicants. Selected Audra Paiva effective December 3, 2018. 2) Classification a. Eight Fire Fighter positions reallocated to Fire/EMS Specialist I effective December 1, 2018. 3) Employee Development and Training a. New Hire Orientation scheduled for November 14, 2018 – five employees attended. Emergency Operations Division BATTALION 1 Incidents: 1) 10/31/18, #21399, (RESCUE) Exhausted hiker, Waimanu Valley, extricated by C- 2, transported by M08 2) 11/03/18, #21615, (RESCUE) Search & Rescue Mission, Anna’s Pond-Waimea, Company 2 and C-1 assisted Company 7 with Rescue efforts. All parties rescued. 3) 11/4/18, #21702, fall from cliff- Beach Road -HPP, 30’s male searched 3 days, no recovery. 4) 11/06/18, #21828, (RESCUE) Ankle injury, Waimanu Valley, extricated by C1, transported by M08. 5) 11/6/18, #21843, (RESCUE) Two teenage dirt bikers lost near the ATV Park off of Stainback Hwy. Father found boys and cancelled HFD response. HFD reactivated after Father could not find his way out. Co. 2 personnel utilized the Kubota UTV to locate and lead parties out safely, no injuries 6) 11/8/18, #21967, (HAZMAT) propane leak from rusted feeder line - Cronies Bar and Grill, Company 4, Company 1 mitigated incident until line could be shut down by Gas Co. No injuries. 7) 11/17/18, #22635, (RESCUE) Kehena Beach, 30’s male drowning, Co.10 resuscitation efforts unsuccessful 8) 11/23/18, #23047, (RESCUE) Person in Distress, Beach Road-HPP, C-1 extricated a male from the shoreline to the top of the cliff. No injuries. Recognitions: 1) 11/21/18, #22931, MICT J. Habu and EMT D. Lopez – their patient called to thank them for their excellent service. He stated that they were very caring and gentle while performing their job duties. Special Services: 1) Various public and private schools inspected by in district companies, Battalion 1. 2) Volunteer E01A participated in the Veterans Day and Christmas Parade in Hilo. 3) Various high school students interning at Stations 1, 3, and 5. 4) Key advisors from Hilo High School introduced to the intern program, working to set it up for Spring semester 2019. Training: 1) 11/14-11/17/18, BC Ian Smith attended Chief’s Edge Seminar and Fire Chief’s conference at the HFCA Annual Conference and Training on Kauai. BATTALION 2 Incidents: 1) 11/3/18, #21615; (RESCUE) Anna Ranch –Waimea, 7 washed away in flash flood. Long line rescue and extrication with C-1. Co9, Co7, Co2, C-1, M-14, Vol. 9B & 7B, BC-2, and F1 responded. 2) 11/12/18, Multiple Incidents #22221, #22223, #22226, #22227, #22228, #22229, #22240; (FIRE) all dumpster fires in District 7. 3) 11/13/18, #22299; (RESCUE) Missing Diver 8.5mm Akoni Pule Hwy- Dist.14. Co14, Co7, BR15, X09, SKI-2, C-1 and BC-2 initial response. Co7 conducted continued land and water search from 11/13-11/17, no recovery. Training and Education: 1) 11/2/18 – Company 9 visitation, Kanu O Ka‘aina Charter School. 2) 11/10/18 – Company 16 participated in Static display at Waikoloa Elementary Health Fair. SPECIAL OPERATIONS BC Kosaki has been working with Captain Garrett Kim who will be assuming the Special Operations Battalion Chief’s position on December 1, 2018 when BC Kosaki retires. Hazmat 1) AC Okinaka has reached out to CD to pursue another possible option for securing funding for our current unserviceable and outdated Hazmat equipment. AC Okinaka and BC Kim will be working with Civil Defense to request funding from Homeland Security Grant. 2) BC Kosaki has been working with Corporation Counsel to provide information on the pending lawsuit against the County and State by an individual who was injured as a result of a chlorine gas leak at BEI. Rescue 1) Price term agreement bid specs for Rescue personnel equipment have been submitted for the next contract cycle. 2) Performance Assessment exercises and interviews were held for Fire Rescue Specialists recruitments. Ocean Safety 1) Act 190 signs have been installed at Isaac Hale Beach Park 2) BC Kosaki and Captain Baehr have worked hard on the planning for reassignments of Water Safety Officers at IHBP (Isaac Hale Beach Park). 3) Our department has worked together with HGEA to convert the IHBP guard positions to a 4/10 schedule. 4 work days at 10 hrs a day, due to the long travel times to access the location secondary to lava inundation. This will give our guards a longer work day to provide better/longer coverage at the beach each day. 4) Two Guard towers were installed at IHBP on Nov 28. The original Pohoiki tower and the Ahalanui towers were strategically placed at IHBP. 5) Ocean Safety personnel have been assigned to IHBP since the relocation of the guard towers on 11/28/18 to familiarize themselves with the new beach and sea conditions. The beach park still remains closed until the blessing that is scheduled for 12/6/18. 6) RWC crews have also been familiarizing at IHBP and have achieved successful launching from the beach. Support Services Division TRAINING: 1) Fire Fighter Recruits completed requirements for their Hazardous Material First Responder Certification – 40 hour training conducted by Station 4 personnel. 2) Fire Fighter Recruits completed Aquatics Competency Certification – 40 hour certification conducted by Rescue personnel. 3) Fire Fighter Recruits conducted Vehicle Extrication Training with Station 9 personnel. 4) Fire Fighter Recruits assisted Company 5 with Kamehameha Schools school inspection. 5) Acting Captain Lono Lindsey attended “Nozzle Forward” training in Chandler, Arizona, conducted by Seattle Fire personnel. VOLUNTEER TRAINING: 1) Completed Driver Training on October 6, 13, 20, 27 and November 3 and 17, 2018 (classroom/closed course) for 12 volunteers. All participation came from 7B, 9B, 16B and 20A. Classroom work was done at the Makalei Fire Station and closed course took place behind Station 7B. 2) Completed driver audits for 7B, 9B, 14A, 16B, 18A and 20A. 3) Updated physical schedules for Volunteers that expired in 2020. 4) Outfitted PPE/PAK radios to volunteers from 5D and 18A. EMS BUREAU: 1) Assisted operation with flashflood rescue in Waimea. a. 7 people swept by swift water during flash flood. b. 4 walking wounded to medic, 3 stranded at bottom of waterfall. c. Rescue 2 and 7 retrieved victims by rappelling down approx. 70’ cliff. d. Provided EMS support / acquired equipment for 2 staging ambulance units. e. Communicated updates of situation report with NHCH ER charge RN. 2) Instructed a Heartsaver First Aid and CPR training for new hire dispatchers. 3) EMS Bureau personnel participated in the SDOH child death review quarterly meeting. 4) Hosted a two day FERNO gurney technician class. a. Two EMS Bureau and two Mechanic Shop personnel certified. 5) Physio Control EKG and AED purchase went to resolution with the County Council. a. Council voted in favor of the lease purchase. b. Projected rollout of training and equipment is January / February 2019. 6) Completed a Hands Only CPR / AED training for all faculty at Kalaniana‘ole Elementary School. a. Other topics presented were opioid and human trafficking awareness. b. 60 people participated in this training. 7) Assisting HCC Fire Science program with EMT clinical ride along program. 8) Assisting KCC EMS Training Center with EMT 110 ride along program. 9) Chris Honda attended Hawai‘i Fire Chiefs Conference in Kauai. 10) EMS Bureau attended an emergency preparedness meeting for Hawai‘i Island. a. Concerns and issues with discrimination based on disabilities, specifically with public accommodations, emergency services and transportation on Hawai‘i Island. 11) Attended quarterly DCCA licensure subcommittee meeting. 12) Attended quarterly HTAC Meeting. a. We will be participating in a new MCI preparation subcommittee. b. This committee consist of first responders and trauma coordinators. 13) EMS Bureau personnel assisted with medical stand by for Ocean Safety agility testing. PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 54 inspections. 2) The Fire Prevention Bureau reviewed 134 construction plans. 3) The Fire Prevention Bureau investigated two fires. One fire involved a fatality, and our Arson Canine was utilized. 4) The Fire Prevention Bureau concluded with our public education events across schools for Fire Prevention Month. This year’s theme is “Look. Listen. Learn. Be aware – fire can happen anywhere.” We conducted safety talks at 18 elementary schools across Hawai‘i Island. 5) The Fire Prevention Bureau continued the 24 hour schedule and saw many benefits, challenges, and continued interest from our Operations personnel. 6) Fire Prevention Inspector Royd Henderson and Fire Prevention Inspector Edward Kawasaki have been accepted to a three day training in Oahu on NFPA 13, Standard for the Installation of Sprinkler Systems. AUXILIARY SERVICES: 1) Project: Vertical Expansion • First two loads of warehouse racking has been received. • Second load to be picked up from Costco on December 6, 2018. • Installation of racking expected to happen in the month of December. 2) Project: working on a single point ordering system (SPOS) with online tracking of all orders within Trello • PPE Request form deployed, system is live and working. Mechanic Shop: 1) Apparatus and Equipment Repair • 92 total repairs/service • 30 service calls or trouble calls • 7 contracted out tows 11/26-12/1 Precon on BT-18, Final inspection on Engine 16 & 12 Dispatch: 1) Project: Spillman • Currently we are dealing with data issues from Spillman to Fire RMS and PCR, and ProQA – still major issues, issues are being looked into by Laurine Carvalho, of the Department of Information Technology. 2) Project FRD1 Recruitment: • Initial paperwork complete, announcement of open recruitment in December. • New Projects/Business • As noted above • Employee/Public Relations • As noted above • Other • Continue consultation with HGEA, Public Works, Parks & Recreation and Mayor on the proposed reopening of Isaac Hale Beach Park.
