I. Budget
• FY 2017/2018

o Finance Meeting with Department held January 8th.
o 3% OCE Budget reduction in place.
▪ HFD submitted 3% reduction plan in October. No Changes
from HFD end.
II. Alternative Funding and Grant
• 2017 AFG Grant Application Submitted for HazMat equipment shortfalls
o BC Kosaki was lead on application
o Application Submitted, requesting $204,000 for specialized
equipment.
▪ Two (2) Hazmat Elite Command Package to identify suspicious
powder, explosives, chemical warfare agents, narcotics, toxic
industrial chemical identifier
▪ Two (2) ACE-ID Command System - Black Raman Identifier to
identify potential explosives without having to handle or remove it
from the container
• 2016 CDBG
o Pāhala Wildland Pumper Apparatus Project
o Pumper accepted in Hilo. Awaiting Radio Installment.
o Additional available HUD funding will be used for Equipment.
• 2015 AFG Grant
o Application Awarded for replacement of Self Contained Breathing
Apparatus inventory.
o Received 211 SCBA Units

III. Human Resources Division
1) Recruitment
a. Internal Recruitment within Department
• Assistant Fire Chief (Support Services) – Promotion effective
January 1, 2018 for Lance Uchida.
• Chief Mechanic – second recruitment conducted from
January 12-21, 2018. One applicant applied and he was
offered a formal offer with effective date of hire as February
1, 2018.
• Battalion Chief (Support Services-EMS Bureau), Fire Captain
(Emergency Operations), Fire Captain (Support Services –
Prevention Bureau), Fire/Emergency Medical Services
Specialist III – Recruitment conducted from January 29-
February 7, 2018.
b. Internal Recruitment within Department
• Human Resources Program Specialist – Recruitment
conducted from January 9-18, 2018. One applicant applied.
Written assessment scheduled for February 15, 2018 and oral
interview scheduled for February 16, 2018.
• Water Safety Officer I (1/2T) – submitted a Request to Fill
form for position in North Kona. Incumbent retired January
31, 2018 and a Water Safety Officer I (1/2T) requested to
transfer into this position.
c. Open Competitive Recruitment
• Water Safety Officer I (1/2T) – submitted a Request to Fill
form for position in North Kona.
• Fire Fighter Recruit (Temp) – agility test rescheduled to
March 17, 2018.
d. Other
• In the process of hiring a Student Helper I for the Human
Resources Section; waiting for student to make contact.
2) Classification
a. One (1) Water Safety Officer II (1/2T) position downward
reallocated to a Water Safety Officer I (1/2/Time) position.
b. One (1) Fire/Emergency Medical Services Specialist I position
reinstated to a Fire Fighter position.
3) Employee Development and Training
a. “Conducting an Effective Job Interview” training scheduled for
April 19, 2018. Four employees are scheduled to attend.
4) Labor Relations
a. Internal Investigations – Hand delivered notice of investigation
letters to Fire series personnel and one certified mail to a Water
Safety Officer.

Training:

Misc:
1) Concerns were brought up regarding Fire Stations being utilized as shelters
for the community. After the recent Ballistic Missile False Alert there were
people that showed up at various stations seeking shelter. Some stations are
projectile proof (hardened) buildings, but most aren’t. Our personnel have
and will continue to do our best in providing the best possible shelter and
protection for anyone that may show up in such an emergency situation,
which isn’t a problem. The bigger concern is in the event we are
hosting/sheltering people at our stations and we get calls, how will HFD
personnel manage those people. Assistant Fire Chiefs and Battalion Chiefs
communicating on this concern to create a plan to address this and forward to
Fire Chief for review and approval.
BATTALION 2, West Hawai‘i
Incidents: (4 structure fires; 9 brush fires; 1 surf/ocean rescue)
1) #0004, 01/01/18, Structure Fire, Alaneo Alanui Street, (District 9), 700
square feet single family home - total loss $105,000.
2) #0183, 01/03/18, HAZMAT (refrigerant leak), Kona Costco (District 21),
Store evacuated, leak isolated, store vented then monitored for gas. Store
reoccupied after approximately 1 hour.
3) #1557, #1559, #1565, 01/22/18, Series of small Brush Fires along Hwy. 190
and Waikoloa Road, (District 16) approx. 1 acre total, probable arson,
fireworks found on scene at two of the fires, witness to one of the fire, under
police investigation.
4) #1668, 01/23/18, Brush Fire, Kuakini Hwy. (Dist.7), near residential and
commercial structures. Approx. 1/4 acre, accidental.
5) #2132, 01/30/18, Swamped 30 ft. double hull koa canoe, Outside of Kawaihae
Breakwall (District 14), Six tourist rescue by civilian vessel. Four crew
members remained on partially submerged vessel, towed into and beached in
harbor, assisted by Chopper 2 and Ski 2, no injuries.
Training:
1) Finished up personnel with their ACC training

4) ICS 400/420 classes January 29 – February 2, 2018.
Special Events and Services:
1) 01/12/18, Company 7 assisted Sayer Foundation with moving material in their
warehouse.
2) 01/13/18, “Buttons” Miyagi’s boy pushes wrong button and gets everybody
thinking about what would really happen and what should we do. Several Fire
Stations reported civilians arriving to seek shelter.
3) 01/19/18, Station visitation at Makalei (Station 21) by hordes of Kamehameha
Preschoolers and their chaperones.
4) 01/23/18, Company 7 School Inspection/ Fire Drill, Exploration and
Innovations Academy.
5) 01/24/18, Company 7 School Inspection/ Fire Drill, Kealakehe Intermediate
School.
6) 01/20/18, Company 14 Kings Shops Community Fair/ Static Display and EMS
services.
SPECIAL OPERATIONS:
Hazmat
1) Two personnel will be attending the Preventive Radiological/Nuclear
Detection On-Site Program that will be held at the Nevada National Security
Site on Feb. 5-8, 2018.
2) We are in the process of setting up our hazmat technician class for 2018. It
will be held here on the big island and will be funded by the Hazardous
Materials Emergency Planning (HMEP) grant that is provided to the Hawai‘i
State Emergency Response Commission (HSERC).
3) Our new hazmat suits went out for bid and have been awarded. These should
be arriving within the next month.
Rescue
1) We completed our price term agreement for Personal Protective Dive and
mountainous rescue equipment that went out for bid and will be awarded
soon.
2) We will be conducting Public Safety Diver classes for those who would like to
get certified and possibly work at one of our rescue stations.
3) We received the majority of the equipment ordered through the Sayre
Foundation. These will be delivered to the respective stations.
Ocean Safety
1) There were two gifting ceremonies that were held at Kahalu‘u Beach and Kiser
Motorcycles in Kona. This was to thank and acknowledge those who donated
the five rescue boards and two Polaris Rangers to Ocean Safety.
2) We are hiring for our two vacant positions at Kahalu‘u on Feb. 1 and 16th.
3) We are awaiting the MOA to be completed between the County of Hawai‘i and
DLNR for Hāpuna Beach to increase our lifeguard staffing. Once this is
completed, we will begin the hiring process to fill three new positions there.
V. Support Services Division
TRAINING:
1) The 45th Recruit class successfully completed the Fire Ground Survival
Training Course.
2) The 45th Recruit class has successfully completed and passed the
requirements to obtain their Driver Competency Certificate Permit where they
are now starting to acquire their 40 hours of drive time.
3) The 45th Recruit class has been cycling through the stations they will be
assigned to ahead of schedule where they are obtaining hours and valuable on
the job experience prior to going on 24 hour shifts.
4) The 45th Recruit class has come to a close on all of their required training and
all 16 Fire Fighter Recruits will be graduating on February 3rd, 2018.
5) 8 Members of our Department attended a 5 day ICS 400 and ICS 420 course.
VOLUNTEER TRAINING:
1) We had our support Services meeting with our new AC-2 on Jan. 17, 2018.
Reviewed Vision/Mission, priorities, and goals of Support Services.
2) Ballistic Missile review.
3) Roll out the first part of First Aid training to 20 Volunteer Companies.
4) Updated AED batteries/Pads to all companies with Phillips AED.
5) Distributed 1” nozzles to all companies. These nozzles was from HFD (Oahu).
EMS BUREAU:
1) Captain Ebersole and Captain Hara traveled to Pittsburgh and Texas to
shadow multiple CP and MIH programs. Agencies shadowed are listed below.
• Pittsburgh Connect Program
o Focused on the vulnerable population. Connecting seniors with
local resources in their community for assistance.
• Plano Fire Department
o The main focus was on caring for people in the community with
CHF and COPD challenges
• Medstar Mobile Health Care System
2) The Hawai‘i Fire Department is partnering with Hilo Medical Center in rolling
out Healthcall EMS Solutions. This is software program that our CP program
will be implementing into the operation. Some of the key components of this
program are listed below.
• Proprietary: Patent #US 8,788,279 B2 (July 22, 2014) and Trademark
Registration Numbers 3,698,032 (October 20, 2009) and 4,035,289
(October 4, 2011).
• HIPAA compliant: Health Insurance Portability and Accountability Act
(HIPAA) compliant.
• Cross platform accessible: Consistent user experience across desktop,
laptop and tablet computers, and smartphones.
• Cloud based: Cloud based scheduling of patient visits and assignment to
CP/MIH providers.
• Evidence based: Patient-centric Care Plans offer paramedics a method of
extending evidence based care and coaching patients towards better self-
management skills and healthier lifestyles.
• Risk-driven: Automated Patient Response (HealthCall APR™) system
proactively stays in touch with patients alerting paramedics of escalating
risks.
• Open: Supports real-time import/export of discrete data elements into
most EHR systems (electronic health record) and other platforms.
3) The EMS Bureau did multiple radio interviews with Sherry Bracken on our CP
program and cardiac resuscitation efforts on Hawai‘i Island. Other topics
discussed revolved around response issues and geographical challenges that
we face on Hawai‘i Island.
4) Our Hands Only CPR program in schools continues to move forward. We
have completed training the senior class and faculty at Pahoa High School this
month. We are currently working with Konawaena High School and
preparing to deliver the class in early February.
5) We have completed all on-line personnel state EMT and MICT license
renewals with the DCCA.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 77 inspections.
2) The Fire Prevention Bureau reviewed 40 construction plans.
3) The Fire Prevention Bureau investigated four fires, the Arson K9 was used at
one fire.
4) The Fire Prevention Bureau installed smoke alarm and conducted home
inspections in six residences.
5) The Fire Appeals Board Bill (91) went through Committee at County Council
and will move on to Council on February 7, 2018.
AUXILIARY SERVICES:
1) MSA replacement project
• Half of the 2nd purchase set of masks have arrived, remainder will arrive
in next few days
• Delivery and assignment of masks will be rolled out during February, go
live date expected to be by March 1st
• Removal of old SCBA units will occur after switch over.
2) Email Conversion project
• Old shared accounts have been submitted for closure. Target solutions
project is in full swing. Email project will be closing.
3) SharePoint intranet site
• Next phase will move three additional forms to a single point online order
system tracked through trello and fireorders@hawaiicounty.gov
• Currently working on javascripting for a new EMS supplies order form.
• Will be adding a new station supplies order form
• Will be adding a new PPE ordering form
4) Working on revision and update of Mako maintenance and calibration
information. Will be placing information on Sharepoint:
• Third kit air sampling parts should arrive soon, and then kit will be
issued to Station 12. Current testing results are being hosted on
Sharepoint.
Warehouse:
1) Working on a single point ordering system with online tracking of all orders
within Trello. Warehouse will use monitor to display orders in real time with a
printer and redesign of system to speed up orders submittal and to allow
personal to follow order status.
Dispatch:
1) FRD1 have started EMD training. Four of them will complete EMD January
31st.
2) Spillman live date postponed by HPD until September 2018.
3) Funding for new furniture increase was approved, meeting have commenced
to finalize purchase.
4) Funding to purchase power ops through E911 has been approved, paperwork
being completed to initiate purchase and issue a PO.
5) Mayor is reinitiating the new dispatch building, meetings have commenced to
review old designs for recommendations.
