Information Technology:
1) All of the 1st Battalion BCs are using their personal desktop and email
accounts. With the implementation of Office 365, we will increase our
efficiency and productivity. We are working with IT to upgrade our desktop to
the latest Windows version; therefore software compatibility will be the
standard for the 1st Battalion.
BATTALION 2, West Hawai‘i
Incidents:
1) #22935, 12/01/17 – Co 7, 12: Auto/Pedestrian Male, Charlie to KNER
2) #22940, 12/01/17 – Co 9: Two small brush fires on Kawaihae Road
extinguished PTA of HFD Personnel. Both suspicious in nature.
3) #22955, 12/01/17 – Co 14, 15, 9: Five small brush fires on Akoni Pule Hwy.
The largest was approximately 0.25 acres. Multiple incendiary devices found.
Scene turned over to HPD/Inspector.
4) #23051, 12/03/17 – Co 15, 2: Stranded Hikers in Pololu valley secondary to
flash flooding. Extricated without injury at first light by C2 without any
injuries.
5) #23070, 12/03/17 – Co 7, 12, 6: S/F at Kona Pacific Condos. Fire confined to
condo unit utilizing extinguishers and the building’s wet stand pipe. Disabled
wheelchair occupant was extricated while fire suppression activities were
ongoing.
6) #23249, 12/05/17 – Co 21: B/F (power line down). Hwy 190 and Kaiminani
Road. Road was closed by HPD. Approximately 0.25 acres burned.
7) #23403, 12/07/17 – Co 9, C2: Mountain Biker Crash on Mana Road. Pt
transported to NHCH in Code 500 status.
8) #24569, 12/23/17 – Co 21, 7, 12, 7B: S/F small structure fully engulfed
approximately 50 yards from roadway in an area overgrown with trees and
brush.
SPECIAL OPERATIONS:
Hazmat
1) BC Kosaki met with the vendors for the hazmat suits and hazmat identifiers at
the HFCA training conference and is getting information to apply for an AFG
grant of these much needed equipment.
2) The DOH provided training on December 6th and 7th for our hazmat team
personnel in sampling and testing of unknown chemicals. There were also
members of the FBI and UH chemistry lab who were also present to assist.
3) We will be hosting a hazmat technician class for 2018 here on Hawaii Island.
It will be funded by the Hazardous Materials Emergency Planning (HMEP)
grant that is provided to the Hawai‘i State Emergency Response Commission
(HSERC).
Rescue
1) Many of the equipment has been received that were purchased by the Sayre
Foundation and will be distributed and changed out on an as needed basis.
2) The R-7 Radon was completed but there were some other things that needed
to be addressed. We have worked with Steven at Riddle Boatworks to get this
boat back in operation.
3) In December, we have conducted the recertification classes for the DR1 and
also began the Public Safety Diver classes for those who do not have a SCUBA
certification. This would qualify them to now work toward being able to TA as
a Fire Rescue Specialist.
Ocean Safety
1) We conducted our Performance Assessment Examination for WSO I on
December 20th and held the interviews on December 26th. There were eight
candidates who completed all of the requirements. We hope to hire for our
vacant positions on February 1, 2018.
2) We are in the process of replacing most of our rescue boards. This process is
taking a while due to the cost of the boards. The Sayre Foundation will be
purchasing five rescue boards to help us through this time that our
procurement process takes.
3) There will be a Keiki Classic put on by Shane Dorian on January 20th. Our
Ocean Safety WSO will also participate to help teach some of the kid’s basic
lifesaving techniques. This event is also supported by the Sayre Foundation.
V. Support Services Division
TRAINING:
1) The 45th recruit class attended and joined in at the Hawai‘i Fire Chief’s
Association Conference on December 1, 2017. Four members of the class also
led the opening ceremonies in the color guard.
2) The 45th recruit class participated and became proficient in a one week long
course in Rescue Systems. Led by several of our rescue personnel, they were
training and taught various knots, anchors, raising and lowering systems
along the rappelling from heights.
3) The 45th recruit class completed their Firefighter skills testing during the
month of December. All 16 recruits successfully demonstrated proficiency in
all of the entry level skills necessary to start their careers with the Hawai‘i Fire
Department.
VOLUNTEER TRAINING:
1) BT-11C S 5804 Discovery Harbor placed in service. Formerly BT-9B Kanehoa.
2) E-9B HFD532 Kanehoa placed in service. Formerly E-16B Pu‘uanahulu.
3) Volunteer Bureau Meeting with AC2/EMS-1 on 12/20/17.
4) Updated RMS Volunteer Company Rosters.
5) Reviewed AHA First Aid/CPR/AED Training materials in preparation for
January 2018 roll out.
EMS BUREAU:
1) Captains Ebersole and Honda presented on HFD’s Community Paramedicine
pilot project and HFD’s High Performance CPR program respectively at the
Hawai‘i Fire Chiefs Conference in Waikoloa. Both programs are being closely
looked at by Maui Fire with their CPR program efforts and Kauai Fire with
Fall prevention. Both departments have sent personnel over to our island to
shadow both Captain Ebersole and Honda in their program area.
2) Captain Honda and FMS II K. Kanae attended the annual Emergency Cardiac
Care Update conference in New Orleans. The latest in CPR science, data and
technology were presented by subject matter experts and leaders in the EMS
industry. One big takeaway from attending the conference was that HFD is
right in line (if not ahead) with the latest science and efforts with CPR
programs across the country.
3) HFD EMS received new Panasonic Toughbook laptops from State EMS for
each of its (15) ALS medic units. The devices come with a Panasonic
maintenance contract allowing all device to be shipped directly to Panasonic
for any major issues. This relieves our County IT of having to do no more than
basic trouble shooting. Laptops have been flashed by our County IT and are
being distributed in the first week of January.
4) Captain Ebersole coordinated the evaluation of ESO, a replacement ePCR
solution. It is our intent to lead and guide the selection process for State EMS
rather than to follow and accept a substandard product.
5) Conducted a radio interview on HFD EMS and Community Paramedicine
with Sherry Braken and our Medical Director Dr. Judith Fitzgerald. This was
a good opportunity to educate and market our HFD Fire Based EMS system
and our pilot Community Paramedicine program.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 134 inspections.
2) The Fire Prevention Bureau reviewed 187 construction plans.
3) The Fire Prevention Bureau Investigated two structure fires.
4) The Fire Prevention Bureau investigated seven fires, the Arson K9 was used at
two fires.
5) The Fire Prevention Bureau installed smoke alarm and conducted home
inspections in six residences.
6) The Fire Prevention Bureau conducted inspections at 41 firework retail sites.
7) The Fire Prevention Bureau conducted inspections at four fireworks display
events for New Year’s.
