• Fire Equipment Mechanic – Interviews held for two
applicants on May 17, 2017.
• Fire Fighter Recruit – Last day for interviews was held on
May 15, 2018. Conditional offer emailed to 20 candidates.
• Fire Radio Dispatcher I – Written exam scheduled for May
15, 2018 in Kona and on May 17, 2018 in Hilo. Referred list
was 20 candidates.
• Water Safety Officer I (Temp) –Hiring two summer hires.

hiker, found.

3) #11969, 06/17/18, Nanawale Subdivision, (District 10), structure fire.
4) #11989, 06/17/18, Mana Road, (District 4), ATV accident/brushfire.

Misc:
1) Response phase downsized for the 2018 lava disaster, Company 10A recall
assignments continue HFD’s response capabilities within the affected areas.
2) Support Services Division continues supporting HFD’s mission with daily
operations and the staffing level increases.
3) The IMT assisted with the complexities of the initial and sustained response
prior to the scaled downsizing.
BATTALION 2 West Hawai‘i
Incidents:
1) #11501, 6/9/18 Vessel Aground, 1mi. North of Keahole Point. One victim
recovered DOA. Second victim missing- Victim located 6/10/18 0500 hours,
transported to Kona Community Hospital via Medic 7.
2) #11447, 6/9/18 Vessel in distress, approx. 4 miles off OTEC, Rescue Boat 7
assisted with spare battery and cables. Vessel returned under power to safe
harbor.
3) #11544, 6/10/18 Brush Fire at Beach 67, Contained to 1000 sqft by Co 14.
4) #12347, 6/22/18 Hwy 190- 3 brush fires, Mile markers 18, 21, 26. All fires
extinguished. Largest was ¼ acre between 18 & 19 mile markers. Hwy closed
for safe fire ground operations.
5) #12435, 6/2318 Gunshot wounds- 3 victims on Painted Church Rd. One
victim DOA, second victim transported to Kona Community Hospital via
Medic 12. Third turned himself in for Tx at KNER.
6) #12724, 6/27/18 Brush fire- Stopped and contained after approx.55 acres.
Numerous structures saved on No. Kaniko drive and Ho‘ohana Street.
Resources- BC2, Companies 14, 16, 9, 15, Vol 9 Bravo, 14 Alpha, and 7 Bravo.
Isemoto bulldozer. Due many inaccessible areas and hot spots, Operations
were concluded the morning of 7/1/18.
Training:
1) Company 9 all shifts training on new Tanker 9 with manufacturer’s
representative. Apparatus utilized at Inc. #12724 brush fire 6/27, 28, 29.
Tremendous asset!!
Training:
1) 6/12/18, Sayer Foundation Gifting Ceremony at Hāpuna Beach, All Terrain
Vehicle
SPECIAL OPERATIONS:
Hazmat
1) Our hazmat team has taken over the SO2 and H2S spot monitoring for the
current lava flow. We are still staffing our response teams 24 hours, 7 days a
week.
2) We have identified 4 personnel who has requested to attend the upcoming
Hazmat Continuing Challenge that will be held in September and is awaiting
approval for their travel. Their attendance and travel will be funded by the
LEPC.
3) There will be a training on pipeline emergencies that will be held at the end of
July. This is important since we had an incident in the past at our docks that
resulted in a fire. We hope to send 4-5 personnel to this training.
Rescue
1) We are working on a grant from the IAFF to conduct more Confined Space
training for our department. We have a few rescue and hazmat personnel
who still needs this training.
2) We will be sending FRS Justin Neeson for dive rescue instructor training that
will be held on Oahu. This would help alleviate the workload put upon FEO
David Mahon as our sole dive instructor.
3) The Sayre Awards dinner is rapidly approaching that will be held on
September 1, 2018. We are gathering names for these awards and also for
their equipment needs.
Ocean Safety
1) We had three (3) new hires who began on June 18. Two of the positions are
permanent part-time at Punalu‘u and the other is a temporary hire position in
Hilo. We have one more temporary hire who will be starting on August 2.
2) We began our Jr. Lifeguard program on June 18. There will be 4 sessions that
will through mid-July. The Island Jr. Lifeguard Championships will be held
on July 14 and the state championships will be held on Kauai on August 4.
3) Olukai footwear and Kaenon sunglasses is making a donation to our
lifeguards and will be holding informal presentation gatherings on Kona,
Hāpuna, and Hilo in July. A resolution will be presented to the County
Council for approval.
• Support Services Division
TRAINING:
1) Tanker 9 training for the new Tanker 9 with Allison Transmission
representative, Rowe CAFS representative, and Hawai‘i Specialty Vehicle
representative. 14 personnel attended, including all three Captains from
Station 9.
2) Preparation for 46th Recruit Class scheduled to begin August 16, 2018 with
20 FFR. Two RTOs (Recruit Training Officers) onboard in addition to the
current Driver Trainer to instruct the class.
3) Moving Training Bureau from Central to Haihai Station in order to utilize
classroom and facility for the upcoming Recruit Class, as well as make room
for the upcoming FRD Class.
VOLUNTEER TRAINING:
1) Island-wide PUC checks with mechanics June 20 & 22, 2018.
2) Volunteer officers meeting June 23, 2018 at Cooper Center.
3) EOC LAVA 2018 duties, various days of the month.
4) Final collection of Volunteer award money receipts; submitted to A. Oshiro
(Fiscal).
EMS BUREAU:
1) Captain Vern Hara attended a Mass Violence workshop at the Office of the Lt.
Governor. Key stakeholders throughout the state attended, and will be laying
the ground work for statewide training and preparation for response to mass
violence incidents.
2) MICT Class completed 3rd rotation, one student voluntarily elected to repeat
the rotation, all students were given the option to repeat due to problem with
the scoring tool used for their assessment. There are some performance
concerns with 50% of the class, however we are confident the issues are being
addressed. EMS Bureau staff was present for evaluations of all HFD MICT
students and satisfied with their overall progress.
3) Met with HMSA President Mike Stollar along with a small group of
community leaders. Was able to provide a brief update of the HFD
Community Paramedicine Program.
4) Captain Vern Hara presented HFD Community Paramedicine program to
group of health care agencies and insurers at Kona Community Hospital.
Strong support of the program, insurers were interested in exploring the
possibility of assisting to fund West Hawai‘i FMS III position.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 75 inspections.
2) The Fire Prevention Bureau reviewed 86 construction plans.
3) The Fire Prevention Bureau investigated five fires, two structures and three
brush, the Arson K9 was dispatched to one structure fire.
4) The Fire Prevention Bureau installed smoke alarms and conducted home
inspections in 10 residences.
5) BC Perreira attended the NFPA Conference June 11-14, 2018 in Las Vegas,
NV.
AUXILIARY SERVICES:
1) Project: SCBA Replacement Grant
• Prevention is last bureau that needs fit testing and issue of pack, to be
completed in June (Delayed due to lava, date set in July to deploy).
• Survey of mounting brackets to be conducted in July for
upgrade/changes/retrofit.
• Grant is being audited, will be submitting information with Melanio to
handle.
2) Project: SCBA Air Compressors (No progress this month)
• Working on a revision and update of Mako maintenance and calibration
information.
• Need to start a project to replace compressors.
3) Project: MSA to Motorola Bluetooth.
• Working to add blue tooth capability to interface between MSA G1 and
Motorola Radios.
• Dongles have arrived, will be establishing Bluetooth testing in the month
of July
4) Project: Wifi systems update and review
• Submitted proposal to save a little over $14k annually, by eliminating
excess unused wifi charges.
• Will be working to cancel/suspend/redirect these lines by the end of July,
waiting on meeting with IT.
5) Project: BC Vehicle outfiting
• Established printing capabilities for new BC vehicles (Complete)
• Vehicle command cabinet for rear of vehicle (waiting on Ops BC’s to
design and submit to DPW)
• Secondary radio head installation in rear of vehicle (waiting on vehicle
command cabinet)
• Working on establishing hotspots in BC vehicles (Waiting on Project Wifi)
6) Project: Auxiliary Sharepoint Site Redesign
• Working on a redesign of the Auxiliary Services Sharepoint site for better
usability.
Warehouse:
1) Project: Repair Area
• Working on a redesign and cleanout of the repair area to facilitate better
turn around on equipment submitted for repair, estimated completion in
August.
2) Project: Receiving and Outgoing area Redesign
• Will be working on a better receiving area this week and early July to
better handle incoming and outgoing items in the warehouse.
• Will be tying project WMS, and SPOS to this area
3) Project: Radio Cache Area
• Will be deployed into the new receiving and outgoing area
• Seeking funding for four multi-unit (6) motorola radio chargers
4) Project: Vertical Expansion
• Project on hold, need funding to go vertical to 15’ mark in warehouse.
5) Project: Electronic Warehouse Management System (WMS)
• Attended course on Eden/Fresh to research possible integration of
warehousing system for electronic tracking of inventory and auto ordering
of stock.
• Will be meeting with Transportation warehouse to view their UPC scanner
system for inventory tracking through Eden/Fresh.
• Will be touring DPW, HPD, warehouses to view their process to learn and
improve.
6) Project: Working on a single point ordering system (SPOS) with online
tracking of all orders within Trello.
• Trello site has been created.
