• Internal recruitments for Fire Captain (Emergency
Operations), Fire Equipment Operator, Fire/Hazardous
Materials Specialist, Fire Prevention Inspector I:
• Fire Captain (Emergency Operations) – 18 passed written
exam.
• Fire Equipment Operator – 37 passed written exam.
• Fire/Hazardous Materials Specialist – 9 passed written
exam.
• Fire Prevention Inspector I – 2 passed written exam.
b. Open Competitive Recruitment
• Fire Equipment Mechanic – Conditional offer rescinded for
first applicant. Second interview scheduled for May 17, 2018
for two applicants.

1-10, 2018.

Emergency Operations Division
OPERATIONS:
BATTALION 1, East Hawai‘i
Incidents:
1) 05/02/18, Leilani lava eruption. Dist 10, 19 and others. Lava flows,
explosions, earthquakes, land deformation + and -, ash clouds, SO2 and HCl
releases, Pu‘u O‘o and Halemaumau collapses. Various rescues, monitoring,
evacuation, EMS and information/enforcement of restrictions and safety
messages to the public.
2) #8749, 05/02/18, Traumatic Death, Hwy 19, Dist 8. Utility line subcontractor
killed by collapsing boom truck.
3) #8801, 05/02/18, Swimmer in distress, Just east of Ka Lae point, Dist 11.
Swimmer brought back to shore safely.
4) #8938, 05/04/18, Municipal gas line shear, Bay Shore Towers, Dist 1. 3”
municipal gas line sheared after 6.9 magnitude earthquake. Residents moved
into building ‘shelter in place’, line plugged.
5) 05/04/18, Investigated small tsunami in Hilo bay-confirmed and results
relayed to CD.
6) #8940, 05/04/18, Propane gas leak and fire, Hoaka Dr, Dist 3. Residential
gas water heater moved by earthquake and subsequent gas leak caught fire.
Co 3 extinguished, all other units committed to other incidents.
7) #8955, 05/04/18, Overdue diver, Cape Kumukahi, Dist 10. Diver reported
overdue, found by C-1, able to return to shore by himself.
8) #9513, 05/12/18, Swimmer in distress, Ka Lae pt, Dist 11. Pt extricated by C-1
from ocean with CC back pain and unable to move legs. Transported by M11 to
HMC.
9) #9804, 05/16/18, Drowning, Waipi‘o Valley shoreline, Dist 11. C-2 extricated
victim to Waipio LZ and turned over to M08. M08 transported to Hāmākua
ER.
10) #10237, 05/22/18, Structure Fire, Lama St, Dist 3. Fire confined to room of
orgin, Prevention 3 and Dept of Health responded (unsanitary conditions for
a commercial food operator)
11) #10181, 05/21/18, Industrial crush injury, Hwy 130, Dist 10. State DOT
worker had his leg run over by a large excavator while working on Hwy 130
near the east rift zone. Pt extricated and transported to HMC.
12) #10264, 05/22/18, Structure Fire, 4th Ave, Dist 18. Co 5, 10 and 18, Vol 18A
extinguished fully involved structure on arrival. Propane tank venting.
13) #10355, 05/23/18, Structure Fire, Honu St, Dist 10. Co 10, 18, 5 and 10D
responded and extinguished a room and contents fire. Prevention 1 performed
investigation.
14) #10376, 05/24/18, Swimmer in distress, Offshore of Beach Rd. HPP, Dist 18.
Male patient extricated by C-1 rescue swimmer and billy pugh net. Pt
transported by HPD.
15) #10392, 05/24/18, Apartment Fire, Val Hala Apartments, Dist 1. Co 1, 2, 4,
EMS 1 responded to small interior fire, which did not extend beyond the room
of origin. 1 pt with burns to his arms and upper torso, transported to HMC by
M01.
16) #10399, 05/24/18, Lost hikers, Mauna Loa, Dist 4. Co4, 2, M03, C-2 and
Co50 responded to exhausted and vomiting hikers at the 12,700’ elevation of
Mauna Loa. Due to the limited light left in the day, hikers were persuaded to
keep moving down the mountain until found by Co50 using their Mighty
Mule. 2 pt’s transported to HMC by M03.
Training:
1) ARFF auto extrication class with Company 1 &2.
2) Ongoing tanker and brush truck training with new Firefighters that came
online May 1, 2018.
BATTALION 2 West Hawai‘i
792 CALLS. 32 Fire, 527 EMS/Rescue, 4 Hazardous Condition, 51 Service Call,
170 Good Intent, and 8 False Call.
Incidents:
1) #9494, Brush Fires (X5) on 051118. All with minimal spread.
2) #9504, Structure Fire on 051218. Four Seasons Resort. Confined to 1 room.
Estimated loss of $15,000.
3) #9526, Structure Fire on 051218. 20x30 residential structure. Total loss.
Loss estimated at $24,000.
4) #9535, Stranded hiker on 051218. Chopper 2 located and extricated to Medic
16 at 15 mm Hwy 190.
5) #9553, Structure Fire on 051218. Power Storage on Walua Rd. Approximately
20 units burned. Loss estimated at $600,000.
6) #9732, Brush fire on 051518. 1 acre burned.
7) Shark Sighting Hāpuna Beach closed on 05/15/18.
8) Brush Fire and 1 car MVC on 05/24/18. Inc#10363. 10’x50’ brush fire with
vehicle roll-over.
9) Shark Sighting Mahaiula Beach closed on 05/24/18.
10) BC2A successfully completed year one of Managing Office Program at
National Fire Academy. Classes taken: Applications in Community Risk
Reduction and Applications of Leadership in a Culture of Safety.
11) A/BC2B designated as LSC at Leilani lava incident.
SPECIAL OPERATIONS:
Hazmat
1) With the chemical hazards present at the current lava flow incident, our
hazmat team has been transitioning in to eventually take over the air
monitoring to supplement the fixed monitors that are in place in the area.
2) At our LEPC meeting in April, the committee approved funding to allow for 4
HFD personnel to attend the upcoming Hazmat Continuing Challenge that is
held in Sacramento, CA annually. A solicitation memo has been sent out to
our hazmat personnel who may be interested in attending.
3) Met with the Honeywell representative (Rae Systems) who will be making a
donation through their emergency reserve funds. They will be providing us
with 20 H2S and 50 SO2 single gas monitors to help keep us safe at this lava
flow incident. They also provided us with some SO2 sensors and will look at
also providing some 4 gas monitors with internet connectivity capabilities and
calibration gas.
Rescue
1) RB-7 and RB-7-7 are both in need of repair and awaiting approval.
2) We are working toward getting another dive instructor trained in our
department. This would alleviate the heavy workload that is currently put
upon our only instructor.
3) Still working on more price term agreements for rescue equipment. This has
allowed for equipment to be more readily available and a better price.
Ocean Safety
1) We removed two of our towers at Ahalanui and Isaac Hale and placed them at
the Paradise Park station. It was a good move since the lava took away access
to these towers on the next workday.
2) We will be hiring 3 WSO (2 permanent and 1 temporary) on June 18th.
3) Due to the lava flow, we relocated all of our WSO personnel who were
assigned to the Puna district to Hilo. We also relocated our RWC to the
Haihai station and reassigned them to the Hilo district.
4) Kaenon has offered a pair of sunglasses for all of our WSO personnel at no
cost. They are doing this donation state-wide. Kaenon has been acquired by
Olukai, who is a strong supporter of the lifeguards through the Hawaiian
Lifeguarding Association (HLA). Once we receive these products and get the
value, we will put it through resolution.
5) Our Jr. Lifeguard program will commence in June but the Puna district will
be eliminated due to the current lava flow.
• Support Services Division
TRAINING:
1) NFA Course F0637 Wildland Urban Interface: Fire Adapted Communities, 18
attendees.
2) Planning stages of 46th Recruit class tentatively scheduled for August 1st,
2018.
3) Tanker 9 training for Station 9 personnel scheduled for June 4th, 5th, and
6th, 2018.
VOLUNTEER TRAINING:
1) Distribute and review Volcanic eruption protocols, ie SO2, LACE etc. with
Volunteers.
2) Continued collection of Awards check receipts.
3) Distributed equipment/supplies to Volunteer Companies.
EMS BUREAU:
1) Leilani Lava incident-
• EMS Bureau personnel responded to the initial alarm on May 3 and
maintained a strong presence for the next 5 days. Assisted in evacuations,
EMS response in the evacuation area and co-response within districts 5
and 10 during 911 surges. Supported IMT in standing up 2 Medic Units for
the incident, initially for the IMT BLS medic, then ALS medic for the
Leilani evacuation, re-evacuation. Analyzed EMS surge within a First
Watch geofence immediately surrounding the eruption area, identified
spikes in 911 call volume specific to the American Red Cross (ARC)
Shelters, monitored shelter population, made regular visits throughout the
shelters, evaluating, re-evaluating ARC medical support and reporting
findings and analysis to State of Hawai‘i Department of Health, State of
Hawai‘i EMS, US Public Health Services. Created contingency plans to
support ARC medical support. Created several additional First Watch
geofences to monitor activity at the ARC Shelters and every district on
Hawai‘i Island. Assisted in facilitating donation from MSA for air quality
monitors and EKG/AED’s from Physio Control/Stryker.
2) MICT Interns completed 2nd month of internship and began 3rd rotation the
last week of May. All interns are reported to be progressing well and on track
to successful completion.
3) Captain Chris Honda represented HFD at BME meeting on Oahu and EMS
Week Proclamation by Governor Ige at State Capitol amongst other State of
Hawai‘i EMS leadership.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 82 inspections.
2) The Fire Prevention Bureau reviewed 78 construction plans.
3) The Fire Prevention Bureau Investigated six fires, the Arson K9 was used at
two fires.
4) The Fire Prevention Bureau installed smoke alarms and conducted home
inspections in 20 residences.
5) Captain Clinton Baybayan and Kyle Vares attended the Hawai‘i Association of
County Building officials conference in Maui.
AUXILIARY SERVICES:
1) MSA replacement project
• Training department issued MSA Units.
• Prevention is last bureau that needs fit testing and issue of pack, to be
completed in June.
• Survey of mounting brackets to be conducted in June for
upgrade/changes/retrofit.
2) Working on a revision and update of Mako maintenance and calibration
information.
• No progress since last month.
• Need to start a project to replace compressors.
3) Working to add blue tooth capability to interface between MSA G1 and
Motorola Radios.
• Dongles have arrived, will be establishing Bluetooth testing in the month
of June.
4) Working on a review of AT&T phone charges to reduce unused cell/data
charges.
• Submitted proposal to save a little over $14k annually, by eliminating
excess unused wifi charges.
• Will be working to cancel these lines by the end of June
5) Established printing capabilities for new BC vehicles.
• Working on establishing hotspots in BC vehicles.
Mechanic Shop:
1) Apparatus and Equipment Repair

2) In service training for CAFS in Oahu for Kirk Roark May 23-25
Dispatch:
1) Spillman expected cutover in September
2) Still proceeding with procurement of the Xybix furniture
3) Power Ops has been installed, project is complete payment and
reimbursement by E911 is pending.
4) Issued Iphone 7 to dispatch room for redundancy of operations.
5) Names for FRD1 positions recruitment has been turned over by County HR.

Repairs:
1) Working on a redesign of the desks in the Waimea Fire Station. Work order
submitted.
