Chopper 1 extrication of adult male in lava field-deceased. 2) #2572, 02/05/2018, Drowning, South Point, District 11. Chopper 1 and Rescue diver extricated 23 y/o male who jumped in to rescue 20 female. Female made it out ok. Male party deceased. 3) #2646, 02/06/2018, Structure Fire, Kings Landing, District 2. Total loss to structure. No injuries reported. 4) #2879, 02/09/2018, Brush Fire, Beach Road, District 1. Fire contained to 1000 sq. ft and extinguished. 5) #2899, 02/09/2018, Person fell in a Ravine, Wood Valley, District 11, female extricated and transported to Hilo Medical Center. 6) #3037, 02/11/18, Brushfire, Hakalau, District 1, extinguished in one operational period. 7) #3256, 02/14/18, Sailboat in Distress, Pa‘auilo, District 8, boat was towed back to Hilo Harbor with one uninjured person onboard. 8) #3790, 02/21/18, Shooting Victim, ‘Ō‘io Street, Hawaiian Beaches, District 10, male treated and transported to Hilo Medical Center. Training: 1) FF Recruits on-line performing 40 hours of driving and 15/25 EMT qualifications. 2) February 27, 2018 Company 10, Company 4, BC1 Pre Plan PGV. 3) Briefing and Training with newly assigned Captains and FEOs. BATTALION 2, West Hawai‘i Incidents: 1) #2451, 02/03/18, Water rescue by RB07, swimmer in distress at End of the World District 12. Female unable to get back to shore due to high surf. 2) #2932, 02/10/18, Brush Fire in line with 17.5 mm Highway 190, approx. ½ mile Makai of the Highway, District 16. Suspected lightning strike, no initial access. C1 and C2 supported by HFD tankers used for initial attack. Road closed for 48+hrs. Assets involved DOFAW fire crews, HFD volunteers, PTA and contracted dozers. 1000 plus acres burned, State land. 3) #3649, 02/20/18, Structure Fire (Storage Facility), Loloko Street (District 7), Limited fire to second story living area above office. Loss $275K estimate to structure and contents. Save $225K. 4) #3967, 02/24/18, Code 500 Water rescue off of tour catamaran moored outside of Puakō (District 14). Used C-2 personnel and Ski2 to get patient off boat to Puako boat ramp. Code save. Training: 1) February 6-8, 2018 – edraulic / stabilization; extrication training for Company 9, 16 and 14. Training held at Station 14. SPECIAL OPERATIONS: Hazmat 1) Completed and submitted the AFG to obtain funding for the purchase of two Hazmat identifiers and two Raman detectors that would give us the capability to identify liquids in a container without taking a sample that may be an explosive or narcotic. 2) Two personnel attended the Preventive Radiological/Nuclear Detection On- Site Program that was held at the Nevada National Security Site on Feb. 5-8, 2018. 3) The hazmat technician class for 2018 will be held here on the big island and will be funded by the Hazardous Materials Emergency Planning (HMEP) grant that is provided to the Hawaii State Emergency Response Commission (HSERC). We will be training 12 of our personnel in this class. This is the minimum requirement to work on the hazmat team. 4) We are awaiting the arrival of our new Kappler hazmat suits that have been awarded from LN Curtis. Rescue 1) We completed our price term agreement that went out for bid and will be awarded soon. 2) We will be conducting Public Safety Diver classes for those who would like to get certified and possibly work at one of our rescue stations. We are also in the process of recertifying our personnel in Dive Rescue 1. 3) The RB-7 Radon refurbishment have been completed with funding from the Sayre Foundation and the County Council contingency funds. We will be doing a gifting ceremony soon to recognize donors and for all the work that was done on this. Ocean Safety 1) The Sayre Foundation donated two Polaris Rangers to Ocean Safety from funding by the Karakin Foundation that will be assigned to Hāpuna and Isaac Hale beaches. We also had five new rescue boards that have been donated through the Sayre Foundation. 2) We hired two new Water Safety Officers at Kahalu‘u on Feb. 1 and 16th. 3) We are awaiting the MOA to be completed between the County of Hawai‘i and DLNR for Hāpuna Beach to increase our lifeguard staffing. Once this is completed, we will begin the hiring process to fill three new positions there. 4) There are three legislative bills that we are monitoring related to Ocean Safety. These are to begin lifeguard services at Kua Bay, Lifeguard Liability protection, and for funding of DLNR to provide lifeguards at state beaches. V. Support Services Division TRAINING: 1) NFA Class F0646 Leadership in Supervision scheduled for April 5 & 6 at the West Hawai‘i Civic Center. 24 attendees signed up. 2) NFA Class F0636 Wildland Urban Interface scheduled for May 3 & 4 at the County of Aging and Disability Resource Center Training Room. Enrollment for attendees currently open. 3) 45th Fire Fighter Recruit class graduation was held on February 3rd, 16 FFRs placed online to complete the driver training portion of their certification. 4) 6 FFRs have completed their initial 40 hours of driver training and audits and are now completing the required 25 responses and 15 transports under the supervision of EMTs / MICTs in order to qualify for their Driver Competency Certificates 5) 10 FFRs continuing to complete their 40 hours of driver training hours online – all FFRs are on track to complete their driver training, audit, and medical responses prior to the May 1st deadline. VOLUNTEER TRAINING: 1) Roll-out of AHA First Aid Part Two. 2) Distribution of County Vehicle Insurance Certificates. 3) Volunteer Captain meeting on February 17, 2018 at Station 11C, Discovery Harbour. 4) Target Solutions account registration and assignments. 5) Review and preparation for roll-out of AHA CPR/AED in March. EMS BUREAU: 1) Medicom P25 cutover in East Hawai‘i. Old Medicom communication system being phased out, first phase covering East Hawai‘i completed by PWC this month. Communication from EMS units to Hilo and Ka‘ū Hospitals has improved tremendously because of this. Medic Units from Ocean View to Waimea made the switch without significant issues. West Hawai‘i Medic units and all other hospitals will cutover in March. 2) MICT Students on Oahu for MICT Clinical and Internship. 3) Captain Chris Honda presented HFD’s cardiac resuscitation program at the annual AHA state conference. AHA National Faculty present. HFD Resuscitation program continues to lead the State, following best practices established by King County’s Resuscitation Academy. 4) Senate Bills 2374 (Community Paramedicine) and 2658 (Kauai and Hawai‘i County Medic Units) crossed over from Senate to House. 5) In coordination with HFD, HMC Stroke activation patients arriving by EMS are now going directly to CT, bypassing assessment at ED. The hope is that expedited CT will improve time to definitive treatment and improve patient outcomes. 6) Captain Chris Honda is working with Pacific Wireless Communications to address transmission issues regarding EMS Medicom. PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 65 inspections. 2) The Fire Prevention Bureau reviewed 88 construction plans. 3) The Fire Prevention Bureau investigated two fires, the Arson K9 was used at one fire. 4) The Fire Prevention Bureau installed smoke alarm and conducted home inspections in 34 residences. 5) Fire Prevention Inspector I Royd Henderson attended NFA Class R0390 Plans Review for Fire & Life Safety. 6) The Fire Appeals Board Bill (91) went through second reading and is awaiting approval and signature by the Mayor. AUXILIARY SERVICES: 1) MSA replacement project • All of the MSA set of masks have arrived. • Delivery of 1/3 of the masks have been completed to personnel, completion of delivery will occur by March 7th. • Additional training for go live will occur through Target Solutions between March 8th to 14th, go live date to tentatively occur March 15th. • Removal of old SCBA units will occur after switch over. 2) SharePoint intranet site • Added pages for EMS, Prevention and Training 3) Working on revision and update of Mako maintenance and calibration information. Will be placing information on Sharepoint: • All three Mako compressors now have their own air sample kit. Project has not yet proceeded to produce training update. Warehouse: 1) Working on a single point ordering system with online tracking of all orders within Trello. Warehouse will use monitor to display orders in real time with a printer and redesign of system to speed up orders submittal and to allow personal to follow order status. This is tied into the form redesign and will commence in the later half of March once the A G1 project finishes. Dispatch: 1) FRD1s have completed EMD Training, we had four resignations and retain two of the original six hires from the most recent class. 2) Spillman live date postponed by HPD until September 2018, no news on this. 3) New xybix furniture is in the planning phase for installation. 4) Funding to purchase power ops through E911 has been approved, paperwork being completed to initiate purchase and issue a PO. No news since last submittal. 5) Reviewed new dispatch building designs and submitted recommendations back. Repairs: 1) Repairs are now being tracked in real time on https://trello.com/b/XDRZrCfw/repair-projects Records: 1) Currently we are turning around record request in under 20 days. VI. New Projects/Business • Collated HPD/HFD Dispatch Center VII. Employee/Public Relations • FF Kainoa Wiley to be honored as the Aloha Exchange Club’s FF of the year on March 19, 2018. • As noted above VIII. Other
