Human Resources Division
1) Recruitment
a. Internal Recruitment within the Department
• Battalion Chief (Emergency Operations) – Fire Captains Michael Grace and
Chad Toyomura promoted effective November 1, 2018.
• Battalion Chief (Special Operations) – Recruitment conducted from October
1-10, 2018. One applicant. Interview was held on October 29, 2018.
• Battalion Chief (Prevention Bureau) – recruitment will be conducted from
November 5-14, 2018.
• Fire Captain – Assessment scheduled for November 7-9, 2018.
• Fire Rescue Specialist – Physical Assessment Exercise scheduled for
November 20, 2018.
• Fire/EMS Specialist II – Fire/EMS Specialist I Mark Mochida and
Shinnosuke Suga promoted effective October 1, 2018.
b. Internal Recruitment within the County of Hawai‘i
• Human Resources Technician I – Recruitment conducted from October 4*-
28, 2018. One applicant. Interview pending.
c. Open-Competitive Recruitment
• Fire Radio Dispatcher I – Hired Maelyn Burns, LeShey Makuakane and
Naomi Marks effective October 1, 2018.
• Account Clerk – interviews for seven applicants scheduled for November 7,
2018.
2) Classification
a. Fire Radio Dispatcher I reallocated to Fire Radio Dispatcher II effective October
2, 2018.
b. Two Fire/EMS Specialist I positions reinstated to Fire Fighter effective October
16, 2018.
3) Employee Development and Training
a. Job Performance Report training scheduled for October 9, 2018 – two employees
attended.
b. Conducting an Effective Job Interview training scheduled for October 11, 2018 –
11 employees attended.
c. Development of Interview Questions training scheduled for October 23, 2018 –
two employees attended.
Emergency Operations Division
AFC Okinaka completed his first month as the Assistant Fire Chief; getting accustomed
to the new duties of the position. Items worked on in September:
1) 9/1/18: Began his tenure in the position of Assistant Fire Chief of Operations
2) 9/10/18: AAR and meeting with the HFD AHIMT steering committee to follow
up on their recent deployments, also to identify areas that need to be addressed
for future team deployments
3) 9/19/18: Attended the Big Island Wildfire Coordinating Group Quarterly meeting
4) 9/24/18: Attended a Budget 101 Training Course with F-2, Ac-2, and FASO
5) 9/25/18: Held a BC meeting with all BC’s and TA/BC personnel to express
expectations and plan moving forward.
6) 9/26/18: Attended a Developing and Conducting and Assessment training Course
with F-2 and AC-2
7) 9/27/18: Attended the Ironman Public Safety-Final operations Briefing with F-2,
BC Kosaki, and FMS III Vern Hara
8) He has also been working on a few other assignments: MRA Meal Account audits,
Inter-personnel issues meetings and counseling sessions, personnel leave
documentation submittals, and assisting Chief Uchida with planning and
preparing for upcoming promotional recruitments.
BATTALION 1
Incidents:
1) #17150, 08/30/18: Structure Fire, Pakalana Street, No casualties or injuries.
2) #17814, 09/08/18: Swimmer in Distress, Bottom of Kahakai Boulevard, C-1
extracted a 16 y.o. male that was transported to Hilo Medical Center via
ambulance.
3) #18013, 09/11/18: Gunshot Wound, off Ainaloa Boulevard, 20’s female
transported to Hilo Medical Center via ambulance.
4) #18238, 09/14/18: Fisherman fell off the rocks, Bottom of Makuu Drive, C-1
extracted a 30 y.o. male that was transported to Hilo Medical Center via
ambulance.
5) #18294, 09/15/18: Structure Fire, Kinoole Street, one (1) residential fatality (70’s
male).
Special Services:
1) September 22, 2018, Battalion Chief Ian Smith attended and spoke at a
community event titled STARS, for victims that lost family members to homicide.
2) September 28, 2018, Company 1 participated in a Water Play Day at Kapi‘olani
Elementary School.
Post 2018 Lava Event:
1) September 28, 2018, Company 19 returned to Kīlauea Military Camp Fire
Station.

1) #17249, 8/31/18: Brush Fire, DHI Hwy. @ 44.5 mm. approx. 5acres, Co.16,Co.9,

2) # 17958, 09/10/18: Long line rescue of two individuals off of cliff in Puu Waawaa.

Training and Education:

2) 9/20- Wild Fire Training with Waikoloa Water Service. Co.16, BC2 with 6 newly
completed fire break 2-1/2 inch gated water supply pipe stands along the Makai
side of Waikoloa Village.
3) 9/27- Waikoloa Village Association and Fire-Wise meeting. Q&A. F1, BC2, CD1.
Special Events and Services:
1) 9/3- Annual Queen Liliuokalani Long Distance Canoe Race, Co.6 Standby
2) 9/27-West Hawai‘i Deputy Managing Director Meeting at West Hawai‘i Civic
Center.
SPECIAL OPERATIONS
Hazmat
1) The portable radiological meters used by our hazmat team personnel needs to be
replaced due to replacement parts to repair them being obsolete and unavailable.
We will be looking to request funding through the LEPC at our next meeting.
2) We are still awaiting approval from the IAFF to conduct more confined space
classes for our rescue and hazmat personnel. There are grant funding to help pay
for this training.
3) There is a pending lawsuit against the county and state by an individual who was
injured as a result of a chlorine gas leak at BEI. We are reviewing our policy on
proper documentation for all hazmat incidents.
4) BC Kosaki attended the mid-year National Association of Sara Title Three
Program Officials (NASTTPO) in Houston on October 16-19 to present and
showcase our county’s response to the recent Kīlauea Lava flow incident and the
coordinated efforts of various agencies and community.
Rescue
1) We conducted training on our Side Sonar equipment that we had procured a few
years back. We trained six of our rescue personnel. This training is funded by
the Sayre Foundation at a cost of approximately $8,000.
2) We are beginning to receive the equipment and training purchased through the
Sayre Foundation for our department. The total amount of the donations will be
close to $65,000. Some of the items to be purchased are a fuel trailer for our
helicopter, Rope Rescue training, Side Sonar training, Rescue boards, etc.
Ocean Safety
1) We are in the process of planning the opening of the new Pohoiki Beach. Due to
the lack of infrastructure and safety concerns, moving our WSOs back may take
some time. Until then, we are looking at putting in Act 190 and “No Lifeguard on
Duty” signs to help warn those visiting the beach.
2) We are working on creating the 3 new full-time WSO positions at Hāpuna Beach
that was funded by DLNR as identified in the revised MOA with the state.
3) We applied for a grant from the HTA for $125,000 to go towards the purchase of
equipment for Ocean Safety. We plan to use this money to expand our RWC
program to include Kailua-Kona and possibly Punalu‘u. We are also planning for
additional training of more RWC operators.
4) Adding lifeguards at Kua Bay has been a high priority for our County Council and
will be introduced again this year.
Support Services Division
TRAINING:
1) FFR completed Rescue Systems I training at Makalei Fire Station – October 15-
19.
2) Aerial Apparatus and Ladder Training conducted on October 5 with Company 14.
3) 19 Recruits Attending Waimea Community Association First Responder Dinner
in Waimea.
4) Recruits Completed Skills Testing of essential Fire Fighting tasks October 30th
5) HELCO representative provided Electrical Safety Training to Recruits on October
4th.
VOLUNTEER TRAINING:
1) Prepping for Driver Training class (Volunteer) in Makalei, Station 21 in October
and November 2018.
2) Pāhala Volunteer Captains meeting; handed out uniforms and shirts to Volunteer
Captains.
3) Driver audits.
4) Finalizing PUC appointments for 2019.
5) Preparing Volunteers for Tropical Storms; reviewing HFD’s Hurricane SOG.
EMS BUREAU:
1) EMS Bureau assisted with medical support at the Ironman Triathlon in Kailua-
Kona
a. 4 insertion teams and one EMS Captain
b. EMS teams responded to roughly 10 incidents with in the designated event
boundaries
2) FMS III Honda, F-2 and Mechanic 1 attended a pre-construction site visitation at
Leader Ambulance Company in Los Angeles Ca.
a. Face to face final specs review
b. Plant visitation and ambulance construction in services
c. Final contract to start construction will be signed shortly
3) T/A FMS III Mike Lam started with the EMS Bureau on 11/228/18.
4) Physio EKG contract submitted for resolution with Corp. Council
a. Set for resolution on November 20, 2018
b. Once this process is complete Physio is ready to ship the equipment and
schedule our training
5) Supplies back on track
a. New bid supply vendors have received their NTP contracts

PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 86 inspections.
2) The Fire Prevention Bureau reviewed 187 construction plans.
3) The Fire Prevention Bureau investigated two fires.
4) The Fire Prevention Bureau is currently conducting public education events
across schools for Fire Prevention Month. This year’s theme is “Look. Listen.
Learn. Be aware – fire can happen anywhere.”
5) The Fire Prevention Bureau continued the 24 hour schedule and saw many
benefits, challenges, and continued interest from our Operations personnel.
6) Fire Prevention Captain Kyle Vares and Fire Prevention Inspector Edward
Kawasaki attended a three day training in Oahu on NFPA 101 Life Safety Code.
7) Fire Prevention Captain Clinton Baybayan and Fire Prevention Inspector Edward
Kawasaki attended the National Fire Academy in Emmitsburg, MD.
AUXILIARY SERVICES:
1) Training – Chief Todd attending training on PPE manufacturing at Lion, Safety
Components, and Pharr. Information will be used to research rental of
firefighting gear for recruits in future to save money; work on better gross decon
and PPE cleaning policy and procedures; work with Honolulu on additions to
PPE contract for future gear.
Mechanic Shop:
1) Apparatus and Equipment Repair
• 100 total repairs/service
• 27 service calls or trouble calls
• 6 contracted out tows
Dispatch:
1) Project: Spillman
• Currently dealing with data issues from Spillman to Fire RMS and PCR
and ProQA.
2) Project: Xybix furniture completed:
• Dealing with cord management and broken parts. Project 99%
completed and will be removed from active project list.
