Human Resources Division
1) Recruitment
a. Internal Recruitment within the Department
• Battalion Chief (Emergency Operations) – Recruitment conducted from
August 24-September 2, 2018. Three applicants on the referred list.
Interview scheduled for October 3, 2018.
• Battalion Chief (EMS) – One applicant. Interview was held on September 10,
2018. No vacancy at this time.
• Fire/EMS Specialist II – Assessment held on September 6, 2018 for two
Fire/EMS Specialist I. Mark Mochida and Shinnosuke Suga promoted
effective October 1, 2018
• Human Resources Specialist I – Interviewed held for one applicant on
September 4, 2018. Human Resources Technician I, Jean Viernes, promoted
effective October 1, 2018.
b. Open-Competitive Recruitment
• Fire Radio Dispatcher I – Three applicants passed their pre-employment
medical examinations. Hire date is October 1, 2018 for Maelyn Burns, LeShey
Makuakane, and Naomi Marks.
• Account Clerk – Provided referred list to fiscal section. Targeted hire date is
November 1, 2018.
2) Labor Relations
a. Internal Investigations – one hand-delivered letter to a Fire Equipment Operator.
3) Classification
a. Fire Fighter reallocation to Fire/EMS Specialist I effective September 16, 2018 for
Timothy Fredrickson.
Emergency Operations Division
AFC Okinaka completed his first month as the Assistant Fire Chief; getting accustomed
to the new duties of the position. Items worked on in September:
1) 9/1/18: Began his tenure in the position of Assistant Fire Chief of Operations
2) 9/10/18: AAR and meeting with the HFD AHIMT steering committee to follow
up on their recent deployments, also to identify areas that need to be addressed
for future team deployments
3) 9/19/18: Attended the Big Island Wildfire Coordinating Group Quarterly meeting
4) 9/24/18: Attended a Budget 101 Training Course with F-2, Ac-2, and FASO
5) 9/25/18: Held a BC meeting with all BC’s and TA/BC personnel to express
expectations and plan moving forward.
6) 9/26/18: Attended a Developing and Conducting and Assessment training Course
with F-2 and AC-2
7) 9/27/18: Attended the Ironman Public Safety-Final operations Briefing with F-2,
BC Kosaki, and FMS III Vern Hara
8) He has also been working on a few other assignments: MRA Meal Account audits,
Inter-personnel issues meetings and counseling sessions, personnel leave
documentation submittals, and assisting Chief Uchida with planning and
preparing for upcoming promotional recruitments.
BATTALION 1
Incidents:
1) #17150, 08/30/18: Structure Fire, Pakalana Street, No casualties or injuries.
2) #17814, 09/08/18: Swimmer in Distress, Bottom of Kahakai Boulevard, C-1
extracted a 16 y.o. male that was transported to Hilo Medical Center via
ambulance.
3) #18013, 09/11/18: Gunshot Wound, off Ainaloa Boulevard, 20’s female
transported to Hilo Medical Center via ambulance.
4) #18238, 09/14/18: Fisherman fell off the rocks, Bottom of Makuu Drive, C-1
extracted a 30 y.o. male that was transported to Hilo Medical Center via
ambulance.
5) #18294, 09/15/18: Structure Fire, Kinoole Street, one (1) residential fatality (70’s
male).
Special Services:
1) September 22, 2018, Battalion Chief Ian Smith attended and spoke at a
community event titled STARS, for victims that lost family members to homicide.
2) September 28, 2018, Company 1 participated in a Water Play Day at Kapi‘olani
Elementary School.
Post 2018 Lava Event:
1) September 28, 2018, Company 19 returned to Kīlauea Military Camp Fire
Station.

1) #17249, 8/31/18: Brush Fire, DHI Hwy. @ 44.5 mm. approx. 5acres, Co.16,Co.9,
T14, C-2, Co.50, BC2
2) # 17958, 09/10/18: Long line rescue of two individuals off of cliff in Puu Waawaa.
Co.21, Rescue 7, M16, C-2, BC2
3) # 17999, 09/10/18: Structure Fire Ocean View Pkwy, HOVE; Structure interior

4) 9/11-9/12: Hurricane Olivia-Prep for flooding. 1 Strike Team at S-9, increased
staffing at S-15, National Guard Swift Water Rescue Team (26 Personnel and 10
Vehicles) staged at Stn.16 with BC-2
5) # 18141, 09/13/18: HAZMAT, truck load of car batteries fell out of truck spilling
onto roadway in Dist.7. Co.7, Hazmat 21, BC2

Training and Education:
1) 9/12- High Rise Structure Fire Drill at Stn.21 Training Tower. Co.21, Co.7, BC2
2) 9/20- Wild Fire Training with Waikoloa Water Service. Co.16, BC2 with 6 newly
completed fire break 2-1/2 inch gated water supply pipe stands along the Makai
side of Waikoloa Village.
3) 9/27- Waikoloa Village Association and Fire-Wise meeting. Q&A. F1, BC2, CD1.
Special Events and Services:
1) 9/3- Annual Queen Liliuokalani Long Distance Canoe Race, Co.6 Standby
2) 9/27-West Hawai‘i Deputy Managing Director Meeting at West Hawai‘i Civic
Center.
SPECIAL OPERATIONS
Hazmat
1) Two personnel (Captain’s Garrett Kim and Lyle Loyola) attended the Hazmat
Continuing Challenge that was held on September 4-7, 2018 in Sacramento, CA.
Their attendance and travel will be funded by the LEPC.
2) We are still awaiting approval from the IAFF to conduct more confined space
classes for our rescue and hazmat personnel. There are grants available to help
with funding to pay for this training.
3) There is a pending lawsuit against the county and state by an individual who was
injured as a result of a chlorine gas leak at BEI. We are reviewing our policy on
proper documentation for all hazmat incidents.
Rescue
1) 6 Rescue personnel from Waiakea and Kailua stations will be attending a training
for our Department’s Side Sonar equipment on October 4-5. This training is
funded by the Sayre Foundation.
2) The Sayre Awards dinner was held on September 1. Some of the victims that
were involved in these rescue missions were present and donated generously to
the foundation.
Ocean Safety
1) Our department is currently in the process of planning to put back the lifeguard
towers at the new Pohoiki beach. We are working on the challenges of where we
will be storing our equipment and RWC due to the extended access route and
increased commute times.
2) We are also in the process of creating the 3 new full-time WSO positions at
Hāpuna Beach that was funded by DLNR as identified in the revised MOA with
the state.
3) Our department has applied for a grant from the HTA for $125,000 to go towards
the purchase of equipment for Ocean Safety. We plan to use this money to
expand our RWC program to include Kailua-Kona and possibly Punalu‘u, and to
also include additional training of more RWC operators.
Support Services Division
TRAINING:
1) 21 Fire Fighter Recruits completed EMR on September 6, 2018.
2) 21 Fire Fighter Recruits CPR certification completed September 7, 2018.
3) 20 Fire Fighter Recruits Child Protective Seat certification completed September
29, 2018.
4) Vehicle extrication training scheduled for October 2, 2018 at Ken’s Towing.
5) Ladder 14 and Chopper 2 familiarization scheduled for October 5, 2018.
6) Rescue Systems training scheduled for October 15-19, 2018 at Makalei Fire
Station.
VOLUNTEER TRAINING:
1) Prepping for Driver Training class (Volunteer) in Makalei, Station 21 in October
and November 2018.
2) Pāhala Volunteer Captains meeting; handed out uniforms and shirts to Volunteer
Captains.
3) Driver audits.
4) Finalizing PUC appointments for 2019.
5) Preparing Volunteers for Tropical Storms; reviewing HFD’s Hurricane SOG.
EMS BUREAU:
1) Completed our 2 week Emergency Medical Responder training with the fire
recruits. They were also certified in American Heart Association’s Basic Life
Support CPR program. We also had two new hire Ocean Safety Officers that
participated in the two week training.
2) Completed Kea‘au High Schools Hands Only CPR program. We ran a total of 4
classes and trained 300 students.
3) EMS supply bid has been completed and the final paperwork is almost complete.
Documents have been signed and submitted.
4) All 8 MICT students have successfully passed their state and national
exams/psychomotor testing. They are all state certified and 6 of the 8 have been
cleared to work as a FMS II as of today 9/27/18. The final 2 are projected to
complete their FMS II orientation in the second week of October.
5) Completed FMS II assessment center. Two permanent FMS II positions have
been filled.
a. Honoka‘a “C” platoon
b. North Kohala “C” platoon
6) Received notice to proceed with new gas ambulance. Preconstruction
visit/meeting set for October 15 & 16 at Leader Ambulance.
7) Physio EKG contract moving forward and we are preparing for our resolution
with Council.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 68 inspections.
2) The Fire Prevention Bureau reviewed 178 construction plans.
3) The Fire Prevention Bureau investigated two fires, and the Arson K9 was
dispatched to one structure fire with fatality.
4) The Fire Prevention Bureau conducted six public education events.
5) The Fire Prevention Bureau continued the new 24 hour schedule and saw many
benefits along with few challenges.
AUXILIARY SERVICES:
1) Project: Wi-Fi systems update and review
• 14 lines have been requested to Finance to be made inactive.
• 8 lines are being converted to MIFI hotspots (AC2, BC1, BC2, 5 for Cache at
Warehouse)
• Working on a renaming of all lines for better future tracking, need to meet
with Information Technology.
Mechanic Shop:
1) Apparatus and Equipment Repair
• 82 total repairs/service
• 19 service calls or trouble calls
• 2 contracted out tows
Dispatch:
1) Project: Spillman
• Retraining was conducted in the first week of September.
• Cutover occurred September 18.
• Currently we are dealing with data issues from Spillman to Fire RMS
and PCRs.
• This project will be rolled into a new project called MDT (Mobile Data
Terminals)
• Now that Spillman has gone live Projects “First Watch”, “Pulse Point”,
and “Active 911”.
• Training for Version 13 of ProQA
i. Training was completed; one personnel was unable to attend
while trainer was on Island; training completed thru skype.
2) Project: Xybix furniture:
• Installation was completed September 26-28.
• Final adjustments are being made on labeling, and cable management,
and some issues with Motorola wiring.
3) Project FRD1 Recruitment:
• Three personnel have started work.
• We will be starting the process to reopen recruitment for the next FRD
I class.

• Attended Waikoloa Wildfire Community meeting as panel member along
with all partnering agencies involved in recent brushfires.

• Continue consultation with HGEA, Public Works, Parks & Recreation and
Mayor on the proposed reopening of Isaac Hale Beach Park.
