Assessment Center held September 6, 2018 • Human Resources Specialist I – Recruitment conducted from July 19-28, 2018. Human Resources Assistant Jean Viernes promoted. b. Open-Competitive Recruitment • Fire Equipment Mechanic –Hired Aaron Buyuan • Fire Radio Dispatcher I –Reference checks conducted. Once completed, will schedule pre-employment exams. 2) Labor Relations a. Internal Investigations – one hand-delivered letter to a Fire Captain. Emergency Operations Division BATTALION 1 Incidents: 1) 8/4 Inc#15272: Wildland Fire on Ka‘alualu Rd., District 11 (Ka‘u); 2 separate fires 135 acres and 35 acres, each with difficult terrain, heavy fuels and challenging weather conditions 2) 8/5 Inc# 15377: Wildland Fire at Keauhou ranch / HVNP, Districts 19 (Volcano) and 11 (Ka‘u); approx. 3800 acres. Utilized a Unified Command with HFD AHIMT and HVNP IMT, it was a fast moving crown (Tree tops) fire with many areas of cultural/ecological significance 3) 8/11 Inc#15785: Drowning – Waipi‘o Valley Beach, District 8 (Honoka‘a); 60’s male, unknown cause, bystander CPR was performed prior to HFD arrival 4) 8/12 Inc#15854: Structure Fire on Mauna Loa St. District 1 (Central); 2 story dwelling with multiple rental units, all occupants out on arrival and no injuries reported. 5) 8/17 Inc# 16204: Structure Fire-Kahakai Blvd., District 10 (Pāhoa); Single family dwelling being occupied by squatters. Owner deceased for a few years per HPD, No injuries reported 6) 8/20 Inc#16394: Structure Fire-Paradise Dr., District 18 (HPP); Single family dwelling, fire was suspicious in nature, final investigation finding unknown, referred to HFD and HPD investigators. 7) 8/21 Inc# 16476: Body on Fire-Komohana St. District 1 (Central), reported as a possible Brush fire, upon arrival of fire units it was determined to be a body of a male fully engulfed in flames. Heavy scent of Hydrocarbons (Gasoline scent) in the area. Being investigated by HPD as Suicide vs Homicide. 8) 8/23 Inc# 16580: Rescue of stranded hikers in Waimanu Valley District 8 (Honoka‘a); 2 pairs of hikers were stranded during the impacts of Hurricane Lane and isolated by swollen river levels. C-1 able to extricate 1st pair that day while the second pair found refuge in a local home until the following morning, then were extricated safely. 9) 8/23-24 Various incidents: Fire, Rescue and EMS Personnel from Districts 1, 2, 3, 4, 5, 8, 10, 17, 18, and 19 (most East Hawai‘i station/districts) conducted numerous swift water rescues, rescues from flooding homes and vehicles stuck in flood waters. All during the impacts of Hurricane Lane. Many of the incidents were in the Upper and Lower Puna area from HPP to Mt. View. Recalled personnel and Military vehicles were used to assist with staffing and vehicular access to many of the flooded areas. 10) 8/27 Inc# 16990: Structure Fire- Kapaka St. District 3 (Haihai); Single family dwelling Training and Education 1) Target Solutions-HazMat retraining ongoing 2) IT conducted online “Introductory Security Training” for our personnel 3) Various Operations personnel assisting the Prevention Bureau with a pilot 24 hour assignment program. 2 personnel (1 Inspector and 1 Operations) per shift island-wide operate on a 24 hour work schedule. Other: 1) Members of the department participated and attended the Funeral services of Fallen HPD Officer Bronson Kaliloa and Fallen Arrowhead Interagency Hotshot Captain Brian Hughes 2) Station 19 units and personnel were moved back into district and located at a residence on Haunani Rd. in Volcano Village. 3) Chief Uchida, BC Okinaka, BC Perreira along with Co19 personnel met with HVNP regarding the potential to reoccupy the KMC Fire Station. We are currently awaiting evaluations from the Federal government on the structural stability and roadway conditions, and also a water quality clearance for potable use. BATTALION 2 Incidents: 1) 7/31 (not captured on last month’s report), Inc # 15058: Structure Fire. Single story ohana type structure fully involved upon arrival. Estimated structure loss of $90,000. No injuries. 2) 8/1-8/9 Inc # 15116: Wildland Fire-Highway 190, District 16 (Waikoloa); 18,000 acres. Cause unknown. No injuries. Flame front came within 2 miles of Waikoloa Village on first night. Wind gusts in excess of 50 mph made this a difficult fire to contain. Units involved: Co9, Co16, Co14, Co21, C1, C2, HIIMT, DOFAW, and PTA. 3) 8/10 Inc # 15688: Brush Fire x2. Akoni Pule Highway near Kalooloo District 15 (N. Kohala) First fire approximately 400 sq ft and a dog tied to a tree was rescued. Second fire 800 sq ft near the shoreline. No structures damaged, no injuries. Units: Co14, Co16, Co15, Co9, Co 9B. 4) 8/16 Inc #16123: Brush Fire-Hoohana Street in District 14 (S. Kohala). Approximately 3 acres with no structures damaged or injuries. Units: Co14, Co6, Co9, Co14A. 5) 8/19 Inc #16339: Vessel in distress approximately 7 miles offshore of Napoopoo Road District 6 (Capt. Cook); Used DLNR boat and Company 7 to tow boat to Keauhou. No injuries. HFD Rescue Boats in Kona O/C 6) 8/19 Inc # 16352: Wildland Fire-Hokukano Ranch, District 6 (Capt. Cook); 480 acres, Two fires that merged in to one caused by witnessed lightning strikes. No injuries and no structures damaged. Units: Co6, Co7B, Co9B, Co20A, C1, C2, 5x private dozers and 3x private water tankers utilized. 7) 8/21 Inc # 16475: Wildland Fire- Ane Keohokalole Hwy. near HCC Palamanui, District 21 (Makalei); 100 acres caused by witnessed discarded cigarette. No injuries, subdivision and college was threatened, but protected. No structures damaged and no injuries. Units: Co21, Co7, Co12, Co7B, Co9B, Co16B, C1, C2, 2x dozers Training and Education: 1) 8/14, 15, 22: HAZTECH Refresher training at Makalei Fire Station Special Events and Services: 1) 8/17: eDRAULIC Jaws of Life gifting ceremony at Waimea Fire Station. Tools were presented to Company 9 and Company 16 through the Daniel R. Sayer Foundation. 2) 8/25, 26, 27: ALS standby for the US Free diving Hawai‘i Cup of Freediving at “2 step” in Honaunau. SPECIAL OPERATIONS Hazmat 1) The Department completed our hazmat technician refresher classes that included an online requirement by Target Solutions and a practical hands on requirement put on by our hazmat team personnel. This is an annual requirement by OSHA. 2) Captain’s Garrett Kim (Kaūmana A) and Lyle Loyola (Makalei C) will be attending the upcoming Hazmat Continuing Challenge that will be held in September. Their attendance and travel will be funded by the LEPC. 3) The Department is awaiting approval from the IAFF to conduct more confined space classes for our rescue and hazmat personnel. There are grant funding to help pay for this training. Rescue 1) Members of Kailua Fire Station and BC Kosaki attended a gifting ceremony put on by Laura and Frank Sayre of the Sayre Foundation that took place at the Kailua station on August 25th to showcase our newly renovated Radon Rescue Boat. There was a nice article in the WHT paper about this. 2) Members of the department participated in a SAREX (Search and Rescue Exercise) with the Coast Guard as per our MOA on Aug. 15th that included our rescue company, Ocean Safety RWC, and the USCG Cutter and Dolphin helicopter providing a coordinated search. Our RWC located the victim. 3) The Sayre Awards dinner held on September 1. Some of the victims that were involved in these rescue missions will be present and have donated generously to the foundation. Ocean Safety 1) Two of our WSO personnel attended the Drowning Prevention Ocean Safety conference that was held on Kauai on August 2 and 3, 2018. 2) The Department sent 20 Jr. Lifeguards to the state championships that was held on Kauai on August 4. They all did well and it was a good experience. HLA, KLA, and Olukai helped sponsor their travel. 3) With the lava overrun of the Ahalanui and Isaac Hale towers, Ocean Safety personnel from those districts/stations have been relocated to the Hilo and Punalu‘u districts. This provided an opportunity for our department to bring staffing levels up to a level that increased the safety for our personnel and the public, and also allows for daily coverage at Onekahakaha and Carlsmith, two beaches that were only open on weekends and holidays. Support Services Division TRAINING: 1) 21 Fire Fighter Recruits started recruit class on August 16, 2018. 2) Fire Fighter Recruits began two week coursework for Emergency Medical Responder Certification on August 27, 2018. They will complete EMR on September 7, 2018 along with their CPR certification. 3) Moved Training Office from Central Fire Station warehouse to Haihai Fire Station. VOLUNTEER TRAINING: 1) Continued support for Kīlauea Event EOC. 2) BT-17A HFD537 repositioned and temporarily assigned to Company 16B Pu‘uanahulu 08/01/18. Responded to BF Incident #15116 on 08/01/18 and various others. Will remain at Pu‘uanahulu until regular apparatus completes repairs at Mechanic Shop. Estimate October. 3) Support EOC efforts with Hurricane Lane. 4) Completed Hazmat online assignments, participated in Hazmat Refresher Training at Station 3 on August 6 & 7, 2018. 5) Completed October 2018 Driver Training roster and preparation of training materials. EMS BUREAU: 1) Captain Hara and Captain Honda were guest speakers at the Queens Medical Center Trauma Symposium. The topics presented were Community Paramedicine on Hawai‘i Island and the Hawai‘i Fire Department’s response to the lava event. 2) FMS II orientation in service was done and 6 of the 8 new grad MICT’s started their 10 shift FMS II orientation. Two more MICT students are expected to complete MICT / KCC training on 8/30 then they will begin their FMS II orientation. 3) EMS Bureau conducted a heat emergency class for our Training Bureau. a. Completed hands only CPR/AED training for Waiakeawaena Elementary School faculty (approximately 90 participants). We also included an illicit drug and human trafficking component. 4) Started the 2 week EMR training for the fire recruit class with 2 OS new hires. We have a total of 23 students in the training. They will trained up to the national EMR standards. 5) EMS Bureau assisted with the Hurricane Lane response. Assisted Operations in multiple different ways and also collaborated with federal and private assets to assist in patient care and extrication. PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 78 inspections. 2) The Fire Prevention Bureau reviewed 210 construction plans. 3) The Fire Prevention Bureau investigated five fires, and the Arson K9 was dispatched to one structure fire. 4) The Fire Prevention Bureau conducted five home inspections/smoke alarm installations. 5) The Fire Prevention Bureau started the new 24 hour schedule and saw many benefits along with few challenges. AUXILIARY SERVICES: 1) Project: SCBA Replacement Grant • Prevention has been issued SCBAs, not all personnel have come in to be fit tested. • Survey of mounting brackets to be conducted in August for upgrade/changes/retrofit. • Grant is being audited, will be submitting information with Melanio to handle. 2) Project: SCBA Air Compressors (No progress this month) • Working on a revision and update of Mako maintenance and calibration information. • Need to start a project to replace compressors. 3) Project: MSA to Motorola Bluetooth. • Working to add blue tooth capability to interface between MSA G1 and Motorola Radios. • Dongles have arrived, will be establishing Bluetooth testing in the month of September 4) Project: Wi-Fi systems update and review • Submitted proposal to save a little over $14k annually, by eliminating excess unused Wi-Fi charges. • Will be working to cancel/suspend/redirect these lines by the Mid-September, waiting on meeting with IT. 5) Project: BC Vehicle outfitting • Vehicle command cabinet for rear of vehicle (waiting on Ops BC’s to design and submit to DPW). • Secondary radio head installation in rear of vehicle (waiting on vehicle command cabinet). • Working on establishing hotspots in BC vehicles (Waiting on Project Wi-Fi, changed to issuing MIFI units). 6) Project: Auxiliary Sharepoint Site Redesign • Working on a redesign of the Auxiliary Services Sharepoint site for better usability. Warehouse: 1) Project: Repair Area • Working on a redesign and cleanout of the repair area to facilitate better turn around on equipment submitted for repair, estimated completion in September 2) Project: Receiving and Outgoing area Redesign • Initial area has been set up, pending onto training in Eden 3) Project: Radio Cache Area • Will be deployed into the new receiving and outgoing area • Seeking funding for four multi-unit (6) Motorola radio chargers, cost estimated at $4,000+ 4) Project: Vertical Expansion • Need funding to go vertical to 15’ mark in warehouse. Seeking grant funding, • Working on revised layout. Looking into 144” tall 24” deep shelving systems. 5) Project: Electronic Warehouse Management System (WMS) • Will be meeting with Transportation warehouse to view their UPC scanner system for inventory tracking through Eden/Fresh. • Will be touring DPW, HPD, warehouses to view their process to learn and improve. 6) Project: Working on a single point ordering system (SPOS) with online tracking of all orders within Trello; • Project has started, initial forms are being designed i. PPE Request form (Started) ii. Station Supplies Form (pending completion of PPE From) iii. EMS Supplies Form (Pending completion of Station Supplies Form) 7) Tasks: E-Draulic Tools • Deployed to Station 9 and 16, waiting on next set to arrive and be deployed to Station 8 Mechanic Shop: 1) Apparatus and Equipment Repair 88 total repairs/service 27 service calls or trouble calls 6 contracted out tows 2) Hired new Fire Equipment Mechanic Aaron T. Buyuan on August 16, 2018. Dispatch: 1) Project: 24 Hour Chairs • Working on procurement through finance, funding set aside through E911. Sent down to finance for RFP. 2) Project: Spillman • Cutover September 18 • Retraining completed end of August. • Training for Version 13 of ProQA, set for September 10, 11. 3) Project: Xybix furniture: • Installation dates have been delayed until September 26, 27, and 28 due to shipping issues. • Still working on furniture cleanout, electrical labeling, cable relocations and construction of a new server rack system. 4) Project FRD1 Recruitment: • Start date of next class of FRD will be October 2, 2018, three personnel hired. 5) Project: Policy and Procedure Manual • Draft completed and is currently being handled by F2 for submission to F1 and then union. 6) Project: Vacation MOU • Draft submitted to BC Todd for submittal to Chain of Command and union review. Repairs: 1) Project: Honokaa Fire Station Termite treatment • Delayed due to hurricane arrival on same day as planned tenting, working on new set of dates. 2) Warehouse washer/dryer project • Electrical and plumbing request for installation of 220v line for dryer, and plumbing for washer. 3) Task: Equipment Replacements • Station 18: Stove Ordered, awaiting arrival at store • Station 1A: Refrigerator replaced • Station 2, 16, 17, 6, 20: RFP completed, ½ units have arrived, 12k, 15k, 22k btu units are non-compliant and will be shipped back. 4) Task: Equipment Repairs • Fire Prev: Bullex system repaired • Station 8: Stinger turret parts, waiting on quote from E-Darley, need to follow up • Station 2: Setcom headset, mic not working (no progress) • Station 1: Amkus Jaws leaking (FEO Roeback working on this) • Station 1: Amkus cutter leaking (FEO Roeback working on this) • Station 21: Thermal Imager (ISG no longer in business, seeking repairs through Scott, waiting on confirmation) • Station 21: Sunnyboy LCD screens, seeking vendor for repairs • Station 21: CAT generator needs new Electronic Control Module, PO issued by Finance working with Hawathorne to set up repair. 5) Task: Waimea Desk rebuild • Work started, carpentry is fabricating parts. Department initiating required task to provide Water Safety Officers back to park along with Tower placement. Operations Division will be reviewing response needs to accessible areas.
