II. Alternative Funding and Grant • 2019 CDBG Paradise Park Ambulance Unit Project o Application submitted to Grant panel. o Funding not awarded to Department • 2018 CDBG o Paradise Park Wildland Brush Truck Apparatus Project o Bid awarded to Hawai‘i Specialty Vehicles. o Currently in production. Estimated Delivery July 2019 • Daniel R. III. Human Resources Division 1) Classification a) One Water Safety Officer II (1/2T) position temporarily reallocated to Water Safety Officer I (1/2T) effective March 16, 2019. b) One Water Safety Officer I position reinstated to Water Safety Officer II effective April 1, 2019. c) One Water Safety Officer II position temporarily reallocated to Water Safety Officer I effective April 1, 2019. 2) Recruitments a) Internal Recruitment with Department • Fire Captain (Emergency Operations) – Recruitment conducted from March 1-10, 2019. 15 names were referred. Written exam scheduled for April 1, 2019 in Hilo and Kona. • Fire Equipment Operator – Recruitment conducted from March 1-10, 2019. 46 names were referred. Written exam scheduled for April 30, 2019 in Hilo and Kona. • Fire/Hazardous Materials Specialist – Recruitment to open on April 1- 10, 2019. • Fire Rescue Specialist – Recruitment will open at a later date. b) Open-Competitive Recruitment • Human Resources Assistant – Interviewed six applicants. Selected Cami Lyn Nagata effective April 16, 2019. • Fire Radio Dispatcher I – Emailed three conditional offers to the top three applicants. Targeted hire date is May 1, 2019. • Water Safety Officer I – Interviewed 15 applicants. Hire date for four permanent positions is May 1, 2019 and May 16, 2019 for five WSO I (Temp) positions. • Fire Fighter Recruit – Processed 16 new hire packets for the recruits. Start date is April 1, 2019. • Fire Fighter Recruit – Written exams were scheduled March 21-22, 2019 in Hilo and March 23, 2019 in Kona. 86 names were referred to participate in the agility test scheduled for April 20, 2019. 3) Labor Relations a) Internal Investigations – Five certified letters to employees at the Communication Center, 15 certified letters to various employees in emergency operations, one certified mail to Fire/EMS Specialist II and Fire Fighter. 4) Employee Development and Training a) Mandatory Interview/Skill Set Training scheduled for March 8, 2019 – five employees attended. b) EUTF Open Enrollment – staff from the Human Resources Section attended the orientation session for Departmental Human Resources Officers on March 14, 2019. c) Mandatory Anti-Discrimination & Harassment Training scheduled for March 20, 2019 – two employees attended. IV. Emergency Operations Division OPERATIONS: East Hawai‘i Incidents: 1) Inc#:5020, Suicide by Fire, District 10. 67 male committed suicide by barricading himself in a bathroom and lighting the contents on fire. DOA after forcible entry. 2) Inc#5287, Structure Fire, Dist 18. Multiple small improvised and unpermitted structures fully involved. Difficult fire to extinguish due to numerous abandoned vehicles, appliances and scrap metal littered amongst the structures. 3) Inc#6187, Structure Fire, District 11, ~1500 sq. ft. home with active burning, self-ventilated, impacting another ~1700 sq. ft. dwelling next door and downwind. Vol. Co 11C first on scene, using a garden hose initially, then a hydrant supplied attack line to subdue the fire until Co11 and Co20 on scene. Exposure home with only superficial damage. Vol Company 11C did a great job in holding the fire from spreading to very close neighboring structure. 4) Inc#6335, GSW, Dist 1. 30’s female shot in the back. Co1 responded with HPD on scene. Pt transported to HMC in “Charlie” (critical) condition. Pt later upgraded to serious condition. Training: 1) EMT retraining sessions held for B platoon personnel 2) CPR retraining also conducted for Instructors 3) 4 personnel from the 46th Fire Fighter Recruit class-Recruits with previously attained State/National certifications are on 24-hour shifts completing Driver Training hours and Medic runs. 4) BC Ian Smith and Captain Travis Santiago attended the IAFC Wildland Urban Interface Conference in Reno, NV from March 25-29. Special Services: 1) 3/1/19, Medic 18 blessing and placed in service. Temporarily operating from S-10 (Pahoa) until upgrades and station expansion have been completed for S-18 (HPP). 2) 3/09/19, Retired FF William Andrade funeral with HFD honor guard utilizing Company 8, E-17 and numerous off duty personnel. The Family was very appreciative of the service our personnel provided. Events: 1) 03/01/19, M-18 commissioned and placed in service. West Hawai‘i Incidents: 1) 3/8 – Inc.# 04864 Dist. 7, Structure Fire, Kona Diving Company in Palm Terrace Commercial Building. Extensive damage to Kona Diving Company. Responding units did a great job in containing the fire to the unit of origin and kept it from spreading to other neighboring units. 2) 3/11 – Inc. # 05062 Dist. 6, Brush Fire, Hokulia Golf Course, 16 acres burned. One volunteer FF injured and transported to KNER during the incident, but recovering. 3) 3/13 – Inc # 05228 Dist.15, Structure Fire, Kohala Inn. Personnel did a great job fighting the fire and mitigating the associated nearby hazards (2000 gal propane storage tank). 4) 3/17 – Inc. # 05489 Dist. 20, Structure Fire, single story residential. 5) 3/19 – Inc. # 05626 Dist. 14, Motor Vehicle Accident, three vehicles involved, two passenger vehicles, one tractor trailer. Four patients, three transported to NHCH via Medic, One transported to KNER via C-2. 6) 3/20 – Inc. #05699 Dist. 14, Ultralight aircraft accident, forced landing. One patient transported to NHCH. 7) 3/27 - Inc. # 06242 Dist. 15, Active shooter, one patient transported to North Kohala Hospital. 8) 3/28 – Inc. #06359 Dist. 20, Structure Fire. Single story residential fire with multiple vehicles also involved. Fully involved total loss. 9) 3/31 – Inc. # 06569 Dist. 12, Drowning, Keauhou Bay, two patients one 50’s male, one 40’s female both found in cardio pulmonary arrest. Both patients transported to Kona Community Hospital. No change in status at disposition. Hula Kai Tour boat assisted with victim recovery, due to availability and close proximity to incident. Training: 1) 3/11 – Anna’s Pond Rescue Training, Rescue Company 2, Company 9. 2) 3/12, 13, 14 – EMT Retraining B Platoon 3) 3/15 – HELCO Kona Base Yard, power line training, Co. 7, Co. 12, Co. 21, BC2B 4) 3/20 – High Rise Drill, Sheraton Kona Resort Co. 12, Co. 6, Co 7. 5) March Rescue Training Co.7 A, B, C Swift Water I. 6) BC Chad Toyomura and Captain John Barco attended the IAFC Wildland Urban Interface Conference in Reno, NV from March 25-29. Events/Services: 1) 3/30 – Station 14, Sayre Foundation gifting ceremony with donors (Cummins family) for Billy Pugh Net. SPECIAL OPERATIONS: Hazmat: 1) BC Kim has completed and submitted our application for the DHS grant through Civil Defense for Hazmat equipment replacement 2) FBC Kim also finalized skills and exercises for annual Hazmat Company training with the 93rd CST. 3) We have opened a recruitment to fill Hazardous Materials Specialist vacant positions 4) Some of our personnel attended Chlorine Gas training with Department of Water Supply 5) Scheduled Propane Gas training in Hilo and Kona with Gas Company 6) BC Kim has been working on identifying communication upgrades for HazMat entry teams 7) He’s also been working with Captains to evaluate existing capabilities/redundancies. Rescue: 1) We have completed the distribution of Olu Kai footwear for all Ocean Safety personnel 2) Conducted WSO Transfers for East and West Hawaii positions 3) We have completed the interviews for vacant and Summer hire positions, and offered conditional hires for 4 Permanent positions and 5 Temporary (Summer Hires) positions 4) Continue to work with the HTA on a MOA for a $125,000 grant to expand the RWC program 5) Began the planning for the 2019 Jr. Lifeguarding program. Ocean Safety: 1) Continued to work with Rescue Captains and Captain Dave Mahon (Program Director) to improve Public Safety Diver program 2) Emergency repairs conducted on Rescue Boat 2-2 (Boston Whaler) due to hull damage from the trailer. 3) Scheduled long term repairs on Rescue Boat 2 (Fuel cell leaks), received quotes from the repair vendor and working with Fiscal for cost procurement. 4) Received 2 new Billy Pugh nets along with other rescue equipment from Daniel R. Sayer Foundation. V. Support Services Division VOLUNTEER TRAINING: 1) Quarterly Volunteer Captains meeting to be held on 3/30 at Station 8 (Paauilo). Captain Wilson to give a talk on Fire Suppression tactics. 2) All West Side volunteer companies received training on Fire Streams and drilled on Class A foam application. 3) Definitely not a highlight, but two volunteers have been injured at fires this month (they are ok). We are working on providing safety-based training to minimize these incidents. 4) Have started inputting volunteer info into a single database to be more efficient at tracking annual physical expiration dates. Should be done within the next couple of weeks. TRAINING: 1) 4 FFR went out to stations on 24 hour shifts. 2) 2 RTOs began working in Training Division. FEO Nishimura and FMS II Azevedo. They will be instructing the 47th Fire Recruit class. 3) 47th Fire recruit orientation held on 03/15. Class will start 4/1. 4) Attended and supported high rise drill held at the Shearton Keauhou Resort on 3/21 run by Captain Keawe. 5) 46th Fire Fighter Recruits finished EMT clinical ride alongs. EMS BUREAU: 1) Meet and greet with Kona hospital. HFD EMS presentation and review of HFD patient transfer protocols. Kohala Hospital ER doctors, ER RN managers, and Karlson Pung of AMR present at meeting. 2) EMS Bureau attended a week long active attack integrated Train the Trainer class in Oahu. a. Focused on active shooter situations and the new approach for first responders and dealing with mass violence situation. b. Captain Lam and BC Honda will set up meeting with admin to go over the training and department budgets. 3) Training and Education a. Hands only CPR project is currently at Waiakea HS. • We will be delivering 7 classes for the students and administration. b. Conducted 2 Opiod / Narcan /BVM training for HPD/Vice/ATF personnel. • Worked with the Federal High Intensity Drug Trafficking Area Task Force. • Total of about 50 HPD personnel trained. • This was an Island-wide training. c. 2 EMT retraining classes held. d. Emergency Medical Responder Training • Finalizing initial 2 week training for the 47th FFR class. • Working on EMR retraining; scheduling 4 classes (2-Hilo, 2-Kona). e. Working on MICT “bundle class” • This will be a recertification on the disciplines listed below: 1. Advanced Cardiovascular Life Support 2. Pediatric Advanced Life Support 3. Basic Life Support / High Performance CPR f. Approximately 40 personnel recertified. • HFD / OS / County Safety Division g. We will begin participation with Hawaii Island Coalition Against Human Trafficking and researched the possibility of having an outline component added Target Solutions. 4) Started up Medic 18 on March 1. a. We have received a lot of positive feedback from the line with the addition of another ambulance in the Puna District. b. We have had some questions and concerns in regards of the redistricting of M-10 & 18. They would like to see the medics responding from Station 10 to cover all of District 18. 5) Participated in the Hawaii Trauma Advisory Committee Meeting a. Did a short talk on our pediatric advance life support Handtevy kits. 6) Community Paramedicine update. a. Phone meeting with WHCH executives and Aloha Care to discuss the awarded 120K grant for West Hawaii EMS Captain and continuing CP program on the West side. b. Meeting with EMS1, F2, EMS3 to discuss awarded grant monies. c. Did 13 intakes, referrals from APS, HMC, HFD. d. 1 project lifesaver intake in Hilo. e. Meeting with HOPE services for possible partnership with CP program. f. Attending Lifesavers conference in Kentucky. PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 47 inspections. 2) The Fire Prevention Bureau reviewed 53 construction plans. 3) The Fire Prevention Bureau Investigated 5 fires. 4) The Fire Prevention Bureau continued the 24 hour schedule and saw many benefits, challenges, and continued interest from our Operations personnel. 5) The Fire Prevention Bureau has reached out to the Department of Liquor Control to work on occupant load enforcement. Due to the 24 hour schedule, we are able to meet with the Liquor Department and mitigate severe life safety hazards due to overcrowding. 6) Smoke alarm program is currently running with assistance from the American Red Cross. 7) Fire Prevention Captain Clinton Baybayan accepted to attend National Fire Academy Training: Fire Investigation-Forensic Evidence in April. AUXILLIARY SERVICES: 1) Active 911 Project a. Current issue with only first unit being dispatched. Working with police IT to figure out. Waiting on HPD IT. We will hopefully be fully live in May. 2) RapidSOS/i911 Project a. System is live, expected to have some training set up in May with our dispatchers on how to use it. 3) Warehouse Re-organization Project a. All shelving units have been installed. b. In May we will be moving forward with getting all inventory labelled: 20% completed. 4) Warehouse SPOS Project a. Will be looking into adding an IPad or similar ordering device to allow orders for people who walk into the warehouse. b. Next phase will bring out a new station supplies request form, probably in May. c. Working on issues with automatic printing for orders through HP ePrint. 5) Dispatch FRD Recruitment a. Interviews were completed, three candidates have been selected and will be receiving conditional hire offers in the next week b. Tentative hire date for the next class will be May 15th. 6) Mobile Data Terminals Project a. We will be setting up testing in by BC1. Maintenance Shop Apparatus and Equipment repair: • 113 total repairs/service • 33 service calls or trouble calls • 7 contracted out and tows VI.
