I. Presentation by Deputy Fire Chief Uchida on recruitment and promotional
practices.
II. Budget
• FY 2019/2020
o Overtime still not funded
o Awaiting approval by Finance/Mayor/Council for funding of overtime.
III. Alternative Funding and Grants
• 2018 CDBG
o Paradise Park Wildland Brush Truck Apparatus Project
o Estimated Delivery August 12, 2019
• Daniel R. Sayre Memorial Foundation Funding assistance
o New off-road tanker for Waimea and South Kohala districts
o Placed into service at the Waimea Fire Station
o Previous Tanker unit at Waimea reassigned to the S. Kohala Fire
Station
o Planning for this year’s award dinner has begun by Sayre Committee.
• USDA USFS Wildland Grant
o $50,000 grant funding with a $50,000 county match
o Earmarked for Training and equipment.
o Final approval estimated to be by September 1, 2019
• County Council Contingency Fund Assistance.
o Various Council members have provided funding assistance to
department for equipment.
• USFA FEMA Assistance to Firefighters Grant
o Awaiting award notification - last several years, decision made in
December.
IV. Human Resources Division
1) Classification
a) Allocation of three new Fire Fighter positions for Puna effective July
16, 2019.
b) Allocation of three new Fire/EMS Specialist II positions for Puna
effective July 16, 2019.
c) Allocation packet for new Accountant II position was submitted to
DHR.
2) Recruitments
a) Internal Recruitment within Department
• Fire Captain (Emergency Operations) –Interview/assessment has
scheduled for August 23, 2019.
• Fire Equipment Operator – Interview/assessment has not been
scheduled yet.
• Fire/Hazardous Materials Specialist – Interview/assessment
scheduled for July 30-31, 2019.
• Fire Rescue Specialist – Recruitment to be conducted from August
2-11, 2019. The physical assessment exercise has been scheduled
for September 12, 2019.
b) Open-Competitive Recruitment
• Fire Fighter Recruit – 19 candidates were given formal offers.
Orientation scheduled for July 31, 2019. Start date is August 19,
2019.
3) Employee Development and Training
a) New Hire Orientation scheduled for July 15, 2019 – three employees
attended.
b) Conducting an Effective Job Interview and Skill Set Development and
Evaluation training scheduled for July 29, 2019 – seven employees
attended.
V. Emergency Operations Division
AC-1
1. Coordinated HFD response to the Mauna Kea / TMT standby operations
2. Conducted mask fit testing for HPD officers
3. Working with F-2 on various Policy revisions to better manage OT costs (R4R,
Recall, and Vacation/Leave)
4. Working with Ops BC to be better prepared for Wildland fires, using resource
allocation and communication protocols. BC Hayashida working with CD on
an ARC GIS program for better reporting and needs requests.
5. Utilized Survey 123 app to report Surf Conditions during last High Surf event.
Looking to get IPad’s or similar for Ocean Safety towers to allow them a
means of self-reporting conditions to CD.
BATTALION 1, East Hawai‘i
Incidents:
1. 7/13 #14134; RESCUE- Missing Swimmer Green Sands, (Dist. 11) Body
located by SCUBA Diver and retrieved by Company 2 on day 3.
2. 7/20 #14641; STRUCTURE FIRE- Naia Avenue in Eden Rock (Dist. 5)
unpermitted structure was a total loss. No casualties or fatalities.
3. 7/20 #14648; STRUCTURE FIRE- 950740 Ninole Loop (Dist. 11) Two
equipment storage sheds found totally engulfed upon arrival of maintenance
personnel. Sheds and all equipment a total loss. Company 11 prevented fire
spread to surrounding brush/exposures.

Training and Education

ceremony at Station 9.
SPECIAL OPERATIONS
Hazmat
1. We are awaiting DHS Grant directives for purchase of replacement Hazmat
equipment.
2. FHMS promotion assessment conducted on July 30 & 31 (13 personnel)
3. Continuing Challenge through the LEPC. Update: processing of interested
personnel.
4. Chlorine A&B kit gaskets have been ordered.
5. Replaced WMD Test Kits at S-4 (Kaumana).
Ocean Safety
1. Kua Bay tower operational as of July 1.
2. 30 Jr. Lifeguards along with instructors attended the State Championships on
Oahu, all extra costs paid for by donations from The Daniel R. Sayer
Foundation.
3. BC Kim attended a State Ocean Safety Chief’s conference on Oahu.
4. BC Kim Also attended and gave a presentation at The State DAIPAC
Conference on Oahu.
5. Executed the MOA with HTA for the $125,000 grant to fund the RWC
program expansion.
6. Continuing with Administrative Investigation for a WSO.
7. Completed audit of the WSO recruitment packet with DHR.
8. BC Kim completed and submitted WSO Return to work / Fitness for Duty
Policy and sent to HGEA for consultation.
Rescue
1. FRS PAE scoring criteria finalized and implemented for the upcoming
Promotion Assessment.
2. Rescue Boat 7 into Hilo continues to be worked at Boat House Hawai‘i.
3. BC Kim following up with Force Marine on the delivery of 2 new fuel cells for
Rescue boat 2. Taking longer than expected.
Sayer Foundation
1. Gifting ceremony of Bulldog Tanker at Waimea Fire Station.
2. Working on various grant opportunities to acquire more equipment for HFD.
3. Continued planning for this year’s award dinner.
VI. Support Services Division
TRAINING:
1) July 1 – Fire Equipment Operator Jordan Makaimoku started in training.
2) July 8 – 12, the 47th Recruit class completed Aquatics Competency Certificate
Training led by Captain Fong.
3) NFA 2-day training held July 22 & 23 – Leadership in Supervision:
Frameworks to Success, taught by NFA instructor Phil Davis.
4) July 23 – 47th Recruit class obtained type 4 DCC through defensive driving
course, taught by Hawai‘i County Safety Specialist Douglas McCormick.
5) July 3 & 25 – 47th Recruit class trained in vehicle extrication at County
Abandoned Vehicle area near green waste scale.
VOLUNTEER TRAINING:
1) Finalize Active 911 roster and registration.
2) Captain Wilson support of Mauna Kea standby.
3) Training West: Firefighter Safety and Health; Training East: Pak Radio/Active
911 integration and communications.
4) Established safety check locations in Ainaloa and Mountain View for
volunteer vehicles.
5) Completed Target Solutions Hazmat Technician Refresher for 2019.
EMS BUREAU:
1) Assist with TMT operations.
a. Coordinated stand by personnel, equipment and supplies.
2) NHTSA steering committee.
a. Coordinating public relations and community education presentation –
working with all counties on multiple topics.
3) Training and Education.
a. Multiple EMR classes held in Hilo and Kona.
b. Continuation of CPR recertification of entire department – on target to
complete everyone before expiration dates.
c. Rural Trauma Team Development Course at Kohala Hospital – Instructors
from Honolulu (Queens Medical Center). We had a lot of positive
feedback from this course.
d. PulsePoint project moving forward. Currently all tests have been going
well. We are working with Hilo Medical Center Foundation for launch
date and marketing.
e. Waiākea Intermediate School Hands Only CPR/AED training –
approximately 30 people trained.
4) Assisted operations with FMS II vacancies.
5) Notice To Proceed awarded to Braun North West for two F-350, 4x4 diesel
medics. Starting pre-construction process.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 52 inspections.
2) The Fire Prevention Bureau reviewed 68 construction plans.
3) The Fire Prevention Bureau Investigated 1 fire.
4) We concluded our 4th of July fireworks display inspections and permit sales.
5) The Fire Prevention Bureau continued and saw many benefits, challenges and
continued interest from our Operations personnel. We have one TA inspector
participating in the program.
6) Smoke alarm program is currently running with assistance from the Red
Cross. We installed smoke alarms in four homes in Hilo, and are awaiting
order for additional devices from the Red Cross.
AUXILLIARY SERVICES:
1) Active 911 Project
a. System has been reconfigured but is currently not dropping through the
incidents. Trouble shooting will continue in August.
2) RapidSOS/i911 Project
a. Callyo i911 account testing will commence in August.
3) Warehouse Re-organization Project
4) Waiting on ordered label holders, order did not arrive.
5) Dispatch FRD Recruitment
a. Our three newest Dispatchers have started rotations on the floor.
6) Mobile Data Terminals Project
a. External GPS unit has been purchased and is in the testing phase.
b. Examining grants for possible funding.
7) POE Switch Project
a. In the process of upgrading Motorola console systems to run off power
over Ethernet to avoid damage during power surges.
8) Phone and Data line review
a. Currently examining phone bills to identify unused lines for cancellation
and or reassignment to save money. Verizon – in process; AT&T –
pending; Hawaiian Tel – complete.
9) Purchases
a. Lockers for Station 18; Riding lawn mower for Station 10; Stove for Station
5; Camera lenses for Prevention; Replacement radio headset for E1;
Replacement hands free headset for Dispatch; Four 24hour chairs for
Dispatch; Repair lightbulb for projector in Haihai Fire Station.
Maintenance Shop
Apparatus and Equipment repair:
• 78 total repairs/service
• 20 service calls or trouble calls
• 11 contracted out and tows
Roof extension pending.
VII. New Projects/Business
• Working with the Department of Public Works for permitting and
renovation of the Paradise Park Fire Station.
